Investigative Report
May 26, 2017

East Area Rapist/Original Night Stalker/UNSUB (unknown subject)

AKA: Diamond Knot Killer, EAR, ONS, Golden State Killer

Area of Operation: California, specifically Northern California then Southern California

Composite Sketch(s):

Forensic Information: Northern California rapes have been DNA-linked that occurred in
Contra Costa County but distinctive MO (modus operandi) of the rapist makes it very likely the
same man was also responsible for the attacks in Sacramento, California. Last crime linked to
EAR/ONS occurred in 1986.

Stonestreet Investigations, Inc. INTERNAL USE ONLY EAR/ONSIR052620172026

East Area Rapist/Original Night Stalker Investigative Report[Confidential] 2

Crimes: California law enforcement attributes fifty rapes in the California counties of
Sacramento, Contra Costa, Stanislaus, San Joaquin, Alameda, Santa Clara, Dana Point, and
Irvine, California. Two murders in Goleta have been linked to EAR/ONS through distinct MO
but not DNA.

Section 1: Modus Operandi/Profile

1. Believed to have started as a burglar (Visalia Ransacker) and then later graduated to rape.

2. Initial MO was to stalk middle class neighborhoods at night looking for women who
lived in single-story homes, generally located near a school, creek, or other open space
that afforded quick escape. Victims homes also were close to the highway for quick
escape.

3. Was spotted on several occasions but always sprinted away on detection.

4. On one occasion, a youth who pursued him was shot and seriously wounded.

5. Most victims had seen or heard a prowler on their property before the attacks, and many
had suffered break-ins. Therefore, police believe the offender had a pattern of extensive
reconnaissance on several homes in a targeted neighborhood before selecting one for
attack.

6. As part of his surveillance, the stalker was known to call victims both before and after the
night of the attack, sometimes hanging up, sometimes pretending to have the wrong
number, and sometimes threatening them in calls placed after the attack. It is postulated
that the offender would call his intended victim as part of his reconnaissance so that he
could learn when the victim would likely be home. Further, the phone lines in the house
would be cut or otherwise disrupted immediately before or during the attack.

7. In one voice message left by the offender in January 1978 the stalker repeats Gonna kill
you several times.

8. In regards to his Original Night Stalker nomenclature, he has been linked to 50 rapes and
12 murders.

9. Murder victim age ranges 13-41.

10. Originally targeting women alone in their homes or with children, offender later came to
prefer attacking couples instead.

11. Very clear standard procedure to break in and awaken the occupants, threatening them
with a handgun. Victims were generally bound with ligatures that the criminal brought to
the crime scene, often blindfolding and/or gagging them with towels taken from the
residence that he carefully cut into strips or fashioning ligatures using bootlaces.

East Area Rapist/Original Night Stalker Investigative Report[Confidential] 3

12. Female victim was always instructed to tie up the male victim before tying up herself. In
many cases, the bindings were made so tightly that the victims had no feeling in their
hands for hours after they were untied.

13. Offender would separate the couple, often placing dishes on the back of the male victim
and telling him if he heard dishes rattle he would kill everyone in the house. Used dishes
as an alarm in several situations aside from monitoring the male victim. On many
different occasions, offender would place children who awoke during the attacks in the
bathroom then stacked dishes on the door.

14. Offender would often spend hours in the home ransacking closets and drawers, eating
food in the kitchen, and come back to utter threats to the victims who were unaware
rather he was still in the home.

15. Offender is believed to use a bicycle to travel to and from his car and made extensive use
of parks, school yards, creek beds, and other open spaces that allowed him to stay off the
street.

16. Offender often described his reason for the invasion being because he needed money for
gas and food or simply money and food.

17. Offender known not to be able to climax during the course of rapes and several occasions
involuntarily shows remorse and frustration immediately after the rape act.

18. Always described as wearing a mask, usually a ski mask.

19. Known to frequently take three-month-long breaks between attacks leading some to
speculate that the offender may have something to do with schools, most likely secondary
education either as an educator or a student.

20. The offender known as the Visalia Ransacker and the offender known as the East Area
Rapist are theorized as being the same offender, however, not connected by DNA
evidence. The similarities between the two are staggering.

