As an expert in public administration, I believe that the federal government should


in fact establish the proposed special operational agency, as it would make for an
effective way to resolve the difficult issues in Canadian public policy and
administration that which are related to immigration.

To be more specific here the main issue to be addressed is in regards to the backlog of
immigration applications that are made within Canada as well as those that are made to
Canadian offices in other nations. This issue largely affects the Members of Parliament
while causing a great deal of frustration for them as they are the ones who are constantly
contacted by numerous individuals and are asked to further look into concerning matters
with Citizenship and Immigration Canada. In addition to the Member of Parliament this
issues not only affects the legal community, the mass media, but also many Canadian
individuals.

The Federal Government has looked into the concerning issue and has a decided to make
changes. The Government has decided to establish a taskforce was a solution to this
problem so that applications are processed more quickly. As stated this will be done by
creating an arm's- length operational agency that would be solely responsible for all
immigration related matters, which include:

Processing/setting policies: determining the criteria for potential immigrants,


number of immigrants to be allowed into the country each year, etc. All of these
would follow the basis of the Immigration, Refugees and Citizenship Canada
Departmental Plan, weighing the priorities that would benefit and the key risks
that could jeopardize these priorities.
o Priorities such as:
Economic Growth: goal of ensuring that Canadas immigration
system facilitates economic innovation and growth in the country.
Humanitarianism: Canada has a long history of offering protection
to individuals and families that are displaced and persecuted which
would lead to efforts to assist individuals in need of resettlement.
Efficient Processing: ensure that screening processes are faster for
clients and more effective for Canadians.
o Risks that could halt these priorities:
Program integrity: there is a risk the right service to the right
person for the right reason will not be delivered in a consistent
manner.
Relying on partners and third parties: there is a risk that partners
and third parties may not engage, deliver services or provide
information in an effective and timely manner.
Emergencies: a risk that severe, prolonged or cumulative natural
disasters, unexpected crises or emergencies and evolving world
events could affect operations or setup in ways that could overload
or shut down its program delivery system, threaten employees and
Canadians, permanent or temporary residents, or refugees, have
substantial economic impacts, and undermine the reputations of the
Department and Canada.

Mainly the governments priority would be experimentation as it is approaching a new


standard and level that has never been reached before.

Managing the immigration process in Canadian immigration offices located in


other nations. The established will be put together in a sense that is quite similar
to the operations of Passport Canada. The agency would report to the Minister of
Citizenship and Immigration on an annual basis, but would have considerable
autonomy in its operation, including setting policy.

Immigration, Refugees and Citizenship Canada programs affect many aspects of


Canadian life. Based on the economic results, Immigrants make up 20% of the population
and 21.2% of the labour force. Canada is considered to be one of the most popular
countries chosen by immigrants as it is home to over 200 ethnic communities.

As part of the taskforce established by the Federal Government, they have decided to
create an arms-length operational agency that would be solely responsible for all
immigration related matters like, Managing the immigration process in Canadian
immigration offices located in other nations. This should be considered as a very
important aspect of the agency as Canada experiences numerous immigrants choosing to
make Canada their home. The chart below shows the top four countries in 2014 along
with the number of immigrants who are now residing in Canada:

As this clearly displays that Canada sees multiple numbers of immigrants from numerous
countries yearly, by creating an agency that focuses closely on managing the immigration
process in Canadian immigration offices located in other nations the Federal Government
would easily be able to determine the most appropriate nations for Canadian immigration
offices to be located.

With this being said, I believe that the federal government should in fact establish the
proposed special operational agency, as it would make for an effective way to resolve the
difficult issues in Canadian public policy and administration that which are related to
immigration. Not only do I feel that the priorities benefit more than the risks they care, I
feel that these risks could easily be adjusted and taken cared of. This operating agency
would not only benefit those who are in need of it but also benefit us all in the long run.
