For the section analysis of the goals management process was indentified at Radibems

Sdn Bhd, we will descript the goals for overall of operation of the company. This is because the

company is middle size company. As we have interview there has many goals i    

provide supplier of equipment to all biomedical hospital and clinic then need to improved and

emphasize continual pursuit of new technological  the quality of facilities and value service.

Also want supplies to Brunei and receives new Dubai technology then creates for bio medical

courses and subject at universities Institute of pahang and perlis.

The main goals of the company are to be the best provider biomedical engineering

technology service for the hospital. Radibems Sdn Bhd are good in set up and implement

planning where the planning is important part or step to support and achieve the goal. The

planning Radibems Sdn Bhd is base on the planning of Radicare Sdn Bhd and was set up by the

Manager Director at the Headquarters office. The plan properly planning is the technical planning

and operational planning. The technical planning is applied to the biomedical engineer and

operational planning applied to technician at the service office in government hospital. The main

service of the company provide for the hospital is made Planned Preventive Maintenance, PPM

for the biomedical equipment have warranty from the suppler or dealer. In the big hospital for

example in Hospital Kuala Lumpur have 2500 units of biomedical equipment. All this biomedical
equipment must do PPM each year to make sure the equipment in function in good condition

when the patient uses it. The schedule for the PPM for whole year usually already has setup at the

early year. Each month, the biomedical engineer/technician will do PPM according to the

schedule was setup. Usually the problem occur doing the PPM according schedule, when in a

month the biomedical engineer must do PPM for 200 of biomedical equipment. So in that

condition they cannot complete the PPM according to the schedule. The main reason is the

biomedical equipment in large quantities, patient use the equipment ± need to wait for replace

with equipment than they can make service and not enough biomedical engineers.

While for the top Manager Director at Headquarters office, it setup high expectation for

the company goal not only base on the actually resources that there have like capital, work force,

equipment, and technology. In this case, middle manager/manager team have big responsibility to

adopt the long term/strategic plan to short term plan and the technical and operational plan for the

first line manager ± biomedical engineer and operative ± technician that work at the service office

in the government hospital. The managers at Radicare Sdn Bhd have the challenge to setup the

short planning with full of the resource. The situation makes the manager team, biomedical

engineer, and technician get work given to them. This will make the company are fully effective

and efficiencies. For example Mr. Junaidi holds 2 positions in Radicare Sdn Bhd .All the

department was handling by Mr. Junaidi suppose hold by 3 managers usually in middle range

company or big company. The General Manager, GM know the actually resource because get

feedback from the low level worker. The GM supposes get feedback from the low level worker

when setup the long term planning.


For the comparison with the theory what we study, the issue is related with chapter 3 ±

Foundation of Planning, sub chapter ± types of Plan, and Management by Objective, MBO. The

types of planning there are three types in planning that is the strategic, tactical and operational

planning. For the strategic planning is long term planning ± take 5 year onward, tactical planning,

and operational planning is short term planning ± take one or 2 year. For the strategic planning

set up by top manager it directionally to achieve the goal/objective the technical, and operational

planning setup by middle manger also to achieve the goal/objective that was setup by the top

manager. So this Radibems Sdn Bhd where the middle managers setup the technical, and

operational planning to achieving the goal.

While for the MBO state that is each level in the organization have the objective. This

method will assist the organization to make sure all level of the organization will supporting each

other to achieve the goal more successfully. MBO also help the middle manager to specified

technical and operational planning more clearly and assign the task working base on the structure

of the organization. The important in the MBO when set employee goal is build in feedback

mechanisms to assess goal achievement.

Organizing is one of the most part on creating clean and smooth or you can say well

organize or well structured planned by the managers to achieved a goals. This section requires

intelligence of every side in the company. All the operations run in the company and all the

company movements should be considered so the top managers need recruit their employees,

workers or subordinates. So to achieve these main goals we need to consider employees the most

important resource.

