2. INFORMATION FOR CANDIDATES
2.1. CET is the entrance examination for admission to the 3 years postgraduate
DNB programme.
2.2. The examinations are held as per the schedule of examinations prescribed
by the Board from time to time.
2.3 Applications for admission to the examination should definitely reach NBE
by the specified date. There is no provision for condoning any kind of delay
including postal delay.
2.4. Statements made by the candidate in the application form shall be
certified by the head of the institution/gazetted officer at the appropriate
place and the application shall be supported by the relevant documents.
Candidates who are not in service shall get their forms signed by a
Gazetted Officer.
2.5. Applications of candidates producing false or fabricated records will not be
considered and candidates may be further debarred from appearing in any
future examinations.
2.6 Candidates should go through the bulletin carefully for eligibility criteria
before contacting the Board’s Office. Queries pertaining to eligibility
and other issues will only be entertained if the information requested is
not given in bulletin or on website www.natboard.edu.in
2.7. Incomplete applications or applications not in accordance with instructions
will not be considered. The examination fee will not be refunded.
2.8. Fee will neither be carried forward to a future date nor refunded under any
circumstances. Applications in original along with enclosures received
after the due date will not be entertained and will be returned as such
to the sender, Exam fee will also be returned in such cases.
2.9 Candidate found to be ineligible at any stage of DNB examination will
not be permitted to appear in the examination. In an unlikely event of
any ineligible candidate appearing and/or being successful in the DNB
examination, the results/candidature of such candidate shall be cancelled
and/or are deemed to be cancelled.
2.10. Instructions in the information-bulletin are liable to changes based on
decisions taken by the Board from time to time.
2.11 NBE reserves the right to withdraw permission, if any, granted inadvertently
to any candidate who is not eligible to appear in the CET Examinations
even though the admit card/roll number has been issued or name/roll
number is displayed on the website of the Board.

2.12 Candidates’ eligibility is purely provisional & is subjected to the fulfillment of
meeting eligibility criteria as prescribed by the Board.
2.13 NBE reserves its absolute rights to alter the examination schedule, pattern
policy and guidelines at any time during the continuation or after the
completion of DNB training (2 or 3 years as the case may be.) The
candidate shall have no right whatsoever for claiming/deriving any right
from past or present schedule, policy and guidelines of NBE.
2.14 The existing schedule, pattern, policy and guidelines are for ready
reference only but in no way they are or are ought to be treated as
representative or acknowledgment of fact that NBE is bound to follow the
same in future.
2.15. In case of any ambiguity in interpretation of any of the instructions/
terms/rules/criteria regarding the determination of eligibility/conduct
of examinations/registration of candidates/information contained herein,
the interpretation of the National Board of Examinations will be final
and binding.
2.16. Request will not be entertained for change in date/center of examination under
any circumstances.
2.17 Absentees from the examination will forfeit their examination fee.
2.18. Photocopy of the filled in application form may be retained by the
candidate for future use/correspondence.
2.19. All certificates (photocopies) should be attested by a Gazetted Officer
. Unattested/Uncertified copies will not be accepted under any
circumstances.
2.20. Result and Roll number for CET Examinations may also be seen on
the website www.natboard.edu.in
2.21. Candidates are advised to carry a Photo Identity issued by any
Government Agency like Driving License, Voters’ ID card etc., the staff/
officers on exam duty at examination centers are authorized to verify
the identity of candidates.
2.22. All Payments are to be made by cash through Bank Challan in favour
of National Board of Examinations payable at New Delhi.
2.23. Candidates should ensure before applying for the registration that
MBBS degree is recognised. If it is found at any time that MBBS degree
is not recognized, then the NBE will have the right to cancel the registration.

