MD'S NOTE
An Achievement
and a makeover
It was a magical start. When we started the
construction of the 12 MWp solar power
plant during March 2015, I never knew that
this was a project which would catapult us to
a whole different level - the first airport in the
world to be completely powered by solar en-
ergy. Our main objective then was to utilize
the green energy to the fullest extent possible
and simultaneously insulate our company
from the spiralling cost of energy generated
from fossil fuels - That was all of it, initially.
But the acclaims we have been receiving from
around the world for the innovative idea of
becoming an airport fully powered by solar
energy astonish us. Since the day of com-
missioning of the 12 MWp solar power plant,
the world has been watching us in awe. We
are being heralded as the champion of green
energy - many a country visited us to get an
insight about how we had implemented it
and that too within a short span of less than
six months. World media, including BBC, AL
Jazeera, Huffington Post, Time, TBS (Japan)
and CCTV-America, to name a few, hailed this
stupendous achievement. The wide media
coverage triggered a movement; the Union
Government gave instruction to all other
airports to follow the example created by us.
Coincidentally, the project resonated with
Honble Prime Ministers ambitious target of
One lakh MW solar capacity by 2022. While
addressing the roundtable conference on
renewable energy in San Jose during October
2015, Honble Prime Minister mentioned our
solar project, as one of the two major green
initiatives of India, the other being the solar
project over Narmada canal in Gujarat. And
in COP 21-Paris, the global meeting held in
December, where the leaders of the world
discussed climate change, India showcased
CIALs green energy initiative as a flagship
project.
But as always, these emphatic reverences
are bringing in new challenges. As the work
of our new international terminal reaches the
final stages, the onus of continuing the status
as a fully solar powered airport looms over
CIAL. We cannot afford to rest on our laurels.
We have to live up to the expectations of the
world, and continue to remain power-neutral
in the years to come. Positively, the message
has well takenover and the organization is
working on it. Thank you all for your support!
Also, from this issue, we are giving a
facelift to our house magazine. We need a
broader platform to exchange ideas and con-
nect with each other. The new version is an
effort to reset the linear limitations of a house
magazine to a heterogeneous publication
which can cover all the happenings related to
our specific domain; Aviation. I am sure that
you will accept this make over.

trend setter in the field of grid-connected
solar PV in the State of Kerala. The plant
was installed by the Kolkata based M/s
Vikram Solar Pvt. Ltd. 400 numbers of
polycrystalline modules of 250Wp with
five numbers of 20kW capacity, Refu-sol
make string inverters were used in this
plant. After the successful commissioning
of this plant, CIAL installed a 1 MWp solar
PV power plant partly on the roof top
and partly on the ground in the Aircraft
Maintenance Hangar facility within the
Airport premises. This plant was installed
by Emvee Photovoltaic Power Pvt. Ltd.
4000 numbers of monocrystalline mod-
ules of 250Wp with thirty three numbers
plants have so far saved more
than 550MT of CO2 emission
contributing to the efforts of CIAL
towards minimizing environmental
degradation.
Inspired by the success of the
above plants, CIAL decided to set
up a larger scale 12MWp solar PV
plant as part of its green initiatives.
This came up in an area of about
45 acres near the International Car-
go premises. The work has been
awarded to M/s Bosch Ltd. The
project components include PV
modules of 265Wp capacity manu-
factured by Renesola, and Inverters
of 1MW capacity manufactured by

grid of)KSEB and ' buy ' back the power
from them when needed (especially in

units of power from ' sun ' annually-the
power equivalent to feed 10,000 homes
for one year.

CIAL TO DOUBLE SOLAR POWER
In order to address the
future power needs, Cochin
International Airport Ltd, has
decided to double its solar en-
ergy generation capacity from
the existing 13.1 MWp. Cochin
International airport became
first airport in the world fully
operated on solar power on
18th August 2015. The director
board meeting held on 27th
November 2015 has taken the
decision to double the capacity
in the wake of fast progressing
construction of its new inter-
national terminal, which will
instigate the power consump-
tion to approximately one lakh
units a day.
CIALs solar power project
with an installed capacity of
12 MWp was inaugurated on
August 18. This along with
the previously installed solar
power capacity of 1.1 MWp had
made CIAL the first fully solar
energy-powered airport in the
world. Around 52,000 units of
energy is being generated using
the photovoltaic solar panels
as against the airports daily
power consumption of around
48,000 units. However, the consumption
is likely to be doubled once the new in-
ternational terminal spread over 15 lakh
sq.ft becomes operational.
CIALs decision to install more panels
is to meet that demand and retain its
unique status as a fully solar energy-pow-
ered airport. At present, the solar power
project comprising 46,000 panels is
spread over 45 acres alongside the cargo
complex. Another 10,000 plus panels
would be installed in the remaining space
here to generate an additional 2.40 MW
power.

