REGULATION ORDINANCE NO. 2017-070

AN ORDINANCE REGULATING THE PARKING OF VEHICLES AT THE
ILOILO RIVER ESPLANADE

Sponsored by Hon. Reyland V. Hervlas, co-sponsored by Hon. Eduardo L.

Peiiaredondo, duly seconded by Hon. Ely A. Estante, Jr.

WHEREAS, lloilo City has enacted the ordinance regulating parking in public
records since 1978, 1983, 2009 and 2016, respectively;

WHEREAS, since then, the traffic scenario in terms of vehicular volume has
otally changed, requiring new legislative approaches and schemes;

W.HEREAS, the purpos.e of this ordinance is. to regulate parking inside the lloilo
/ .Esplanade and prohibit same along Diversion Road area.

NOW, THEREFORE, be it ordained, as it is hereby ordained by the Sangguniang

Panlungsod of lloilo City, that:

ARTICLE I
DEFINITION OF TERMS

Vehicle - refers to any four-wheeled, three-wheeled or two-wheeled mode of

transportation that includes the following but not limited to cars, trucks, vans, tricycle,
motorcycle, bicycles, trisikads and the like;

Parking - an act wherein a driver brings a vehicle to a stop, remains inactive in

the place or close thereto for an appreciable period of time.

- An act wherein the driver brings the vehicle to a stop, remain in that
place or close thereat ion an appreciable period of time at the proper
shoulder or edge of roadway or street and remain inactive in that place
for a period of time.

- As used in the ordinance shall mean the act of stopping at the side of
roadway or street causing obstruction to pedestrians or vehicles.

Daytime Parking - Parking from 6:00 AM. - to 6:00 P.M.

Night Parking - Parking from 6:01 P.M. - 10:00 P.M.

Overnight Parking - Parking after 10:00 P.M. until 5:59 AM.

Parking Fee - amount to be paid within the allowable number of hours of

parking.

ARTICLE II
GENERAL PROVISIONS

Section 1. - Parking shall be regulated along the parking area located at the
entrance of lloilo Esplanade 1, specifically at the Diversion Road area to discourage

unnecessary parking of vehicles so as not to deprive other guests who would like to use
the said space to visit the Esplanade;

Section 2. - Vehicles are allowed to two (2) hours-free parking at the said area
strictly from 6:00 AM. - 5:59 p.m. and 6:00 p.m. to 10:00 P.M. afterwhich
corresponding penalties shall be applied.

Section 3. - Overnight parking of vehicles may be allowed subject to the

ment of parking fees in the amount of Php 1,000.00.

ARTICLE Ill
RATES

Section 1 - Any person or driver of a vehicle parked at the premises of the lloilo
Esplanade shall be subject to the following rates:

1.a Daytime Parking (6:00 AM. - 5:59 P.M.)

FREE parking for the 1st 2 hours, succeeding hours - Php 100.00/hour
1.b Night Parking
FREE parking from 6:00 P.M. - 10:00 P.M.
After 10:00 P.M. - Php 100.00/hour
1.c Overnight Parking (10:00 P.M. to 5:59 AM) - Php 1,000.00

ARTICLE IV
IMPLEMENTING RULES

The Office of the City Mayor will implement the rules and regulations pertinent to
this ordinance.

ARTICLE V
SEPARABILITY CLAUSE

If any provision of this ordinance or the application thereof to any person or

circumstances is held invalid, the remaining portion of this ordinance shall remain valid
and effective.

ARTICLE VI
EFFECTIVITY CLAUSE

This ordinance shall take effect upon approval by the Sangguniang Panlungsod
of lloilo City. l
