BUREAU VERITAS forms for container activity IT 1782 - Tank containers - hue 1996 Chapter 1 - page 1 Certification requirements CHAPTER 1 CERTIFICATION REQUIREMENTS, 1.1 SCOPE AND FIELD OF APPLICATION: The purpose of these rules is to lay down the general procedure and specific provisions Bureau Veritas undertakes to apply when supplying statutory and non-statutory services, in connection with tank container and tank swap- body equipment, designed and manufactured for the transportation of dangerous-classified or non- dangerous liquids or gases in bulk These rules refer to current International and National regulations, standards, technical guidelines, and codes They do not construe supplementary regulations, nor preclude reference to any official text ‘Throughout this document, the word "Container" designates ISO or non ISO conforming tank equipment. Where particular provisions apply to a specific type of tank equipment, this is explicitly stated The present chapter outlines the procedures, requirements and conditions relative to the certification and the classification of containers 1.2, DEFINITIONS Certification: Assessment process to determine whether an equipment conforms to the requirement of select regulations, standards and specifications Client: Entity or person taking the decision to contract or prescribe Bureau Veritas. Competent authority: Entity designated as such by a Governmental Body, for the implemen- tation of given regulations, within the boundaries of a Country territory Dangerous goods: Substances classified as such by the United Nations Committee of Experts, ot by a competent authority as defined above. Dangerous goods are divided into nine categories, based on their respective degrees of danger. list of these categories can be found in Appendix A. Fault: Defect which appearance and/or size exceeds acceptability criteria defined in a standard, regulation or specification Filling ratio: For tank containers designed to cay liquids in bulk, percentage of tank measured capacity. For reftigerated and non- refrigerated liquefied gas containers, maximum mass of product per litte of capacity Frame or framework: Combined structural components supporting the tank, end structure and all load-bearing components, not used to contain the goods being conveyed, and transmitting the static and dynamic forces occurring during lifting, handling, securing and transportation of tank containers Approval: Assessment process to determine the conformity of an equipment to Bureau Veritas Rules, and applicable regulations and standards, ISO container: Container fitted with comer fittings and complying with ISO standards. Manufacturer: Company receiving fiom the Client the supply order for the product subject to Bureau Veritas intervention Operator: Company which is currently operating the equipment. The Owner may entrust another Company to operate this equipment Payload (P): The symbol P denotes the maximum payload of the container subject to testing, that i P=R-T Ris the rating T is the tare mass where: Prototype: First specimen of a container model, ready for experimentation to test its behaviour, with a view to mass production. Rating (R): Maximum permissible combined mass of the container and its contents, ie. the maximum operating gross mass. Retaining time: For cryogenic containers, the time clapsing between the moment the liquefied gas starts to boil at atmospheric pressure, and the moment the pressure of the tank contents reaches the maximum authorized working pressure under balanced conditions Serial production: Manufacture of at least two containers of the same model Service accessories: Filling and discharging devices, ventilation devices, safety devices, heating system, heat insulation arrangements, as well as measuring instruments as installed onto the pressure vessel. Statutory service: Actions engaged by Bureau Veritas in pursuance of national or intemational regulations ‘Swap body (tank): Removable super-structure of a road transport vehicle comprising two basic parts, a tank (or a group of tanks) and surrounding framework, with unified dimensions, strength, securing and _trans- shipment fixtures. A swap-body can be longer and is generally wider than ISO containers Tank container: Container comprising two basic parts, a tank (or a group of tanks) and surrounding framework, conforming to a particular specification. Certain regulations may stipulate minimum and maximum volumes and pressures for the definition of a container Tare mass (I): Mass of an empty container including all fittings and appliances associated with a particular type of equipment in its normal conditions of operation. Test pressure: Absolute or relative pressure at which the tank is tested A distinction is made between hydraulic test and tightness test pressures Transport Technical Centre: Bureau Veritas functional unit acting by delegation of the Bureau Veritas Industry Division, in charge of the study of technical files. Delegated Technical Centre: A specially delegated centre of Bureau Veritas, duly appointed as competent by the Land Transport Department, to perform all or part of the tasks