So in Radibems, from the bureaucracy, the implementing of centralization structure has

defined its goals, the centralization is actually good for achieves a goals. Looking back at what

Mr. Junaidi told on how the style of organizing, on communication has found its way on letting

the company structure on organizing centralization stable. It happened where a technicians was

found on the recommendation staff. So the technician make the repairing or maintenance for

electronic medical device at the hospital in Terengganu, They also need report came to the

Human Resource list at the main company the radicare sdn bhd. Amazingly this department will

improve the process on the service and stabilize the service that was reached by the company. All

the technician and staff go to a certain level and came to the human resource list for equipment
quality. This is the professional staff or the way of the staff handling is exactly right, and because

of the centralization structured implemented, information from mouth to mouth came quickly and

with this, the goals and objective will filtered up. Mr. Junaidi as one of the manager take

responsibility for these goals achievement goals, was happened this department. Then, the

information revealed to be sure that the technician need faster response to make the thing is what

make the maintenance or repairing device completed done by him using the device. Approves

that he can repair or do the maintenance increase quality of servicing. Then the other hand the

technician is will improved on filling form or making report to be more smooth in achieving

goals.

Finally, all the works improvement has been done by him and all of its workers. Then Mr.

Junaidi had come to a solution. Mr. Junaidi has recommended recruiting experience and expert

workers to make it. The quality equipment and what so called centralization in equipment

improvement had been misused with the giving of authority was given, the information has reach

at Radibems . With the authority given to the hospital, they actually will send the truth

information because Radibems should be told before the main company Radicare knew.

Logically the technician is under Radibems, so it is under responsibility of Radibems for

achieving a goal in the organizing.

For the comparison with the essential management principles book. In chapter 5, the

function of centralization been applied that describe a function of how much decision-making

authority is pushed up to higher levels in organization. In chapter 6, state about the human

resource function. Human resource is needed to help the organization reach its goals, employing

the skills and abilities of the workforce efficiently, increasing to the fullest the employee¶s job
satisfaction and self-actualization and helping to maintain ethical policies and socially

responsible behavior.

In radibems, this is the goals on how the human resource managing workers. It supposes

to be the human resource should know everything of what is happening to the employees before

taking action. It seems that care and ethic manner is been roaming here. The human resource

department has confirmed about the technician and does as what the firing list was written.. So

this organizing is important for achieving goals.

What to be as a leader is that the position is needed to be filled up make somebody

hard to achieve the organization¶s goals. The quality of leadership is absolute from the goals that

we have obtained; Radicare is playing a big roll on controlling its main goals that need to be

improving the best in service and in new equipment particularly the Radibems. The situation of

the main company and the branches situation are far while Radicare in KL but Radibems is in

Kajang. So improving communication between the two sides should be strong and the skill order

from Radicare is must always transferred well. This is likely happened on the way of the

Radicare be the best service in improving the quality of equipment. The relation between two

companies are strong, something that is happening on Radicare mostly known by the Radibems,

and everything that is happening on Radibems, the Radicare mostly known of it, because of

managers leadership style. First thing first, prioritize the vision and mission; let the managers of

each company to achieve these goals.

clerks, accountant, or even technician is happy and the orders given to them was being told

properly and wisely which affecting them to positive back of understand because of this man. For

motivation in achieving, managers can set the goals for their employees, or employees and

managers can develop goals together. One advantage of employees participating in goal setting is

that they may be more likely to work toward a goal they helped develop. No matter who sets the

goal, however, employees do better when they get feedback on their progress. In addition to

feedback, four other factors influence the goals-performance relationship .The employee must be

committed to the goal. The employee must believe that he is capable of performing the task

involved in achieving the goal should be simple, familiar, and independent. Managers need to

work with their employees in determining goal objectives in order to provide targets for

that their units are performing properly until they have evaluated what activities have been done

and have compared the actual performance with the desired standard. In our interview session

with the manager of team leader development, Mr Junaidi, we try to get more information about

the company including the controlling process. Mr Junaidi told us that the employee must to

follow standard operative procedure (S.O.P). Below state the standard operative procedure must

be follow by biomedical engineer/technicians when doing Plan Preventive Maintains, PPM apply

at service centre government hospital on Radibems Sdn Bhd.


