WHY RICK IS WRONG
1) Rick talks about balancing the
budget “without gimmicks” – but
this plan is the gimmick.
He leaves so many details out that
it is impossible to know what he
means. Will he not touch any Trust
Funds? Use 1-time infrastructure
investments?
On pensions: Rick’s math is ever-
changing as usual. Bill agrees that
pension reform is necessary and
employees should have greater
personal investment in their
retirement plans. But Rick needs to
explain his plan using real words
not just innuendo, and provide
more defensible numbers.
On per prisoner savings: The
total prison budget was $2.4 billion
in 2010. Scott proposes to
eliminate nearly 50% of this total.
Yet his methods have either been
tried or failed. FL already has
private prisons, and the statutorily
required cost savings have not
been achieved. FL already
competitively bids health contracts,
and these have not been shown to
save costs. Even if they did, total
health care prison spending was
$376 million so even big cuts won’t
hit the $1 billion mark. Prisons
already prisoners grow food and it
doesn’t save much at all. His $1
billion savings simply doesn’t make
sense.
Reforming Medicaid: Rick says he
will save $1.8 billion in Medicaid.
He will get there by cutting all
prescription drug benefits from the
plan and eliminating other optional
benefits. Most people on Medicaid
are children or dual-eligible elderly.

announced his plan alongside
Steve Forbes, saying that as
Governor, he will be Florida’s
“Chief Economic Development
Officer.” (Of course, nothing was
ever said or inferred about “Job
Czar”). Rick then DIRECTLY
plagiarizes this title - verbatim -
saying he will be Florida’s Chief
Economic Development Officer.
Now he plays games, trying to
instigate a reaction, and defuse
focus from his plagiarism.
Rick leaves out dozens of pages of
Bill’s proposals about clusters,
economic development, private
investment, etc.
Everything Rick says he will do is
directly lifted from Bill’s papers.
Even quick scans of the McCollum
plan will demonstrate this to be the
case.