this year, there were a total of 33 passengers who
landed in Kochi without proper documentation on
their vaccination status. Twenty-seven of them were
sent to the Delhi quarantine facility. At present,
quarantine stations operate in Delhi and Mumbai.
Yellow fever has been confirmed in 13 South Amer-
ican and 33 African countries and passengers com-
ing from these countries must produce certificate of
vaccination 10 days ahead of their travel or will be
kept under observation at the quarantine stations.

ochin International airport became
a graceful point of embarkation for
the Haj pilgrims this time. The season
began on 2nd September with Chief Minister
Oommen Chandy flagging off the first flight
for Saudi Arabia from the Haj Camp organ-
ised by the State Haj Committee at Cochin
International airport.
Besides spending Rs. 85 lacs, CIAL made
extensive arrangement for the smooth
functioning of the camp. Mr. A.M. Shabeer,
Executive Director, CIAL has been designated
as the coordinator of the entire activities
regarding Haj. The Haj camp has been set
up at the aircraft maintenance hangar at

the Cochin International Airport. The camp
spread over 1.20 lakh square feet has 44
rooms and conference halls besides other
facilities required for pilgrims. CIAL also
installed sign boards at the major points
near the airport and prominent places along
the national highway.
As many as 6,375 pilgrims including 284
and 49 pilgrims from Lakshadweep and
Mahi proceeded for the Haj under govern-
ment supervision from Kochi this yearThe
Haj services were shifted to CIAL, Kochi, from
the Karipur airport this year following the
runway re-carpeting work being held in the
Karipur airport, Kozhikode.
Air India operated19 services in 16 days
beginning from September 2 between Kochi
and Madina carrying pilgrims from Kerala,
Lakshadweep and Mahe.
Of the total 6,375 pilgrims, 3,092 pilgrims
are women. The return journey to Cochin
airport began on October 15 and continued
till October 29. The pilgrims were brought to
the airport terminal from the Haj Camp on
specially arranged buses through the gate
number 1. The check-in of the baggage of
pilgrims would be held in the Haj camp and
steps have also been taken to get Customs
and Immigration clearance without much
delay at the airport.

aspect of Corporate governance
in which companies to behave in
more socially responsible and ac-
countable ways. The act of being
accountable to the stake holders
of an organization, share holders,
employees, suppliers, customers
and local community amount to
value addition to society. Hence,
Corporate accountability is a
companys commitment to be
transparent in the way it accounts,
reports and publicly accepts re-
sponsibility for its activities, includ-
ing financial social and environ-
mental performance, all of which
are indicators of its sustainability.
The word Trust implies
instinctive unquestioning belief
and reliance upon something. It
is reliance and confidence in the
truth, worth, reliability etc. In the
corporate sector business Integrity
should be our vision for the future
and is of fundamental importance
for economic growth, job creation
and sustainable social develop-
ment in India.
Corporate Social Responsibility
refers to a business practice that
involves participating initiatives
that benefit society. Both Corpo-
rate accountability and trust are
the foundation of Corporate Social
Responsibility.
In todays digital world, the
need to be transparent is highly
essential and we are moving in
to an era of information gover-
nance defined by transparency,
accountability and round the
clock information readiness. All
the corporates are becoming more
communicative and transparent
about their operational plans
because doing so is in their best
interest . Because at its heart
corporate accountability is the
best tool for generating trust.
Unlike reputation, which is based
on aggregate of past experiences,
trust is a forward facing metric
of stakeholders expectation.
Generating trust with stakeholders
is invaluable for business that aims
to be sustainably successful.
Trust is the single most import-
ant aspects of any relationship and
it is the lifeblood of positive and
lasting relationships. Building
trust is vital when bringing new
products to market, undertaking
new projects and thereby gener-
ating trust in new business inno-
vation. This requires companies to
demonstrate clear personal and
social benefits, behave with integ-
rity, engage with stakeholders and
customers throughout.
It is the relationship that we
forge and the trust we create that
matters most to our success.
Countries and their business
are catching on to this. But like
all interpersonal metrics, trust
is something that, once gained,
must be nurtured and reinforced.
The importance of trust never
end by meeting the expecta-
tions of people. Trust also helps
corporates generate value and
resilience, enabling them to grow,
creating more jobs, stimulating
economic activity and providing
opportunities for entrepreneurs.
This stimulates the economy and
is ethical, transparent place in
which to do business, creating a
nucleus for foreign investment.
It is clear that accountable and
well run corporate houses are the
building blocks of sustainable
economy and society.
The only sustainable solution
for creating job opportunities and
creating strong economies is to
have healthy corporate sectors.
Corporate accountability and
the trust that it generates are at
the heart of this development, in
which we all play an important
role.