2.24. Candidates are advised to verify the status of the hospital/institute as a NBE
accredited center for DNB program. NBE shall not be liable for any claim
resulting from admission to a course not recognized by NBE or admission to
a hospital not possessing valid accreditation for any particular course or
specialty.
2.25. All the correspondence should be addressed to the Executive Director,
National Board of Examinations, Mahatma Gandhi Marg, Ansari Nagar,
New Delhi-110029. Candidates are requested to kindly super scribe the
envelope with Subject matter of the correspondence for expeditious
processing.
2.26. Terms & Conditions of the CET 'June 2010' as mentioned in the English
version shall apply.
2.27. The jurisdiction for court cases/disputes shall be within the exclusive
jurisdiction of competent courts at Delhi/New Delhi.

3. Payment of Fees
The Fees can be deposited in cash at selected branches of the Indian Bank
(for list of branches of the bank, refer to Annexure ‘C’ of this information
Bulletin); Kindly use the specialized pay-in-slip provided in this Inormation

4. EXAMINATION
CENTRALISED ENTRANCE TEST (CET- NBE)
The DNB CET is an entrance examination for entry to the DNB Broad
Specialties. The next session of the examination shall be held in the month of
June 2010.
Qualifying the CET is an essential pre-requisite for entry to the DNB Broad
Specialties.
Candidates may note that qualifying a CET examination does not confer
any kind of right whatsoever on a candidate to register on a permanent
basis with the Medical Council of India/State Medical Council or to pursue
a DNB or any other Post Graduate Course as MD/MS etc.

4.2. Pattern of Examination
CET-NBE will comprise of a written test of post MBBS standard.
The examination will include all subjects taught during the MBBS course
including pre-clinical, para-clinical and clinical. Approximate weightage given
to each subject in the two papers is as stated below, the same is purely
representative in nature. The final distribution of questions may vary.

4.3 Date of Examination
CET-NBE will be held on 13th June 2010. Policy regarding Post doctoral
candidates to formulated as entire counseling is merit basis.
4.4 Qualifying marks of CET
A candidate who scores a minimum of 50% as aggregate in both the papers
i.e. 180 out of 360, shall be declared as ‘Successful’ marks scored by each
candidate shall be displayed on the Board’s website.
4.5 Declaration of CET results
The result of the CET June’ 2010 are likely to be declared within a period of
4 weeks from the date of examination. However this period may vary
depending upon the time taken for preparation of results.
4.6 Validity of CET results
The validity of the result of the CETJune’ 2010 shall be for a period of Two
years.
4.7 Post Graduate candidates
A candidate in possessions of MD/MS/DNB or a MCI recognized PG Diploma,
and desirous to pursue DNB in another Broad specialty can gain admission
to such a DNB course only on passing the CET (Broad Specialty)
4.8 Dispatch of Results
The result will be sent to the Successful Candidates individually by post
and the results can also be seen on website www.natboard.edu.in or at the
(Ansari Nagar) office of the Board.
The certificates of passing are sent to successful candidates by SPEED
POST only. Under normal circumstances the certificates of passing are
dispatched to the candidates within four weeks of declaration of the result
of CET examination, however, due to unforeseen circumstances, this period
may vary.
The results of CET are valid for two calendar years from the date of declaration.
Candidates are advised not to canvass or approach the Board for handing over
the passing certificate.
4.9 Duplicate Result Card
Will only be issued under exceptional circumstances. Candidates will be required
to submit request letter stating reasons, copy of FIR lodged with police authorities
for loss of certificate, affidavit in support of application (attested by public notary/
oath commissioner /judicial magistrate), fee of five hundred rupees by demand
draft favoring National Board of Examinations, payable at New Delhi.
4.10 Admission to DNB (Post Graduate Courses)
Candidates declared pass in CET-NBE examinations will directly contact the
institution(s)/hospital(s)/Medical Colleges for admission for getting
required training/admission to DNB programme

at Annexure G of this bulletin.
The guidelines for admission to DNB programme, procedure for
registration as a DNB trainee and important instructions in this regard
are available at Annexure G.

