MEMORANDUM
Under COA Resolution No. 2013-011 dated March 6, 2013 (Implemei1ting Guidelines
on Probationary Period Following the Issuance of Original appointments in the Commissicm
on Audit), the new recruit should complete the neuro-psychiatric and medi cal examinations ,
among other documentary requirements, within two months from the date of assumption of
office.
To reinforce the above provisions stated under Item 9. 1 of the above-mentioned COA
Resolution, an unnumbered COA Memorandum dated June 13,2014 was iss ued hy then COA
Chairperson Ma. Gracia Pulido-Tan. Item 1 of the said COA Memorandum provides ClS
follows:
"1. The services of a new recruit \Vho fails the NP and medical examinations shall
autoniatically be recommended for termination by the Human Resource
Management Office (HRtvlO). The recommendation shall be submitted to the
Chairperson for approval within 10 working days from receipt of the results
of the NP and medical examinations, furnishing the Head of Office where the
new recruit is assigned, with a copy thereof." (Underscoring ours)

2. In case of the Central Office, the Cluster Director/Head of O ffice shall submit
his/her comment/recomn1endation to the HRMO within ten wnrking days from
receipt of the NP examination result. The HRivtO shall submit its recnmm end Mio n
to the Chairperson for approval within ten working davs frnm receipt r1l th e
comment/recommend,ation of the Cluster Director/Head of Oftk e. fumishin ~ the
Head of Office(Director where the new recruit is assigned, with a copy thertof.
4. In the event that the Director/Head of Office observes any negative change in the
employee's performance, work habits, or relationship with co-wo rkers duri ng the
remaining days of the probationary period, the Cluster/Offi ce ca n recommend
termination of his/her services.
6. For those who fail the medical examination, if the illness negatively affects
performance or might endanger his/her life or the lives of the regul ar employees.
the Director shall recommend tennination even before the end o f the prnbati omtrv
period. For those who fail the medical examination but whose performance rem ains
very satisfactory and w hose illness does not pose danger to other employees) the
employee shall be considered a regular employee that has passed the probationary
status.
lt is emphasized that all actions pertaining to the results of the examinati on or med ica l
clearance shall be canied out w ith caution and confidentiality.
