SPECIAL WORKING RULES FOR BAHADURGARH STATION

1. GENERAL AND SUBS IDIARY RULES: -


a) The rules applicable to electrical sections have been given in Chapter
XVII of the General Rules and in the subsidiary Rules made there under
for electric traction. The Gene ral principles governing operation and
maintenance o f traction overhead eqpt., electric locomotive and signal
and Telecommunication installa tions, have been given in the Traction
Manual. These rules books shall be kept in each station and yard office
and all the staff dealing with safe working shall make themselves
thoroughly familiar with the same (G .R. 17 .01 to 17 .01 17.09 and SRs
thereto.
b) Brief re ference to impor tant ru les required to be followed by sta tion /yard
staff in the ir day to day work have bee n given in this Appendix. These are,
however, illustra tive and not exhaustive.

2. GENERAL SAFETY PRECAUTIONS: -


a) All Sta ff are warned tha t contac t with or very near approach (within 2 mtrs
unless protected by a screen as per rules) to live portion of 25 K V traction
overhead equipment is dangerous and shall be strictly avoided (G.R.17.04
and SR 17 .04 (1 /a).
b) No work on overhead lines or in the zone within two mtrs . Or any live
equipment shall be carried ou t un less a reg ular (PERMIT TO WOR K is
obtained from the au thorized traction sta ff and the line is made dead and
earthed as per rules (G.R . 17 .04 and their S.R.) ACTM Chapter -X). Be fore
any overhead equipment or bonding is disturbed provisions of G.R. 17.05
and these SRs shall be complied with .

3. SECTIONING D IAGRAM: -
a) A diagram No.SR/RE/UMB/OHE/SWR/03 dtd. 10.02.09 indicating
schematically the lines, which have been equipped for electric traction
exhibited. The diagram also indicates differ ent section (sectors or sub -
sectors or elementary sections) the controlling switches (Isolator Switches
or Interrupters), insulated overlaps and section insulators, where the
overhead equipment is electrically separated. The limits of an elec trical
section (Sub-sector or elementary section a re indicated by the relevant
structural locations at insulated overlaps for the electrical section. A copy
of this diagram is also enclosed with these special working rules and will
form part of the same. For all purpose s connected with train movemen ts
and Power Blocks this diagram i s the only authorized document to be
referred to .

b) The normal position of various switches is ind icated on the diagram.

4. UNWIRED TRACKS: -
No electrical locomotive with pantograp h raised shall under any
circumstances, be taken to an unwired section. Al l levers in cabin giving
access to unwired lines have a special distinguishing paint mark warning
the Cabinman a gainst setting the wired lines for electric locos.

5. OPERATION OF SW ITCHES: -
i) All switching operation shall be carried out in accordance with the
instructions of the Traction Power Controller except in respect of
switching operations for local blocks which may be carried out by
authorized traction staff a fter the nave been granted local b locks by the
Sta tion Master or ASM in accordance with G.R. 17 .0 4 and these S.Rs)
ACTM to paras 10 .1, 10.2 , 10.3 , to 10 .6.
EVERY STATION MASTER , ASSTT. STATIO N MASTER SW ITCHMAN OR
CABINMAN SHALL BE FULLY AWAR ED OF THE LOCATION OF
ISOLATION SW ITCHES PROVIDED FOR THE CONTROL OF POW ER
SUPPLY TO O VERHEAD EQUIPMENT AT OR NE AR HIS STATION/
CABIN AND SHALL BE CONVER SANT WITH THE CORRECT METHOD
OF OPENING AND CLOSING THE SAME IN AN EMERGENCY ACTM
PARA 12.24.

6. POSITION OF SW ITCH HANDLES


When a switch is in the closed position, the o perating handle of the switch
is at the top .

7. LOCATION OF KEYS OF SWITCHES: -


The key for the padlocks of various Isola tor Switches are kept in the
ASMs office in a box with glass fron ted cover.

8. POWER BLOCKS: -
i) The detailed procedure for ob taining power blocks has been given in G.R.
17.4 & SR thereto ACT M. Paras 10.8 to 10.10 and10.13 to 10.19 which
must be rigidly followed except in case of emergency.
ii) The sequences of switching operations for granting and canceling the
power block for particular section are included in the Annexure No.1 The
protection of dead section is achieved by placing a RED WARN ING
COLLAR on the relevan t Signal Level Electric Slide. Adequa te number o f
such collers are provided at each station.