I am directed to invite your kind attention to this Ministry’s letter No. V.11025/6/94-
ME(UG), dated 2.10.1994 (copy enclosed) on the above mentioned subject wherein it was
stated that due importance to NBE qualifications may be given and the same may be treated
at par with MD/MS degrees of Indian Universities or all posts, including teaching posts as
National Board of Examinations is an autonomous body directly under the control of the
Central Government and is keeping high standard of medical education. It was also provided
their in that for teaching appointments in Broad specialities, the holder of Diplomate NBE
should have at least one year teaching experience as Tutor/Registrar/Demonstrator or
equivalent post in a recognized medical college imparting undergraduate training to be eligible
for appointment as Lecturer, and the holder of Diplomate NBE in Super-Specialities is required
to undergo training for two years in a recognized medical college having recognized
postgraduate medical degree in the concerned speciality to be eligible for appointment as
Lecturer.
2 The Government has reviewed in detail the issue of the above requirement of additional one/
two years teaching experience for DNB degree holders for appointment as Lecturer in Broad
Specialities/Super-specialities. After taking into consideration all facts of the matter, the
Government has come to the conclusion that for the purpose of appointment of DNB degree
holders to the teaching posts, the requirement of additional one/two years teaching experience
as stipulated in the above instructions dated 3.10.1994 needs to be discontinued. Accordingly,
these instructions stand amended to this extent.
3.It was also brought to the notice of this Ministry that some of the employing organizations
are not considering the medical qualifications awarded by the National Board of Examinations
a s equivalent to MD/MS, DM/M.Ch. degrees awarded by various other universities for
appointment to various posts. The advertisements issued for specialist/faculty positions by
various recruiting agencies thus do not invited applications from the holders of the DNB
qualifications. As clarified in the above instructions dated 3.10.94, it is reiterated that the

medical qualifications awarded by NBE are recognized qualifications included in the First
Schedule to IMC Act, 1956 and are considered at par with MD/MS,DM/M.Ch qualifications
of other universities.
4. It is therefore requested that the above position may please be brought to the notice of
recruiting agencies under your control that while advertising for various positions for which
MD/MS, DM/M.Ch. qualifications are required, it may also be specifically mentioned therein
that hose candidates possessing the DNB qualifications are also eligible to apply for such
positions. Further, in view of the above decision to discontinue the requirement of teaching
experience of one/two years for those having Diplomate NBE qualifications in broad/super-
speciality disciplines for appointment to teaching posts, the candidates possessing the
DNB qualifications may be considered for appointment to teaching posts as Lecturer in
speciality/ super speciality disciplines without insisting on the additional teaching experience.

Sir,
I am directed to say that medical qualification awarded by the National Board of
Examinations are included in the First Schedule to the Indian Medical Council Act, 1956 and
are considered at par with Postgraduate Medical qualifications of the Indian universities.
However, it has been brought to our notice that employing organizations are not recognizing
these degrees at par with MD/MS degrees of other universities. As the National Board of
Examinations, an autonomous body directly under the control of the Central Govt., is keeping
high standard of medical examinations and it is requested that all concerned may please be
instructed to give due importance to NBE qualifications and treat them at par with MD/MS of
Indian Universities for all posts, including teaching post.
The Medical Council of India while considering the question of equivalence of MAMC/
MNAMS/Dip. N.B. qualification awarded by the National Board of Examinations with M.D./
M.S. and D.M./M.Ch. qualifications granted by the university/medical Institutions, has adopted
the following recommendation, which was circulated to all the authorities concerned by the
Council on 6.12.93 for information and necessary guidance:
It is recommended that for teaching appointments in the broad specialities the holder
of Diplomate NBE should have at least 1 year teaching experience as Tutor/Registrar/
Demonstrator or equivalent post in a recognized medical college imparting undergraduate
teaching and training for appointment as Lecturer. Regarding the candidates holding Diplomate
NBE in super specialities, the training shall be for 2 years in a recognized medical college
having recognised postgraduate medical degree in the concerned speciality for appointment
as Lecturers”.
It is requested that the above may please be brought to the notice of all recruiting
agencies under control for information and compliance.

