Reassessing Our Task Today...
Scientific Socialism is making its re-
appearance in the year of
anniversaries; it is the fiftieth
anniversary of Naxalbari, the
centenary year of the Great October
Revolution and one hundred and
fiftieth year of the publication of
Capital. But, amidst all these historic
events, a grave threat of extreme
right wing ascendency is also
discernable world over.
We are living in a situation where
the attacks on civil and democratic
rights, particularly on the working
class movement has reached its
peak. The sentencing of 1 3 Maruti
workers to life imprisonment in
March, 201 7 seems to be work of a
nexus between the state institutions
- the police and the administration,
in collusion with the management.
At the same time, Maharashtra court
convicted wheel-chair bound Delhi
University professor GN Saibaba
and five others under the draconian
UAPA for 'waging war' against India
and sentenced all but one to life
imprisonment.
Besides this, Muslims, Sikhs, Dalits
and Christians have been directly
affected by onslaught of Hindutva
fascism of BJP led NDA
government. Within few months,
there have been more than 1 0
deaths at the hands of so-called
Gaurakshaks. Moreover, the events
in two foremost institutions of
heigher learning, University of
Hyderabad and Jawaharlal Nehru
University have reiterated the fact
that nationalism is being
misinterpreted and misused by
BJP- RSS to Saffronise the

academic spaces, which have been
the places of open debates and
critical deliberations, with an overt
Hindutva agenda.
The rise of communal Fascists RSS-
BJP to power did not happen
overnight, it has passed through
various stages. The ideology of
Hindutva Fascism was developed by
Moonje and Savarkar between
1 91 0-1 920s and was further
expanded ideologically by
Hedgewar and Golwalkar in the
1 930s. The RSS under Golwalkar
developed its mass organisations,
its cadre base and its institutional
network, and gradually penetrated
into state apparatus under Congress
rule.
While the right has made severe
stride, the Left movement in India
seems to have been hit by policy
paralysis.
Revolutionary minded people have
lost their hope in Kautskyite parties,
for instance, with Prakash Karat,
CPI (M) ideologue, declaring that
the Narendra Modi government is
authoritarian but not fascist.
The victory of RSS-BJP on electoral
front on May 1 6, 201 4 and its
ruthless offensive in democratic
space also indicates the failure of
the Marxist-Leninist forces in India.
It is more than fifty years now that
spring thunder of Naxalbari had
taken place. Since then we have
failed to develop and enrich the
movement based on Marxism-
Leninism. Instead, one section stick
to social democratic parliamentary
process whereas other still believes
in individual terrorism to and both
these trends contradicts the basic
premises of Naxalbari. In such
peculiarities, challenges and tasks
before the revolutionary Communist
and working class movement in
India remains to be addressed. In
such situation, the strategy
proposed in 1 935 in the Comintern
by Dimitrov, has once again become
more relevant to defeat RSS-BJP
and to build anti-Fascist united front.
Scientific Socialism is being
published at the present time in
order to provide an open space for
polemics to heighten the level of
ideological and political
consciousness to lead the
Communist Movement of India
based on the tradition of Telangana
Armed Struggle and Naxalbari
Movement.

Revolution Cannot Succeed by Killing
A Critique of CPI (Maoist)s Attack on CRPF in Sukma
The recent attack by CPI (Maoist)
which killed 25 Central Reserve
Police Force (CRPF) personnel and
injured seven in Sukma district of
south Chhattisgarh raised many
questions. One wonders how such an
act serves to further the cause of
revolution. This is just one of the
many examples of militarist
deviationist acts that CPI (Maoist)
has been practicing too often all the
years along since its formation. In the
given circumstances one can't but ask
if CPI (Maoist) actually follows the
path of Naxalbari (path of peoples
war) started in May 1967. Instances
of its own practice suggest that it has
abandoned the path of Naxalbari and
fatefully continues to cling to the old
left adventurist line of individual
annihilation and terrorism (that is
what has grown at present into their
present militarist line) as propagated
more than a century ago by Blanquist
and Narodniks. CPI (Maoist) actually
seems to have learnt no lesson from
the mistakes or setbacks in
Communist Movement in India.
Setbacks they admit, but, they go in
denial mode when it comes to
learning from those setbacks.
Moreover, they deny to learn
anything precisely from their own big
setbacks caused by their own
militarist deviationist practice
particularly since 2004 i.e. since the
time of merger and unity (which
however it never was, so far as the
ground level situation then and even
now is concerned) of CPI(ML) PW,

