UNresolution2322anditseffectsonTerrorismInIraq&Syria
WhenthenewsreportsofabombgoingoffinIraqorhundredsdyingfrom
militantattacksinSyriamostshaketheirheadorvoicetheircondolences.Thoughitis
agoodnotion,forthosethatexperiencelossduetoterrorism,itisnotenough.Inthe
pastsomemajorcountrieshavecreatedlaws,liketheGenevaAccords,inorderto
moderateInternationalArmedConflicts(IAC)andterrorism.Asmorecountries
graduallyadjustedtonewinternationallawagainstterrorism,manyrealizedthe
institutionwasflawedduetoconflictingoruncleartreaties.Thoughmorerecently,
therehasbeenincreasedsupportofinternationalcooperationinInternationalcourt
aswellasbetweenlocalpoliceorganizationsthroughINTERPOL.InresponsetheUN
haspushedforevengreatercooperationagainstterroristoperationsthrough
approvingresolution2322,whichreaffirmstheinternationalwillforcooperation
againstterrorism.
Anyonecantellthatterrorismhasbeenathreattomanypeople'swayoflife.In
2016alonetherewere7incidentsofterrorismlocatedinSyriaandIraqthatcaused
over100casualtieseach.Oneincidentwasconfirmedtobeoneofthehighestdeath
tollsastheIslamicStateattackedtheSyriancityofDeirEz-zor.Whiletheofficialreport
had135deaths,Syria'snewsagencySANAsaidaround300civilianswerekilledinthe

massacre(Husseini).InanotherattackbytheIslamicStateinBaghdad,Iraq,where
therewereareported125deadand150injuredbyasetof3explosions.Through
thesebombingsoneHuseinAlireportedthatsixworkersathisfamilysshophad
beenkilledandtheirbodiessobadlyburnedthattheycouldnotbeidentified(BBC
News).InanothereventofterrorismorchestratedbytheIslamicState,asuicidetruck
bombkilledabout100people.MostofthedeadwereIranianShi'itepilgrims,atagas
stationinHilla62milessouthofBaghdad(Reuters).
Theworldaroundcanagreethatterrorismisadanger,andcooperation
betweennationsisrequired.DustinLewis,aninternationallawstudentatHarvard,
hasreportedthatInternationalHumanitarianLaw(IHL)isflawedinitself.Thisisdue
tofragmentedanddifferentiatingtreatiesbetweennations,aswellasthequestionof
whethertheseagreementsinfluencearmedconflictssuchasterrorism(Lewis).
Researchintointernationallawhasoftenfoundthatwithdifferentperceptionsof
crime,ontheonehand,anddiverseinterests,ontheother,statesoftenstandasa
barriertoeffectiveandcoordinatedcounter-terrorismmeasures(Insights).TheUNs
recentmovebyestablishingresolution2322istheirattemptatencouraging
internationalcooperationagainstterrorism.
Resolution2322focusesonthemainideaofsimplifyingtheprocessofhandling
terrorismonalegallevel.Uponamoreindepthcursoryoftheresolution,itprovesto
pressurenationstosimplifylegaltreatiesregardingterrorismandpushformore
cooperationinhaltingterroristretournees.IfthemembercountriesoftheUN
implementtheresolutioninletterandspirit(Insights),itwillhelpingettingevidence

againstterroristactivities,andassistinendingthepracticeofharboringcriminalsin
othercountries.Inordertogoaboutthis,theUNmadetheresolutioncompatiblewith
bothIHLandorganizationssuchasINTERPOLandUNDOC(Lewis).Astheresolution
takesfulleffectinINTERPOL,itwillenhanceinternationalpolicingandcooperationof
localauthorities.AsIHLisenforcedmorestrictly,moreterroristswillbetriedinthe
appropriatecourtsastheyarebroughtuponappropriatechargesfortheiractions.
Insomecases,itwassaidthatsuchactionsarehavinglittleeffectonterrorism.
Forexample,YuriFedotov,aleaderofUNDOCsaid,Inrecentmonths,several
countrieshavereportedanincreaseintherateofreturneesfromIraqandSyria.Itis
notreliablethough,forinstance,Fedotovalsomentionedthattheprogressagainst
DaeshterroristsinSyriahasrisensignificantlyasDaeshlostcontrolofterritories.In
aninterviewbyVOA,PentagonSpokespersonNavyCaptainJeffDavissaid,"The
counter-[ISIS]coalitioncontinuestolaytremendouspressureonextremist
organizationsinnorthernSyria,".InanotherresearchdonebyIanBremmer,ithas
beenreportedthatthemostrecenteffortshavecostISIS40percentofitsterritory
overthelastyear.
Asmoreandmoreprogressismade,furthersupportforinternational
cooperationiscreated.Asmorecountriescomplywiththeresolution,terroristgroups
suchastheIslamicStatewillbefacedwithmoreoppositionandeventuallybebrought
uponchargesininternationalcourt.Forinstance,-asofearlyDecember2016,the
ObamaAdministrationconsideredtheUSengagedinarmedconflictasamatterof
internationallaw.OnJuly22,2016,resolution2718wasestablishedbytheUN

securitycouncilandmembernationsinordertostemtheflowofforeignterrorist
fighters.Becauseofincreasedsupportsuchastheseandmuchmoretocome,it
marksastepforwardinthefightagainstterrorism.
