Subject: Discrimination Neptune Police Department

Dear Office of, the United States Attorney,

The Asbury Park - Neptune NAACP, is writing to you, to request a full investigation of the Neptune Police
Department regarding allegations of discrimination and harassment of women, lodged in the form of complaints
by female police officers Elena Gonzalez and Christine Savage. The Neptune Township Police Department
employs about 79 officers of which, 5 are women and 22 are people of color. In 2013 Officers Gonzalez and
Savage filed a lawsuit against the Neptune Township Police Department, based on allegations of discrimination
and sexual harassment. This lawsuit was settled in 2014, and as part of the settlement Officers Gonzalez and
Savage each received $330,000.00 and both were promoted to sergeant. In 2016 Officers Gonzalez and Savage
alleged that the abuse within the department continued, even after their promotions and have filed another lawsuit.

Some of the notable allegations lodged by Officers Gonzalez and Savage include sexual harassment,
discrimination and retaliation. It should be noted that Sergeant Gonzalez resigned from the Neptune Township
Police Department on April 24, 2017 during the Neptune Township Committee meeting. Officer Gonzalez alleged
that the culture of harassment and discrimination was sustained in the Neptune Police Department.

The Township of Neptune was obligated by basic state and federal guidelines in dealing with cases of sexual
harassment, that have been investigated and settled to ensure that the victims do not continue to be harassed. The
township had an obligation to take action against the harasser and/or the harassers. When a person is harassed
the harasser or harassers should be removed from having contact with the victim, or at least have minimal contact
with the victim. Furthermore, retaliation of any type against a person, who makes a claim of harassment is against
the law. Our organization feels the alleged continued harassment of Officer Gonzalez was not only part of the
culture of the police department, but also retaliatory. In 2013 the Township of Neptune authorized Gregory
Turner to conduct an investigation. Though the investigation was completed, the Township of Neptune has failed
to release those findings to the public.

We must have zero tolerance for the sexual harassment or discrimination of any person. It is seemingly obvious
that the Township of Neptune either will not or cannot take the necessary actions to end an alleged culture of
harassment and discrimination within their police department.
