Name of the Tender: Selection of Agency for Repair/Overhaul of
PW150A Engine

01. Introduction

Bangladesh Airlines Ltd. (Biman) is currently operating 02 (two) Bombardier Dash8-Q400


Aircraft installed with PW150A engines. Biman operates Dash8-Q400 Aircraft in domestic
and regional routes with approx. monthly utilization 180 flying hour with an engine hours :
cycle ratio of 0.65 : 1. There are 04 (four) installed engines in Biman fleet and their status
as of 30 April 2015 are as follows :

Biman hereby invites offer from approved engine MRO having proven capability and
experience on repair/ overhaul of PW150A engines. The engine MRO selected under this
bidding process shall be responsible for all schedule and unscheduled repair / overhaul of
PW150A engines installed on Biman Dash8-Q400 Aircraft, as well as any other lessor
engines operated under the Dry Lease arrangement. Shop visit of the Lease aircraft
engines will be processed upon fulfillment of additional terms and conditions pursuant to
the respective Aircraft Dry Lease Agreement between Biman and the Aircraft Lessor.

The agreement shall be valid for a period of five (05) years from the date of signing
unless terminated by either party giving to the other party not less than 3 months in
advance written notice prior to the date such termination becomes effective. Tenderer
shall quote prices for a single shop visit where indicated in the Price Schedule as
Annexure-1.

02. Tenderer Qualifications:


The Tenderer shall provide following Information / Technical Documents and must agree
with the following term and conditions:

(a) The Tenderer must be an approved MRO capable of in-house repair and overhaul of
PW150A Engines having Certificate of Approval(s) from (i) either FAA and/or EASA and
(ii) local Regulatory Authority. In addition, the Tenderer must agree to comply with all
applicable directive(s) / instruction(s) issued by the Civil Aviation Authority of Bangladesh
(CAAB).

(b) The minimum period of general experience of Tenderer in repair/ overhaul of Aircraft
Gas Turbine Engine shall be five years.

(c) Tenderer should have the experience of Repair/Overhauling at least 10 (Ten)


PW150A engines. Proven experience of overhauling at least 05 (Five) PW150A engines
over the last three years (June 2012 to May 2015 inclusive) must be provided with engine
serial numbers.

(d) A Tender submitted by a Joint Venture, Consortium or Association (JVCA) is not
acceptable.

(e) An engine MRO, capable to repair/ overhaul PW150A engine but without having in-
house Engine Test Cell with certified Test capability, shall not be considered as capable.

(f) An engine MRO, capable to repair/ overhaul PW150A engine, shall have major in-
house repair capability for the breakdown parts at piece part level.

(g) Any discussion/ negotiation will be done directly with the Tenderer MRO. Biman will
not deal with any Agent/Broker during the process of evaluation and finalization of the
proposal or agreement.

03. Tender Mandatory Requirements:

The Tenderer shall agree and provide response for the following Mandatory requirements
to qualify as Responsive tenderer:

