EXECUTIVE ORDER AND DIRECTIVE 17-01

Whereas, The County is committed to meet and exceed the standards set forth in the
Paris Climate Agreement to the fullest extent possible regardless of the Presidents
shortsighted and irresponsible decision to vacate;

Whereas, The County has the proud duty of safeguarding the health of its residents
through laws that are fair, reasonable, and aimed at promoting the common good; and

Whereas, The County has Adopted Resolution #411 of 2010 creating a County Waste
Diversion, Recycling and Energy Sustainability Policy and has adopted the Albany County
Sustainability Policy in 2015;

Whereas, The County has through its procurement process made every effort to
procure materials, products and services in a manner that integrates fiscal responsibility, and
community and environmental stewardship;

Whereas, The County utilizes best practices in sustainable procurement as they


evolve by using leading edge sustainability factors, standards and procedures in an efficient
and effective way that is successful and replicable;

Whereas, The County has additionally required in every new construction and Capital
Project, that it be developed with the goal of achieving Leadership in Energy and
Environmental Design (LEED) specifications and to continue to incorporate the most
economically viable efficiency technologies available;

Whereas, The County has been designated a Clean Energy Community by the New
York State Energy Research and Development Authority (NYSERDA);

Whereas, The County will continue to move forward to a Greener World and has
implemented electric vehicle charging stations at the Albany County International Airport,
installed solar panels at the Albany County Hockey Facility, and transitioned one-third of the
County vehicle fleet to hybrid vehicles;

Whereas, The Countys main office building located at 112 State Street, Albany, NY
has earned the Energy Star designation for the last two years;
THEREFORE, I, Daniel McCoy, Albany County Executive, by virtue of the powers
vested in me pursuant to the Albany County Charter and the laws of the State of
New York, HEREBY ORDER AND DIRECT THAT:

(1) The County will continue to comply to the fullest extent possible with the Paris
Climate Agreement.

(2) The County will strengthen its existing climate programs and implement new
programs to continue to reduce the Countys carbon footprint, promote clean energy
and maximize the use of renewable energy sources where possible.

(3) The County will continue to work with all concerned organizations, businesses and citizens to
continue to fulfill and uphold the terms of the Paris Climate Agreement.

(4) A copy of this Order be sent to the Chair of the Albany County Legislature, the Albany
County Sheriffs Department as well as the Mayors and/or head executives of each
municipality within Albany County.