devoted to the Transport Technical Centre 1.3 STANDARDS. CONVENTIONS, RECOMMENDATIONS AND CODES Bureau Veritas can assist in obtaining the following approvals: ISO: Intemational Standards Organization; Appendix B refers to the principal recommen- dations for tank containers CSC: Intemational Convention for Safe Containers (1972) IT 1782 - Tank containers - June 1996 ee eet ere Chapter 1 - page 3 Certification requirements UN: United Nations Organization recommen- dations on the Transport of Dangerous Goods (orange book - chapter 12). TIR: Intemational convention forthe Transport of goods under customs seal IMDG: International Dangerous Goods Maritime code for RID: Rules on International transport of Dangerous goods by rail ADR: European Agreement on_intemational tuansport of Dangerous goods by Road. RTMD-R: French Rules for the Transport of Dangerous goods by road and inland waterways, and their handling in seaports RIMD-F: French Rules for the Transport of Dangerous goods by rail FMM: French Merchant Marine, competent authority for IMDG implementation in FRANCE US-DOT HMR-CFR 49: US Hazardous Material Regulation - Codes of the Federal Register by the United States Occupational Safety and Health Administation and Department Of Transportation. UK-DOT: Codes of regulation issued by the United Kingdom Department Of Transport, similar to IMDG. GGVE: Gefahrgutverorimung —_Eisenbahin; German regulation for the transport of dangerous goods by rail GGVSee: Gefahrgutverordmung auf See; German regulation for the maritime transport of dangerous goods. 4 STATUTORY CERTIFICATION Movement and use of a container ate permitted only if it has received the necessary approvals When authorized by an Administration or a Regulatory body, Bureau Veritas, upon request of the contacting party, can certify compliance with the provisions of applicable international and/or national requirements as laid down in conventions and other statutory instruments. Statutory certification is performed in the manner described in the statutory documents or by the concemed Administration or regulatory body When performing statutory certification, Bureau Veritas may interpret the applicable instrument under authorization of the concemed Authority, to whom application, if any, for waivers to applicable requirements shall be made IT 178 2- Tank containers - June 1996 Chapter 1 - page 4 Certification requirements Statutory certification is usually performed to attest compliance with the following rules and regulations : - CSC, TIR, UIC for any type of container, whether or not intended to carry dangerous goods; - IMDG, RID/ADR, RTMD-R/RTMD-F, UK-DOT, US-DOT, TC, AAR 600... for containers intended to carry dangerous goods Bureau Veritas performs various duties, as patt of the procedure for the issuance and maintenance of such approvals: a) At the production stage : either being empowered, permanently or occasionally, to examine the technical file, inspect the prototype and attend to its testing, and supervises serial production, on behalf of the competent authority issuing the final approval; - or with permanent powers delegated by a competent authority, in order to issue approval on its behalf. b) During the working life of the container : ~ performing periodical surveys needed to maintain approvals; = surveying repairs and modifications on parts of the container, subject to approval 1.5 NON-STATUTORY CERTIFICATION Inspection of containers on a non-statutory basis is performed by Bureau Veritas upon request of the contracting party, to verify and attest compliance with requirements defined in the documents retained as the basis for certification The said documents, referred to as the certification standards, shall be mentioned in the attestation of compliance issued by the Society The methodology, procedures and requirements are usually specified in the retained standards. In the contrary case, inspection shall be performed in the manner deemed appropriate by Bureau Veritas In this respect, Burcau Veritas is empowered by the interested parties to provide, when required, an interpretation of the standards and documents ‘On new containers, Bureau Veritas can act at the request of the Client (Owner or Operator), to carry out acceptance inspections, on the basis of the Client's own specifications On containers in service, Bureau Veritas can inspect containers before and after lease, before and after repair, or for cleanliness, on behalf of an Owner, a Lessee or an Operator. 