(a) The Intended Completion Days per Shop Visit : Each engine Shop-in
to Shop-out Turn-Around-Time (TAT) shall not be more than 60 (Sixty)
calendar days, lower preferable. The TAT and its term and condition(s)
shall clearly be specified in the offer and draft agreement.
(b) The workscoping of Biman's engine during any engine shop visit at
Tenderer's facility will be carried out jointly by Biman's representative
and Tenderer's engineering personnel in reference to the applicable
Workscope Planning Guide. In case of lease aircraft engine, Lessors
designated representative would also participate during workscoping.
The details of workscope procedure shall be laid down in CSM
(Customer Support Manual). But Biman will maintain control of engine
'workscope' requirements at all times and will have the right to change
the workscope during the early stages of shop visit.
(c) Warranty periods shall be minimum of 2500 FH and 15 months
whichever earlier, higher is preferable. The Tenderer must also
warrant their subcontractors work.
(d) The Tenderer shall agree to undertake any warranty claim(s)/issue(s)
with Manufacturer/subcontractor on behalf of Biman.
(e) If any engine is due for redelivery to aircraft Lessor before next
planned shop visit, the repair agency needs to ensure at the time of
delivery of engine to Biman after shop visit, that the engine meets all
the redelivery requirements/conditions as per the aircraft lease
agreement.
(f) Serviceable Biman parts left after any engine shop visit shall be
monitored and maintained in Biman parts stock at Tenderer's facility
for future use by Biman during the tenure of the contract. The Tenderer
shall provide FOC storage and management of such parts. The stock
of Biman parts should be returned to Biman or to a place designated
by Biman once the contract is terminated for any reason.
(g) QEC item overhaul / repair and test capabilities must be defined
whether performed in-house or by FAA/EASA approved subcontractor.
This shall also include wiring harnesses and wire bundles.
(h) All Used Serviceable Parts (including LLPs, LRUs etc.) installed in

Biman engines by Tenderer shall have proper documents and
traceability back to birth history and such parts should be of around
same or lower age and same or higher modification standard than
corresponding Biman parts.
(i) Engine delivery and re-delivery shall be done at base station Dhaka at
the expense of Repair Agency. The repair agency shall be responsible
for organizing such transportation to and from Dhaka and bear the
expenses.
(j) Engine transportation from the repair facility to any Biman Stations
(Base/Outstation) for AOG shall be the responsibility of repair agency,
when the engine would be at the MRO facility.
(k) Engines shall be checked at receipt and dispatch time. A list of missing
items must be made shop-in & shop-out, should be reported after
engine induction and such list shall accompany the engine
documentation.
(l) Engines/accessories removed following an incident must have shop
priority such that investigation into incident can be dealt with quickly.
(m) Engine release documentation should be to a format that is acceptable
to Biman. A list of all AD's and SB's with applicability/ compliance data
applicable to the engine model should be provided in the shop visit
report. Electronic copy of engine shop visit report along with 2 (two)
hardcopies should be provided after each engine shop visit.
(n) Biman has no spare engine in the fleet. In case of zero-spare situation
due TAT failure, the Tenderer must support Biman with FOC (free-of-
charge) lease engines. Only usage (Flight Hours) fee would be
charged (excluding daily fee). Tenderer shall also agree to support
Biman with lease engine whenever required, and must provide a list of
lease engine serial numbers into their possession.
(o) The Tenderer must agree to provide on-site support at Dhaka or any
out-station as and when required. Price to be quoted for each person
per day in US$ in the Price Schedule Annexture-1 para A-6.1.
(p) Use of PMA part and DER repairs are not allowed for the engines.
However, any specific cost effective DER repair may be discussed,
and can only be applied subjected to an approval from aircraft Lessor
and then Biman.
(q) Tenderer must offer Not to Exceed (NTE) cost guarantee for schedule
/ unscheduled repair/overhaul for each engine shop visit including cost
of materials per Annex Clause A-2.0 and for all applicable ADs, SBs
(Cat 1, 2 & 3) issued up to the date of Contract sign and Bench-check
of the Components/ Accessories and repair/ overhaul - if Bench-check
failed. The stub life of LLPs is to be considered as 10000 FC within the
NTE price. Biman will pay either the Not to Exceed cost guarantee
amount or the actual overhaul/repair cost of any engine, whichever is
lower. (Refer Price Schedule as Annexure-1 para A-5.1).
(r) The prices quoted by the Tenderer in Price Schedule Annexture-1
shall preferably be fixed for duration of the five years contract period. If
any changes in quoted price during the contracted five years, the
methodology and financial figure should clearly be mentioned in the
offer for any escalation or reduction of prices for necessary adjustment
during evaluation. Refer Price Schedule Annexture-1 para A-8.1.
(s) All prices shall be quoted in US$.
(t) All disassembly, assembly, repair, Overhaul, inspection, cleaning,
testing, modification, alteration, or any other process, technique