formation of CPI(Maoist). It is now
becoming more and more established
that notwithstanding what CPI
(Maoists) may claim about their being
the only inheritors of Naxalbari
Movement or being the only Marxist-
Leninist or Maoist pathfinder of
Indian Revolution, in practice,
however, they are found to be
competing with the followers of
Blanquist and Narodniks. Even at
perception level of common masses,
such an impression is being felt far
and wide now.
These (Blanquist and Narodniks)
political and ideological trends were
experienced in 19th century in
Europe and Czarist Russia, which
were exposed and defeated by Marx,
Engels, Lenin and Stalin. Marx and
Engels, on different occasions, had to
respond to the kind of strategy that
emphasised not mass action but
actions carried out by individuals
(such as blowing up buildings or
assassinations)what came to be
known as terrorism in the latter half
of the 19th century. Blanqui believed
that a small coup d'etat would be the
better form of revolution. A select
few would eliminate the bourgeoisie
state and turn power over to the
working class. Further, Blanqui
envisioned that each member of his
conspiracy would operate
underground, trained in the use of
the conspiratorial methods, and ready
to strike on the day of the coup.
This is what Engels severely criticised
COMMENTRY
and explained in 1874, he laid down
explicitly the difference between the
Blanquist and the Marxist idea: In
his political activity he was mainly a
"man of action", believing that a
small and well organized minority,
who would attempt a political stroke
of force at the opportune moment,
could carry the mass of the people
with them by a few successes at the
start and thus make a victorious
revolution. For instance, on 13
December 1867 a group of Fenians
attempted to free Fenian leaders from
Clerkenwell Prison with a bomb
which only destroyed a number of
neighbouring houses, killing a few
people and wounding hundreds. The
British press used the occasion for a
campaign of anti-Irish hysteria.
Following the incident Marx wrote
"This latest Fenian exploit in Clerkenwell
is a great folly. The London masses, who
have shown much sympathy for Ireland, will
be enraged by it and driven into the arms of
the government party. One cannot expect the
London proletarians to let themselves be
blown up for the benefit of Fenian
emissaries. Secret, melodramatic conspiracies
of this kind are, in general, more or less
doomed to failure." The impression that
a select few can produce change
through conspiratorial methods
inevitably isolates them from the
mass of the population and dooms
them ultimately to failure.
In a number of his writings Lenin
and Plekhanov also criticized the
methods of political struggle
employed by the principal Narodnik
group, the "Narodnaya Volya,"
especially the tactics of individual
terrorism. Lenin considered these
tactics harmful to the revolutionary
movement, for they substituted the
struggle of individual heroes for the
struggle of the masses. They
signified a lack of confidence in the
revolutionary movement of the
people. By these assassinations of
individual representatives of the class
of exploiters, assassinations that
were of no benefit to the revolution,
the Narodniks diverted the attention
of the working people from the
struggle against that class as a whole.
They hampered the development of
the mass revolutionary initiative and
activity of the working class and the
peasantry. As Lenin pointed out that
it is anarchism, Blanquism, the old
terrorism, the acts of individuals isolated
from the masses, which demoralise the
workers, repel wide strata of the
population, disorganise the movement and
injure the revolution. Today, in this
country and around the world,
Maoists who are following such acts
of non-political military strategy,
should pay heed to Marx and Lenins
advice and think afresh.
The CPI (Maoist) on its part, has
continued its policy of killing either
political opponents alleged as police
informers or annihilating
paramilitary forces. They justify their
violence as a response to the state
violence which is well entrenched
with structure of the system.
Nevertheless, the true revolutionary
fighting a genuine war against enemy
cannot and should not follow the
same approach as pursued by ruling
class in their counter-insurgency
process.
Since the onset of neoliberal
economic policies under the
leadership of the then Prime
Minister P V Narshima Rao, Indian
market was opened to the imperialist
masters for further intensification of
exploitation of both human and
natural resources of this country. Be
it in the form of drainage of national
resources or dumping the surplus
products in Indian markets. These
policies were pursued vigorously by
almost of all political parties starting
from the then Congress Government
in Centre (New Delhi) in alliance
with the regional casteist and
bourgeoisie parties like TDP, BJD,
DMK-AIADMK, RJD and Shiv
Sena, or the revisionist CPI-CPI (M)
in various provinces. They have
signed hundreds of MoU with Indian
and imperialist bourgeoisie in the
mineral rich heartland of India that
further displaced indigenous people
from their homeland. Moreover, this
attack was further intensified by RSS-
backed BJP and its allies in the name
of development. Today for vast
majority development has become
synonym to destruction.
The self-proclaimed non-violent,
peaceful and non-aligned Indian CPI-M led Left Front and after
State with the active support of the
US imperialist, on the pretext of
fighting terrorism and extremism has
unleashed a massive offensive, with
the military and para-military as the
chief component, against the Maoist
rebels in Central and Eastern India
by declaring that CPI (Maoists) as the
principal threat to internal security
in the country. The region stretching
from Jharkhand to Andhra Pradesh
(now Andhra Pradesh and
Telangana) is strategically important
for the Indian ruling classes and the
imperialists as this region contains
most of the minerals and forest
wealth of the country. Irrespective of
political or ideological content,
starting from the communal-fascist
BJP to Bernstein-Kautskyite parties
CPI and CPI (M) have declared
unconditional support to Indian state
against the Maoists rebels. In such
circumstances, various ML groups
and the CPI (Maoist) owns ground
against this onslaught of Indian
ruling classes. However, instead of
building a united militant mass
movements along with ML groups
on the basis of Marxism-Leninism,
the CPI (Maoist) is pursuing the
Blanquist and Narodniks line of
individual annihilation, which is
doomed to be a failure.
In fact, CPI (Maoist) and their
predecessor CPI (ML) PW and MCC
have been facing severe setback one
after another in their heartland over
last two decades. The merger of
various groups under the banner of
CPI (Maoist) in 2004 was to recover
and revive the insignificant group
CPI (ML) PW and the MCC under
the heavy repression by the then
TDP Govt. in Andhra Pradesh and
RJD in Bihar. The same was the case
in Lalgarh Movement of Bengal
(2009-2011), they hobnobbed with
Mamata to counter the then ruling
Mamata was successful in dislodging
CPI-M, she unleashed one of the
most severe state repression against
the Maoists leading to their loosing
several leaders and support base. The
Maoists have lost their bases in
Telangana, Andhra Pradesh, Odisha,
Bihar, U.P., and Bengal and actually
running from one place to another.
Nevertheless, they managed to hold-
up in certain pockets of Chhattisgarh
and Jharkhand but facing tough
challenge from Indian state. The real
cause of these setback lies within
Maoist themselves and their pursuit
of wrong political line since long.
They have failed to understand the
real balance of forces in Indian
society as well as the basic
fundamentals of Marxism-Leninism.
The CPI (Maoist) in their
programme describes Indian society
as semi-colonial and semi-feudal. It