1. S. O. 522 (E)-In exercise of the powers conferred by sub-section (2) of the Section 11
of the Indian Medical Council Act, 1956 (Act. 102 of 1956), the Central Government,
after consulting the Medical council of India, hereby makes the following further
amendments to the First Schedule to the said Act. namely:-
2. In the Medical Council Act, 1956, in First Schedule “National Board of Examination”,
after the entry “Diplomate National Board (Pharmacology) [Diplomate in N.B. (Pharm)],
the following note shall be inserted namely:-
Note :- 1. The Diplomate National Board (DNB) qualifications included in this Schedule
shall be treated as equivalent to M.D., M.S., D.M. and M. Ch. qualifications of the
respective specialty or super specialty, as the case may be, for all purposes including
appointment to the teaching posts in the medical institutions.
3. The teaching experience gained while pursuing DNB courses shall be treated as
teaching experience for appointment to the teaching posts in the medical in institutions-

I am directed to say that this Ministry vide letter of even number dated 17th August,
2004 communicated its decision that the medical institutions in the country running post-
graduate/super-speciality courses permitted/ recognized as per MCI norms, are permitted to
run DNB programmes provided they have additional faculty to train DNB candidates. The
position was also reiterated vide letter dated 19th September, 2005 addressed to various
Health/Medical Education Secretaries of all the States/UTs to admit DNB trainees in various
PG/Super-Speciality courses provided they have additional faculty since it was brought to
our notice that the medical colleges are not being able to start the DNB courses even though
they had additional faculty. This was primarily with a view to ensuring optimal utilization of
manpower and the clinical load, which is available in various medical colleges for production
of quality manpower. This letter was based on MCI’s stand in the matter as contained in their
letter no.22(1)/96-Med/14368 dated 17.9.1996 that it would not have any objection in introducing
DNB courses in medical institutions in the concerned departments provided the PG teachers
of the respective departments admitting students under them for MD/MS/DM/M.Ch. courses
may not register students under them for DNB Courses simultaneously.
It has now been brought to our notice that the MCI vide their letter dated 11.11.2005 addressed
to various Universities, Directors of Medical Education of all State Governments/UTs,
Secretaries of health/Medical Education Departments of all the States etc, interalia, informing
them that it may be made sure by them not to conduct DNB and other parallel courses i.e.
CPS etc. in any subject along with MD/MS/DM/M.Ch./PG Diploma courses wherever the
intuitions have been permitted/recognized to conduct MD/MS/DM/M.Ch. and PG diploma
courses. It has also been stated therein that the decision has been taken by the PG Committee
and the same ahs been communicated to all concerned. This is contrary to the stand taken
by this Ministry in this regard. In this connection, it is also to be stated that any decision
taken by the PG Committee of MCI, including those with regard to the policies, is only
recommendatory in nature and requires the approval of the Council and the Government. In

the present case, if the PG Committee/the Council considered that the earlier policy of
allowing DNB courses to be run parallel to MD/MS etc. in medical colleges requires any
change, the Council should have sent such proposal along with reasons for the proposed
change of their stand to the Government for its consideration particularly when the Central
Government have issued instructions to all concerned allowing conduct of DNB courses
along with MD/MS etc. subject to availability of additional faculty, it is pertinent to point out
that the copy of the instructions of the Central Government dated 19.9.2005 was also specifically
endorsed to the Acting President of MCI for their information. Accordingly, MCI may send the
recommendation of the PG Committee along with detailed reasons for change of their earlier
stand in regard to allowing DNB courses to be run in medical colleges along with MD/MS/
DM/M.Ch./PG Diploma courses against excess faculty to the Government for consideration.
Issue of this communication dated 11.11.2005 by the MCI directly to various agencies including
State Governments contrary to the instructions issued by the Central Government based on
the MCI’s earlier stand on the matter is not only not appropriate but has also created confusion
in various institutions/State Governments. Till such time as the Government takes a final
decision on the PG Committee recommendations, the Government instructions as contained
in letter dated 19th September, 2005 will remain in force. A copy of this letter is being sent to
all concerned