21. Certain behavioral patterns exhibited by the offender demand closer scrutiny. The
offender operated in northern California but for unknown reasons, began operating in
southern California. Upon beginning to operate in southern California, the offenders
crimes became less frequent but more violent as he had graduated from prowler, to
burglar, to attackers, to murder, to finally getting a moniker by the media being called the
Original Night Stalker.

22. Unsub was known to steal inexpensive knickknacks and seemingly worthless items
which actually may be misconstrued as unimportant but may be part of unsubs signature.

23. Assuming the EAR/ONS is still alive, based on profiling techniques and intelligent
conjecture, he must be around 58-60 years old today.

Stonestreet Investigations, Inc. INTERNAL USE ONLY EAR/ONSIR052620172026

East Area Rapist/Original Night Stalker Investigative Report[Confidential] 4

24. Often times, he would issue threats to victims with his teeth clinched.

25. Execution of these crimes in the amount that he committed them as well as his
preparation before each attack including bringing his own ligatures to the crime scene
indicates that he is very meticulous in execution of crimes. His crime-scene
meticulousness includes cutting phone lines of the victims but evolved into simply
ripping the phone lines from the jack.

26. Holds the distinction of being Californias number one serial offender which makes the
nature of his crimes, the items he took from victims never being found, and his close calls
with law enforcement and ability to keep committing horrific crimes all the more
terrifying.

27. Most prominent signature of the unsub involved the tying of the knots in the ligature that
the offender would bring to the crime scene. Hence his alias Diamond Knot Killer.
While difficult to pin down due to details of the offenders signature being suppressed
from the media, we can make inferences on what SOME of the components of his
signature likely are. In regards to his M.O., the dishes being stacked to alert him of
movement is likely part of his M.O. The ligatures in a special knot are more in the realm
of a signature. Further, the offenders compulsion to rummage through drawers and the
theft of inconsequential items such as drivers license or odd objects but these objects
NEVER turned up at any other crime scenes nor have they found any of these objects as
part of an investigation into a possible suspect posthumously.

28. The composite sketches attached to this case were made while witnesses described the
offender within the age range of 25-30.

29. As the EAR/ONS crimes progressed, he seemed to become more aware of police
evidence collection procedures and began to remove evidence from crime scenes
including his distinctive ligatures.

Section 1 Known Attacks

Victim 1
1. Offense: Rape Case No.:Victim No. 1 WFA Age 23 Date: Friday, June 18, 1976
Time: Approx. 0400 Location: Paseo Drive, Rancho Cordova.
2. Victim awoke to a methodical tapping and noticed the silhouette of a man in her bedroom
door tapping the handle of a large knife on the door frame.

Stonestreet Investigations, Inc. INTERNAL USE ONLY EAR/ONSIR052620172026

East Area Rapist/Original Night Stalker Investigative Report[Confidential] 5

3. Offender was dressed in a ragged gray-colored ski mask with a noticeable seam in the
front, a black shirt, naked from the waist down, his legs were muscular, he wore gloves
never taking them off during the attack.
4. Had an unusually small penis.
5. Offender touched the victims breasts only once during the attack with gloved hands.
6. Offender attempted to cut the phone line. Cut marks were evident on the wire.
7. He pried the patio door open for entry.
8. Offender brought two pieces of pre-cut rope with him for the bindings.
9. Victim believed that she had been stalked for sometime. Beginning in May a medium
sized older dark American car (make/model unknown) occasionally drove through the
neighborhood.
10. Two weeks after the attack, hang up phone calls began.
11. Victim was a 23-year-old white female insurance adjuster living with her father, a US
Army Air Force Serviceman retired who was away in Boston taking care of business after
a family death. He was due back in a couple of days after the attac.
12. Due to the bungled attempt to cut the phone line outside and no attempt to cut the phone
wires inside or even rip the phones out of the jacks, there was little reason not to think
offender was a beginner. It was suspected this was a neighborhood kid.
13. Terror was a prime factor in the crime as well as the compulsion to ransack the house and
it was postulated that was the unsubs signature as neither were needed for the actual rape
crime.