claims to uphold the ideology to
Marxism-Leninism-Maoism. Its main
objective is to wage Protracted
Peoples War (PPW) on the lines
propounded by Mao Tse-tung to
capture political power through New
Democratic Revolution (NDR). It
remains identical for almost all
ML groups those who uphold the
path of Naxalbari in India and
there exist no controversy in
theory itself. Further, the
programme asserted that Since the
armed struggle will remain the main
form of struggle and army as the
main form of organization of this
revolution, the armed struggle will
play a decisive role, whereas the
united front will be built in the course
of advancing armed struggle and for
armed struggle. Mass organizations
and mass struggles are necessary and
indispensable but their purpose is to
serve the war. From these one can
easily predict that CPI (Maoist) either
underestimates the real character and
power of Indian State or
overestimates itself as a revolutionary
organisation.
For CPI(Maoist) all the
contradictions would be solved by
gun, seems to be the guiding logic.
This faulty understanding has
propelled them for their action
program which stated, The
immediate and most urgent task of
the party is to establish full-fledged
peoples liberation army (PLA) and
base areas by developing and
transforming the guerrilla zones and
guerrilla bases. The real application
of this theory as propounded by the
Maoists need to be clearly examined
in the contemporary Indian
situations.
We are living in India in 21st century
and not in Maos China of 1927-
1945. As Comrade Stalin pointed
earlier that In China, armed
revolution is fighting against armed

