‘This letter i written following your telephone conversation with City staff on 05.16.17 and
your subsequent email of the same date. Please be advised that the City of Concord remains
interested in entering into a negotiated sale ofthe 58 acre US Coast Guard (USCG) surplus
property in Concord and requests follow up discussions with the GSA and USCG
representatives to achieve this goal. The reuse ofthe USCG property i important tothe Cty
‘of Concord asi s adjacent to both the Concord Naval Weapons Station Reuse Project area
and the North Concord BART Station. This site offers opportunities for additional housing,
Including greatly needed affordable housing, and it would be the Citys intention to ensure
‘that future development of the ste supports and provides a variety of public benefits tothe
‘community
‘The Cty clearly understands that itis the intent of the USCG to obtain current far market
value for the property and to use the net proceeds to support the USCG's military housing
fund. The City also understands thatthe USCG has completed a number of environmental
‘and other site investigations and reports, but that more work remains to be completed. In
particular, the Federal Government appraisal will not be conducted unti after certain
‘environmental reports have been completed which wil inform the appratsal. We agree with
your assessment that our conversations regarding a negotiated sale ofthe site can begin and
bbe conducted concurrently with these studies.
‘As noted in your email, the GSA has copes ofthe documents provided by the city in
(06.22.15 that included “Appraisal Information” and “Appraiser Qualfeation.” We wil also
be providing you with additional updated information and request you provide the City with

‘any completed environmental studies or remediation reports. Substantial progress has
‘occurred since 2015 ta move forward with the Concord Naval Weapons Station Reuse
Project, and it may be that some of those work products wil be useful to the USCS in
evaluating and clearing the USCS site for disposal.
Finally, | would lke to request thatthe City be granted appropriate permission to access the
USCG site, especially as it may be necessary forthe City to prepare its own appraisal and
assessment ofthe ste