Normally, after hospital buys a medical machine, they will do a schedule for maintenance service

to this machine. Sometimes, hospital buys many medical machines in one time. The employees

of radibems are responsible to do plan preventive maintenance based on this schedule. The plan

preventive maintenance is setup by the manager of radibems. Before the employee start to do

plan preventive maintenance, they need to make a deal and have permission from a hospital

official that in charge the machine. This is to confirm that the machine is not using by a patient.

They cannot proceed to do plan preventive maintenance without any permission by hospital

official. Then, they will proceed to do plan preventive maintenance. After complete the plan

preventive maintenance, they need to report and record what has been done by them to the book

record. This is to confirm that the medical machine is in good condition and can be use to another

patient. If the machine has a problem or damaged that couldn¶t repair at the hospital, they need to

bring out the machine to their lab. Then, they need to record what spare part has been change in

repairing process. All service charges will be total up and the bill for service will sent to the

hospital. The hospital will make a payment directly to the radibems Sdn Bhd. This record is

important because they can make this record as reference to know what the problem of the

machine before this. All what are record by them are also as a proof that they are doing their job.

The record is also as a document for them to refer if there are anything happen like audit session

or miss to do plan preventive maintenance to other medical machine.

The main point for us is to analyze of the goals and objective in controlling. When we do and

interview session with Mr. Junaidi, that the goals of Radibems in controlling are increasing the

standard operatives¶ procedure (S.O.P). This goals¶ is achieved when the employees involve are

follow the S.O.P. The employees also need to take a record when they do their work. So, they are

knows of documentation for analyze the problems and know to improve back. The effect of this
thing is they have reference to check whether they do the plan preventive maintenance for the

medical machine. If they are not sure whether they do a plan preventive maintenance to that

medical machine, they need to repeat doing plan preventive plan again. So, it will be wasting

time and make redundant of money to do maintenance at that medical machine. Maybe the

employee is missing to do a plan preventive maintenance because they think that the plan

preventive maintenance for the machine is done by them at that time. This documentation, the

employee has data or records that show they do their work and the medical machine is always in

their responsibility. While this happen, the manager know the employees activities. So, the

controlling process is reach to the objective. The employee attitude that likes to take for granted

is the main factor why this goal is achieving. The employees take way on completing many tasks

in short time. This thing is always happen at the hospital and situation involve. It¶s the employee

have a ton of work and they are running to complete their work on time. That why this

controlling are important for achieving our goals to be provider biomedical engineering technology

service for the hospital in follow the S.O.P.

For the comparison with theory, the goals of implementing the S.O.P are related to management

chapter: foundation of control in essential management principle. The important of controlling is

the process of monitoring activities to ensure that goals are being accomplished as planned and of

correcting any significant deviations. The objective of manager produce standard operative¶s

procedure is to control the employee. With this S.O.P, the manager can monitor the activities of

employee likes check the progress in the document or report that present by the employee. In

theory of management also said that control is an effective control system ensures that activities

are completed in ways that lead to the attainment of the organization¶s goals. The employee will

become more effective and efficiency if they follow the S.O.P. So, all employee activities

indirectly are completed and the organization goals will achieve. The theory management also
said control is implication of manager. Manager is the individual that responsible to perform the

control function effectively and efficiently. If the manager is success in controlling, the goals

achievement also becomes high.

proved to be effective especially in the struggle with the industry leaders. This has been a great

line of attack adopted by smaller companies in their contest with the market leaders. They

survive and exist through specializing in niches, differentiating the product lines, and focusing on

market segment.

A potential huge market has been spotted on men as they account for 50% of adult population

that consume one-fifth of cosmetic sales. The failure of the market leaders in such opportunity

provides hint to smaller companies as to what would be the proper and better approach to the

market.

Furthermore, the senior citizen population is a large growing market segment which should be

given focus as the population¶s needs were not being met.