required during engine shop visit must be up to the manufacturers
approved repair standard and must comply with regulatory
requirement. An NTO (No Technical Objection) should be sought for
repairs not covered within applicable Repair Manuals and prior
concurrence from Biman must be made before incorporation of the
same. QEC item, overhaul / repair and test capabilities must be
defined whether performed in-house or by FAA / EASA approved
subcontractor.
(u) The Tenderer shall have an independent Quality Assurance program
that monitors compliance with applicable airworthiness regulations,
requirements and their own maintenance procedure manual. Such
program shall also address the specific requirement of the customers
Quality Assurance program as detailed in customers Maintenance
Control Manual
(v) The Tenderer must agree the preparation of customized WPG (Work
scope planning guide) jointly (by the Contractor and Biman). WPG
must reflect details of all performance items carried out by the shop
and test cell to improve engine performance limits (ITT and SFC
margins etc.).
(w) Parts to be scrapped during any engine shop visit should be held for
an agreed period of time to allow inspection by Biman representative.
After review Biman would decide these scrap parts management,
which may include handover of the scrap parts to a Biman approved
Scrap management company or scrap them locally.
(x) A CSM (Customer Support Manual) shall be prepared jointly by Biman
and Tenderer for smooth handling of the engine during engine shop
visit after signing the contract.
(y) The repair agency must assist Biman by providing Lab report,
estimated cost of repairing/overhauling an engine etc. due to FOD
(Foreign Object Damage) whenever requested by Biman for insurance
claim.
(z) The agency must extend FOC training to Biman engineering personnel
as and when requested by Biman.
(aa) Biman will not provide any of its engines to the Tenderer's lease
engine pool but may access any engine from the Tenderer's lease
engine pool when required in AOG condition.
(bb) The procedure for controlling Service Bulletins applicable to
Biman's engines must fulfill Biman's requirements.
(cc) The Tenderer must agree the preparation of customized WPG
(Work scope planning guide) jointly by Tenderer and Biman. WPG
must reflect details of all performance items carried out by the shop
and test cell to improve engine performance limits (ITT and SFC
margins etc.).
(dd) Strip condition and investigation reports should be made available
in a timely manner and should be included in shop visit report. Strip
reports shall include photographs and list of all replaced / reinstalled /
scrapped items.
(ee) 12 months Preservation, Packaging, shipment and transportation
requirements must be of Industry standard and acceptable to Biman.
(ff) Engines/accessories removed following an incident must have shop
priority such that investigation into incident can be dealt with quickly.
(gg) The Agency must respond to quality complaints formally and
promptly.

(hh) The engine shall be repaired on a Time-and-Material basis with
fixed price quote for routine repair. Tenderer must quote prices as
stipulated in paragraphs of attached Price Schedule as Annexure-1.
(ii) Tenderer must agree that new part prices should be applicable at the
date of engine redelivery from the shop but not at the date of invoice.
(jj) Full In-house capability is preferred however, for the parts
subcontracted, the agency must agree to provide subcontractor's
invoice. Charges for handling of parts including insurance and
warranty will be the responsibility of the agency.
(kk) Tenderer must agree to pay local taxes/ GST/VAT if any.

(ll) Tenderer must provide the list of Time-critical parts, for which
Exchange fees would be applied. For parts other than Time-critical
parts no exchange fee will be applied. However, all such exchange
fees shall have to be included in the Not to Exceed (NTE) price.
(mm) Failure to repair parts within specified TAT mentioned in the Repair
Directory due to which any charges for any parts exchanged by used
or new parts will be borne by the Tenderer.
(nn) The Tender validity period shall be 120 days minimum. Biman may
request further validity extension, if needed.
(oo) In case of multiple facility owned under the same Group, the
Tenderer may participate in the bid separately against each of the
facility and provide Certificate of Approval for that corresponding
facility alongwith the offer. During the contracted period, the Tenderer
must agree on not to send the complete engine to any Sub-contractor
or any other facility under the same Group, than contracted facility.