NOTE : In case of Power Block on Automa tic Signalling section the signals will be
at danger due to earthing of OHE to rails for providing safety to staff. The
Sta tion Mas ter shall issue necessary authority as per GR 9.12 & SR any
other caution order for steam/d iesel trains when these are permitted to
move over the section under power block, to pass the automatic signals at
ON.

9. PROTECTION AT THE TIME OF POWER BLO CK: -


i) All sections over which a power block has been granted shall be protected
against entry of electric locomo tives with pan tograph(s) raised from either
and during the period of the block (ACTM Chapter -XI). If there is /are
locomotive on the section over which the Po wer Block is to be given, the
driver of such locomotive shall be given a memo by the station master on
duty or authorized traction staff to lower th e pantograph(s) and not to
raise it until further instructions and on acknowledgement shall be
obtained. The driver(s) shall not be give n instructions to raise the
pantographs till the power b lock is cancelled.
ii) Sta tion Master or Sta tion staff conducting shunting operation with e lectric
locomotives approaches near the traction structures limiting elec trical
sections over which the Power Block may have been granted. Limits of
such electrical section at a station are shown in the Station Sectioning
Diagram.
iii) BEFORE INTRODUCTION OF SI NGLE LIN E WORKING THE STATION
MASTYER ON DUTY SHALL ENSURE FRO M THE TRACTION POWER
CONTROLLER THAT THERE IS NO POWER BLOCK ON THE ROUTE ON
WHICH SINGLE LINE WORKING IS BEING IN TRODUCED.

10. SECTION IN SULATORS: -


In order to isolate Up and Down running lin es and also some times main
and loop lines of different grids in the yard, the cross over connecting Up
and Down lines or cross -over turnout connecting main and loop lines of
differen t grids of the yard, are provided with section insulators so that
then on line/or grid is made el ectrically dead or there be any fault on the
same, the o ther line /gird is no t a ffected . The speed of the electric
locomotive with pan tograph raised over such section insulator shall no t
exceed 50 KMPH subject to any other speed restriction which may be in
force.
When one of the two sections separated by a section insula tor is dead,
the pantograph of the electric locomo tive o n the line section shall no t
provide closer than (10 meter) towards the section insulator marking the
end of the dead section .

11. BREAK DOWN OF TRACTION OVERHEAD EQUIPMENT: -


All break down of defects noted or reported on the traction overhead
equipment or any other traction equipme nt including bonding shall
immedia tely be reported to the Traction Power Contro ller (SR 17.03/2
(ACTM Para 10.8, 10.19 and 10.11. Necessary caution order should be
issued to the driver concerned as directed by the Traction Power
Controller observing the existing rules regarding issue of caution orders.

12. REGISTER OF MEASSAGE: -


All messages relating to faults on the traction overhead equipment
operation of switches, custody of key of outdoor switches and other
important communication in connection with the operation or maintenance
of traction overhead equipment shall be reco rded s erially in a register by
both the sender and receiver indicating the time a t which the messages
are received or exchanged (ACTM para 10.12 ).

13. STEAM OR D IESEL ENG INES: -


In a section where only power block has been granted movement of traffic
other than electrically hauled may be permitted except when specification
prohibited and the lines is also blocked as per rules. The traffic allowed
shall, however, have to observe the Engg. Signals exhibited. Movement of
steam or diesel locomotives on electrified s ection shall be subject to
restriction as given in A.C . Traction Manual. Such steam or diesel engine
or train hauled proceeding the s tation / section at which power block is
granted and the station master of this station shall satisfy himself by
personal inspection that there is no electric locomotive on the train in
question. He shall also give a caution order to the driver of such engine of
train warning him o f the po wer block ahead and instructing him to wait for
the Engineering Signals and stop at parti cular traction structure as
necessary. No Station Mas ter shall give line clear or take off signals for a
train to run over a section under power block unless he has received and
message from the Sta tion Master o f the preceding station tha t there is no
electric locomotive on the track (supported by a private number). (ACTM
11.11 & 11 .12).