counter-revolution. That is one
peculiarities and one of the advantage
of Chinese Revolution. The
implementation of correct political
line in concrete circumstance decide
the fate of struggle and the future
course of actions. Communist Party
of China under the leadership of
Mao Tse-tung successfully applied
Marxism-Leninism and liberated
Chinese people from the yoke of
feudalism and imperialism and
established a new democratic society
in 1949. The tactical and strategical
line as applied to Chinese conditions
was regularly changed during Chinese
revolution.Mao changed the strategy
and tactics several times according to
circumstances, e.g., during the period
of Soviet China, Japanese
occupations, and civil war with
Kuomintang. As a result in 1949,
China was declared Peoples Republic
by defeating imperialism and
feudalism under the leadership of
working class and became a role
model for liberation in all semi-
colonial and semi-feudal society.. As a
result in 1949, China was declared

But CPI (Maoist) even failed to grasp
properly Maos theory and are busy in
copying Chinese strategy and tactics
dogmatically without any interruption
with reference to India. It was none
other than Mao who said that
revolutionary war is the war of
masses. It can only survive and
expand with the participations of
broad masses. Does CPI (Maoist)
understands these valuable words of
Mao? Never, instead of relying on
masses, they are over dependent on
modern weapons, the hilly-forest
terrains
and their squads. Of courses, these
are important factors when fighting
against enemy in concrete reality but
not the decisive factors.
By following such erroneous tactics,
Maoists have lost a large sections of
dedicated leaders and numbers of
cadres in the hand of security forces.
The Indian state whether it is led by
Congress or BJP pursued the same
policy of cold-blooded encounter
killing to physically eliminate the
Maoist leadership and cadres.
Moreover, killing of Politbureau
members with impunity also indicates
that the Indian state has already
gained upper hand in infiltrating and
sabotaging the movement from
within. These facts it seems has been
ignored by Maoist leadership who are
time-wrapped in ideology and are
living in a make belief world when
they proclaimed that the guerrilla war
has reached the stage of mobile
warfare in the heartland. It is also true
that the Maoist had declared
peoples war decades ago against
the Indian state, since the time of
formations of PWG and MCC but
have yet failed to develop a guerrilla
zone all over India. In such situation
it would be too early to speak about
base area and mobile warfare.
Now, it is high time, for CPI (Maoist)
to give up the path of Blanquist and
Narodniks and follow a genuine
Marxist-Leninist path in order to
accomplish the task of revolution in
India. However, this does not mean
that Maoist should also go on the
path of groups like CPI (ML)
Liberation and become another CPI
and CPI (M). Those who really
believe in Marxism-Leninism would
never suggest such liquidationist line
but at the same time Maoist would
have to rethink on their active
participations in mass movements in
alliance with other ML groups against
the onslaught of communal fascist
forces. Struggle is an important part
of every Marxist-Leninist parties in
concrete situation as history
confirmed that nowhere the ruling
classes have given up their power
voluntarily and India is no exception.
Concrete analysis of the concrete
situation and applying Marxist-
Leninist theory accordingly are basic
criteria for developing the strategic
line and evolving necessary tactics or
path of revolution in each country.
The question of United Front is the
most important thing in the present
context as ruling classes of India have
expressed their faith on the
communal-fascist RSS-BJP to
implement their agenda of maximum
(fascist) loot in the name of
development. In such situations, it is
most essential for all the
revolutionaries and communists to get
united by building a united front not
only to defeat and destroy the
ongoing onslaught of BJP but to
provide an alternative Peoples Power
based on the leadership of working
class from top to bottom in alliance
with all other oppressed sections of
the people. This United Front should
not be based on the conception of
CPI-CPI (M) aimed only to defeat
BJP in elections and replace it with
Congress led alliance but to change
the system completely. This front

