AWASHINGTONCOUNTYJUVENILE
CountyAttorneyPeteOrputtodayannouncedthatJoshuaCarlisle,25,ofSt.Paul,was
sentencedtodayforSexTraffickinga14yearoldfemaleandforPromotionofProstitution.
Theindividualinvolvedwas14yearsold.JudgeJohnR.McBridetodaysentencedCarlisleto
120monthsinprisonand90monthsinprisononthosechargesrespectively.Thecasewas
prosecutedbyAssistantCountyAttorneyImranAlioftheofficesMajorProsecution/Human
TraffickingUnit.

Accordingtothecriminalcomplaintfiledinthecasethe14yearoldvictimtoldpolicethatshe
hadbeentraffickedbydefendantonBackpage.comandhadsexualrelationswithatleast2
differentmeninexchangeformoneywhichsheturnedovertodefendant.

PoliceDepartmentsinvolvedinthecooperativeefforttorecoverthejuvenilevictimand
securingthesextraffickingconvictionwereWoodbury,Oakdale,ForestLake,Stillwater,St.
Paul,Minneapolis,aswellastheWashingtonCountySheriffsOfficeandtheBCA.

Orputstated,Thiscaseillustratesourcommunitysneedtoprotectthoseinourcommunity
whoarethemostvulnerable,ouryouth.Weneedtorecognizethatsextraffickingisnolonger
ontheurbanstreetcorner,butinourownhomes,urbanandsuburban,asaresultofsocial
media

STATEMENTOFPROBABLECAUSE

TheComplainantstatesthatthefollowingfactsestablishprobablecause:

YourComplainantisalicensedpeaceofficerintheStateofMinnesotaandisemployedbytheWoodbury
PoliceDepartment.Inthatcapacity,yourComplainantstatesthefollowingtoestablishprobablecause:

On11-15-2016,theWashingtonCountyAttorney'sOfficewasmadeawarethataknownjuvenile,K.K.
(DOB:04-27-2002)wasreportedarunaway.ItisknowntolawenforcementthatK.K.hasahistoryofbeing
sexuallyexploited.ThisinformationwassharedwithmembersoftheWashingtonCountyHumanTrafficking
Unit.DetectiveKroshuswasmadeawareofacommercialsexadvertisementpostedonBackpage.com
on11-13-2016at8:51p.m.DetectiveKroshus,andothermembersofWashingtonCountyHuman
TraffickingUnit,verifiedthatthefemaleintheadvertisementwasbelievedtobeK.K.Intheadvisement,a
videowasuploadedandattached.Inthevideo,DetectiveKroshusobservedafemalebelievedtobeK.K.
dancingwithherpantspulleddownexposingherunderwearanda"distressed"femalevoiceinthe
backgroundwasheardsaying"Ithinkthecondombroke."A.K.(DOB:09-27-1999),sistertoK.K.,was
alsoreportedarunawayonthesameday.Thephonenumberlistedforthecommercialsexual
advertisementwas651-424-3088.

DetectiveKroshusrequestedanadministrativesubpoenafromBackpage.cominregardstothe
advertisementpostedon11-13-2016.DetectiveKroshuslearnedthattheuseraccountwasconnectedto
theemailaddress"jcarlisle651@gmail.com."Theadministrativesubpoenarevealedthatmultipleother
femaleswereidentifiedincludingmultiplepostsfromtheStateofGeorgia.Throughtheuseof
Facebook.comandotherinvestigativemeans,DetectiveKroshusidentifiedthattheemailedaddress
belongedtoJoshCarlisle(DOB:9-11-1991),thedefendantherein.Accordingtothedefendant's
Facebookpage,hehadrecentlymovedtoMinnesotafromGeorgia.

InordertorecoverK.K.andknowingthatshelikelywasbeingsexuallyexploited,Sgt.Snyderwiththe
MinneapolisPoliceDepartmentrequestedanemergencylocateforcommercialsexadvertisementphone
number651-424-3088.DetectiveKroshuswasmadeawarethatthephonewasintheareaofLaurel
Streetand4thAvenueintheCityofStillwater,WashingtonCounty.MembersoftheWashingtonCounty
HumanTraffickingUnitconductedsurveillanceintheareawherethecellphonewaslocated.Atthistimeit
wasbelievedthatK.K.andpossiblyA.K.,bothminorchildren,werenearwherethephonewaslocatedthat
wasconnectedtotheadvertisement.Whileonscene,DetectiveKroshuslearnedthatA.K.wasrecovered
inSt.Paul.A.K.waswalkinginaparkwithnoshoesandappearedtobeundertheinfluenceofacontrolled
substance.Duetoherstateofintoxication,A.K.wasnotabletospeakintelligently.A.K.believedthather
sister,K.K.was"inahouse."A.K.wastransportedtoalocalhospital.