NOTE : FOR THE PURPOSE OF THIS RULE A DAED ELECTRIC ENGINE


DESPATCHED AS VEHICLE SHALL NOT BE CONSIDERED AS AND ELECTRIC
LOCOMOTIVE.
14. ELECTR IC LOCOMO TIVE: -
Provision included in A.C. Traction Manual must be complied with in case
of double heading or banking by electric locomotives and precautions
indicated therein must be complied with d ispatching electric locomotives

as vehicle or hauling a damaged electric locomotive (ACTM paras 14.17 ,


14.25, 14.26 and 14 .27).

15. STEAM CRANES: -


No steam or hand crane shall be worked a djacent to traction overhead
equipment unless such overhead equipment is dead and earthed ACTM
para 15.9 and 15.10 .

16. WORK ON ROOF OR ROLLING STOCK: -


No person shall climb on to the top of engin es or tenders or on the roofs
of carriages of wagons when those vehicles are located beneath ,
overhead equipment except when a regular PERMIT TO WORK has been
obtained fro m authorized traction s taff and the o verhead equipmen t is
dead and earthed (GR 17.05(2) ACTM para 1 4.23 & 14 .24).

17. BLOCK INSTRUMENTS OR OTHER ELECTR ICAL SIGNALLING


EQUIPMENT: -
The Sta tion Master or Cabinman on du ty must always watch for any
unusual working in the block Instrument or any o ther signaling equipment
which may arise due to voltage induced from the traction system or the
signaling equipment must be suspended whenever there are any signs of
unusual working and the nearest signal & telecommunication maintenance
Inspector contacted to inspect and certify the same. In the even t of check
up whether all blocks and more Signa lling e quipment are working normal
before permitting any train movement ACTM Para 21.8 and 21 .10).

18. TELECO MMUNICATION CIRCUITS: -


The details of this te lecommunication facility is available on the electrified
sections and the use o f the same have been g iven in ACTM Chapter -XVI.

19. FIRE:-
Regarding fire on or adjacent to any electr ical equipmen t (refer to Gr.
6.10(2) and ACTM Para 12 .23.

20. ELECTR IC SHOCK: -


The Sta tion Master & Yard Master sha ll exhibit permanen tly the
instructions issued regarding the treatment of persons suffering from
electric shocks in the Station/Yard office and shall ensure that all Class -
III sta ff are familiar with these instructions ( AC TM Chapter-XXVI).
21. Nothing in these rules amend or supersede any General or subsidiary
Rule or instructions including in the A.C. Traction Manual. These working

Rules shall be read as supplement to the aforesaid rule books and also to
be the existing s tation working rules o f the s tation.
22. Any amendment to these working rules (in four parts) will be notified by a
correction slip to the Station working Rules. All corrections to the Sta tion
Working Rules shall on receipt be immediately carried out in the recipents
copies. The corrections slips will be serially numbered and it will be the
responsibility of each member o f the staff to whom working rules copies
are supplied to call for missing correction slips at once, it will be the
responsibility of each s upervisory staff to bring the contents of the
correction slips to the no tice of all staff concerned, hold their
acknowledgement.
The inspecting staff o f operating , Telec ommunication and Traction
Department shall make regular check at all points to which t hese special
working rules are supplied to ensure that the rules are corrected up to
date and the staff concerned are fully conversant with the rules and abide
by them.