1.6 QUALIFICATION OF BUREAU VERITAS APPOINTED INSPECTORS, Bureau Veritas appointed inspectors possess professional experience, acquited in theit particular area The professional qualifications of surveyors are assessed on the basis of criteria set out in the internal procedures of Bureau Veritas Such qualifications are maintained by intemal/external training courses For certain services, professional qualifications are certified Generally speaking, inspectors involved in issuing approvals or performing inspections on a Client's behalf must be capable of: - analyzing their assignment; ~ settling arrangements for inspection; IT 178.2 Tank containers ~ June 1996 Chapter 1 - page 5 Certification requirements ~ camying out the assignment properly; reporting back to the Manufacturer, Client and superiors within Bureau Veritas At production control level, inspectors must possess the technical abilities to: + oversee welder and/or operator qualifications, and welding procedures; - witness destructive and non-destructive tests; + survey production Engineers responsible for examining the technical file must possess the skills needed to check: - construction drawings; - design calculations; and check the Manufacturer's specifications against relevant regulations Prototype and serial production tests are overseen by inspectors familiar with the nature of the tests to be performed and the method of so doing. They must also be able to interpret test results ‘The Client may ask Bureau Veritas at any time for details of the professional qualifications of the inspectors to whom such services are assigned 1.7 REPORTS AND CERTIFICATES ‘The certificates and reports issued by the Society are solely for the use of the Society, its Clients and the delegating regulatory authorities. The certificates and reports are issued to evidence compliance, in accordance with the terms of the given certificate and report, with the applicable requirements of the Rules and/or of the standards, codes, guides and other publications retained for certification purpose A Cattificate of Approval of a manufacturing, production or repair facility for containers, their components or material is issued, when the requirements of the Rules are met The validity of the certificate is, in accordance with its terms, subject to satisfactory periodic visits in accordance with the provisions of the present Rules and the applicable regulations A Type Approval Certificate for a container design type, a type of a container, machinery or production Tine equipment is issued after satisfactory review of drawings, testing of the prototype and survey of the production of manufacturing facilities in accordance with the requirements of the Rules or of the standards and instruments retained for certification. The Type Approval Certificate ceases to be valid when significant changes are made, in particular to the design, the characteristics of materials or to the production process, and/or the location of the production plant (for containers built under license) 1.8 MARKING AND STAMPING In addition to the various reports and certificates issued by Bureau Veritas the containers are individually and physically marked and stamped to attest their conformity ‘The following marks and stamps are used : 2) On new containers cettified by Bureau Veritas, the BV mark is stamped on the data plate, on one rivet of this plate, beside the hydrostatic test date and on the rear left lower comer casting IT 178.2 Tank containers - June 1996 i Chapter 1 - page 6 Certification requirements ‘The Bureau Veritas visual identification label is affixed on the top of the rear end of the container b) On new containers for which Bureau Veritas performed an owner's inspection the Bureau Veritas visual identification label is affixed on the top of the rear end of the container ©) On containers in service and after periodic inspections the BV mark, the date of visit (month and year) and the district letters are stamped on the data plate in the box corresponding to the type of visit. The CSC plate is stamped with the date of next inspection, and the BV mark, 4) After repair, renumbering, new painting or any operation having resulted in the removal or alteration of the BV label a new label of seme colour and dimensions as the initial one is affixed at the initial place. 1.9 CONDITIONS OF SERVICE Certification services are performed within the scope of the General Conditions of Service of the Industry Division of Bureau Veritas Bureau Veritas, in providing certification services cannot substitute for Designers, Builders, Manufacturers, Operators, Contractors or Owners who are not released from any of their obligations, whichever their nature. JIn patticular, the present Rules are not meant to be a substitute for the professional judgement of Designers, Manufacturers, Builders, Operators and Owners, nor as a substitute for the quality procedures to be implemented by the said parties when discharging their responsibilities In this respect, the present Rules have been established on the basis that the responsible parties shall ensure the safe loading, handling and securing of the container, as well as the maintenance in service of its structural integrity and of its equipment and safety devices, where provided. The container Manufacturer, when applying for classification and/or certification, shall provide the required drawings and data, test schedules, quality procedures and a statement that he will : a) design, manufacture and test the containers in compliance with the requirements of the Rules; b) make the containers available for survey during manufacturing and testing; ©) advise Bureau Veritas of major in-service problems encountered if any within his knowledge, of contemplated changes to the design and/or fabrication