5. Guidelines for Admission & Registration - DNB
Programmes
The National Board of Examinations has laid down the ‘Guidelines for Admission –
DNB Programmes to enable Accredited Institutions enroll eligible DNB residents
in Broad & Super Specialties in a Fair, Transparent and Accountable manner. Heads
of Accredited hospitals / Institutions are to ensure that these Guidelines are strictly
complied with, in the interest of Trainees and Accredited Hospitals. These Guidelines
for Admission are applicable to and are to be complied with, by such recognized
medical colleges also, who wish to conduct DNB training in respective specialties
as per modified notification.
a) Accreditation & Admissions: Only those specialties who have been
accredited to the Board for DNB Training in respective specialties are
permitted to enroll allotted number of trainees for a maximum of 3, yearly
Academic sessions. Already Accredited specialties, who have completed
three years of their Accreditation SHOULD NOT enroll trainees for the
succeeding Academic Session until they have received the Board’s
Accreditation letter for the further period of Three years.
Enrolment of DNB trainees ‘In anticipation of group of grant Fresh/Renewal of
Accreditation’ is STRICTLY PROHIBITED. Such applications for Registration as
DNB trainees shall be summarily REJECTED.
Medical Colleges / Institutions recognized by the Medical Council of India for
Post Graduate / Post Doctoral Training may also enroll DNB trainees in respective
specialties, provided the specialty has surplus Faculty and will be able to maintain
the Teacher Trainee ratio of 1 : 1 each year. However, prior approval of the Board
is to be obtained by such Institutions, every year before enrolling DNB trainees.
Annexure 11 & 12 of these Guidelines is to be furnished to the Board while seeking
permission.
Academic Session : Hospitals / Institutions are to enroll DNB trainees each year,
only for the Academic session allotted to respective specialties. To elaborate, if the
Accreditation to the Board is from Jan’ 2008 to Dec’ 2010, enrolment of DNB trainees
in the specialty should be carried out for the January session only. Accredited
Specialties are required to strictly adhere to their respective Academic session
and enroll trainees only once a academic year. They should also refrain from enrolling
candidates for the July Academic session instead of the January session and ‘Vice
Versa’. Such admissions will not be entertained for registration to DNB course
applications rejected.
b) Admission in Super & Minor Broad Specialties : Notwithstanding, all other
aspects mentioned in these Guidelines, admissions to all Super Specialties
are to be carried out ONLY for

the January Academic session each year (before 15th February), as Final
(Theory) Exams in these specialties are held only once a year in the
month of December.
c) Eligibility & Duration of Training : For DNB training in Broad specialties,
only those Indian Medical graduates who have passed the Board’s CET
examination within the preceding Two calendar years shall be eligible for training
as Primary trainees, for a period of three years, against approved seats; i.e. for
admission in July 2010 (Candidates should have passed CET in any session
July 2008 onwards).
In Super Specialty courses, only those candidates who are in possession of
a Post Graduate Degree, (recognized by NBE / MCI) and who have qualified
the Board’s CET (Super Specialty) are eligible for training for a period of three
years, against approved seat(s).
d) Post PG Diploma (Secondary) seats : Accredited Hospitals, may
additionally, in Broad Specialties, enroll equal number of trainee(s) holding MCI
recognized Post Graduate Diplomas, for a period of two years in the same
specialty provided, they are taken as Senior Residents / Tutor / Registrar on a
teaching post with clinical responsibilities equivalent to that of Second year
residents. Such Secondary trainees are to be enrolled only against primary
trainees, either simultaneously or immediately after the CET qualified primary
trainee(s) have joined but not later then 14th August. PG Diploma trainees
enrolled in the absence of Primary trainee(s) SHALL NOT BE GRANTED
REGISTRATION.
5. In-Service trainees : As per Govt. of India’s norms, In-service candidates
belonging to regular service cadre like CHS, IRHS, OFMS, Organized Medical
Services of various Public Sectors / Hospitals / Other institutions can enroll
themselves as DNB trainees against approved seats, only if they fulfill the
eligibility criteria of the Board. Such trainees will have to obtain prior approval of
their Competent Authority for ‘Study Leave’ of appropriate duration before joining
the course.
NBE reserves its absolute rights to ensure compliance of guidelines/orders/
notifications/court orders/statutory instructions for regulations of admission and
conduct of DNB Course.
6. Splitting of seats : The seats allotted by the Board are for a yearly intake.
Hence, admissions should be carried out only once a year as per the Academic
session. Splitting of seats, (i.e. filling up one of the three seats in January session
and filling up the remaining two seats in the July session) is NOT PERMITTED.
7. Selection process : The candidates who are in possession of a valid DNB
CET Certificate and fulfill the prescribed eligibility criteria will apply to the NBE
accredited hospital or medical college for the purpose of securing admission
to DNB programme. All DNB training Institutions shall abide by the Board’s
norms and shall ensure that all admissions are done strictly in accordance to
the ‘Guidelines for admission to DNB programmes’ and other guidelines issued
from time to time and hosted in the Board’s website www.natboard.edu.in