Victim 2
1. Victim was 15yo white female home alone with elder sister age 16. Victim watched tv
until around 2200 hours and then went to bed. Before retiring for the night, victim
checked all locks and doors.
2. Attack began around 0200 when the victim was roused from sleep by a hand over her
mouth.
3. Offender issued orders to the victim through clinched teeth. Younger victim attempted to
reach her elder sisters room but was violently attacked and hit in the head repeatedly
until she finally feigned unconsciousness. Offender said shut up. Ive already tied up
your sister. Victim continued to feign unconsciousness and offender tied her hands
behind her back very tightly.
4. Offender raped younger sister four times.
5. Offender demanded money.
6. Offender knew that the father was a doctor and began looking for drugs and questioning
the younger victim about the location of drugs in the house.
7. In between rapes, offender continued his compulsory behavior of rummaging around the
house in drawers.
8. Younger victims mouth was stuffed with a sock to act as a gag and then a towel was tied
over her head to blindfold the victim and keep the sock in place.
9. At approximately 0430 hours, the victim removed the towel from her head and noticed
the time after a period of silence. She located her elder sister and emergency services
was contacted.
10. Victims older sister was not molested during the attack.
11. Victims phone was ripped from the wall.

Stonestreet Investigations, Inc. INTERNAL USE ONLY EAR/ONSIR052620172026

East Area Rapist/Original Night Stalker Investigative Report[Confidential] 6

12. Footprints were found outside the older sisters room, which indicated he had watched
her for an indeterminate amount of time. There were no footprints outside of the window
for the younger sister.
13. The girls parents had been away for 3 days for a church outing. There was an absence of
footprints or other evidence to indicate stalking on the outside of the master bedroom
indicating that the offender knew that the girls were alone.
14. It was deduced through the offenders ramblings that he had come across prescription
pads or stationary that indicated the father was a doctor but no indication from the
offender that he knew this information before the attack began.
15. The offender had stalked his quarry for some time. Four pieces of string, of equal
lengths, had been used to tie the victims. The string used to tie the victims did not match
anything in the home.
16. Two empty beer cans were found in the kitchen which the two victims vehemently denied
belong in the residence. Neither girl reported smelling alcohol on the offenders breath.
He may have relaxed and drank them after the attack.
17. The footprint impressions found at the residence indicated the offender wore a type of
hiking boot.
18. The older sister had seen the offender and was able to provide a description. He was
wearing a brown mask with only eye holes. It covered his whole head. He also wore a
multi-colored stocking cap over his full head mask. Upon investigation, it was
determined this multi-colored cap belonged to the victims sister. It was later found
misplaced in her drawer after having previously been in her closet. The hat was found
with the matching ski mittens after the offender apparently took the hat to rape the sister
and then misplaced them in the drawer. Victim also said he was wearing dark corduroy
pants and a print shirt.
19. Victim felt the offender was 18 to 20 years old.
20. There were no foreign fingerprints found at the scene and therefore appears the offender
took the forensic countermeasure of wearing gloves. However, neither sisters noted the
offender wearing gloves.

Section 2 Victim 35
1. Attack occurred on June 24, 1978. One day after the attack in Modesto, California.
2. Victim was married couple attacked at 3:00am.
3. Used a flash light.
4. Weapons used .357 magnum.
5. Ordered wife to tie up husband (per usual MO described above Section 1, BP (bullet
point) 10 including unlacing shoes for more rope.
6. Offender cut strips of towels and removed a stack of dishes from the kitchen cabinet (as
described in Section 1 BPs 9 and 12)
7. Placed some dishes on the exterior of the bathroom door where offender had placed one
of the children who woke during the invasion. This was to alert him if the child had
opened the door and fits his MO (Section 1BP 11).