Threats Economy not stable so can affect the biomedical product..Not understand foreign

customer preferences and fail to offer a competitively attractive biomedical product.

short term planning is not supporting each other at Radibems Sdn Bhd is when the top manager

setup the planning for the company the important thing is get the feedback from the low level

employee. The GM of Radibems Sdn Bhd must have the character Visionary and harismatic

Leadership. The GM should look the overall of the organization resource it has, at this state it

show how the important of feedback from the bottom of the organization needed. The GM can

apply open system to get the feedback and information about the company from the low level

employer and client. After get the feedback/information about the actually organization resource

from all over organization then the GM setup the strategic plan. The cooperation and

understanding among the top manager, middle manager, first line manager and operative in the

company is very important to set up the 3 type plan that is strategic planning, technical planning,

and operational planning. With this method the each level manager in the organization can

determine what action the manager must take to achieve goal at each level, this can drive the

organization to achieve the strategic plan was setup by the top manager. Actually this method is
in the MBO. But the action take by manager must be clear, and understand and by subordinate,

they can get participate.

your appreciation, and inspire more; beside that, things can go smoother with the empowerment

there is already an eye for a witness, a hand to control, and create loyalty to the company.

telling something rather than formal meeting that only attend for the higher ups and very limited

for the lower level to involve even you know opinion of the lower level is experiencing more

including horizontal and vertical differentiation creates problems of integration leading to

disagreements over goals, decision alternatives, performance criteria, and resource allocations in

organizations and the personal differences including individual idiosyncrasies and personal value

systems that create conflicts. After this source of conflicts had been verified, then there are

solutions need to be made. One of it is cooperativeness, it works when the degree to which an

individual attempt to rectify a conflict by satisfying the other person¶s concern; and assertiveness

is when the degree to which an individual will attempt to rectify the conflict to satisfy his or her

own concerns. This can be found in chapter 12 in the essential management principles book.

For the recommendation of weaknesses in controlling, the manager must focus and concern to

this standard operatives procedure (S.O.P). The managers need to make sure their employees

follow S.O.P. The effective way to ensure employee follow S.O.P is to give consciousness to the

employee how important S.O.P in working environment. The employee will become motivate

and will change their attitude during working process. So, it¶s help manager in order to maintain

the standard and implement of S.O.P. The benefits are it can prevent from the wastage to make

sure the company is effective and efficient. The manager also needs to investigate the problem

from their employee and why their employee cannot follow the S.O.P. From the problem,

manager can make a strategy to solve the problem. Maybe manager can plan a better strategy for

employee and make employee become easier and comfortable to follow S.O.P. In analysis of

weaknesses in controlling, the employee cannot follow S.O.P because they have ton of work to

complete. So, the manager can do a systematic plan to ensure the employee not running to

complete the work.

At the Radicare Sdn Bhd the tactical and operational planning as mention before

Radibems Sdn Bhd is branch of Radicare Sdn Bhd. Actually Radicare Sdn Bhd not the biggest

provided biomedical service in Malaysia peninsula but one of three companies was given the

contract by the government to provide biomedical service to government hospital. Radicare Sdn

Bhd is in charge for the central, federal, and east coast zone.
ONLUSION

As stated above, the configuration makes it clear enough for the company on where to focus its

strategy. That is, the focal point of such strategy should be on the opportunities keeping in mind

the threats. The strengths of the industry should also be maintained through the awareness of its

weaknesses.

This SWOT structure provided clear and definite way in formulating strategies and approach to

the cosmetic market. It gave attentiveness by laying past and current findings that is of great

significance to the market approach.

As the conclusion for this assignment what we can see is Radibems Sdn Bhd base on the four

function of management, the organization have good setup in strategic planning and have good

structure of organization. While the organization not really good in leading and controlling. For

the planning, the company have high expectation for provide services in BEMS and was much

calibration and partner with government ± MOH and company from oversea ± NATA from

Australia, SFRI from France and etc, but the main weakness for the planning is short term

planning ± technical and operational cannot fully sport the strategic planning was set up. This

happen because strategic planning not base on the actually capability resource the organization

have. We see Radibems Sdn Bhd the less resource is source in human resource ± no many

workers. So, when setup the planning General Manger must get actual information about resource

of the organization from the feedback of bottom level employee and used open system. While for
improve achievement strategic planned was set up the manager at Radibems Sdn Bhd use method

MBO, but MBO must be clear, cover each aspect of technical, operational planning and what

action must take to achievement for goal, and have alternative method when doing the job. For

the organizing why we say because Radibems Sdn Bhd in organizing applies organic and

decentralization structure, this kind of structure very suitable for the company provide service as

their business. But the weakness occur is there still have the bureaucracy
