Section 1. President. The President shall be the Chief Executive of the Council. It shall be his duty and
responsibility to:
(b) negotiate, enter into, and sign contracts for and behalf of the Council, upon authorization and approval
by the officers thereof;
(d) appoint all chairmen of standing and special committees created by the Council;
(e) represent the Council and the student body on occasions or events where the organization needs
representation, and in all policy-making activities with the school administration, especially on matters
directly affecting the interest of the student body;
(f) submit a general report on the activities of the Council to the student body to be posted in conspicuous
places in the college and to be published in the official publication at least at the end of every academic
year;
(g) prepare a one (1) year budget of the operations and plans of the activities with the assistance of the
Treasurer to be submitted to the Council for the approval during the opening of the regular sessions;
(h) make a state of the Council address to the student body in a general assembly called for that purpose, at
least once before the end of the academic year;
(i) oversee the activities of the internal and external affairs of the council;
(j) act as liaison between the administration and the student body;
(k) handle grievance cases, provided that the President is not the subject and not involved in such case,
otherwise, such case will be handled by the House of Representatives; and
(l) perform such other duties which may be necessary for the proper discharge and performance of the
function of his or her office.
(a) act as temporary presiding officer of the Council in the event of absence of the President on account of a
trip on official business, official leave, sickness or any temporary incapacity;
(b) assist the President in carrying out the objectives of the Council;
(c) organize, monitor and lead all the internal activities of the Council;
(d) coordinate with the representatives and class presidents with regard to the internal affairs of the
Council;
(e) address students concern with regard to the internal affairs of the Council;
(f) create ad hoc committees as may be necessary for the discharge of certain functions with regard to
internal activities of the Council;
(a) assist the President in carrying out the objectives of the Council;
(b) organize, monitor, and lead all the external activities of the Council;
(c) coordinate with the representatives and class presidents with regards to the external affairs of the
Council;
(d) address students concern with regards to the external affairs of the Council;
(e) create ad hoc committees as may be necessary for the discharge of certain functions with regard to
external activities of the Council;
(b) prepare, sign or attest, record in a book and file communications, resolutions, documents and notices of
meetings pertaining to the Council upon consultation with the President;
(c) assist the President in preparing the agenda for the meetings;
(d) take down the minutes of all meetings of the Council and shall certify the same;
(e) ensure that all members of the Council be informed or be furnished with copies of the minutes of all
meetings;
(f) take charge of the preparation of posters, announcements, or bulletins relative to authorized activities
of the Council;
(g) take charge of the information dissemination of any updates or instruction to the student body through
SMS and other social networking sites;
(h) take charge of the information dissemination of the general reports of the Council to be posted in
conspicuous places in the college and published in the official publication at least at the end of every
academic year;
(a) assist the Council President in the preparation of the budget pursuant to Article IV, Section 1,
paragraph (g);
(d) sign all financial transactions of the Council, subject to the approval of the President;
(f) prepare and submit to the Council all audited financial reports including all the documents and papers
thereof at the end of every semester and at any time when the Council deems it necessary;
(a) represent his or her respective year level in all sessions of the Council;
(c) encourage that their respective year level will participate and support the different activities of the
Council and of the College;
(d) ensure that their respective year level be well informed of the different plans and activities of the
Council;
(f) perform such other functions which the President may designate him to do.
(b) assist in the implementation of the different activities or policies of the Council.
Section 8. Department of Student Organizations. The Department of Student Organizations shall have the
responsibility to:
(a) monitor and oversee the activities of the different organizations within the College, provided that such
organizations comply with the qualifications, rules and regulations set forth in the colleges Student
Manual; and
(b) act as liaison officer between the different student organizations and the Circulus Legis.
Section 9. Department of Finance. The Department of Finance shall have the responsibility to:
(a) take charge of the safekeeping of the supplies and personal belongings of the Council;
(b) propose and conduct different income generating projects of the Council; and
(c) find ways and means necessary for the success of every activity organized by the Council and the
student body.
ARTICLE X
DISCIPLINARY MEASURES
Section 1. Impeachment. Any officer shall be impeached from office upon any of the following grounds:
(e) Acts or omissions greatly prejudicial or detrimental to the interest of the students and the Circulus
Legis.
Section 2. Filing of Complaint. Any bona fide student of the DVOREF College of Law may file a complaint for
disciplinary action through the House of Representatives against an erring officer based on the grounds
enumerated in the preceding section.
Section 3. Notice and Hearing. No administrative sanctions shall be imposed on any officer without due
notice and proper hearing conducted by the House of Representatives.
