PROFILE
EXPERIENCE SUMMARY
Mr. Belley has acquired a significant expertise in Oracle Database Administration and Data
Architecture. He is a senior member of DMRs ORACLE Business Solution Center, providing
consulting services in the area of ORACLE database software.
He has worked with most major versions of the Oracle database in a variety of technical
environments including Unix, NT and MPe. His expertise is often sought to validate solutions or
to solve complex performance problems. He has written a White Paper, published by DMRs
Oracle Solution Center, on Oracle 8i indexing techniques and was a presenter at Oracle
OpenWorld in 1999 on repository and schema management in large development projects.
Mr. Belley has worked on a number of large and complex development projects. This has allowed
him to develop experience in project management and system development methodologies in
general.

Ministry of Justice February 1999 to present
Mr. Belley is the lead data architect and Oracle DBA on the Land Registry system. This
system will automate and digitise Land Registry offices and allow the publication of
information concerning mortgages and chattels over the Internet. Mr. Belley is responsible for
conceptual, functional and physical data modelling. He also developed and implemented the
strategies for backup, recovery and database optimisation. He wrote the functional and
technical standards concerning data access and management.

As an Oracle DBA (45 p-d), he completed the functional data modeling and system
architecture for the database of the system (PAPA) (Automated Alimony Collection System).

SGDAC system (Chemical Analysis Request Management System). This project, 350 person-
days, improved the quality of rock or sediment analyses conducted by laboratories and
ensured better control of analysis transfers in the SIGOM.

the Qubec Geomining Information System (SIGOM) (scope 4000 person-days). This
important Geographical Information System combined the functions of an Oracle relational
database, a fourth-generation language and the Geomatic information processing software
MicroStation.
He also wrote the design and functional standards, set up the development tools and verified
the database and application parameters..

As an analyst, he was involved in a team responsible for implementing the Quebec National
Archives system in the Archive Centres. He played the role of functional consultant for the
user tests and acted as Oracle technical consultant for the team at the Department. He was
also responsible for modifying the system and checking the database parameters.
