Billy Beckett has served in local government administration for more than thirty five years. During his career
he has successfully managed communities in four states, ranging in population from 15,000 to 150,000
residents. As a professional government manager who, previouslty possessed Credentialed status with the
International City/County Managers Association, he operates firmly and effectively within the context of a
team and goal oriented environment. As a result. He has directly or indirectly helped to guide the successful
completion of the following cumulative tasks during the course of his career:
FINANCE
Preparation, submission and implementation of general operating budgets up to $58 million and annual
capital projects exceeding $150 million
Implementation of appropriate financial management techniques and has been the recipient of the
Government Finance Officers Certificate of Excellence in Financial Reporting and the Distinguished Budget
Award
Maintenance of fiscal stability and high quality service delivery within dynamic operational environments
HUMAN RESOURCES
Successfully recruited and employed highly qualified staff and has also provided Executive Search services
to assist 3 small Cities in employing professional City Managers
Services as Chief Personnel Officer with hiring, training and disciplinary authority for appropriate staff
Management responsibility for up to 800 employees with direct responsibility for Department/Division Heads
providing various technical, administrative and professional community and organizational services
Participated in the successful negotiation of collective bargaining agreements associated with unionized
sanitation and fire services employees
SERVICE DELIVERY
Successful delivery of comprehensive, traditional full-range local government services and participation in
certain non-traditional services to include weatherization and housing rehabilitation programs, County
Museum, Veterans Services, social services agencies, education budget review, park concessions
municipal marina, community redevelopment district, water reservoir construction, wetlands mitigation, reef
construction, and various public infrastructure construction and improvement projects
Recipient of recognition from NACO and ACCG for innovations in the provision of fire and emergency
services operations
Establishment of a fleet management program to enhance the productivity and utilization of vehicles and
equipment and to involve multi-governmental participation, including schools

Refined planning and zoning functions, consolidated general properties and parks and recreation
maintenance functions and general administrative services to promote the more efficient use of resources
Initiated revisions to the comprehensive planning process to include updated land use elements, traffic and
thoroughfare planning and environmental elements
Significant involvement in negotiations to consolidate the E-911 function with other municipalities
Involved in the design and implementation of self-insurance programs for workers compensation, dental,
vision and medical insurance for employees, resulting in substantial savings
Participated in the privatization of solid waste functions and fleet management services
Participated in policy making activities associated with a Community redevelopment District to include
zoning categories, planning, signage and height restrictions.
Participated in activities relative to the design and construction of a jail and judicial administration facility
Participated in significant upgrades to water system infrastructure to include the construction of two
reservoirs, two water treatment plants and appurtenant improvements throughout the system
Participated in the completion of multiple parks and recreation facilities, including athletic fields, walking
paths and passive recreation amenities
Coordinated multiple activities associated with regional governance to include comprehensive planning,
environmental issues, transportation activities, senior citizen services and many other activities requiring
state or federal gate keeping action
INTERGOVERNMENTAL ACTIVITIES
Served on various State and Regional Advisory Committee including the GA Department of Community
Affairs, GA Department of Highways and Transportation, GA Department of Natural Resources, the Atlanta
Regional Commission, the GA Association of County Commissioners, the GA Municipal Association, the GA
Association of Regional Development Centers and others
Facilitated intergovernmental consolidation and shared services as a member of the Fayette Futures
Committee. Significantly involved in the multi-jurisdictional deliberation of tax equity issues and related
matters
Member, National Association of Counties Land Use and Environmental Policy Committee
Member, GA Association of Counties Environmental Policy Committee and various ad hoc advisory
committees
