> What can be done to provide more venues for school activities in UP Manila campus?

I. Define and Delimit the Problem

A. Definition
1. What is considered as a school activity?
2. What are the foci of these school activities?
B. Delimitation
1. School activities refer to any actions done, whether academic and /or extra curricular,
inside the campus, be it led by students, professors and /or employees.
2. This will only focus on the lack of democratic space for students, professors and
employees at UP Manila.
II. Nature of the Problem
A. Why is there a need to address the problem of the lack of democratic space in UP Manila?
B. What are the existing conditions that lead to the campus-wide problem of the lack of
democratic space in UP Manila?
C. What are the main concerns of the whole UP Manila with regards to the problem of lack of
democratic space?
III. Establish the Criteria to be used
A. Do we aim to relate the problem on democratic spaces with the issue on free education?
B. Do we aim to raise awareness regarding the problem?
C. Do we aim to increase student participation?
IV. Suggest Possible Solutions
A. Will it help if we lobby for higher state subsidy for facility improvement?
B. Will it help if we conduct room-to-room and group discussion, as well as other propaganda
methods to increase awareness on the problem?
C. Will it help if we hold local action to pressure the administration to address the issue?
D. Will it help if we the administration constructs new facilities and or rehabilitate old facilities?
E. Will it help if we initiate signature campaigns?
F. Will it help if we aim to, at least, reduce the rental fees, utility fees, and personnel fees, or
abolish it altogether?
G. Will it help if we extend library hours?
H. Will it help if we appeal for the use of classrooms for extracurricular activities?
I. Will it help if we simplify the reservation process for venues in UP Manila?
V. Evaluate Solutions
A. Lobbying for higher state subsidy will lead to constructing/rehabilitating facilities.
B. We need to unite with student and academic employees organisations to strengthen the
movement for democratic spaces in the university.

1. Spearheading mobilization is the most feasible course of action as it only employs the
participation of UP Manila constituents such as students and academic employees.