East Area Rapist/Original Night Stalker Investigative Report[Confidential] 7

8. Offender described his presence in the house as just wanting money and food
9. Offender at some point began using an ice pick to threaten the mother.
10. Offender made the mother move to the living room where she laid on her stomach and
was left alone momentarily while the offender went to retrieve Vaseline to cover his penis
while he sexually assaulted the wife.
11. After the sexual assault, offender walked to the corner of the house and and sobbed
heavily. Shortly afterwards, he raped her a second time and leaving the house afterwards
without the family knowing.
12. Victim described attackers penis as long but the tip was quite small. She believed he
was circumcised and details his thighs as wide and muscular. See above Section 1 BP 13
for notes on offender believed to be using a bicycle.
13. Offender had stolen 17 rolls of pennies. Victim family could not remember the man
carrying a bag with him.
14. On June 23, 1978, one day before the attack, neighbors saw a man peeking through her
bushes.
15. A neighbor found a peculiar jacket next to her house. The police identified it as the
Golden Bear brand model 300 or 303. It was manufactured in California and only three
stores carried this particular brand. One store was Bluebeared, located in Sacramento,
while the other two, Hard on Leather, and Leather forever were in San Franscisco. After
two years of this modeled jacket being on the market, it was discontinued due to lack of
sales. The police tried obtaining sale records from Bluebeards, but they were unable to
retrieve any information because of a fire that took place in the store that destroyed
paperwork. As for the other two stores, they too were unable to help. However, their
stores generally catered to homosexuals.
16. With the latest attack, the media went on a frenzy. While airing the crime on the news, a
woman phoned in a tip to the police regarding a strange experience she had three weeks
prior to the assault. She lived in Woodland, CA a twenty-minute commute to Davis,
CA- saw a man dressed in all black and a ski mask walking down the sidewalk at
11:30pm. He appeared to be 58 510 and approximately 160lbs. What caught her
attention was the western-style belt buckle he was wearing. She continued watching him
out of suspicion, to which he soon disappeared behind the residence of a single woman.
Though it was odd, she didnt call the authorities and went to bed. Shortly thereafter, she
heard a multitude of cop cars and flashing lights at the same single womans home.
Unsure of what was happening, she felt a heightened sense of paranoia and thought the
strange man she had witnessed earlier was hiding at her home. This prompted her to turn
off all the lights in the home and sit in the middle of the living room floor.
17. The same woman from BP 16 also heard a car nearby. When she glanced out the
window, there appeared to be an orange van with flames on the side panels.
18. Three weeks before the woman had seen the van, her son and daughter had also
witnessed this vehicle on three separate occasions. The mothers son had an intriguing
encounter with the driver. Apparently, the stranger noticed the son had a dent in his
Volkswagen and offered to help fix it for him. He was approximately 60 tall (see
suspect description Section 2 BP 16) and was slender with dark hair slicked back, along
with sideburns. His attire was a plain white t-shirt, blue jeans, and cowboy boots.
However, the color of the van wasnt orange as the mother later described. Rather, cream
yellow.

Stonestreet Investigations, Inc. INTERNAL USE ONLY EAR/ONSIR052620172026

East Area Rapist/Original Night Stalker Investigative Report[Confidential] 8

19. IMPORTANT NOTE: The shooter of Brian and Katie Maggiore was described as 60
tall and wearing cowboy boots (see suspect description Section 2 BP 16 [which includes
details about a western-style belt buckle]).
20. On the third and fourth of July, a neighbor of victim 35 saw a strange man riding a
bicycle late at night down Amador Street. Another person saw someone wearing a
poncho and using a cane to walk around, but according to the witness, it was an obvious
fake disguise. The investigators were notified but nothing was gleaned from this
information.

Section 3 Victim 36
1. Attack occurred on July 6, 1978 in Davis, California. 12 days after Victim 35.
2. An estranged wife was at home with her son when they were attacked.
3. She was awakened by a flashlight beam on her face and death threats by a masked
intruder taking command of the situation.
4. Since the woman was estranged from her husband, the offender was quickly able to gain
control over the woman, forcing her onto her stomach and restraining her hands, wrists,
and ankles together with shoelaces (see Section 1 BP 9-10).
5. Due to media coverage, the victim was aware of the offenders intent but he attempted to
comfort her by saying Im not here to hurt you. All I want is money and food for my
van.
6. Subsequently, he blindfolded her and told her dont move or try anything as he left the
bedroom to ransack throughout the household (see section 1 BP 12). When the offender
returned, he grabbed the victims arm and moved her to the living room (see section 2 BP
10-11).
7. In typical fashion, he forced the female victim to masturbate him, though it wasnt
satisfactory for him due to the tightness of her restraints. So he flipped her over and
raped her but was unable to climax causing him to unleash a series of frustrated sobs of I
hate you, I hate you, I hate you. See section 1 BP 15.
8. After regaining his composure, he left the residence without the victims knowledge.
9. Although the wife was estranged from her husband, they werent technically divorced.
As for her son, he was left unharmed and undisturbed.
10. The victim told investigators she could smell cigarette smoke from his breath. Moreover,
she mentioned his penis was three to four inches long and circumcised (see section 2 BP
12).
11. The offender uttered I hate you, I hate you. I hate you. I hate you, I hate you, Bonnie,
however, it hasnt been determined whether he said Bonnie or mommy.
12. The mother was 32 years old and attending Sacramento State College.
13. This was to be the last attack the East Area Rapist would commit in Davis, California.
14. The offender gained entrance through the kitchen window. The police found herring-
bone style shoe impressions in the mud and on the kitchen tiles.
15. Eight days after the attack on July 14, 1978, the victim flew to Europe for vacation and
her neighbor was watching her house. While he was cleaning the refrigerator, he
discovered a kitchen knife inside a box of Velveeta cheese. He notified police but no
information has been gleaned from this incident.

