REGULATION ORDINANCE NO. 2017-082


AN ORDINANCE ABOLISHING SOCIAL WELFARE OFFICER I - ITEM
NO. 60, SG 11/8 AND SOCIAL WELFARE OFFICER I - ITEM NO. 41,
SG 11/8 AND CREATING FOUR NEW POSITIONS PARTICULARLY
ONE (1) SOCIAL WELFARE OFFICER lll.,- - SG 18, ONE (1)
ADMINISTRATIVE OFFICER IV - SG 15 AND TWO (2) ADMINISTATIVE
AIDE II - SG 2 UNDER THE CITY SOCIAL WELFARE AND
DEVELOPMENT OFFICE AND APPROPRIATING NECESSARY FUNDS

WHEREAS, relative to the endorsed letter dated May 8, 2017, by the City Mayor,
Hon. Jed Patrick E. Mabilog to Hon. Jose S. Espinosa Ill, City Vice Mayor, lloilo City
and to the Honorable Members of the August Body for the passage of a Regulation
Ordinance for the abolition and creation of new positions in the City Social Welfare and
Development Office;

WHEREAS, the City Social Welfare and Development Office has evaluated the
current status of the office and has determined that an abolition of particular positions
and creating new positions under the same office is deemed necessary;

WHEREAS, in place of the abolished positions in the City Social Welfare and
Development Office, there is a need to create new positions in order to enhance the
services they render to their clients;

WHEREAS, Section 76 of R.A. 7160 of the Local Government Code of 1991


provides that every LGU shall design and implement its own structure and staffing
pattern taking into consideration its service requirements and financial capability,
subject to the minimum standards and guidelines prescribed by the Civil Service
Commission.

NOW, THEREFORE, let it be ordained, as it is hereby ordained by the


Sangguniang Panlungsod, in session assembled, that:

Section 1. - Abolition of Positions in the City Social Welfare and Development


Office are as follows:

Social Welfare Officer I - Item No. 60, SG 11/8


Social Welfare Officer I - Item No. 41, SG 11 /8

Section 2. - New Plantilla Positions in the City Social Welfare and Development
Office are hereby created:

One ( 1) Social Welfare Officer Ill - SG 18


One (1) Administrative Officer IV - SG 15
Two (2) Administrative Aide II - SG 2

Section 3. - The duties and functions of the proposed creations are the following:

a. SOCIAL WELFARE OFFICER 111-SG 18


- Shall act as full time Center Head of Dalayunan Home for the Boys

b. ADMINISTRATIVE OFFICER IV-SG 15


- Shall function to assist employees of the CSWDO in the
implementation of career and personnel training
development/activities.
Shall assist in the maintenance, establishment of a complete and
updated, accurate/complete centralized personnel records and
documents, statistical data and other information related thereto.

c. TWO (2) ADMINISTRATIVE AIDE II - SG 2


- Shall assist in the record management of daily stock inventories,
transports and property inventories.
Shall prepare and file documents for goods, supplies and materials
and other procurement services.
Shall do errand jobs, gather supporting documents and prepare
liquidation report on fuel, oil and lubricants, prepares liquidation report
on every cash advances on various activities undertaken by the focal
person concerned.
Shall perform clerical tasks such as inter-office correspondence,
office's programs, and services monthly, quarterly and annual
performance reports and statistical data reports.

Section 4. - Appropriations. - The lloilo City Government shall allocated


and appropriate budget for the implementation of this ordinance.

Section 5. - This ordinance shall take effect upon approval.