of the containers and await Bureau Veritas approval prior to implementing the requested changes; ) keep a record of containers manufactured to the approved design type; this record shall at least contain the Manufacturer's identification number, dates of delivery and names and addresses. of customers to whom the containers are delivered Disagreement with respect to the interpretation of the Rules shall be referzed to the Head Office for resolution Disagreement regarding the application of the Rules between the attending surveyor and the Manufacturer or the Owner can be resolved by appeal to the Regional Office in charge or to the Head Office IT 178.2 - Tank containers ~ June 1996 E i I i, | Chapter I - page 7 Certification requizements Bureau Veritas, on request of the appealing party, shall appoint another surveyor to conduct a survey with all the parties concemed. Should the opinion of the attending surveyor be confirmed, the appealing party shall bear the expenses of this last survey Changes to the Rules become applicable to containers, the building contract of which is signed three months after the date of theit approval by the Committee Bureau Veritas may however implement individual changes, if deemed necessary ot appropriate, before this date. Implementation of Rules change prior to their date of entry in force may also be requested by the Manufacturer IT 178 2 Tank containers - June 1996 Chapter 2 - page 1 ‘New containers CHAPTER 2 NEW CONTAINERS 2.1 PROTO’ CERTIFICATIO) 2.1.1 Application for certification The Manufacturer may draw up a certification application when required to do so by the overseeing authority, in the case of approval of a type of container. The examination by Bureau Veritas then covers all the aspects involved in obtaining approval as defined by the applicable regulation. He may also apply for approval on a non statutory basis, to facilitate examination of serial production applications, in which case prototype homologation covers only the strength of the framework and tank (with reference to CSC ot ISO standards). No mention is made of possible serial production approval, although, it is preferable that Bureau Veritas be made aware of anticipated approvals for serial production, so that guidance may be given to the Manufacturer about certain provisions to be added, or any additional tests to be carried out The Manufacturer applies for approval of its prototype by completing the "Container Technical Data Sheet (FT 117)" appended to the present Rules (see Appendix D). In addition to this basic document, the Manufacturer must provide Bureau Veritas, surveyors with the technical data referred to below 24.2 Design appraisal One application is to be made for each design type to be mass produced at a given container manufacturing plant. The following data and documentation shall be submitted : ~ container technical data sheet FT 117 (refer to Appendix D); = general arrangement drawing; ~ construction drawings of framework and tank; ~ regulatory data plates drawings; ~ marking drawing showing the location of all regulatory markings; - materials identification list with all appropriate references to the Manufacturers of components and parts; - calculations of tank wall thickness, venting capacities of safety devices, autonomy of cryogenic vessels. When changes are made to the design, material characteristics, manufactming or fabrication processes of an approved container type, the Manufacturer shell reapply for approval. The application shall include the following: container technical data sheet; ~ updated drawings and design specifications, particularly material list and specific mass production construction process, showing all modifications; = inspection and testing program for the prototype container, unless the competent Bureau Veritas department has determined that the contemplated modifications do not afect the validity of tests previously performed, Appendix D provides a list of all the documents required for the constitution of'a technical file 2.1.3 Approval of works For a production survey, Bureau Veritas has to be satisfied that the Manufacturer is able to IT 178 2 Tank containers - June 1996 Chapter 2 - page 2 ‘New containers produce containers of sufficient quality, in conformity with the approved prototype, and to maintain this level of quality. Such controls are necessary for a Manufacturer to be acknowledged as competent by Bureau Veritas The following factors provide the basis for assessing the level of quality and how it can be maintained : + the company must submit details of their quality system accreditation (ISO 9000 or equivalent) or submit a technical file containing details of: * company and manufacturing plant (organization, production, references), + production, testing and inspection resources, + welding procedures, operators qualifications, nature and scope of tests performed, organization of quality control system, with list of checks and inspections and details of staff qualifications, ~ check on subcontractors’ qualifications, production line with points of intervention, + sources of supply of comer fittings, plates