FOREWORD

The Mandaluyong City Green Building Project commenced with a Cooperation Agreement
signed between the City of Mandaluyong and the International Finance Corporation on
October 2012 that has effectivity until June 30, 2017. The project is focused on developing
and implementing green building regulations in the city of Mandaluyong that will result in
increased efficiency of buildings in the use of resources such as energy, water and materials
thus minimizing the impacts of buildings on human health and the environment. With the
creation of a City Green Building Team through Executive Order No. 04, series of 2012 and
under the technical assistance of the International Finance Corporation, Ordinance No. 535,
s-2014 otherwise known as the 2014 Green Building Regulation of Mandaluyong City was
adopted on January 27, 2014 during the second and final reading by the Sangguniang
Panlungsod ng Mandaluyong.

Ordinance No. 535, s-2014 is the output of several fora conducted at the national level,
consultation with local government units, massive stakeholders consultation at the city
level, ocular inspection of actual buildings certified by established Green Building Rating
Systems, and a market study of at least 60 buildings in Metro Manila, Metro Cebu and Metro
Davao to establish the baseline for determining green measures appropriate for local
investment climate.

The Ordinance is designed for application to new buildings of specific categories but with
provisions for revision and gradual expansion to cover other categories of buildings in the
future. The Ordinance also provides for the preparation of an Implementing Rules and
Regulations to simplify interpretation of its various provisions.

This IRR details technical descriptions, guidelines and approaches for easier compliance to
mandatory measures for energy and water efficiencies. Other building performance areas
mentioned in the Ordinance such as Materials and Waste Management, Site Sustainability,
and Indoor Environmental Quality require simple measures, hence, do not warrant further
detailing and discussion.

The realization of this IRR is made possible through the combined efforts of the
Mandaluyong City Officials and the City Green Building Team, the International Finance
Corporation Team of consultants including the Philippine Green Building Initiative, with
the participation of various stakeholders on building design, construction and operation.

(c) For intermediate orientations shown in Figure 1 below, the lower value
of SHGC for the two orientations should be selected. If different WWRs
are specified for different facades the appropriate SHGC will be
specified for each corresponding orientation from Table 4. For

intermediate WWR the higher WWR and lower value of SHGC should be
selected.

(2) External Shading Correction factors: External Shading Correction Factor

must be applied only to the windows that are shaded. SGHC limits can be
adjusted by multiplying it with the correction factors summarized in the
Tables 5 and 6 below using the formula:

SHGCadj = f x SHGC
where:

SHGCadj is the adjusted solar heat gain coefficient limit for windows with
shading

SHGC is the solar heat gain coefficient from Table 3 (or Table 4 if the eight
main orientations are considered)

f is the SHGC correction factor for the external shading as per Table 5 or Table 6.

Factor should be used.

(b) If different shading is specified for different facades and the eight main
orientations are used for the determination of the SHGCs the correction
factors will apply only to the corresponding orientation.

(c) D is the depth of the shading device as projected from the building
exterior wall; and H or W is the height or distance of the bottom sill of
the window from the bottom of the shading device. See Figure 2 below.

(d) Shading which is not attached to windows or placed on a wall with no

window should not be counted.