The procedure for admission of DNB trainee(s) is as under :-
a) Accredited hospital/Institute shall issue advertisement with details of seats
available, valid accreditations, Stipend payable training charges etc.
b) The concerned Institute shall maintain a complete record of all applicant
candidates along with their contact details, which shall be submitted to
the Board’s office at the end of selection process (as per format enclosed).
c) The Institute concerned shall prepare a subject wise merit list based on
Marks obtained in CET equal to the number of seats available & an equal
number of candidates in order of merit in the wait list panel. The allocation
of seats shall be undertaken on merit-cum-choice basis.
d) There shall be no discrimination/preferential treatment in favor of /against
any applicant.
e) Constitutional provisions for reservation shall be applicable to individual govt.
institutions/state funded institutions.
8. Time frame / Schedule for enrolment : The following schedule for
admission which is indicative in nature may be adopted for respective Academic
sessions:-
· Date of Centralized Entrance Test : 2nd Sunday of June & December each year.
· Tentative date of Results : Four weeks from examination
· Advertisement to be published : Within one week of declaration of results.
· Last date for candidates to apply : i.e. 15th July & 15th January each year.
for Admission
· List of selected candidate as per merit : Within 15 days of selection
to be displayed by accredited institutes i.e. 31st July & 31st January.
· Candidates to join training within : Two weeks of display of results by the
Institution i.e. 14th February & 14th August each
year.
Heads of Institutions are to ensure that the Board’s guidelines for admission are
strictly complied with and the admission process is completed by the 14th February
& 14th August each year. Any delay in the admission process due to whatsoever
reason shall be the responsibility of the concerned institute and/or the candidate
concerned; there shall be no equity or claim against the Board to relax the eligibility
criteria for appearing in the Final exam/relaxing the period of training/alter cut-off
dates on any ground whatsoever.
9. Documentation of Selection : Each DNB training institution will be responsible
for the selection of suitable candidate(s) based on merit, in accordance to the
‘Guidelines for Admission to DNB Programme’, NBE-CET guidelines in force,
latest NBE Information Bulletins issued from time to time. The training institution
shall forward the following information as Annexure to the Board within 30 days
of the trainee’s enrolment, along with the Registrations forms: -
a) Details of advertisement/publicity notice for the selection process initiated
by the Institute along with copy of the same.