and other equipment and accessories; appointed surveyor, to check information; e ~ inspection of production premises by @ duly - drafting by this surveyor of a detailed report. Only the Transport Technical Centre or Delegated Technical Centres duly appointed as competent for the purpose are empowered to approve a manufacturing works Upon request from the Manufacturer on form AdME 1625/5615 a "Application for Approval of Container Manufacturing Facilities", a "Container Factory Approval Certificate" may be issued on form AdME 1626/5635 a (see Appendix D) The Manufacturer's production facilities, and maintenance of production quality, are checked: ~ periodically, by the surveyor responsible for overseeing production, and in particular whenever the Manufacturer submits a new prototype for approval; - following major changes in production facilities, or a significant change in the production and quality control work force ‘The Manufacturer is informed in writing of any non-conformity or inadequacy detected by the surveyor, so that the necessary steps can be taken to remedy them. Failure to eliminate non-quality could invalidate the approval of a manufacturing works, ot limit or delay delivery of certificates or statements, until conformity is restored for items raised by the surveyor 2.14 Production survey When surveying prototype or serial production, Bureau Veritas surveyors check the following items: ~ conformity with approved drawings; - material identifications of plates and filler materials which must be the same as those used for qualification; + source of comer fittings; + conformity of subcontracted items; - welders and welding procedure qualifications; - destructive tests Regulations for a serial production from a prototype stipulate the number of test bars required for each test. These specimens must first undergo the same non-destructive tests as the welds they represent IT 178.2- Tank containers - June 1996 Chapter 2 - page 3 ‘New containers Bureau Veritas services are inclusive of: - checking material identification (base metal, filler metal, gas); ~ attendance at welding operations on test specimens, if they are not welded immediately subsequent to a production weld: + attendance at detachment and stamping of identifying marks on specimens; ~ checking any heat treatment applied to specimens; ~ stamping identifying marks on test pieces; ~ attendance at mechanical tests; examination of reports on non-destructive and destructive tests. Non-destructive tests and inspections on prototype and serial production which may comprise: = control of preparation and fit up between ends to be welded; ~ visual inspection, which is the minimum requirement prior to any other form of examination, such as: dye-penetrant tests, magnetic particle tests, radiographic examinations, ultrasonic tests, ‘examination of non-destructive test Leports. Capable of revealing faults such as excessive thickness, craters, undercuts, incomplete fusion, cracks Bureau Veritas services also comprise: + random attendance by the surveyor, on his initiative, at the various examinations undergone by the prototype; = control of repairs. No grinding and building-up by welding is allowed on the prototype without prior approval of the attending surveyor 245 Testing The container model must be designed to withstand certain working stresses, arising fiom handling and transport operations. The prototype must undergo a saties of tests, as stipulated by the relevant regulation. Procedures for performing these tests are laid down in ISO, CSC, UIC, TC, AAR and other rules. The forces to which the container is subjected during these tests may vary depending upon the Client's requirements and relevant regulations For each prototype, Bureau Veritas draws up a test program, based on documents submitted by the Manufacturer, stipulating the order of individual tests to be performed Although the order of individual tests performance is not compulsory (except that the hydraulic pressme test must take place after static and dynamic test), acceptability criteria ate controlled after a logical sequence of tests (refer to Appendix C.1), Depending upon the approvals sought for serial production, tests may have to be done at an approved test centre, either by an inspection agency or by the authorities issuing approvals Dimensional checks must be camicd out routinely before and after testing. Following the series of tests, the Bureau Veritas surveyor issues a container test report. The tested IT 178 2- Tank containers - fume 1996 Chapter 2 - page 4 New containers container must comply with all acceptability criteria ‘The main tests are: - stacking, to demonstrate the ability of the container to support a given load; - lifting by top four corer fittings, to demonstrate the ability of the container to withstand being lifted from these fittings; - lifting by bottom four corner fittings, to demonstrate the ability of the container to withstand being lifted from these fittings; ~ static restraint test, to demonstrate the ability of the container to withstand external longitudinal stresses applied horizontally; - longitudinal and lateral