would include all sections of
oppressed classes, caste, tribal,
religious minority and oppressed
nationalities under the leadership of
working class. It has to include all
groups and people, those who
genuinely believe in revolution based
on Marxism-Leninism. At this
moment it is not possible for one
Party in India to lead the movement.
In this context, every one including
CPI (Maoist) has to give up the big
brother and sectarian attitude. We
must recognise our differences and if
possible must sincerely debate on
them in order to build up a United
Marxist-Leninist party.
It is pertinent to note that the
unilateral imposition of Maoism
and Mao Tse-tung Thought on
other groups has to be avoided and
shunned.
All other important questions of
revolutions must be taken up
accordingly based on Marxist-Leninist
teachings. However, it must be better
mentioned here once again that
Armed Struggle is not a synonym of
individual annihilation or individual
acts of red terror carried against
some low ranking soldiers in far flung
area of the country. In a country like
India it cannot be the only or the
main form of struggle. Drawing
broad masses of the country and
particularly the workers and toilers
into the vortex of revolutionary
political discourse/movement and
involving them from every corner in
political struggles on all India level
against the big bourgeois and their
fascist attack is at present the main
task around which all other tasks of
revolution revolve. Based on this, our
task to build up a centrally unified
mass political movement led by
working class and tying with it all day-
to-day struggles of working class,
peasants, dalits, tribal, religious
minority and oppressed nationality
integrated with the anti-fascist united
front struggle against RSS-BJP is the
main task of our revolutionary
struggle in the present context in
India. Here our main revolutionary
duty lies in unifying our basic
revolutionary tasks with our task of
defeating the fascists once and for
ever.
Therefore, it is essential to understand
the situations and take the correct
course of actions in present
circumstance to build a mass
movement. By annihilating certain
security personnel would not achieve
the goal of revolution but would be
laying red carpet for state repression
and counter-revolution.

OBOR Summit:
Imperialism With Chinese Characteristics
In 2013, China announced its ambitious was the ancient network of trade routes East Asia and Europe, in addition to a
initiative called One Belt, One Road which traversed through the Central string of sea ports linking China with
(OBOR). This OBOR later became
famous as The Belt & Road strategy,
and it denotes a series of initiatives that
Chinas envisages to re-establish, strategy
encompasses both the overland Silk Route
Economic Belt and a 21st Century
Maritime Silk Route. This avowed policy
as per the Chinese Government is
intended to increase connectivity and
economic interaction between Asia,
Europe and Africa. Once complete, the
two trade routes will pass through an area
which is home to almost two thirds of the
worlds population and which generates
almost one third of the worlds Gross
Domestic Product. The OBOR
represents Chinese way of generating new
marker for its increasingly excess
industrial production, as well as emerging
financial capital interests.
As Monthly Review, notes: The Chinese
government has publicly stressed the lessons of the
1930s overcapacity crisis in the West that
precipitated the Second World War, and
promoted these new initiatives in the name of
peaceful development. Nevertheless, the turn to
OBOR suggests a regional scenario broadly
similar to that in Europe between the end of the
nineteenth century and the years before the First
World War, when strong nations jostled one
another for industrial and military dominance.
The OBOR strategy combines land power and
maritime power, bolstering Chinas existing
oceanic hegemony in East Asia.(Monthly

