Abstract(Summary)
LocalcoastalfishersinBelizeareadaptingnovelstrategiestomanage,exploit,
andmarketmarineandcoastalresourcesinanefforttopromotefishing
livelihoodsandcoastalenvironmentalsustainability.Theseresiliencestrategies
respondtodiminishedfishingstocks,fisheriesandenvironmentalpoliciesand
regulations,climatechange,shiftingseafoodmarkets,andexpandingtourism
development.Withgrowingforeigninvestmentandnationallydirected
infrastructureimprovementprojectsonthePlacenciaPeninsulainrecentyears,
tourismdevelopmentisshiftingtowardmasstourism,andlocalresidentsare
seekingavenuestosustaintheirlivelihoods.InPlacencia,theneedforeffective
monitoringandmanagementofMarineProtectedAreas,fisheries,andcoastal
tourism,andenforcementofenvironmentalregulationsisbeingmetthrough
collaborationsbetweenthefisheriessector,governmentaldepartments,regional
environmentalNGOs,andinternationalaidagencies.Drawingonan
anthropologyofpublicpolicyapproachandethnographicresearch(including
interviews,participatorymapping,surveys,andparticipantobservation)between
2013and2015onthepeninsula,thisthesisinvestigatestheimplicationsof
collaborativecoastalresourcemanagementstrategiesdevelopedbetweenthe
PlacenciaProducersCooperativeSocietyLimitedandregionalenvironmental
NGOssuchastheSouthernEnvironmentalAssociation(SEA),amongothers,to
promotemarineconservation,localfishinglivelihoods,andheritagetourism.
Inparticular,Iconsiderhowfishinglivelihoods,conceptionsoflocalhistoryand
heritage,environmentalknowledge,tourismdevelopment,andfisheriesand
environmentalpoliciesinformtherelationshipsandtrajectoryforsustainable
localfisheriesmanagementthroughthesecollaborations.Manylocalfishers
recognizeacomplementaryrelationshipbetweentourismandfishingoccupations
throughthewaysthattheycanimpartanecologicalconservationethos,centering
coastalenvironmentalknowledge,education,andlocalembodiedheritage
experiencesandskillstosustainlocalmarinelivelihoodswhilepreservingcoastal
ecosystemsforvisitorsandfuturegenerationsofresidents.Withthedeclining
prominenceofcommercialfishingforCaribbeanspinylobster,queenconch,and
finfishinthevillage,severalPlacenciafishersareapplyingtheirgenerationally
inheritedandembodiedmarineknowledgetolivelihooddiversificationstrategies
suchasseasonal,fullorparttimetransitionstotourguidingandNGOcoastal
conservation,monitoringandenforcement,restoration,andoutreachpositions.
Moreover,manyfishersinthePlacenciaproducersfishingcooperativehave
venturedintoalternativefisheriesandmaricultureactivitiesincludingfishingand
marketingofinvasivelionfishaswellasseaweedfarmingandvalueadded
productpromotionwithvariablesupportfromtheBelizeFisheriesDepartment,
SEA,otherenvironmentalNGOs,andinternationalconservationand
developmentorganizations.Recognizingtheselivelihooddiversificationstrategies
andrelationshipsforsustainablecoastalresourcemanagement,Idiscussthe
opportunitiesandchallengesofthreerecentandemergingalternativelivelihoods
programsdirectedbythePlacenciafishingcooperativeincludingtheseaweed
farmingproject,thelionfisheradicationandmarketinginitiative,andthe
developmentofaheritagetourismprogramcenteringfisherlivelihoodsin
connectionwithaproposedlocalfishinghistorymuseum.

Toexplorethepossibilityforfishingheritagetourismasapathwaytosustainable
tourismdevelopmentonthepeninsulainthefuture,Iinvestigatehowlocal
conceptionsoffishingasheritageinPlacenciavillageconvergewithordiverge
fromtouristimaginariesofcultureandheritageonthepeninsulaaswellas
heritageassetsandproductsconceivedinnationalsustainabletourism
developmentpolicyandcommercialtourismmarkets.Residentsofthepeninsula,
Belizeanworkersandvisitorsresidingoffofthepeninsula,andforeigntourists
alikerecognizefishingandactivites,events,andplacesassociatedwithfishingas
aspectsoflocalheritage,althoughforeignvisitorsgenerallyascribeonlycursory
significancetofishinginthepeninsulasculture(s),heritage,andidentitiesas
comparedwithBelizeannationals.Rather,thesevisitorsoftenimaginelocal
heritageintermsofbeachesandrelaxation,theBelizeBarrierreefandcayes,
andespeciallythelocalfriendlyvibe,quaintness,andculturaldiversityofpeople,
drawingpartlyfromnationalandlocaltourismmarketingmediaportrayalsof
majorattractionsonthepeninsula(suchasonwebsitesandinmagazinesand
guidebooks)andresidentandvisitorwordofmouth.Localandnational
sustainabletourismpoliciesforthepeninsulathatrecommendculturaltourismas
asecondaryproductforfuturetourismdevelopmentonthepeninsulaalignwith
interviewandsurveyresultsthatsuggestwidespreadresidentandvisitorinterest
inseeingthedevelopmentofculturalheritageattractionsonthepeninsulasuch
asalocalculturalandhistoricalmuseum.Formanyresidents,conceptionsof
heritagetourismfitwithinthescopeoflocalplansandvisionsforsustainable
developmentthataimtomaintaintheintegrityofthepeninsulaasalowimpact,
authentic,integrated,andprimarilyovernighttourismdestinationwithalaidback
vibe,beaches,culturaldiversity,andaccesstoavarietyofinlandandmarine
basedattractions.
Drawingfromtheseresults,Iconcludebydiscussingtheimplicationsofthese
alternativefisheriesandtourisminitiativesandmarketstosupportlocallivelihoods
andcoastalenvironmentalconservation,andconsiderthepotentialviabilityof
collaborativecoastalresourcemanagementapproachesbetweenfishers,NGOs,
andgovernmentalorganizationsforfuturesustainabledevelopmentinPlacencia
andothercoastalBelizeancommunities.Thisthesisrepresentsanappliedcase
studyofcollaborativefisheriesmanagementandhowheritageisconceivedand
appliedinacoastalBelizeancontext.Itbuildsonpreviouscoastalenvironmental
resourcemanagement,heritagestudies,andanthropologyoftourismresearch,
andconsidersthesignificanceoflocalheritageandlivelihoodsincraftinglocally
accountable,relevant,andsustainabledevelopmentpoliciesandplansincoastal
settings.
