B. SCOPE OF WORK:
Fabrication and fixing of 12mm thick Manganese / MS Plates as liner to the
walls of existing Ground Level GL Bunkers at RKP CHP, MM Area with proper
Anchoring and Welding.
FIRM s SCOPE:
1. 12MM Thick MS and Had field Manganese Plates to be fixed to the slope walls
of the GL Bunker as liner plate for protection after cleaning the bunkers
properly by the contractor before commencement of work for proper leveling.
2. Old MS Plates at the bottom edge of the Bunker and around the Mouth to be removed
as directed by the CHP authorities
3. Plates and Angle Iron to be fabricated to the required sizes as per the Measurement
of the bunker walls and all the edges of the fabricated plates to be chambered to 45
degrees with gas cutting.
4. All the fabricated plates as above to be placed over the slope walls from the bottom
of the bunker inline and they are to be leveled and joined together with suitable
electrodes specified by the manufacturer.
5. Had field Manganese fabricated plates to be fixed to the bottom of the bunker
covering all the sides of openings and remaining part of the bunker to be covered
with MS Plates.
6. At all the corners of the bunker, apart from the joining of plates together by
welding, they are to be strengthened by lap joint with angle Iron provided.
7. All the edges of the plates are to be anchored to the plinth beam mechanically as
advised by the CSP Authorities.
8. Suitable hole for grouting of each MS Plate to be made and after grouting, nut of the
grouted bolt to be tightened and nut to be welded to the MS Plate in such a fashion
that top of the nut should be in line to the top of the MS Plate.

9. No.1, No.2, No.3, No.4, No.6, No.7 & No.8 Mouth of the bunker to be refurbished
with new MS Plates as per the technical details provided by the CSP Authorities.
10. All the joints to be welded fully with 2/3 layers in the V-Notch of the plates to be
joined, without cracks and air gaps.
11. Bunker area to be covered with had field Manganese plates is around: 150 M2.
13. Any modifications in the process of work from time to time may be executed under
the guidance of CHP authorities.
14. Welding plants minimum 4Nos with cables and other accessories, Electrodes,
4 sets of oxygen and Acetylene Cylinders with hoses and accessories for the
above to be provided by the contractor.
15. All safety apparatus, belts, ropes, chains and other required tools & tackels to
be provided by the Contractor more than required as spare to prevent the
stoppage of work for want of Tools & accessories.
16. Contractor should prepare and submit the schedule of works as per the conditions
with mutually agreed program before commencement of work and work to be
executed accordingly without any deviations.
17. Work will be done with safety under the guidance of Engineer CHP, RKP.
18. Any workmen deployed by the contractor fails to do the work with safety will not be
allowed to work further by CHP authorities.
19. Materials should be transported from yard to work spot by the contractor.
SCCLs Scope:
4. Size of the each 12MM had field Manganese plates will be provided is 2.5 X 1.0
Mtrs. (approx).

5. Size of the each 12MM MS plate will be provided is 6.0 X 1.5 Mtrs. (approx .)
4. INSURANCE: The successful firm shall take Group Accident Insurance Policy
for workmen engaged. (As per applicability) and also insure the equipment. A
copy of the comprehensive insurance policy certificate should be submitted to
Area Transport Officer during the operation of contract.
5. TAXES:
a. SERVICE TAX: Extra @14%
b. SWATCH BHARAT CESS: Extra @ 0.5%
c. KRISHKALYAN CESS: Extra @ 0.5%
6. Any variation in Govt. taxes & statutory levies except for Service
Tax shall be to the firms A/c. only.
This amount and EMD amount will bear no interest and the same will be
refunded only after the expiry of the contract period and on satisfactory
completion of the work.
Forfeiture of EMD/SD:
8. Payment: Payment will be released for the actual Tonnage of material fixed for the

9. PENALTIES:
i. Any deviations in executions of work against the mutually agreed schedule will
be liable for penalty at the rate of 2% of the order value per day and the same
will be recovered from the bills.
ii. If the contractor, to whom the work would be awarded, fails to fulfill the contract,
the security deposit amount will be forfeited and the contract will be terminated
without any prior notice.
War, fire.
10. PRICE FALL CLAUSE: Bidder shall pass on the benefit to the SCCL on its own, in
case the bidder sells same item to any Public or Private sectors within a period of 6
months from the date of receipt of order at price less than the price offered to SCCL
with same terms and conditions, otherwise, SCCL reserve its right to recover 1
times the difference amount from the running bills anywhere in the company for the
items delivered and to be delivered. In case the running bills amount is not
sufficient, SCCL may give notice to pay the amount, the bidders shall pay the
amount within 15 days of receipt of the notice, otherwise the amount will be
recovered by invoking the Security Deposit.
11. Risk purchase clause: In case the firm fails to execute the contract on any day
and SCCL is forced to order for such work from any other contractor at a higher