04. Documents to be provided along with the Tender Offer (Mandatory) :

The Tenderer shall submit with its Tender offer the following additional documents in
English:

(a) Copies of approval of FAA and / or EASA as applicable and Certificate of Approval
from local regulatory authority of the approved engine maintenance services
organization are to be provided.
(b) Original tender offer must be submitted with signature and seal of tenderer in every
page along with original copy of Tender documents with purchased money receipt.
(c) One copy of tender offer shall also be submitted as working paper and must be
ensured that the copy should not carry any deviation from the original tender
documents.
(d) Repair Directory highlighting TAT and cost of each individual repair should be
submitted.
(e) List of Time Critical parts that cannot be repaired and installed within the specified
TAT period.
(f) A draft copy of the Engine Maintenance Agreement highlighting each corresponding
requirements of the Tender Schedule requirement. The following documents would
also form part of the draft Engine Maintenance Agreement:
i) Engine Lease GTA highlighting the terms and conditions including lease rates
ii) Copy of Shop Handling Manual

(g) List of repaired/overhauled PW150A engines per Serial Number during the period
June 2012 to May 2015 (inclusive).
(h) Draft copy of the Engine Maintenance Agreement highlighting corresponding each
requirements of the Tender and shall include, but is not limited to the following:
- a list of facilities where the maintenance is to be carried out, including a list of
satellite facilities that the tenderer may use;
- a `Statement of Work' (SOW) for the Maintenance Agreement that contains the
detailed technical requirements, including references to maintenance intervals,
manuals, Airworthiness Directives (ADs), Service Bulletins (SBs) and operator
special requirements. A clear, unambiguous and sufficiently detailed SOW and
assignment of responsibilities are required to ensure no misunderstanding arises
between the operator, the Contractor and the operator's Authority that could result
in a situation where the work, which has a bearing on the airworthiness or the
serviceability of operator's aircraft, is not properly performed;
- a requirement for the repair agency to produce a suitable quality plan for the
project;
- use and control of parts and materials;
- process for the approval of deviations from maintenance documents;
- a need for an internal evaluation system by the repair agency;
- access by the customer's quality assurance department staff for the purpose of
evaluating ongoing quality;
- a reporting structure that immediately notifies the customer immediately if there is
any defect, unairworthy condition, failure or malfunction which are related to aircraft
structure, powerplant, aircraft systems or equipments;
- a system of completing, reviewing, retaining maintenance records;
- a system of calibration of tooling and equipment;
- a system of managing customer supplied parts;
- a system of inspecting and testing, i.e., a quality control system;
- a system of handling unsatisfactory product;
- a system of handling, storage, packaging and delivery;
- a system of product identification and traceability;
- a system of training by the repair agency of its staff including continuation training
not exceeding 36 months interval,
- a system of Release To Service of an aircraft or component;
- a system for communication between the customer and the repair agency;
- a Service Level Agreement (SLA) that includes clear Key Performance Indicators
as agreed between the customer and the repair agency for the assessment of
achievement of ongoing quality levels (the definition of the specific indicators
depends on the policy of the customer);
- a system of periodic review meetings to include some or all of those below:
- Contract Review Meeting
- Workscope Planning Meeting

(i) The following documents would also form as part of the Engine Maintenance
Agreement:
a. Document (s) for Engine Loan / Lease term and condition

05. Performance Guarantees:

The repair agency should provide Performance Guarantees in terms of the following :

(a) Quote Biman with a minimum Inter Turbine Temperature (ITT) Margin Guarantee
to be achieved in every full overhaul shop visit ;
(b) Provision for Compensational offer to be specified, if the quoted minimum ITT
Margin guarantee is not reached.
(c) Biman may accept the engine with the quoted compensation offered for the
remaining ITT margin deficiency, or otherwise if not accepted Biman, then Repair
Agency shall take the Engine back in the repair process at no additional cost for
Biman.