Section 4 The Visalia Ransacker

Stonestreet Investigations, Inc. INTERNAL USE ONLY EAR/ONSIR052620172026

East Area Rapist/Original Night Stalker Investigative Report[Confidential] 9

1. A series of burglaries which, while not conclusively linked to the EAR/ONS, may very
well have been the beginning criminal acts by the EAR/ONS.
2. The Visalia Ransacker began on April 6, 1974 which continued until December 10, 1975.
3. Generally, single-story residences were targeted. Inside, homes were rummaged and torn
apart, but small items that werent of much value were taken.
4. On the night of September 11, 1974, Claude Snelling awoke to sounds in the middle of
the night consistent with an intruder. Upon investigating the source of the sounds,
Snelling discovered a masked trespasser attempting to abduct his teenage daughter, Beth.
5. The trespasser wore a mask (see section 1 BP 16).
6. By the time the offender was discovered, he was already out in the backyard dragging
Beth in hand when he was discovered by Snelling who came to his daughters aid. The
offender threw Beth aside, pulled out a gun, and shot Snelling in the stomach before
fleeing. The wound was fatal but Snelling was successful in rescuing his daughter.
7. Prior to this home invasion, the Visalia Ransacker had allegedly attacked 84 homes,
however, the Snelling invasion was the first invasion that escalated to abduction and
murder. The murder in this instance would be for self-preservation but in subsequent
invasions, the murdering became a necessity.
8. The Snelling attack prompted law enforcement to perform stakeouts with different
officers designated to various neighborhoods previously ransacked. Despite neighbors
and police being on high-alert, the intruder managed to continue his invasions in an
uncanny fashion ten more times between September 22, 1975 to December 10, 1975.
9. On December 10, 1975, Detective William McGowen witnessed a suspicious male
walking through his assigned patrol neighborhood. When McGowen attempted to
confront the man for questioning, the stranger pulled out a gun and shot at the detective.
The bullet that was fired hit McGowens flashlight and knocked him on his back but
otherwise, was unharmed. The perpetrator managed to escape. McGowen was able to
get a description of the man: he had a ski mask on but was rolled up to the top of his face
making it visible, the man seemed to have blonde hair, was approximately 59-510 in
height (see section 2 BP 16) and age was estimated to be between 25-30 years old and
was rather chubby. His weight was estimated to be 190-200 pounds (in contrast to
section 2 BP 16) but was described as incredibly agile.

Section 5 East Area Rapist (EAR)

1. Beginning on June 18, 1976, an unidentified male dubbed as the East Area Rapist preyed
on families in 50 separate attacks in Northern California until the late months of 1979.
2. For unknown reasons, the crimes committed by EAR was relocated to Southern
California.
3. Janelle Lisa Cruz was found bludgeoned to death in her home on May 5, 1986 in Irvine,
California. Janelles murder came after a five-year hiatus by the offender. It was also the
last attack attributed to the EAR/ONS. Janelle was entertaining a male friend while home
alone, her parents were on a vacation. The two kept hearing noises outside and were
annoyed by the noises and checking each time and never noticing anything out of the
ordinary towards the source of the sounds. On May 4, 1986, Janelle is theorized to have
gone out to run an errand due to a neighbor hearing a car door of her Chevette and its
distinctive muffler sound. Upon the return of the car, the neighbor only heard one car
door slam. Janelles house was for sale and the real estate agent found Janelles body on