price, the firm should pay the difference amount to SCCL and also SCCL will have
the right to collect liquidated damages from the defaulted firm.
12. Price variation Clause: Prices are FIRM till the completion of entire awarded
work.
13. SCCL reserves the right to cancel the allotted tender work during the Contract
period of 3 years or extended period at any time without assigning any reason with
one month notice. If the tenderer wants to withdraw, he should give 90 days notice
and EMD and security deposit shall be forfeited.
14. AGREEMENT BOND: The successful firm has to execute an agreement bond on
non-judicial stamp paper worth Rs.100/- (Rupees One hundred only) at his own
cost after receipt of order.
15. Diesel, oils, lubricants, consumables etc., are to the account of contractor only and
the diesel filling should be done during the maintenance hours only.
18. The contractor / agency and his workmen should abide by all statutory rules,
regulations and acts applicable to mines and also should wear safety gadgets with
I.D. Card while on duty. Contractor should issue authorization slips.
19. The persons engaged by the firm shall use protective wear i.e.,Shoe,Helmet,
Aprons,Dust Respirator, hand gloves etc.,which may be provided by SCCL on Sale
Account, subject to availability, at the rates prevailing as on the date of issue. The
firm has to arrange the same if the same are not available with SCCL (for related
works).
20. The SCCL is not liable to pay any compensation in case of any accident caused
by/to the hired equipment in respect of such equipment or Operator or cleaner or
the third party. The owner and the insurance company are only liable to pay any
compensation in case of such accident by/to the hired equipment.
21. During the contract period contractor should carry out the work as per the direction
and instructions of concerned authorities. Contractor should maintain form-B and
D and E registers in respect of the persons employed by him and should be made
available for inspection of SCCL officials.
22. As per the directions of project authorities if the workmen / personnel engaged by
the contractor are to undergo VTC training and to be examined medically, the
contractor shall follow the directions and the relevant expenditure to firms account.
to the personnel employed shall be borne by the firm only duly aforesaid Law /
Acts.
24. The contractor has to submit an undertaking requesting the management to extend
the medical facilities to the workmen engaged by him stating that he will pay
medical expenses as prescribed by the SCCL medical authorities and the charges
thereof can be recovered from his monthly bills as per Lrs. No.
CRP/PER/IR/I/304/854 dated 28.04.2008 and CRP/PER/IR/I/304/1079 dated
30.05.2008 and recovery of CMPF contribution in respect of contract labour
employed by him.
25. The firm shall give an affidavit on or before the 15 th of the following month that they
have paid wages to the employees engaged besides that the contributions for ESI
& EPF are deposited and should enclose the Challans in token of proof as per
applicability i.e. if the strength exceeds 20 persons.
26. The firm should submit the proof of compliance of the relevant Acts/Rules &
Regulations.
27. Any compensation to be paid for accidents to employees shall be paid by the firm
only.
28. Contractor should not engage workmen/drivers below 18 years and above 50
years of age. All the workmen should be medically examined and trained at MVTC
at contractors expense, before engaging on work. The contractor and his
personnel wherever they work in mine/department they should follow the prevailing
rules and regulations existing at the site and should follow the mines act. The
contractor should provide shoe and helmet to the operator / driver etc., at their
cost.
29. Sub-contracting is not allowed. The firm shall employ their own persons who
receive wages from them. The SCCL shall not accept any claim from their
employees whatsoever.
30. The firm shall ensure that their man power do not take part in any Trade Union
activity or join in any Trade Union directly or indirectly.
32. JURISDICTION:
The Courts situated at MANCHERIAL District in the state of TELANGANA only
shall have jurisdiction to deal with and decide any legal matter or dispute
whatsoever arising out of this contract including disputes arising on encashment of
Security deposit.
33. ARBITRATION:
(b) If the Sole Arbitrator appointed by the Chairman & Managing Director of the
Singareni Collieries Company Limited is unable to continue as an Arbitrator for
any reasons to be recorded in writing and the Chairman & Managing Director
of Singareni Collieries Company Limited thinks fir for appointment of new
Arbitrator in the place of existing Arbitrator, he is having a power to do so.
Such new Arbitrator shall be appointed following the same procedure as
contemplated in (a) above.
(c) As and when such new Arbitrator is appointed, he can either continue the
arbitration proceedings from the stage where the earlier Authority discontinued
his proceedings or alternatively the new Arbitrator may start proceedings de
novo if the circumstances warrant him to do so.
(d) Failing to invoke Arbitration clause within 120 days of dispute, the matter is to
be decided by Civil Courts at BHADRADRI KOTHAGUDEM District in
Telangana alone and not at any other place.
