To avoid controversies on our upcoming elections, COMELEC must act on things that are so

habitual or happening every time election time comes. Common problems like padding of the list
of voters, miscounting of votes which lead to the so called Dagdag-Bawas controversies must
be curbed if not eliminated. I do believe that more than 50 percent of Filipino voters are illiterate
or less fortunate when it comes to education. But in the exercise of our right of suffrage, every
Filipino voter, rich or poor is entitled to one ballot. With the advent of digital era, we have already
shifted our electoral process from manual to automated. That is a very good start. We can
mention the comments of International election observers that our first taste of automated
election passed their expectations. At least even a little, we eliminated the massive fraud. But
how about the automated fraud? To overcome this fear, we need to fortify automated election
system:

1. Enforce Citizens Arrest to any person who committed election related violations or crime
covered in the Omnibus Election Code.
2. Incorporate the voters biometric data into the hard drive of the PCOS machine. This
way, the machine will be capable of determining whether the person who is intending to
cast his ballot is a registered voter in the said precinct.
3. Allowing the members of the Board of Election Inspectors (BEIs) or those who are
supposed to run the PCOS machines to generate their own SECRET PASSWORD
CODES so that unauthorized persons who are able to access the machines cannot
report or transmit fake results.
4. Retain Public School Teachers as Board of Election Inspectors, but for Gods sake,
Pay them justly. BEIs are prone to bribery, but I still believe that Teachers are noble
professions, we must treat them decently.
