Present arrangement of supplying traction load from Deoghar

132kV S/Stn of JUSNL

With reference to the above SLD it may be observed that 132kV Sultanganj-Deoghar
and Jamtara-Deoghar S/C lines remain open at Deoghar end and the lines are kept
idle-charged from their respective other ends. Thus Deoghar receives power at
132kv from Dumka S/Stn. The peak power requirement of Deoghar local load
together with traction load is of the order of 90-100 MW, out of which traction
demand varies between 10-12 MW.

So long as both the circuits of 132kV Dumka-Deoghar D/C line are in service, there
is no constraint in meeting the total power requirement of local load as well as the
traction load. In case of planned shutdown of one of these 132kV circuits, restriction
of 25-30 MW is imposed on the local load. However, it is apparent that (n-1) security
criterion is difficult to satisfy, if not impossible. Further, the 132kV/33kV ATRs are
presently of capacity 50 MVA each. In case JUVNL plans to meet additional load by
augmenting the ATR capacities, then no margin would be left to meet traction load.

In view of the aforesaid situation, and the fact that there is no scope for further
expansion of Deoghar 132kV S/Stn of JUSNL, a 132kV D/C line from Banka(PG) to
132kV Shankarpur S/Stn of Railways was proposed.

Item no. B.6: Power Supply to Railway TSS from 132 kV Deogarh (JSEB) S/S
The issue was deliberated in Special meeting on Power supply issues to Railways and 85th OCC
meeting on 22.11.2012 and 17.05.2013 respectively. It was informed that many a times 132 kV
Maithon-Jamtara-Deoghar S/C line trips which leads to frequent interruption of Railway TSS.
The committee as constituted by ERPC has visited Deogarh S/S on 7 & 8th August, 2013 and
following observations was found:

There are 3 sources to the Deogarh S/S which are:


(i) 132kV Maithon Jamtara-Deogarh line (DVC system)
(ii) 132kV Lalmatia-Dumka-Deogarh line (NTPC system)
(iii) 132kV Sultanganj-Deogarh line (BSEB source).
The details of existing bus arrangement are shown in SLD. The Committee observed that there
is a 132kV isolator on the 132kV main bus which sectionalizes the 132kV main bus. This
isolates the DVC system from the NTPC system. Also the source from BSEB is charged from
BSEB end but kept open at JSEB end. Rlys is normally fed from the DVC system. Whenever
there is a fault on the 132kV Maithon-Jamtara-Deogarh line, an operator from the control room
goes to the yard and closes the isolator and puts Rlys feeder onto NTPC system.
On analysis it is felt that keeping the isolator on the 132kV Main bus closed and closing the
BSEB line closed from both ends may improve the reliability of supply to Railways.

The team has recommended the following:


The 132kV isolator on the main bus should be closed
The breaker on the Sultanganj Deogarh should be closed from Deogarh end.
All the protective relays (which are at present not functioning) should be tested and made
functional.
JSEB & Railways may update.

Deliberation in the meeting


JSEB raised several issues pertaining to closing of the 132 kV bus Isolator at Baidyanath S/S
which was discussed in detail. After deliberation, OCC advised JSEB to give the sub-station
wise load details as required by ERLDC for detail study of JSEB system. OCC requested
ERLDC to do the system study and submit the outcome in the next OCC.

132 KV Deogarh S/S of Jharkhand is an important feeding point to Railways. Issue of
relieving the loading in critical overloaded lines from Deogarh was discussed in
several OCC meetings and a study was carried out. As per the results of load flow
under different contingencies, an additional feed through a 132 kV Deoghar-Banka
D/C line was suggested to relieve the overloading of the lines during contingencies.
Accordingly, ERPC Secretariat placed the issue along with results before 1st -2014
standing committee meeting of ER held on 2nd May, 2014. The issue was discussed
in the 16th Standing Committee meeting of ER held on 2nd May, 2014 and the 132
kV D/C Deoghar Banka line was agreed as an interstate line. The 27th TCC & ERPC
concurred the decision of standing committee.

But in 2nd SSCM meeting, CTU informed that JUSNL is not interested for the said line
on the plea that there is enough source available at Deoghar. JUSNL representatives
were never present in any of the SSCM meetings held so far.

State Standing Committee however felt that issue of frequent tripping of power
supplies to Railway from Deoghar grid S/S were deliberated on many occasions in
the past in lower forum of ERPC and to provide Railways with uninterrupted quality
power from Deoghar grid S/S proposal of 132 kV Banka- Deoghar D/C was placed
before 16th Standing Committee. The issue was well deliberated in Standing
Committee meeting.

ERPC in its 27th TCC/ERPC Meeting subsequently ratified the decision of SCM &
thereafter Powergrid was entrusted to construct the line. So, members expressed, at
this juncture it would not be prudent to scrap this proposal. For reliable power
supply to Railways State Standing Committee decided to go with the decision of
standing committee CTU may update. TCC may guide.