inertia stress test, to demonstrate the ability of the container, tank and tank/framework connections to withstand the forces generated by the inertia of the tank contents. Longitudinal inertia test can be waived if a dynamic test is performed; - transverse and longitudinal rigidity test, to demonstrate the ability of a container to withstand transversal and longitudinal racking forces resulting from ship movement; ~ walkway and ladder tests, to demonstrate the ability of walkways and ladders to withstand the weight of individuals working on the container; - hydraulic pressure test, to demonstrate the ability of the tank to withstand the internal test pressure for which it has been designed; for this test, service accessories are replaced by boited flanges; + tightness test, to demonstrate the ability of the tank and its service accessories to withstand the working pressure for which it has been designed Certain additional tests may be requited upon design o applicable regulation: ~ grappler arm lifting test, to demonstrate the ability of the container to be handled by means of grappler arms; = Vacuum test, to demonstrate the ability of the tank to withstand an internal vacuum, if this cannot be justified by calculation; - dynamic test, to demonstrate the ability of the container to withstand accelerations; = antonomy test, to demonstrate the overall thermal conductivity coefficient of the insulation of containers used to cany refiigerated liquefied gas 2.1.6 Final acceptance Once a container has undergone tests satisfactorily, and the relevant technical file has been examined and reported on, it obtains a "Type Approval Certificate", on form AdME 1626/5621 appended to the present Rules, signed by Bureau Veritas Head Office. 2.1.7 Derived prototype In the case of'a prototype derived from a model already certified by Bureau Veritas, an abridged test program and a reduced file examination, may be considered In this case, the test program must first be endorsed by the Transport Technical Centre, ot Delegated Technical Centres duly appointed as competent for the purpose ‘The certification makes reference to the basic model IT 178.2 - Tank containers - June 1996 Chapter 2 - page $ New containers 2.1.8 Extension of certification If a prototype has already been certified by another recognized agency, the Transport Technical Centre can consider extending Bureau Veritas certification, on the basis and after examination of documents similar to those described above The Bureau Veritas Type Approval Certificate makes reference to the original model, and to the name of the agency that issued the original certification 2.2. SERIES PRODUCTION INSPECTION 2.2.1 Design appraisal In addition to the details stipulated in §212 above, the technical file may contain deiails of approvals required for serial production, namely: ~ approvals sought and relevant marking and plate drawings; list of goods intended for transportation ; - certificates of compatibility of carried substances with the component materials of tanks and accessories Examination of the technical file for serial-produced containers leads to issuance by the competent Technical Centre of: ~ technical file examination report; ~ approval of drawings and design calculations; ~ cettificates of approval, where Bureau Veritas is empowered to issue such documents Bureau Veritas examination of the technical file will normally cover the following items: a) General design The design will be checked against the requirements of relevant regulations and, when applicable, with consideration of the list of products intended for transport. b) Tank thickness Thickness are checked against a design calculation code recognized by an overseeing authority, Allowable stresses and minimum thickness thus depend both on. statutory provisions and on 2 design calculation code The strength of the contaier against the following forces acting on the tank and accessories are to be checked: ~ internal pressure: ~ external pressure; = overall dynamic stresses. In addition, individual regulations require 2 certain level of resistance of the tank to an isolated impact, or for particularly corrosive products, by means of a minimum constructional thickness. The use of additional protections and/or thermal insulation may reduce this minimum thickness, a possibility allowed for in regulations, or left to the discretion of the overseeing authority ¢) Tank materials Physical properties The engineer in charge of the technical file examination checks that material grade mechanical properties values used for design are compatible with relevant regulations and with goods to be conveyed. 