POINTS TO BE REMEMBER ED MO VEMENT OF ELECTRIC LOCOS


IN STATIONS & YA RD
1. If shunting is to be done for detaching hot axle wagons etc., in non -electrified
track, Special precaution should be taken not to admit the electric loco into
unwired section. A competent man shall personally supervise the shunting.
2. Emergency sockets mo unted on posts painted alternate ly black and white 2 M
high have been located a long the track and near cabins at a distance o f 1
KM. The direction to the nearest emergency socket is clearly indicated on
each traction mast by an arrow.
Guard working on the electrified section should acquaint themselves with the
method of use of new portable te lephones which are plugged into these
emergency sockets. These sockets are connected to TPC.
3. It is dangerous to go within 2 meters o f the live equipment. This is DANG ER
ZONE.
4. Power Block means blocking section of the lin e to the electric traffic on ly.
5. No material should be stocked either on the mast or in mast foundation.
6. When a motor vehicle with rubber type is to b e transported in an open wagon,
the metal body shall be bonded to the wagon body by means of two
independent solid connections by cooper wire or galvanized iron flat or steel
ropes. It is preferable that lashing used to secure the vehicle ar e of metallic
ropes instead of manila or other coir ropes.
7. Sta ff mus t close and secure the wagons door properly after the same have
been loaded or unloaded at loading or unloading points one o f the s taff
should be posted in the yard to close the wagons doors. He must see that no
wagon is allowed with its doors opened.
8. Case of electric shock arising out of contact with 25 KV AC Traction
Equipment shall be reported immediate ly to TPC.
9. The escorts for vehicles in an open wagon a ccompanying the vehicle in train
shall be warned to be careful of OHE wire an d should not stand un willingly on
the vehicle.
10. The SM/ASM should mainta in the following re gisters: -
Message register in which incoming & o utgoing message are recorded
separately for TPC.
11. Unusual occurrence viz., heavy rains, lighting & thunderstorm effect electrical
installa tion. Station Mas ter on du ty should advise TPC of all such whether
conditions.
12. Any abnormality observed on the overhead equipment viz., a broken contact
wire, catenary wire bracket insulators or a hanging dropper etc., must be

reported immedia te ly to the Traction Power Controller over the emergency


phone or through the nearest S.M.
13. The SMs/ASMs/Cabin sta ff should know th e manual operation o f isolating
switches and must get through knowledge of the lines to which each switch
control the supply in consultation with the station working rules (ACTM para
10.5 and 10.8). Be fore operating any such isolating switch he must ensure
that:-
a) The entire section o f the overhead equipment is visible .
b) There is no locomotive or motor coach or Tower Wagon with raised
pantograph in the section and
c) No overhead equipment in the section is in contact with ground rails, vehicles
or any other insulated object.
14. While granting a local power block the SM/ASM/Yard Master shall also inform
the section control ler of such power block and take all precautions as per
station working rules (ACTM paras 10.18)
15. The Dead Section shall be protected as per the procedure laid down in
ACTM para 11.9 and 11 .10.
16. The SMs should educate all the sta ff working under them on the above line s
& should see that the bonding are no t damage d when loading and unloading is
done.
17. It should be ensured before introducing OHE/Traction working tha t operating
staff at the Sta tion is properly educated about normal/abnormal workin g of
OHE traction and fully aware about the Rule given in G & SR Book 1990 and
ACTM o f 1971 of N.R .

ELECTR ICAL, C&W AND OPERATING STAFF WORKING IN A.C. TRACTION AREA
(ACTM PARA 27.1 to 27 .5)

1.0 FOR ALL STAFF


DO(s)
1. In case of fire on electric traction equipmen t or wires.
i) Inform Traction Power Con troller.
ii) Extinguish fire by special extinguishers (Carbon tr achloride or carbon
dioxide type), if available .
iii) Ensure no wate r jet directed at the fire issued under any circumstances.
2. Anything unusual on traction wires or electric locomotives inform Traction
Power Controller or nearest s tation master .
3. In any emergency speak to Traction Pow er Controller on emergency
telephone sys tem. (Sockets for connecting emergency telephone are
provided at intervals at about a kilome ter and the direction to the nearest
socket is indicated on OH E mas ts.

DONT(s)
1. DO NOT approa ch with in 2 me tres of any trac tion wires or live equ ipment.
2. DO NOT work on the near traction wires or any live equipment unless they
are made dead , earth ed and shut down no tice s/permit to work obtained .
3. DO NOT Enter any switching station or remote control centre unless
specially permitted.
4. DO NOT permit unauthorized persons to operate an equipment even if it
before making it dead.
5. DO NOT disturb any earthing or bonding or tr action wires.
6. DO NOT touch a person in contact with live traction wires. Remove body
only after power supply is switched off.
7. DO NOT forget to g ive artifici a l respiration to the victim.
8. DO NOT touch any traction wire hanging from the mas t or fall en on the
ground and do no t allow any one else to touch it.

2.0 FOR RUNNING STAFF:-

the locomo tives.