entral Government announced a slew
of measures in its draft aviation policy
that aims to incentivise flights to
smaller towns and allows creation of no-frill
airports to boost regional numbers. Here are
15 key pointss from the draft aviation policy
to ponder over.
1. Flying for masses
Under the Regional Connectivity Scheme
(RCS) that will come into effect from 1 April
2016, the Centre will target an all-inclusive
airfare not exceeding Rs 2,500 per passenger,
indexed to inflation for a one-hour flight on
RCS routes.
2. Bilateral traffic rights
The government plans to liberalize the
regime of bilateral rights leading to greater
ease of doing business and wider choice
to passengers. It will enter into an 'Open
sky' ASA on a reciprocal basis with SAARC
countries and countries with territory
located beyond 5000 km. Open-skies
agreement with countries lying partly or
fully within the 5000 km radius from New
Delhi will be considered with effect from 1
April 2020 on a reciprocal basis for major
international airports within the country as
notified by MoCA from time to time
3. Plan to increase FDI
The Centre has proposed to increase
FDI in airlines from 49% to above 50% if it
decides to go in for open skies for countries
lying within 5,000 km radius
4. 5/20 Rule
Under this rule for Indian carriers to fly
abroad, the Centre has invited suggestions
on three possible policy options: i) 5/20 Rule
may continue as it is, or ii) 5/20 Rule will
be abolished with immediate effect, or iii)
Domestic airlines will need to accumulate
300 domestic flying credits before
commencing flights to SAARC countries

and countries with territory located
entirely beyond a 5,000 km radius
from New Delhi. They will need to
accumulate 600 DFC before starting
flights to the remaining parts of the
world.
5. Secure skies
In major push towards
preempting and preventing incidents,
safety violations will be treated with
zerotolerance. The DGCA will ensure
real-time safety tracking and prompt
incident reporting.
6. Code Share Agreements (CSA)
A code share Agreement between
two airlines allows one airline to
sell seats on a flight run by another
airline, for seamless connectivity for
passenger
7. Maintenance, Repair and
Overhaul (MRO)
The government is keen to
develop India as an MRO hub in Asia,
attracting business from foreign
airlines. Accordingly, the following
steps will be taken: a) Service Tax
on output services of MRO will be
zero-rated. b) Aircraft maintenance
tools and tool-kits will be exempt
from Customs duty. c) Process for the
clearance of parts shall be simplified.
d) Foreign aircraft brought to India
for MRO work will be allowed to stay
for the entire period of maintenance
or up to 6 months, whichever is
lesser, provided it undertakes no
commercial flights during the stay
period. e) Foreign pilots operating
an aircraft to and from India for the
purpose of servicing at an Indian
MRO entity will be issued Temporary
Landing Permits.
8. Route Dispersal Guidelines
Category I routes will be
rationalized by adding more routes
based on a transparent criteria. The
criteria proposed for a CAT I route is
a flying distance of 700 km, average
seat factor of 70% and annual traffic
of 5 lakh passengers based on
information available with DGCA.
9. Ease for helicopters
The government will facilitate
the development of four heli-hubs
initially, across the country to
promote regional connectivity.
Helicopters will be free to fly from
point to point without prior ATC
clearance in airspace below 5000
feet and areas other than prohibited
and restricted ones, after filing the
flight plan with the nearest ATC office.
The government will also promote
the use of seaplanes for growth of
tourism and regional connectivity,
along India's 7500 km coastline.
10. Scheduled commuter airlines
The government will promote the
growth of SCA for efficient regional
connectivity. The eligibility criteria for
SCA in terms of paid-up capital will
be kept at Rs 2 crore to facilitate easy
entry of new players.
11. More airports
Ministry will continue to
encourage development of airports
by the state government or the
private sector or in PPP mode.
MoCA will coordinate with AERA,
AAI, airlines, airport operators and
stakeholders like cargo, MRO, ground
handling, etc to identify ways to bring
down airport charges, while abiding
with existing concession agreements
and contracts.
12. Prod for AAI
AAI will take up new greenfield
or brownfield airports provided
projects should be financially viable
with non zero IRR, except for no-frills
airports developed under RCS. State/
Central government will provide VGF
to AAI if the project is strategically
important but financially unviable.
Land will be provided free of cost by
state government without treating it
as equity.

