PROJECT PARIVARTAN JALNA

Jalna is a city devoid of garden spaces. Except one garden in Old Jalna
area ( Sambhaji Gargen/ Motibag) and one in New Jalna area ( Jawahar
bag) there are no garden spaces anywhere for peoples recreation.
Neither are any public playgrounds except azad maidan in new Jalna and
Sports complex in old Jalna.
Even if people desire and administration wishes to provide, getting any
space to develop into garden is impossible unless we go out of city
limits. When it is so tough to get space for widening of important roads
getting space for garden is almost impossible.
But we are neglecting the most important space in the city limits which
is the river area. We have 2 rivers flowing through the length of city with
their confluence in city limits. Presently the area is very dirty with
people throwing all kinds of garbage in it and making it unusable further.
It is also getting slowly encroached by people with lots of illegal
activities happening.
We propose to retrieve this space for utilization as garden and
recreational space without changing the status of no development zone
for that area.

Pre-planning work:
Before planning anything following data will be required
1. Detailed maps of the river area including mapping of areas which
have been encroached upon and also used for religious purposes
2. Mapping of actual zone through rivers flow with contours.
3. High flood data to mark the highest area reached by floods.
4. Mapping of Areas where sewage water and storm water drains
from city get mixed with the river.
5. Calculating total area available in rivers from Ramtirth and St.
Mary school to Mantha bypass Ring road .

Planning of development work :

1. The channel through which river normally flows will be zero
level which should be dug out till hard strata.
2. Embankment on both sides to contain the channel in form of
wall with minimum depth of at least 5 feet.
3. Beyond the wall there will be level One area which is the area
likely to submerge in highest floods. This area should be made
flat and should have grass lawns developed. Level one area also
should have groundwater recharging bore wells dug at regular
interval.
4. Rest of the area can also be divided in two levels level 2 and
level 3.
5. Level 2 should be exclusive garden with avenue trees with
different themes. No construction should take place in this area.
6. Level 3 is the highest level available which can be developed
into recreational area which includes Nana-Nani Park,
Childrens park, And Theme parks etc. and also can have toilets
and other recreational amenities.
7. Roughly 20% area for level zero (river flow area), 30 % for
level one( high flood area with walkway and lawns), 30 % for
level 2( plantation and garden), and remaining 20% for level 3
( recreation and amenities) should be available from the rived
bed area.
8. Zones which can be developed into gardens and amenities are
a. Ramtirth bandhara to Aurangabad Raod Bridge
b. Rosabag darga area
c. West of Lakkadkot bridge on north side
d. Ganesh Ghar area
e. West of Lokhandi pool south of cremation ground
f. South of Panchmukhu Mahadev
Rest of the areas can be used for walkway and tree
plantation.

Actual work
1. Small check dams with gates can be constructed in the river
flow level zero zone to make water available throughout the
year for the garden.
2. The gates should be removable at shortest notice to allow the
flood water to pass through.
3. Level one should be kept absolutely open except a small
walkway all along on both the banks of river.
4. Area from Ramtirth and St Marys school to ring road can be
divided suitably to develop into different themes for which
suggestions can be sought from NGO in Jalna.
5. Level 2 garden development can be entrusted to various
NGOs in Jalna who will take up areas under their patronship,
guidance and actually develop gardens.
6. All the bridges should connect the garden through ramps and
stairs.
7. Area around religious structures should be marked and
developed according to needs keeping the standard level
development rules.
8. Sewage treatment facilities at appropriate places can be
undertaken in the river bed area. Drainages can be also
erected in level one area so that sewage which cant be
treated can be taken away from the gardens and pollution of
river channel can be avoided.
It this project is undertaken earnestly for designing and development
there will definitely be a great change in Jalna City leading to true
Parivartan in city. The project will take roughly 6 months for planning
and one year to execute the work. Further developments can be taken up
in next 5 years period. If planned in coming few months we can
definitely get next planting season to plant trees as per the design plan.
But if we hurry to plan now we can get this season for plantation and
also will get idea of how the flow of river and flood will happen.
This project can be started on most modest scales by digging the
channels for level one immediately before the monsoon starts as this will
create proper flow channel with opportunity to identify the areas where
storm water and sewage water from city gets mixed with the river. Also
high flood levels can be identified and studied to demarcate level one
area. There will be chance to plan and execute the sewage treatment
facilities in the river area which will reduce the contamination and
pollution of river.
I am sure Most of the work will be gladly taken up by people of Jalna if
this project comes to existence. People of Jalna have shown their resolve
by planning de-silting of Ghanewadi talao and will rise to occasion to
crate garden spaces also.
