support agencies, including the Clerk of Coun’ office, needed extra personnel inorder to provide their
Services forthe extra courtroom, Then Chief Clerk Dennis Marion came up with the idea to have a
rogram developed by the county's technology office that would allow my stato capture and report to
{them information stated in the courtroom that other departments needed while we were collecting the
information we need to colect forthe court record, eliminating the need for exta staf or some of
them and allowing others to redeploy ther staff to mare productive tas outside ofthe courtroom:
While the idea wasm't mine, | wholeheartedly supported it and sucessfully ed my skeptical staff to
successful implementation of Court Room Information Sharing or CRS for short. This has taken
probation and court administration employees who were sitting in the courtroom with my clerks
«lectin information and put them back thelr offices carrying out thelr duties, andin he case of

‘System (CPCMS), Taking advantage of an AOPC grant opportunity. coupled with
‘wise management of our auiomation fund (uiizing a statutory five dolar fee
levied on each docket opened) this highly efficient electronic maging system
‘was procured wihout any taxpayer dollars for acquisition or ongoing‘This use of technology, combined with my daly hands-on management. has
enabled my office to handle a much higher workioad with a very small staf,
increase. When! took office in 1998, te ofce had nina employees. The yee
bbofore. tte office had opened 2,667 Criminal and Summary Appeal Cases. in
2016, weopened 4,521 cases (a 69.5% increase). In addon, because of AOPC
‘mandates, many more details must now be tecorded and tracked in Juvenile
Dekinquency and Dependency cases. Ye, through utilizing new technology and
shifting responsibiiies, my docketing staff has increased by only 14%. To.
‘accommedate a more detailed payment process required by CPCMS, in 2003 we
hired a thed staff member inthe Costs and Fines Section, In 2014, we
‘transitioned that ful-ime person to part-ime and just recently added another
parttime position. During the 2003 - 2016 period. weekly work-hours increased
fom 112.5 to 135 (20%). However, not only have they Kept up with aesessing
the costs on those additonal dockets mentioned above, the number of monthly

In dollars and cents, the costo taxpayers for funding the Clerk of Court office in
2005 was 48 cents per resident. While handling a signficantly higher volume in
2018, colscted Clark of Court foes exceeded the cost of running the office and

| am writing you as a member of the Cumberland County Republican Committee to
inform you of my devision to seek a fifth term as Cumberland County Clerk af Cour.
In 1997, the year I was elected, te clerk's office hada total staff of 9 people and handled
‘almost 2,500 criminal cases. In 1997, ofthe staff members were in the Costs and Fines
division, responsible for assessing fines, costs, and restitution, receipting payments for
‘sume, and distributing paid monies tothe state, county, muni palites, and crime victims.
In 2003, the Administrative Office of Pennsylvania Cours insituted a state-wide
computer system for Clerks of Court. This system, while providing more detailed
formation, was more labor intensive, especially to receipt money, and we had our first
staff increase of 1. By 2004, we had increased to 3,300 crimial eases and receipted an
average of 1,700 payments each month. In 2012, we handled nearly 3,900 cases (a 56%
increase from 1997) and receipted an average of over 3,300 payments each month (a 94%
increase since 2004).
All those extra receipts resulted in the receipt of over $4.8 millon for the county, state,
‘municipalities, and victims of erime in 2011 including nearly $660,000 from Clerk of
Court fees alone. ‘These fs, pid by the perpetrators of crime, nol taxpayers, have
resulted in an average yearly cost to Cumberland County taxpayers of just $65,000 over
the last six years forthe operation ofthe office.
In 2012, Cumberland County added a sixth judge, giving us another courtroom fo cover
ina very challenging fiscal environment. Under my leadership, we enthusiastically
‘embraced a technological solution devised by the steering comnittee ofthe county's
‘Criminal Justice Policy Team that will enable my clerks to not only capture the court
information they need wo Fulfil their clerk dutes, but also information that other court
‘and criminal justice agencies were staffing the courtroom to capture for their offices.
Most notable among them are the people inthe collections srmof the probation
department responsible for enforcing the payment of cout ordered obligations. With our
clerks relieving them of the need to bein the courtroom, they lone will be gaining the
‘equivalent time of nearly a fulltime person that can be spent trecking down delinquent
payers, This elone should result in a further increase in collections that will more than
offset the cost of just our second staff increase in 16 years. This is only a 22% increase in
Staff verses the much larger productivity increases sited above,
‘Since I believe that my job is to provide the essential role of managing the records ofthe
criminal court atthe lowest possible cos othe taxpayers, this is a record I am proud to
present to you and the voters of Cumberland County and | will be presenting myself to
‘you on February 16 for endorsement as your 2013 candidate for Clerk of Cour. Ifyou

If you could, would you limit percentage increases in
annual county government spending to an index of the
population growth plus inflation?
Yes, but for county government, this would require the
state and federal governments to fund all mandates they
impose on the county. It also wouldn’t eliminate tax
increases since the county is funded by a tax on the
assessed value of real estate which is relatively stagnate
compared with an income tax, and therefore wouldn't
necessarily keep up with population growth and
inflation.
Do you have any innovative ideas for the office for
which you are running?
We are currently working on a project where my
Clerk’s will capture information in the courtroom for
other offices who are currently also manning the
courtrooms, allowing them to use that extra time for
their core functions instead of sitting in the same
courtrooms my clerks are.
What goals have you set for this term?
To continue to fulfill the duties of the Clerk's office
in the most cost efficient manner for the tax payer

I made a profession of faith at the completion of
catechism class at age of 12. My church was light on
discipleship and I gradually fell away through my teen
years. I recommitted at age 21 through the Lay
Witness Movement in the Methodist Church. 1
adopted the Reformed Doctrines of Grace
approximately 5 years later.

Towned and managed the Communion Cup Book and
Gift Shop for almost 20 years. I understand the
challenges and limitations of the private sector and the
negative consequences of over regulation and taxation.

$85,000+per year in salary and benefits. That is a
full-time compensation package for most

Yes. Other than time equal to maximum vacation
days and other leave granted for hired employees,
Tam in the office from 8-9 to 4:30 ona daily basis.
Do you plan on earning income beyond your
county salary and if so, how?Ihave maintained my School Bus Driver's license
and occasionally when Fahrney Bus Company gets
really short on drivers, I will substitute for them so
they can keep someone in the office in case of an
emergency. In 2012 I earned approx. $350. To
date in 2013, I have run one run. I count time out
of office for this purpose as vacation time.