b) List of applicants who applied in response to such notice along with contact
details (telephone number, fax, e-mail, mobile number) (as per format
enclosed).
c) Offer letter issued to the selected Candidate along with detailed terms
and conditions of the Training, Time period given to the selected candidates
for joining the institution along with copy of the letter/agreement/terms &
conditions to be issued to the selected candidates.
d) Declaration of the Head of Institution.
e) Copy of Accreditation letter (for NBE Accredited Institutions)
f) Copy of MCI recognition letter (for MCI recognized Institutions)
g) Relevant Certificate to be issued under the Institution’s letter head. (as
per Format 1- 6)
10. Candidate’s Registration : The enrolled trainee’s Registration Form duly
filled be sent to the Board, with all enclosures (duly attested by a Gazetted
officer), Annexure & relevant forms (duly checked, verified & Signed), immediately
on the candidate’s enrolment, to facilitate his / her Registration by the NBE.
Registration forms sent to the Board after 15th March and 15th September for the
January and July sessions respectively shall not be considered. The Registration
Form can be downloaded from the website of the National Board of Examinations
www.natboard.edu.in.
11. Vacant seats : 1st year seats vacated on the resignation of trainees, are to be
filled up latest by the 15th March & 15th September for the January & July
academic sessions respectively. Seats vacated after these cut-off dates
are NOT to be filled up and shall remain vacant for the rest of the academic
year. Carrying forward of such vacant seats into the next academic year
is NOT PERMITTED.
12. Training Charges : Training charges, as per terms & conditions stated below
shall be collected from DNB trainee(s) each year, as per the item heads specified.
a) It is not mandatory or binding on the institutes to charge maximum fees or
any part thereof from the trainee resident doctors.
b) The institutes concerned cannot charge any fees or an amount in any form,
over and above the ceiling amounts prescribed below:-
(1) Tuition fees - Rs. 15,000
(2) Library fees - Rs. 5,000
(3) Annual Appraisal fees - Rs. 10,000
(4) Accommodation charges - Rs. 10,000
(5) Guest Lecture & Seminar fees / NBE CME - Rs. 10,000

(i) Library Fees – Rs.5,000/-. Institute can charge library fees if, the
library facilities so provided have subscription to at least 2 paid
online journals, provides for computer and Internet facilities and
latest provision of all types of textbooks in the specialty concerned.
Library facility should be provisioned for reasonable number of
hours so as to accommodate the DNB resident doctors.
(ii) Accommodation Charges -These charges may be levied if a
candidate opts for campus accommodation provided by the
institution concerned.
(iii) Guest Lecture and Seminar Fees - These charges may be levied
subjected to the specified number of activities carried out in by
the institutes.
c) The accredited institutions cannot charge any other fees like Capitation
fees, Security deposit, Security Bond, Caution Bond in the form of Cash,
Fixed Deposit, Bank Guarantee, agreement by any Instrument whatsoever.

i) It may be noted that the fee collected from candidates is retained & utilised
by hospital/Institute concerned. NBE does note share/charges utilize any
amount of fee (Training submitted by the candidates to the hospital).
13. Stipend / Remuneration: Payment of Monthly Stipend is Mandatory. An
Accredited hospital will pay each trainee (both Post MBBS & Post Diploma)
a minimum monthly stipend equivalent to the sum paid to MD/MS/DM/MCh
trainees by respective State Govts., in institutions owned by them, or, as
mentioned below, whichever is HIGHER.:-
Programme 1st year 2nd year 3rd year
Broad Specialties Rs. 10,000 Rs. 11,000 Rs. 12,000
Super Specialties Rs. 14,000 Rs. 15,000 Rs. 16,000
However, DNB trainees in Delhi should be paid a minimum monthly stipend as per
Clause 9(b) above or Rs. 19,000/-, whichever is HIGHER. Parity to the stipend
paid by respective State Govts., should be maintained as when rates of stipend are
revised by State Govts., It is also desirable that the Hospital provides
accommodation to their trainees in addition to their stipend. A compliance statement
to this effect has to be furnished by the institute while forwarding the candidate
registration form. NBE has no objection to the payment of a sum exceeding the
amount stipulated, according to the stature of the institution and work load of the
trainees.
The above stated stipend policy has been duly approved by the Hon’ble High Court
of Delhi at New Delhi.
14. Leave for DNB trainees : A DNB trainee can avail 20 days in a calendar year,
excluding one day weekly off. In addition, female trainees may be permitted a
Maternity leave not exceeding 90 days once during the entire duration of the
course, while Male candidates may be allowed Paternity leave of One week.
No kind of Study Leave is permissible to DNB trainees. However, trainees
may be allowed an academic leave of 14 days across the three years training
programme to attend Conferences / Seminars only. Under normal
circumstances leave of one year should not be a carried forward to the next
year, however, in exceptional cases like prolonged illness or any meritorious
grounds, the leave across the training programme may be clubbed together.
Any other leave other than the above is not permissible and shall lead to the
extension of the course. The institute shall abide by the Board guidelines issued
from time to time in this regard.
15. Migration: Migration of candidates for one hospital to another is not permitted.
16. Thesis Protocol: Thesis Protocol of all DNB trainees, both Broad & Super
Specialties, be sent to the Board, within three months of their enrolment.
Dissertation, along with the Thesis fees is to be sent to the Board at least Six
months prior to the trainee’s Final (Theory) examination.