17 178.2 - Tank containers - June 1996 Chapter 2 - page 6 New containers Chemical properties The choice of the materials used to manufacture the tank and its equipment is the responsibility of the Manufacturer A certificate of compatibility of the materials used for the construction of the container against the transported goods may be required by the Authority from the Manufacturer, namely when RID/ADR & RTMD are sought from the French Authority. The engineer in charge of the technical file examination only checks that the nature of the material (carbon steel, stainless steel, aluminium) is allowed by the applicable regulations Internal coating materials (if applicable) The technical file must be supplemented by a certificate from the tank Manufacturer stating that internal coating materials are compatible with the goods to be caried d) Equipment Each type of equipment must be approved by Bureau Veritas or a recognized agency Safety devices Safety devices may comprise the following items ~ spring-loaded pressure or vacuum valves; ~ bursting discs; - fusible elements The number, capacity, setting and position of the safety devices ae checked against relevant regulations Relief-valve flow ratings must be checked: °) p ~ for the tank design, in the case of liquids; - in addition, for each type of goods individually, in the case of gases, Certain regulations require calculation of the certified flow capacity rating Service equipment Such equipment comprise: - discharging devices; ~ manholes and spill-boxes; ~ gauges and drainage devices; ~ heaters; ~ thermal insulation; | - sun shield; ~ pressure/temperature gauge, Regulations. may stipulate the count and positioning of such devices ‘Thermal insulation For cryogenic products, the capability of the thermal insulation to keep the contents at a certain temperature is checked. Regulation formulae apply to checks on the autonomy of the container. Select regulations also require thermal insulation and/or heater for some liquid substances Filling ratio ‘The following general criteria are defined by some regulations and apply to the filling ratio of a tank container: - observance of the authorized maximum gross weight and corresponding payload; IT 1782 - Tank containers - June 1996 Chapter 2 - page 7 New containers - limitation of dynamic loads to values compatible with the strength and stability of the equipment; ~ maintenance ofa gas phase as defined by the regulation under working conditions 8) Check -on markings for serial-produced containers The engineer in charge of the technical file examination checks that documents showing the plates, markings, characters, symbols and their positioning and dimensions meet the relevant regulations 2.2.2. Production survey Bureau Veritas service involved in surveying serial production is based on an inspection procedure. The procedure adopted for the prototype can provide such a basis for serial inspection However, given the particular characteristics of each container, the following items also need to be checked: ~ conformity to the approved prototype, especially conceming the — mechanical properties of materials used; - dimensional and design characteristics; - examination of the intemal and extemal condition; = check of satisfactory operation of the equipment; - check of the conformity of safety equipment with the calibration statements issued by the supplier of these devices; - proper finishing of various produetion operations; ~ securing of various data plates; ~ conformity of marking shown on data plates, or placed directly on the tank 2.2.3 Testing Each container must undergo tests during and after manufacture During construction and according to some regulations the testing program comprises tension tests on end frames The forces to be applied are defined by such regulations After completion, on each container the following tests are performed: - a hydrostatic pressure test at the test pressure indicated on the data plate. For this test all non-welded accessories are replaced by bolted blind flanges; ~ a tightness test, at working pressure, with all accessories in place. If compressed air is used for the test, the pressure to be applied must take account of the national regulations for the safety of persons attending the test Bureau Veritas recommends the test being performed with air over water, water filling the largest volume of the container 2.2.4 Final acceptance A "Tank Container _ Initial _ Inspection Certificate” is issued for each individual container that has successfully undergone the tests described above (form Ad ME 1626/5647d, appended to the Rules) Each such certificate bears the Bureau Veritas stamp IT 178 2- Tank containers - June 1996 Chapter 2 - page 8 New containers On the container itself, the Bureau Veritas mark is stamped on: + the data plate, ~ one ofits rivet, - the rear left lower comer fitting ‘The Bureau Veritas visual identification label is affixed on the rear end of the container 2.3 OWNER'S INSPECTION Bureau Veritas may act at the request of the Owner of the containers, on the basis of a patticular specification Before proceeding to the inspection, Burcau Veritas checks that the contents of the specification do not conflict with the requirements of relevant regulations. For inspections of new containers which have received Bureau Veritas approval, the owner's inspection can be carried out by surveyors different from those responsible for inspection during production The Bureau Veritas visual identification label is affixed on the rear end of the container upon successful completion of the inspection IT 178.2 - Tank containers - ume 1996