Duringsurveillance,DetectiveKroshusobservedindividualsdrivingtoasuspectvehicleparkedinfrontof
theaddresswhereitwasbelievedthatthecellphonewaslocated.Theseindividualsbeganrummaging
throughthesuspectvehicle,takingitemswiththem.Atrafficstopwasinitiated.Thedriverofthevehicle
statedthatshehadreceivedacallfrom"JoshCarlisle"fromatelephonenumberof651-424-3308asking
hertopickupthesuspectvehicleandthathewasbeingwatchedby"undercovercops."DetectiveKroshus
decidedtoapproachthesuspectedaddresswherethecellphonewaspossiblylocated.Detective
KroshusmadecontactwithUnit#3andaskedifthedefendantwasinside.Thedefendantwasidentified
andarrested.ThedefendantinitiallystatedhedidnotknowwhoK.K.was.However,thedefendantlater

admittedknowingbothK.K.andA.K.Thedefendantwasinpossessionofacellphone.Thecellphonewas
seizedandafullforensicexaminationispending.

Sgt.SnyderthenmadecontactwithanotheroccupantintheresidenceidentifiedasD.W.(DOB:11-3-
1987).D.W.admittedthatthedefendantinitiallymetonFacebook.D.W.believedthatthedefendantwas
herfriendandwouldprovideherrides.WhileattheaddressinStillwater,D.W.statedthatsheaskedthe
defendantifshecouldborrowmoneyfromhim.Thedefendantrepliedthathehadawaytothattheycould
make"alotofmoney."D.W.saidthedefendanttoldherthatshecouldmake500dollarsifshehadsexwith
amalefromBackpage.comwithoutacondom.D.W.wasadvisedfromthedefendantthattheywould"split"
themoney.D.W.askedifhecouldtake"sexypictures"andposttheimagesonBackpage.D.W.declined,
howeverstatedthatshewouldhavesexwiththemalealreadysetupfor500dollars.D.W.saidthatthe
defendantaskedthattheygototheMotel6locatedinSt.Paul.Whileontheirwayoutside,D.W.saidthe
defendantdiscoveredan"unmarkedpolice"vehicle.D.W.believesthatifthedefendanthadnotdiscovered
theunmarkedpolicevehicle,shewouldhavebeensexuallyexploitedformoney.

Apreliminarysearchofthedefendant'scellphoneshowstheBackpageadvertisementwhichisbelievedto
involveK.K.inCARLISLE'semail.Theemailaccountassociatedwiththecellphonewasidentifiedas
"jcarlisle651@gmail.com"whichisthesameemailaddressthatwasreturnedfromtheBackpage
subpoena.PriortotheBackpageadvertisementbeingposted,thedefendantwascommunicatingwith
A.K.andaskingwhereher"sisterwas."Itisbelievedthatthedefendantwaspromotingtheprostitutionof
multiplefemales.FurtherinvestigationintoCARLISLE'scellphoneshowedthatthedefendantfrequented
Backpage.com.ThewebbrowserhistoryshowedmultiplevisitstothesiteandBackpage.comhadsent
mobilemessagestothedefendant'sphoneon"howtostayaheadofthecompetitionandgetyour
BackPageAdOnTop!"ThepictureandvideoasdepictedfromtheBackpage.comadvertisementwere
recoveredonthedefendant'scellphone.

On11-13-2016anindividualsavedindefendant'sphoneas"JA.Y"sentthedefendantatextsaying"Send
meapictureofthegoodslolSoIcanpromote."Thedefendantthensent"JA.Y"thepicturesandvideo
thatwereidentifiedasK.K.thatwereintheBackpageadvertisement.Onthissameday,multipletext
messagesfromprospectiveclientstheywererespondingtoabackpage.comadvertisementwerefound
ondefendant'sphone.AlloftheconversationswerearrangingsexactsinexchangeformoneyforK.K.

On1/16/2017K.Kwasrecoveredfromhergrandparent'shouseinForestLakeandtakentotheLino
Lakessecurejuvenilefacilitytobeheld.DetectiveKroshusmetK.Katthesecuredfacilityandconducted
aninterviewaboutherrecentactivities.K.Kstatedthatsheknewthedefendantandthathehadspoken
withheraboutprostitutionasawaytomakemoney.AfterbeingshowntheBackpageadvertisementfrom
11-13-2016,K.Kconfirmedthatitwasherinthepicturesandthevideoontheadvertisement.K.Kstated
thatshewasattheMotel6intheCityofSaintPaulwiththedefendantonthedaythattheBackpage
advertisementwaspostedandthatshehadhadsexwithtwodifferentmen.K.Kstatedthatsheneverhad
accesstothedefendant'sphoneandthatshedidnotcommunicatewithanyofthementhatrespondedto
theBackpageadvertisement.
