Finally, we have found the key points to fight for the

elimination of the sales of dog meat.

Today, it is the 11th day that we stayed in a camper car for the goal of "eliminating dog meat
slaughterhouses in Kyungdong market".

After visiting the restaurants and farms that deal with dog meat for 11 days straight, we have found some
key elements that can help us eliminate the dog meat trade. We visited these operations at dawn, in the
morning, at noon and in the evening to observe.

What we felt most frustrating during our surveillance and patrols were the revelation of how weak the
animal protection laws actually are. There were illegal acts such as the brutal slaughter and hanging of the
dogs necks and this happened even in the presence and clear sight of other dogs. We are trying to find
laws that we can use to stop this abuse. However, it is really hard work.

Even though we were trying to observe and patrol 24 hours a day, the dog meat factories that operate
behind closed doors were impossible to observe. We cannot trespass private property and unfortunately,
there were many times where we could only stand outside of these places of bloodshed only able to
imagine the cruelty taking place inside.

However, Park Won-soon, the mayor of Seoul was sympathetic to our cause, and we have been jointly
cracking down on this matter with the staff of animal protection department and the employees of
Dongdaemun-gu Office. We have continued to point out the violation of the food hygiene laws and violation
of the fire prevention law.

One of the six slaughterhouses in Kyungdong market was closed down at the end of May and three of them
were promised to dispose of slaughterhouses. So while it was not a complete closure, it is a good outcome
nonetheless.
However, we do not have many grounds legally to shut down two of the most vicious slaughterhouses in
this area.. Both of them are registered as businesses in Tangjeong, slaughtering dogs in the most brutal
way, and then selling the meat for profit. In one slaughterhouse, 10 dogs per day are mercilessly killed and
the meat of at least 200 dogs are sold and distributed. Keep in mind these figures are for only one
slaughterhouse.

I felt completely helpless seeing the beautiful fur children dying everyday. The one who licked my hand
today, he would be slaughtered and gone tomorrow.

However, through the tireless patrolling, I have finally found a potential solution to this ever existing
problem.

These businesses are illegal in the fact that they do not record their business transactions and are brazenly
evading the tax on the profit they generate. Through the countless observations we made throughout the 11
days, we noticed that there was absolutely no paper trail or transactions made with credit cards or issuing
cash receipts.

Transactions that generate sales without reporting to the tax office are illegal, and the penalties for this is
much more severe than the current Animal protection laws.

In this situation, I talked with Representative Park Ung Sun, Senior Coordinator of the CCP, and Mr. Dasom
Kim Jun Won, who continues to monitor the patrols in the Kyungdong market, and Animal Peace Korea,
with Baek Eun Yong, we discussed tax evasion penalties as a major strategy to shut down these
businesses. We will strictly observe the dog meat slaughtering practices in the Kyungdong market and we
hope to spread this model throughout the country, so that we will put pressure on all dog slaughterhouses
and sales facilities nationwide to declare tax evasion.

Yesterday, the Dongdaemun Tax Office in charge of Kyungdong market, our corporate adviser, the
accountant, and the tax accountant concluded the following conclusion.

1) Taxation audits can be done by circumstantial evidence about the tax evasion. There is already sufficient
evidence.

2) Continue to complain not only to the tax office in charge but also to the Internal Revenue Service and the
Seoul Regional Tax Office.
3) When conducting a tax investigation, the scope of the survey shall be applied for the previous five years.

4) As a result of tax investigation, if there are missing sales, no transactions, double book, etc., there will be
severe punishments. If the profit of the slaughterhouse within this period was up to 100 million, the punitive
tax is KRW 70 million. In other words, dog slaughter and sales facilities with sales of 100 million won per
year can tax up to 350 million won.

5) According to the findings, we estimated that the two largest facilities in the one month had sales of more
than 50 million won and yearly sales of more than 600 million won. In other words, the punitive tax for one
year is more than 420 million won, and the punitive tax for 5 years is up to 2 billion won.

This has been the result of the consultation with the tax office, the consultant tax accountant, and the CPA
who have obtained the information obtained through the surveillance patrols in the meantime. This will
surely keep the two remaining places in Kyungdong market expressing willingness to slaughter the
mountain dogs in the future so that they will no longer be able to sell dog meat related business.

These businesses are never very small. Based on sales figures alone, they are the size of small and
medium-sized companies. The net profit figures are extremely high.

If these businesses were to choose to close now, there is room for consideration to be exempt from the
audits. However, if they persistently refuse, there will be over 10,000 tax evasion complaints to answer to
through the National Tax Service, the Seoul Regional Tax Office and the Dongdaemun Tax Office. We will
pursue a tax investigation.

Animal protection laws are too weak. At best, a fine is one million won.

However, tax evasion is a much more heinous crime in the eyes of the Korean public, with penalties to
match.

Especially in the case of no-interest transactions, it can not be overlooked by the tax or the public. There is
no oppositionist or dissent here.
It was so painful to see that sad fate for the poor puppies and dogs who were licking my hand one day and
gone the next. Through the desperate 11 days, we came to the conclusion that tax evasion audits were the
answer.

Mass fines on tax-free transactions and tax evasion are the answer to this problem. I hope to generate
change as soon as possible.

Your passion and participation can save our fur children. Our unified strength can surely save those poor
souls.