1. DO NOT lift or raise your tools towards traction wires (Keep the tools in
respective position immedia tely a fter use)
2. DO NOT load coal in the eng ine tender to a height more than 4 .00 me tres
above rail level.
3. DO NOT take electric locomotive with raise d pantograph to any unwired
line. Power block working limit or near the section insulation s sat the end
of section under power block.
4. DO NOT climb in to the engine tender for ANY PURPOSE while under
traction wires, unless power is cut off and Permit to Work obtained . (For
watering, use the water column from the ground with the special divider
provided for this purpose and open the tank c over by the special device
provided.
5. DO NOT place a steam locomotive with chimney directly opposite a
traction mast or under any insula tor or under a bridge.
6. DO NOT allow long ar tic les like firing rod, showe r or any other thing to
protrude above the engine while on electrified tracks.
7. DO NOT direct any jet or spray towards the traction wire je ts or water, if
necessary, may be used horizontally outside the safety zone of 2 Mtrs.
8. DO NOT put the drivers vacuum brake handle in quick released position
when the traction is running .

3.0 FOR STATION MASTER


DO(s)
1. Ensure all staff are conversant with safety precautions.
2. Report defects in traction wires or any electric locomotive promptly to the
Traction Power Controller.
3. Keep sufficient nu mber of Caution Level Coll ars and ensure staff
understand their use.

4. Ensure fitting o f Caution Level Collars to the points and signal levers
which give access to sections under Power Block.
5. Observe procedure given in Sta tion Working Instructions. While Operating
isolator switches.
6. Ensure safe Traction Power Staff pro tect s ection from all direction by
banner flag during power blocks.
7. Suspend working of block and signals if signs of unusual working are
noticed. Always checking block instruments a nd signaling equipmen t when
break down in traction wires occurs.
8. Ensure safe custody o f isolator switch keys.
9. Instruct your L ampman to see that while he goes up the signal post he
does not carry any long rod or article likely to be brought within the
danger zone of 2 me tre.
10. Please ensure tha t the doors of empty wagons the train are closed.

DONT(s)
1. DO NOT PERMIT an elec tric locomo tive or multiple unit with raised
pantograph to approach any section under power block beyond Power
Block Working Limit boards or near section in sulators.
2. DO NOT permit out s taff to approach live traction wire with in the danger
zone of 2 me tres.
3. DO NOT permit any crane to work adjacent to live traction wire.
4. DO NOT permit electric locomotive with raised pantograph to enter any
unwired section.
5. DO NOT take off signals f or direct receptio n for any electric engine or
train, if there is a power block within the adequate distance of the signals.

4.0 FOR CARRIAGE STAFF

1. Watering of carriages should be done only at watering section as per


special rules.
2. Ensure that no s ta ff is working on the ro ofs to carriage and all the
Watering staff has assembled at the place marked for Watering Gang
before returning the key to Lineman .

DONT (s)
1. DO NOT climb on the roof of the carriages or wagons when located
between over head wires u nless the power is out off and Permit to work
OR watering badge is issued as per rules.
2. DO NOT go beyond the watering board of the watering section.
3. DO NOT open the hydrant till the other end of the hone pipe has been
inserted in the over head tank of th e carriag es, similarly do no t withdraw
the hose pipe fro m the tank till the ground hy drant has been close d .
4. DO NOT direct any je t or spout of wa ter towards any traction wire or
traction bracket supporting overhead equipme nt.

5.0 FOR PERMANENT WAY STAFF


DO(s)
1. Maintain the correct level of height gauge se t a level crossing.
2. Provide rail jumper connections wherever a fish plate is to be removed or
rails are to be re moved (Especially on tracks with wooden sleepers).
3. Ensure tha t insula ted poin ts on your tools is intact.

DONT(s)
1. DO NOT continue working till last minu te in the face of as approaching
electric train clear the line early.
2. DO NOT use stee l measuring tape s or long metallic wires.
3. DO NOT dump ballast, earth or ashes against the foundations of the
masts and keep the top o f the suffering clear.
4. DO NOT raise the track above the high rail level mark specially under
over line structures.
5. DO NOT damage the traction bonds whether from mast to the rail or those
along or across the trucks.
