PRACTICE OF QUALITY ASSURANCE

Definition of Terms:
1. Quality Assurance
Refers to those actions, procedures and methods employed at the management and senior technical
levels to observe and ensure that prudent quality procedures are in place and are being carried out; and the
desired result of a quality product is achieved
2. Quality Control
Defined as the operational techniques and activities used to keep the quality of inputs or outputs to
specifications; to fulfill and verify requirements of quality

I. Quality Assurance
a. QA Project Plan
- A QA Project Plan is a written document that describes the quality assurance procedures,
quality control specifications, and other technical activities that must be implemented to ensure that
the results of the project or task to be performed will meet project specifications. Primary data
collection, secondary data usage, and data processing (such as modeling) project activities funded
by EPA are described and documented in QA Project Plans
- Document that sets out the quality practices, resources and sequence of activities to complete
the project on time
- Provides a brief system overview description as a point of reference for the remainder of the
document, including responsible organization, system name or title, system code, system category,
operational status, and system environment and special conditions
- Documents the results of a project’s technical planning process, providing in one place a clear,
concise and complete plan for the quality assurance methods.
- Is prepared either as a part of or after the project planning process but in all cases, QA should
be completed and approved before the project is started
- Communicate to all parties the specifications for implementation of the project design and to
ensure that the quality objectives are achieved for the project
- Contractor is required to accomplish and then submitted to the Project Manager. Project
Manager is in-charge of checking if it is being followed all throughout the construction
- There are no prevailing laws regarding quality assurance
- It is more of a corporate practice of a company to maintain corporate image
- ISO (International Organization for Standardization
The ISO 9000 family addresses "Quality management".
This means what the organization does to fulfil:
• the customer's quality requirements, and
• applicable regulatory requirements, while aiming to
• enhance customer satisfaction, and
• achieve continual improvement of its performance in pursuit of these objectives.