The foundation of the OBOR
programmes is rooted in two historical
trade routes. The ancient Silk Road which
Asian region culminating into
Mediterranean Sea. The route was at its
zenith during the period of Chinas Tang
Dynasty (618 CE-906 CE). The silk road
that was for centuries central to cultural
interaction through regions of the Asian
continent connecting the East and West
and stretching from the Korean peninsula
and Japan to the Mediterranean Sea. The
second being the Maritime Silk Route,
that bases itself roughly on historical
Chinese maritime trade routes through
the South China Sea and beyond,
touching as far as East Africa and
Mediterranean Europe via ports such as
Kolkata, Colombo and Karachi in South
Asia.
Since, the announcement of the Belt &
Road strategy by Chinese President Xi
Jinping in 2013, Beijing has been
maintaining that the initiative is designed
solely to achieve economic and
diplomatic objectives, and does not have
any other motive behind it. It has
contended that OBOR will establish
direct road and rail corridors between

Southeast Asia, South Asia, Africa, the
Middle East and Europe. It is stated that
once complete, this comprehensive
network of trade routes will stimulate
trade and exports amongst Eurasian
states, driving economic development in
the region.
In addition to the economic benefits of
the strategy, Beijing argues that OBOR
will also have significant diplomatic
windfalls. As Premier Li Keqiang
commented, the OBOR policy was
developed not only to boost economic
growth, but also to deepen international
cooperation and promote world peace
through sustained bilateral investment
and the economic interdependence it
produces. Something, that any observer
of international polity would take with a
pinch of salt, considering the recent
Chinese experience that several countries
particularly in Asia and Africa have
witnesses.
This initiative of China is also in
consonance with its Go Global policy
wherein private capital allied with the

national bourgeois of the Communist
Party of China aims at undertaking
massive capital investments abroad in
financially weaker countries and turn
them into their captive markets as well as
a constanct supplier of raw material. The
tenth Five year plan (2001-05) of Chine
had made overseas investment by the
Chinese enterprises a priority that would
help then in the future to carve their
sphere of influence against US
hegemony.
Confirming similar developments, an
exclusive Reuters report has claimed that
China is expected to take controlling
stakes, as high as 85 per cent, in
Myanmars China funded projects, even if
the initial agreement for some of them
was on a 50/50 basis. According to the
report, China has asked for a 70-85 per
cent stake in a strategic deep sea strategic
on the Bay of Bengal, Kyauk Pyu, and is
expected to get it due to the financial
constraints of Myanmar. The $7.3 billion
project is China funded.
Apart from the stated international
significance, the OBOR initiative also has
a substantial focus on the Chinese
domestic scenario. As Arase Visiting
Senior Fellow at Institute of South East
Asian Studies, in his article Chinas Two
Silk Roads: Implications for Southeast
Asia, observes, the comprehensive
network of trade routes developed as part
of the initiative will link China to many
established and developing markets,
creating significant opportunities for
Chinese industries. The Government
also believes that by opening up of trade
to new markets in the areas that would be
connected by this initiative would help to
sustain the countrys economic growth
long into the future, and also it would
raise the economic standard of the people
of those region that hitherto have been
untouched by the Chinese economic
development, particularly in the middle
and Western region of the country.
He further wrote, "This vision is inspired
by Chinas rise to great power status and
the transition back to structural bipolarity

in the international system. Chinas
neighbours are becoming ever more
dependent on it for money, finance, and
trade, while the rest of the world looks to
Beijing to drive global economic growth.
Judging from his speeches at Chinese
Communist Party central leadership
meetings and at international summits,
Chinese President Xi Jinping is
implementing an ambitious geo-strategic
vision of a China-centric order in Asia
and the long term integration of Eurasia
to serve Chinas growth and development
needs. The two Silk Roads should be seen
as a serious bid to realize a 21st Century

