Report on the incident in Eastern Region involving: OPTCL system on 29/07/14

1) Date / Time of disturbance: 29/07/14 at 19:13hrs, 20:06hrs.

2) Category : GD1

3) Systems/ Subsystems affected: OPTCL (Budhipadar, IB valley, Vedanta, SPS, Basundhara, Korba,
Tarkera, Katapalli, Bhusan, Burla , AAL).
4) Antecedent conditions:
System frequency was 49.89Hz.
GRIDCO demand was around 3420 MW.
Both the units of IBTPS were generating 385MW.
Sterlite injection was 274MW.
Burla U#2,4,5,7 injection was 107MW.
Bus coupler was in closed condition.

5) Quantum of load/generation loss: 430MW/815MW

7) Sequence of events:

A) At 19:13hrs, due to bursting of Y-Ph lightening arrestor of 220KV Budhipadar- Raigarh-I ckt
following of the lines tripped:-
a) 220kV Budhipadar Raigarh-I tripped from Budhipadar end
b) 220kV Budhipadar Katapalli -I & II tripped from Budhipadar end
B) At 19:30hrs due to snapping of Y-Ph conductor of 220KV Budhipadar- Tarkera II at loc. No-
317, 318 and 319 with damage of insulator these line tripped from both end on actuation of
D/P relay .
C) At 20:06hrs while charging 220KV Budhipadar - Tarkera Ckt-II ,it tripped with bursting of B-Ph
breaker limb at Budhipadar. Due to that following of the lines tripped:-
a) 220kV Budhipadar Tarkera -I tripped from Budhipadar end
b) 220KV Budhipadar -Korba-I,II tripped at Korba end
c) 220 kV Budhipadar IBTPS I, II, III & IV tripped at IBTPS end
d) All CPP circuit tripped at remote end.
e) Due to loss of evacuation path all Running unit of IBTPS , Vedanta and Burla PH
tripped at remote end.
D) At 22:49 hrs 220 kV Budhipadar IB- II tripped at Budhipadar end.
E) At 23:54hrs 220 kV Budhipadar Korba- II tripped from both end.
F) At 01:17hrs on 30.07.2014, 220KV Budhipadar-Korba-III tripped from both ends.

D) Detailed Analysis of events:

It appears that, first sequence of event were initiated at 19:13hrs due to bursting of Y-Ph
lightening arrestor of 220KV Budhipadar -Raigarh ckt and possibly due to splintering on bursting of
the insulator of the said ckt, other lines i.e 220KV Budhipadar -Raigarh -I ,220KV Budhipadar -
Basundra-I & 220KV Budhipadar Katapalli-D/C got tripped from Budhipadar end.
At 19:32hrs, due to snapping of Y-Ph conductor of 220KV Budhipadar - Tarkera II at Loc. No.
317, 318, & 319, it tripped from both end on actuation of D/P relay in Zone-1. After rectification of
the same, at 20:06hrs attempt was made to charge the line from Budhipadar but it tripped due to
bursting of B-Ph breaker limb at Budhipadar. However, due to non-opening of breaker at Budhipadar,
all the lines emanating from Bus-I tripped from remote end. As Bus bar/LBB protection at Budhipadar
S/s is not in service (reported by OPTCL), and also the Bus coupler breaker did not open to isolate
220kV Bus-II from the faulted Bus-I, the above non clearance of the fault led to a bus fault in both
Bus-I & II, and all the 220kV outgoing lines & ATRs(220/132KV) tripped resulting 220KV and 132KV
Bus became dead. And all the running units of IBTPS, Vedanta and Burla PH(connected on 132KV
network) tripped due to loss of evacuation path.

E) Analysis of PMU plots:


An observation of Rourkela PMU plots (enclosed) shows 4kV voltage dip in R-, 1.5KV dip in
B- at around 19:13:03hrs.And fault duration was around 80ms.
At 19:30 hrs 32kV dip in Y- at Rourkela PMU has observed. And fault duration was around
120ms.
At 20:06 hrs 5KV dip in Y-Ph has observed and fault duration was around 120ms.
At 22:49hrs 27KV dip in R-ph at Rourkela PMU has observed and fault duration was around
80ms.
At 01:16hrs on 30/07/2014 5KV dip in B-Ph & Y-Ph has observed and fault duration was
around 120ms.

F) Restoration:
19:25 hrs: 220 kV Budhipadar-Katapalli Ckt-I charged.
19:26 hrs: 220 kV Budhipadar-Katapalli Ckt-II charged.
21:05 hrs: 132 kV Budhipadar-Burla Ckt-I charged.
21:06 hrs: 132 kV Budhipadar-Burla Ckt-II charged.
21:27hrs: 220kV Budhipadar Tarkera ckt-I charged but H/T at 21:30hrs at Budhipadar as B-Ph
voltage shown zero. After investigation it was found that B-Ph pipe bus clamp of 220KV
Budhipadar-Tarkera ckt burntn near isolator at Budhipadar end.
21:57 hrs: 220 kV Budhipadar-Korba ckt-II charged and power supply extended to IBTPS.
22:09 hrs: 220 kV Budhipadar-Korba ckt-III charged.
22:15hrs: Auto-I at Budhipadar charged.
22:37hrs: 220KV Budhipadar Katapalii ckt-I,& II charged.
22:42hrs: 220KV Budhipadar -VAL ckt-I charged
22:43hrs: 220KV Budhipadar -VAL ckt-II charged
On 30.07.2014
01:22hrs: 220KV Budhipadar r-Korba ckt-II charged
01:24hrs: 220KV Budhipadar - Korba ckt-III charged
03:01hrs: IB #2 synchronized.
07:12hrs: IB #1 synchronized
07:40hrs: 220KV Budhipadar -IBTPS ckt-II charged

G) Discrepancies observed and Remedial Measures/Suggestions:


Relays at Budhipadar need to be audited/investigated.
Bus bar/LBB protection scheme at Budhipadar also needs to be implemented.
Reasons for non-opening of the 220kV Bus coupler to segregate faulty 220kB Bus-I from
Bus-II needs to be checked.
