Every live births need to have evidence facilities and authentic .The perfect of origin - proposals
someone can be seen on the birth certificate to reported by the 60 ( sixty ) day after birth issued
agency civil record .In the district of aceh north public awareness of birth certificates it has not being
done to all people , it is proven there are still many the northern district of aceh that do not yet have
birth certificate .For it , it is necessary to stipulate the right to improve birth certificate service in the
district of north aceh.

Research aims to understand alternative strategy in increase birth certificate service, factors
barrier the strategy and to overcome factors barrier. A method of the research uses design the
qualitative study descriptive with the approach inductive and using analysis training. Researchers
used technique data collection of interview, documentation, and observation. Technique data
analysis used is a technique triangulation.

The conclusion of research is the office population and civil registration district of north aceh
execute the strategy one is improving education and training officers aims to increase knowledge
and experience in order to work and function properly. Advice of research is of strategy obtained
would be needed commitment the office population and civil registration in improving the birth
certificate service, should be done based on alternative strategy to optimize increased birth
certificate service.
