GILLES BELLEY

PROFILE

Mr. Gilles Belley is a senior Database Administrator with extensive experience in


the ORACLE software products. He is a certified ORACLE Database
administrator. Mr. Belley completed a Bachelors degree in Information Systems
Management and a Certificate in Business Administration at Laval University in
Qubec City. He has over ten years of experience in IS, with specific industry
knowledge in the field of insurance, nutrition, and public services. He has acquired
valuable knowledge in developing Management and Geographical Information
Systems, as well as managing relational databases and data architectures.

EXPERIENCE SUMMARY

Mr. Belley has acquired a significant expertise in Oracle Database Administration and Data
Architecture. He is a senior member of DMRs ORACLE Business Solution Center, providing
consulting services in the area of ORACLE database software.

He has worked with most major versions of the Oracle database in a variety of technical
environments including Unix, NT and MPe. His expertise is often sought to validate solutions or
to solve complex performance problems. He has written a White Paper, published by DMRs
Oracle Solution Center, on Oracle 8i indexing techniques and was a presenter at Oracle
OpenWorld in 1999 on repository and schema management in large development projects.

Mr. Belley is the lead data architect and Oracle DBA on the Land Registry system. This
system will automate and digitise Land Registry offices and allow the publication of
information concerning mortgages and chattels over the Internet. Mr. Belley is responsible for
conceptual, functional and physical data modelling. He also developed and implemented the
strategies for backup, recovery and database optimisation. He wrote the functional and
technical standards concerning data access and management.

MicroStation.

As an analyst for a period of 1 month, he conducted an opportunity study to measure the


benefits of modifications to statistics reports produced by several systems. He analysed the
existing situation, evaluated the costs/benefits and provided the preliminary analysis work
plan.

As an analyst for a period of two years, he worked on Health Insurance Benefits system. His
main tasks were: functional and system design, supervision and technical support to
5 programmers, functional testing, implementation, start up support and programming. He
was in charge of the functional design, the system architecture of the conversion, the set up of
a recovery plan, and ensured a periodic follow-up activities.

As an analyst for a period of 8 months, he was involved in developing sub-systems com-


plementary to already existing systems. He performed functional and internal design
supervised programmers and programming of billing and collecting sub-systems.

As an analyst for a period of 3 months, he analysed a series of maintenance requests in order


to meet the production start-up deadline.