Deliberation in the TCC meeting

JUSNL informed that there is a space constraint at Deoghar S/s for constructing bays
for this line and proposed to shift this line to their new substation Jasidih in Deoghar
area which is 5 km away from Deoghar S/s.

TCC felt that 132 kV Banka- Deoghar D/C line was placed before 16th Standing
Committee and Powergrid was entrusted to construct the line after detailed
deliberation. TCC expressed, at this juncture it would not be prudent to scrap this
proposal. JUSNL informed that Jasidih S/s is also located in Deoghar area and
terminating Banka to Jasidih will not affect the reliability of power supply to the
railway.

CTU informed that JUSNL proposal may be discussed at CEA and the best solution
may be put forward. TCC requested CEA to arrange the meeting to resolve the
issue. CEA representative agreed to communicate to respective division for fixing a
meeting in 1st week of March, 2016.

7.0 Termination of Banka(PG) Deoghar 132 kV D/c line at Jasidih
GSS
Proposal of JUSNL
7.1 Director (PSPA-2) stated that proposal from ERPC to establish Banka (PG) -
Deoghar 132kV D/C line (about 40 km) to feed Deoghar S/S(JSEB) for reliable and
uninterrupted power supply to Railways was agreed in the 16 th SCM held on 02nd
May 2014. The above line has been entrusted to POWERGRID by MoP for
implementation under compressed time-frame. In view of space constraint at
Deoghar, JUSNL has requested that the line may be terminated at Jasidih. JUSNL
has informed that proposal for construction of 220/132/33 kV Jasidih sub-station,
which is about 5 km from Deoghar S/S and Jasidih Deoghar 132 kV D/C line is
under tendering stage. Also the Jasidih S/S, has sufficient space for termination of
line from Banka (PG) to Deoghar 132 kV D/c line.

7.2 MS, ERPC stated that the supply to railways is not reliable as JUSNL operate
their 132 kV bus at Deoghar S/S with Bus coupler open. The line was proposed to
give additional feed to Deoghar S/S from ISTS. Since Jasidih GSS Deoghar GSS
132 kV D/C line is under tendering stage, it may take another 2-3 years to
commission. During this period the supply to Railway at Deoghar would remain
unreliable.

7.3 Chief Engineer (PSPA-2) stated that in view of the space constraint indicated by
JUSNL at Deoghar S/S for termination of the above line, it is suggested that an
alternative proposal may be discussed in a separate meeting at ERPC forum with
various stake holders including Railways.

7.4 MS, ERPC informed that if the proposal of connecting Deoghar with Banka
will be
dropped then reliability of Railway supply at Shankarpur will be severely
affected. After
detailed deliberation, it was decided that the above proposal will be reviewed
in a separate meeting at CEA with railways & other stakeholders. The present
scheme will be implemented if it gets approved in the special meeting
otherwise it will be dropped
Study on traction supply at Deoghar

Objective of the study:

The 132KV main bus of Deoghar S/Stn is sectionalised by an isolator which separates the
supply from Lalmatia grid to this S/Stn from the Maithon grid supply of DVC system. This
isolator is kept open at present. Also 132 KV Sultangunj-Deoghar line is opened at Deoghar
end. Deoghar caters to around 10MW of Railway load, which is normally fed from DVC system.
If there is any fault in 132 KV Maithon-Jamtara-Deoghar S/C line, traction supply is interrupted
and needs to be shifted manually to Lalmatia system, due to which traction service gets
hampered for some time. (See Figure 1)

Scope of the study is to ensure reliable and uninterrupted supply to traction system from
Deoghar by coupling both the 132kV buses at Deoghar by closing of the isolator and keeping
132 KV Sultangunj-Deoghar line closed at Deoghar bus.

Base Case Observation

No line under scope of the study is overloaded in base case condition (See Figure 1)
Contingencies studied:

Effect of tripping of various lines and transformers under scope is studied. Snapshots of the
affected network are shown in Figure 2 - Figure 13.

Observation and Conclusion:

In base case condition, no system element under the scope of the study is violating
respective limit.
Opening of 132 KV isolator at Deogarh main bus separates the supply from Lalmatia
grid to this S/Stn from the Maithon grid supply of DVC system. In this condition, local
non-traction load may be supplied from the supply from Maithon grid. This
arrangement may reduce the loading of 132 KV Kahalgaon (NTPC) Kahalgaon
(BSPTCL) S/C line. (See Figure 14 and Figure 15).
It is suggested to connect Sabour (Main) and Sabour (Transfer) to avoid overloading
of 132 KV Banka (POWERGRID) Sabour (Transfer) S/C line in various
contingency case like tripping of 132 KV Kahalgaon (BSPTCL) Sabour (Main) S/C,
132 KV Kahalgaon (NTPC) Kahalgaon (BSPTCL) S/C and 132 KV Kahalgaon
(NTPC) Sabour (Main) S/C line.

Hence, bus coupler at Deoghar bus and 132 KV Sultangunj-Deoghar Line at Deoghar
end may be kept in service to ensure reliable and uninterrupted traction supply from
Deoghar S/Stn.