pursuing the policy of splitting the
workers, emasculating democracy and
haggling with the feudalists over the
sale of the peoples rights and the
peoples liberty.
With such background, let us pursue
the issue from a Marxist Leninist
perspective. For us Marxist Leninist,
the problem of Kashmir constitutes
core of the Nationality Question and
hence it needs to be dealt not in a
simplistic fashion, but by going into
the root cause of the problem, the
forms in which the problem is
reflected today and the validity of
applying self-determination of
nationalities to the peculiar condition,
that would further the cause of Indian
revolution.
Tragic events of Kashmir, long
reeling under the oppression of
Indian state via use of threat,
coercion, subterfuge and blatant use
of armed forces, comprises the core
of national question in India. In our
view the core of Kashmir question
lies in the direct offshoot of
suppression of democratic anti-
colonial mass movement due to
treachery of Indian bourgeoisies that
culminated in to the communal
partition of India. This was achieved
by the British colonialist in active
collusion of the international
imperialists machination and within
active alliance with the Indian
bourgeois and its parties like Congress
and Muslim League, and more
tragically the tacit support provided by
the Communist Party of India,
emanating due to a distorted and
dogmatic understanding of the
nationality question.
This is not the first time, when the
valley has been converted to a virtual
war zone, at one end are the so called
separatists, militants, terrorists or
those seeking azaadi (freedom) from
Indian occupation and at the other is
the Indian security forces armed with
their new device the pellet gun that
does not kills but maims its victims.
Since June 8th 2016, when the protest
started, valley has been gripped in a
ferocious battle between the two
sides. However, this is not the first
time when the state has witnessed
such protest and demonstration. A
surprising element that is worth
mentioning is that this protest erupted
when the government claimed to have
considerably reduced the number of
militants in the valley, according to the
government intelligence report as
published in the Indian Express
foreign militants, especially those
belonging to Lashkar, are
concentrated along the LoC in
Kupwara district. Though the militant
numbers fluctuate because of fresh
infiltration and local recruitment, the
agencies seem to have mapped the
presence and area of operation for
179 militants in all districts except
Bandipore.(Indian Express July 5,
2016). The protest shows no signs of
receding neither there seems to be any
initiative taken by both the state and
central government. So one can say
that the belligerents have come to
point of no return. Only time will tell
who blinks first.
The protest in the valley is not new,
since the beginning of the insurgency
in the 1990s the region has regularly
featured people rising against the
Indian State.
In 2010 June also the valley witnessed
such turmoil and continuous mass
protest where the majority of
protestors were youths. It was in the
protest that stone pelting was used for
the first time as weapon of protest
against the security forces, leading to
death of 111 people mostly youths
below 25 years of age. Like today at
that time, also militancy and the
response by the government came
into question.
Then, the protest were triggered,
when three villagers were taken to
Line of Control and murdered in
encounter. The security forces had
then claimed that they were militants
who were crossing the Line of
Control.
Today, similarly the valley is in grip of
another protest, the peoples response
be it in terms of raising the slogan

Pakistani flag or pelting stone against
the security forces of India all points
to a grave situation. The ordinary
peoples anger towards Indian state.
The protest is a clear indication of the
deep sense of alienation and
indignation that has engulfed the

region who were agitated against the
atrocities being committed on their
Muslim brethren. Today things are
entirely different, majority of people
at least in the valley have deep
resentment against India. How things
came to this impasse?
This serious situation calls for an
examination of the entire Kashmir
problem and it becomes a duty of
revolutionary party and people to spell
out its approach to the issue. We
cannot succumb to populist demands
neither can one adopt the rightist
chauvinistic approach, that simplifies
the entire problem to that of religious
intolerance. Kashmir since long has
been a hotbed of imperialist
intervention, it remains so even till
date.We Marxists have to analyse the
Kashmir question in depth and come
up with a concrete analysis. As Lenin
said: concrete situation requires
concrete analysis, Kashmir today
requires the same concrete analysis.