The thesis protocol submission form must be written in the prescribed format,
the same is available at the website of NBE www.natboard.in. The thesis
protocol has to be approved by the Research and Ethics Committee of the
hospital concerned. One faculty member/consultant will supervise only one
DNB trainee in an admission year.
17. Training in Basic Sciences : In addition to the training offered in the specialty,
the hospital will also provide training in Basic Sciences & Allied subjects of the
concerned specialty by way of a mandatory One month rotation posting each
year in the Hospital’s Laboratory so as to enable the DNB trainees to gain
invaluable knowledge in subjects like Anatomy, Pathology, Histapathology,
Biochemistry, Microbiology, Genetics etc.,
18. Library facilities : The minimal learning resources for the DNB trainee(s) in
respective specialty shall be as follows:-
Standard latest editions of Post Graduate text books in the subject.
Internet access to trainees with institutional subscription to e-libraries
and journals (like DELNET etc), full set of NBE’s DVD learning
materials.
Journals in the subject (at least one international and one national).
The Library should be accessible on all days except national holidays
and for at least 12 hours each day.
19. Satellite transmission : Every Training institution enrolling DNB trainees shall
install a KU Band Digital Satellite Receiver & Antenna, either with LAN Interface
or with an USB Port, in the Hospital and enable all DNB trainees to view the
Board’s Satellite transmission programmes that are telecast in collaboration
with the Indira Gandhi National Open University, on Gyan Darshan II channel
every Thursday from 2.30 pm to 7.30 pm. All Accredited institutions are to ensure
that their DNB trainees participate in these sessions regularly and records are
maintained in their Log books.
20. Teaching Beds : The hospital will earmark 30% of the beds in the specialty as
‘General (Teaching) beds’. General Beds are those earmarked beds / cases
whose patients are to be looked after by DNB trainee(s) under the supervision
of Consultants and charged ‘at cost’ only, with no special fees or profit.
21. Faculty : No changes in the faculty are to be made within the period of
Accreditation. However, under extreme circumstances if the Faculty/Guide
present at the time of inspection is to be replaced, the same may be carried out
within one month, only under intimation to the Board; The institute shall abide
and inform the Board about any changes in Faculty / Guide position within one
month. All the consultants shown as Faculty members should spend 8 to 10
hours per week in teaching DNB trainees.
22. Assesment of Trainees : The hospital shall conduct annual assessment tests
of its DNB trainees in respective specialties. The assessment would cover
theoretical knowledge, clinical skills procedural skills, communication skills,

knowledge of health care system, ethical & legal issues. Yearly Semester-wise
(6 monthly) assessment of the knowledge of DNB trainees by formal Structured
short essay type (10) questions. The exams will be conducted by institutions
under supervision of Local Appraisers appointed by NBE. Remuneration for
Local Appraisers shall be paid by the Training Institution from the Training charges
collected under the para 12 (b) above. If it is found that a Training institution is
not getting its Yearly Appraisal done, the Board shall actively consider withdrawing
provisional accreditation granted to such an institution. The Board reserves its
right to seek any information from concerned institution on any aspect pertaining
to the DNB programme.
