As an enrolled agent and tax expert federally licensed to represent taxpayers before the IRS, I am writing to you today
to ask you to co-sponsor the Electronic Signature Standards Act (S. 1074/H.R. 3153).

This simple, commonsense bill would require the Secretary of the Treasury to publish guidance on establishing
uniform standards and procedures for the acceptance of electronic signatures for powers of attorney and disclosure
authorizations.

Electronic signatures provide a convenient option for small businesses and individual taxpayers in complying with the
requirements of the tax system. More filing options for taxpayers means less burden for taxpayers and practitioners.
Additionally, the identity verification requirements of private electronic signature solutions provide a level of security
that is not present when using ink signatures. Electronic signatures would be password protected and would also
require two factor authentication.

Having the ability to use electronic signatures would also save time for enrolled agents and their clients. The first step
toward a reformed, more efficient online authorization is through the implementation of electronic signatures to be
used to streamline third-party disclosure authorizations and powers of attorney for enrolled agents, CPAs, and
attorneys.
