WHEREAS, lloilo City is improving non-stop and with the developments


happening around, tourists, both domestic and foreign, have been attracted to come
and visit the City;

WHEREAS, there are many streets in the City with no visible streets signs and
have caused confusions to the people coming in the city;

WHEREAS, there are even business establishments, big or small, with no visible
address or location where there are premises are located;

WHEREAS, visible directional signages' play a vital role to tourists and helpful in
e ergency cases as the source of the directional informations;

WHEREAS, lloilo City, as the tourists and investors destination, businesses


therein must do their share as part of their Corporate Social Responsibility (CSR);

WHEREAS, lloilo City, as a Local Government Unit, is mandated by law to adopt


measures that would redound to the benefit and welfare of its people and those who
sojourn therein.

NOW, THEREFORE, be it ordained, as it is hereby ordained by the lloilo city


Council, in session duly assembled to pass this ordinance, to wit:

"AN ORDINANCE MAKING AS MANDATORY FOR ALL BUSINESS


ESTABLISHMENTS INCLUDING STORES IN ILOILO CITY TO PLACE
THE EXACT ADDRESS OR LOCATION OF THEIR BUSINESS AND
LANDLINE OR CELLPHONE NUMBER THE SIGNAGES THEY
DISPLAYED OUTSIDE OF THEIR RESPECTIVE BUSINESS PREMISES
AND PROVIDING PENALTIES THEREOF"

Section 1. Short Title. - This ordinance shall be known as "Business Signages


Ordinance";

Section 2. Definition of Terms. - The following terms as used in this Ordinance


are defined as follows:

a. Business Establishments - buildings or structures, or stalls, kiosks, that are


used for commercial or business purposes in lloilo City.

b. Signages - visible advertisements, sponsored or non-sponsored, lighted or


non-lighted, attached or placed at the business premises purposely to display the name
of the store and the exact address with telephone number, if there is. Signages
promoting smoking, however, is prohibited.

Section 3. Prohibited Acts. - The following are the prohibited acts under this
ordinances:

a) Not placing of the exact address/location in the business premises specifically

ont of the building, store or kiosks, that is visible to the public;

b) Sponsoring company distributing such signages without placing the exact


location/address as required by this ordinance;

c) Receiving or Approving Business Permits of business operations and


establishments without complying the provisions of this ordinance.

Section 4. Penalties. - Violation of this ordinance shall be punished, after due


hearing, of the hereunder following penalties:

a) Firs Offense -warning


b) Second Offense - removal of the signages at the expense of the
owner plus P 2,000.00
c) Third Offense - P 3,000.00 and cancellation of business permit

Section 5. Enforcement Agency. - The Business Permit and Licensing Office


(BPLO) shall be head enforcement office with the support of the City Engineering Office,
Task Force ASIS, and the lloilo City Police Office (ICPO);

Section 6. Enforcement Procedure. - The Business Permit and Licensing Office


(BPLO) shall monitor and check religiously all business establishments in lloilo City the
Compliance of this ordinance and shall not approve the original application or renewal of
business permit if such is not compliant of this ordinance. The BPLO shall issue Citation
Ticket for violators, henceforth, the violator shall pay the necessary fine to the City
Treasurer's Office within the period of Seventy Two (72) hours from the issuance. The
Chief of the BPLO shall properly account the issued Citation Ticket and immediately
remit to the City Legal Office (CLO) after the lapse of Seventy Two (72) hours for filing of
a case in Court after the violator failed to pay the fine within the given period.

The owner of the business establishment may voluntarily remove the non-
compliant signages within five (5) days after the giving of warning for the first offense.
The Task Force ASIS and the City Engineering Office shall remove the non-compliant
signages after proper Court Order at the Owner's expense.

The Office of the City Engineering Office (CEO) shall help monitor the strict
implementation of this ordinance after the effectivity thereof and report the violators to
the BPLO. The BPLO after such report shall immediately check and confirm the
violation.

Owner's of the business establishments shall refuse to accept the sponsored


signages that Is not compliant of this ordinance.

Sponsoring Company that failed to comply with this ordinance shall be subjected
to the provision of Section 6 (par. 1) of this ordinance.

Section 7. Persons Liable:

a) Registered Owner of the business establishment or store.


b) Sponsoring Company
c) Any Government agency violating the provision of this ordinance.

Section 8. Exemption. - Business establishments in the declared heritage


b ildings are not covered by this ordinance.

Section 9. Transitory Provision. - All non-compliant business establishments


all be given one ( 1) month from the approval of this ordinance to comply by removing
the signages without exact address or location of the business operation and be
replaced by the compliant signages.

Section 1o. Separability Clause. - If any past or provision of the ordinance is


held, invalid or unconstitutional, their provisions not affected thereby shall remain in force
and effect.

Section 11. All ordinances inconsistent with the provisions of this ordinance are
hereby expressly repealed.

Section 12. Effectivity Clause. - This ordinance shall take effect after its
publication in a newspapers of general circulation in lloilo City.