06. Tender Financial Evaluation

The following points would be considered for purpose of the Tender Financial Evaluation :
(a) Tenderer(s) evaluated as RESPONSIVE after application of all the evaluation
factors indicated Tenderer Qualifications and Bid Mandatory Requirements shall
be evaluated to determine financially lowest-evaluated Tenderer in accordance
with individual quoted Not to Exceed price per shop visit per Annexure-1, para A-
5.1; and
(b) Annual escalation or reduction (if any) of quoted Not-to-exceed price shall also be
considered to determine financially lowest evaluated tenderer.

refurbishment.

Notes: (1) - Typically applies to a situation where a module has only been operating a short time since last
overhaul and it is not necessary to disassemble the module for a more extensive exposure as
determined by inspection.
(2) - Typically applies to a situation where a module was previously full overhauled and complete
disassembly into piece-parts level is considered not essential. The rotor assembly is normally left intact
and performance-related items such as airfoils, seals and shrouds are inspected, repaired/replaced as
required to restore performance.
(3) - Typically applies to a situation when the need to expose internal hardware makes a full overhaul
necessary. The module is disassembled to piece-parts, inspected, repaired/replaced as necessary. Full
performance restoration works are also performed.

A-2.0 MATERIAL

A-2.1 Tenderer must quote prices for replacement materials used during engine
repair/overhaul as per the following table. Only OEM parts shall be used
for Bimans Engines and use of any PMA parts is not acceptable.

A-2.2 For the parts exchanged utilizing rotable pool, Biman would pay the repair
price of that part. In that case, the Agency must quote handling prices as

A-3.0 ENGINE LEASE SUPPORT

Tenderer shall agree to support Biman with lease engine whenever required. In
case of AOG due to TAT extension, Tenderer must provide FOC (Free of Charge)
loan Engine in Biman's QEC configuration in addition to penalty fee mentioned
below. Only usage fee may be paid by Biman (excluding daily fee).

A-3.1 Lease Engine Charges


Daily and Utilisation charge for Lease Engine to be quoted.

A-4.0 PENALTY FOR TAT EXTENSION

A-4.1 In case of TAT failure, US$ 1,000.00 (US Dollar One Thousand) will be
imposed as penalty for each calendar day till engine is redelivered after
repair/overhaul from the shop.

A-5.0 NOT TO EXCEED COST GUARANTEE


A-5.1 Tenderer must offer Not to Exceed (NTE) cost guarantee for schedule /
unscheduled repair/overhaul for each engine shop visit including cost of
materials per Annex Clause A-2.0 and for all applicable ADs, SBs (Cat 1, 2
& 3) issued up to the date of Contract sign and Bench-check of the
Components/ Accessories and repair/ overhaul - if Bench-check failed. The
stub life of LLPs is to be considered as 10000 FC within the NTE price.
Biman will pay either the Not to Exceed cost guarantee amount or the
actual overhaul/repair cost of any engine, whichever is lower.

A-6.0 ON-SITE SUPPORT


A-6.1 Tenderer must provide on-site support at Dhaka or any out-station as and
when required. Price to be quoted for onsite support.

A-7.0 TRAINING
A-7.1 Tenderer agree to offer FOC training to Biman engineering personnel as
may be required for engine maintenance / transfer of technology. In case
tenderer not agreed to offer FOC training, price to be quoted for training
purpose.

A-8.0 PRICE ESCALATION / REDUCTION


A-8.1 Prices quoted by the Tenderer in this Price Schedule Annexture-1 shall
preferably be fixed for duration of the three years contract period. If any
changes in quoted price during the contracted three years, the
methodology and financial figure should be clearly mentioned for any
escalation or reduction of prices for necessary adjustment during
evaluation.