DGCA ALLOWS
DOMESTIC CARRIERS
TO ROLL OUT ZERO BAG

A
viation regulator DGCA has now allowed domestic carriers
to roll out " zero bag" fares and charge penalty against
check-in baggage for tickets booked under such an offer.
At present all domestic private airlines except national carrier
Air India allow a flyer to carry up to 15 kgs of check-in baggage
without any cost.
Air India allows its passengers to carry up to 23 kgs of check-
in baggage free of cost.
Airlines are allowed to offer no check-in baggage/hand
baggage only fare scheme subject to the condition that the
penalty to be imposed on a passenger, who avails such schemes
but turns up with baggage for check-in at airline counter, cannot
exceed the amount of incentive offered compared to lowest fare,"
Directorate General of Civil Aviation (DGCA) said in its updated Air
Transport Circular for unbundling of services.

entre on Wednesday gave green nod for development of Rs.
3,000 crore new international airport project at the Mopa
village in western Indian state of Goa.
The greenfield airport, to be developed in four phases, will
have annual passenger capacity of 13.1 million within 30 years,
by 2045. It will serve both the tourism and business markets.
Among some conditions, the Goa government's Directorate of Civil
Aviation has been asked to ensure availability of adequate land
at the junction of the Mopa airport road and Mumbai-Goa NH-17
for traffic circulation, and to provide all traffic interchanges and
proposed clover.It has also been asked to get approval of National
Highways Authority of India (NHAI) for the approach and exit
roads to the airport.In the first phase, the state government has
proposed to develop one runway, with half parallel taxi-way, three
runway exits by 2020 to accommodate annual passenger capacity
of 4.4 million. The estimated cost of the project in Phase I would
be Rs. 1,500 crore. The Mopa village is located in North Goa near
Maharashtra border, approximately 35 kilometres north of Goa's
capital city Panaji.

he operator of Singapore's Changi Airport
is set to become the first foreign company
to manage an Indian airport, with the state
-run Airports Authority of India signing an initial
agreement with it to hand over the contracts
for Ahmedabad and Jaipur. The agreement was
signed in the last week of November, during Prime
Minister Narendra Modi's visit to Singapore. It was a
government-to government decision and there was
no bidding for the contract. Details of the contract,
such as the tenure and financial terms, are yet to
be finalised. The tie-up shows increasing global
interest in Indian airports, fast modernisation
of which is crucial to sustain growth of air travel
demand. India outpaced all others in domestic
air traffic growth in October, recently released
International Air Transport Association data
showed, signalling the return of momentum to a
market that was in doldrums during 2012 and 2013.

17.6% in India's domestic sector. The next best
was China, with growth of 12.8%. With at least five
new national and regional airlines entering the

is expected to grow at a healthy pace, something
that Changi and other foreign players would be
keen to tap into. More than 60% of the country's air
traffic is concentrated in Delhi, Mumbai, Hyderabad,
Bengaluru, Kolkata and Chennai. That, experts
say, needs to be spread for the sector to compete
globally. Ahmedabad, which sees large traffic of
corporate executives, and Jaipur, a city attracting
foreign and domestic tourists alike, could become
key hubs to bring this change. There are 476
airports, operational as well as nonoperational, in
India. Many of these are in need of modernisation.
"Globally, India has one of the highest forecasts for
airport infrastructure investment; it is expected to
see an average annual increase in infrastructure
spend of 15.4%, amounting to around $14
billion over the next decade," consultancy
Pricewaterhouse Coopers said in a November
report. "The loosening of controls on foreign
investment and privatisation of airports should
facilitate meeting of these targets," it said. Though
policy issues have slowdown down India's airport
projects, global airport majors have seen the
potential in this market. The much delayed Navi
Mumbai airport and Goa's new airport have seen
interest from names such as Swiss company Zurich
Airports, Spain's Ferrovial SA, Korea's Incheon,
Germany's Hochtief Aktiengesellschaft and France's
Vinci Construction. Changi's subsidiary, Changi
Airports India Pte Ltd, is one of the promoters in
Bengal Aerotropolis that has built theRs 600 crore
Andal Airport in Durgapur. In July, the government
scrapped its earlier proposal to privatise Chennai,
Kolkata, Jaipur and Ahmedabad airports and
said private players would be roped in only for
operation and maintenance activities at Jaipur and
Ahmedabad.

he winter schedule of the Cochin
International Airport Limited came into
effect from 25th October featuring more
services than the summer schedule.
The winter schedule will be in force till March
26. The number of weekly services has increased
to 1,094 compared to 1,064 in the summer
schedule.
International services have increased from 533
to 590 while there is a dip in domestic services
from 531 to 504. Air India will operate the most
number of services out of Kochi airport during the
winter schedule. The national carrier will have 43
each arrivals and departures. Close on the heels is
Jet Airways with 84 services.
During the winter schedule, there will be 51
weekly services to Dubai, 35 each to Sharjah and
Abu Dhabi. Among domestic services, the most
connected will be Mumbai with 86 weekly services
followed by 77 to Delhi and 73 to Bengaluru.
Air Asia will operate more services to Kuala
Lumpur and Silk Airlines to Singapore while Saudi
Airlines will also improve its connectivity during
this winter. Air Asia will operate two daily services
while Silk Air will operate one service each for
five days a week and two services on Fridays and
Sundays