Stonestreet Investigations, Inc. INTERNAL USE ONLY EAR/ONSIR052620172026

East Area Rapist/Original Night Stalker Investigative Report[Confidential] 10

May 5, 1986. The offender likely surprised Janelle in the kitchen and hit her forehead.
Blood on the kitchen floor, some cabinets, and the inside of the front door indicated that
Janelle struggled with her attacker and was violently assaulted. Body was found
diagonally on the bed mostly nude. Her head was covered in blankets which when
removed revealed that her face was bashed in. She had been violently raped and bound.
DNA confirmed the EAR/ONS offender was the culprit.
4. The time he took off before his last attack (five years) is very curious based on several
mitigating factors. Based on witness eyeballs, the offender or unsub (unknown subject)
was likely no older than 30 during the few eye-witness accounts (see section 1 BP 28).
As the years wore on, he got older which takes a toll on everyone but generally speaking,
unsubs like this do not stop attacking or re-offending until they are either caught,
physically incapacitated, incarcerated, or dead.
5. During Janelles murder, no murder weapon was found, however, a pipe wrench was
missing from the back yard.

Section 6 Victim 34
1. Attack occurred on Friday, June 23, 1978 in Modesto, California.
2. A couple sleeping was attacked while sleeping. Their dog, a cocker spaniel, began
barking and the husband was startled awake by a flash light beam and an order from the
intruder to shut your fucking dog up or Ill blow your head off by the offender.
3. The M.O. was followed precisely by the offender after having ordered the wife to tie up
the husband, the offender tied up the wife and then began ransacking the house.
4. The offender used pre-cut strips of towel to blindfold the husband.
5. The wife was tortured and raped.
6. The offender was in the house for approximately 45-minutes before the husband and wife
assisted each other to untie themselves and call the police.
7. Offender stole the couples wedding rings and the husbands gun. The wedding rings
were probably part of some trophy ritual which are a part of his signature, activities the
offender engages in that do not assist the actual crime but the offender has a compulsion
to do. The wedding rings or gun has never turned up.
8. The victim family never got a decent look at the offender but when he spoke, he spoke
through clinched teeth and portrayed a Mexican accent that seemed artificial. The tone of
his voice indicated the intruder was in his early twenties.
9. The offender placed inconsequential items he was stealing inside some sort of bag,
however, in a previous attack, the victim said that it appeared to be a doctors bag. This
is interesting because Victim 34 was an employee at Modesto City Hospital.
10. While it has been postulated that the offender may be involved in the construction field
due to tiny flecks of spray paint at a previous crime scene. Victim 34 had just moved into
their house which was fairly new and nearby houses were in the process of being
constructed.
11. Five days before the attack, a neighbor reported seeing a strange man walking through
various yards. The neighbor briefly conversed with the man, who told the homeowner he
worked for a solar development company. When the homeowner questioned him further
with keen interest, the stranger evidently didnt know much, if anything, about his alleged
occupation.

Stonestreet Investigations, Inc. INTERNAL USE ONLY EAR/ONSIR052620172026

East Area Rapist/Original Night Stalker Investigative Report[Confidential] 11

12. Police received a tip from a cab driver one day before the attack. The driver mentioned
he picked up a man from the Modesto airport on June 22, 1978 mere hours before the
criminal attacked his victims. The driver said he dropped the man off at Sylvan and
Coffee. However, on the drive to the location, which wasnt far away, they came across a
vacant field near the destination and the passenger said, this is good enough and got out
of the cab. The stranger then proceeded to walk in the general direction where the crime
occurred, which was only a half-mile away. The cab driver described the passenger as a
white male possibly in his thirties who was wearing all dark clothing and had neatly-
trimmed light brown hair and was carrying a plaid cloth bag that included zippers. I have
not come across any information that Victim 34 saw or described the bag the attacker
brought with him to the crime scene.

Section 10 Questions About the EAR/ONS

1. Who is the EAR/ONS?
2. Why did he become the EAR/ONS?
3. Why did he stop his attacks for three months?
4. How many people did he kill?
5. Is he the Visalia Ransacker?
6. Is he the East Area Rapist?
7. What thought process would he use to select a house/victim?
8. Why a five-year hiatus and then return for Janelle Cruzs murder?
9. Why the change in geographic region?

Section 11 Mistakes/Slip ups/Loose ends

1.

Section 12 Miscellaneous Notes

1. Serial killer Richard Ramirez has been excluded from being the EAR/ONS.
2. Serial killer Gerald Parker has been excluded from being the EAR/ONS.
3. Serial killer Robert Mark Evans has been excluded from being the EAR/ONS.
