PINAMALAYAN BUSINESS CLASS HOTEL AND RESORT

An Eco-social Logic of Sustainable Architecture

I. INTRODUCTION
a. Background of the Study

Pinamalayan as Soon-to-be City

Presently, Pinamalayan is identified as one of the three major growth centers


of the province together with Calapan City and Roxas. It is classified as a First
Class Municipality by virtue of DOF Department Order No. 20-05 as implemented
by BLGF Memorandum Circular No. 01-M (43) 05 issued on January 31, 2006.
The municipalitys strategic location (being at the center of the province), its well-
planned Urban Core, the presence of the Intra-Regional Transport, its high
agricultural potentials and the high percentage of available labor force spell the
advantage necessary for sustainable development strategies. Its physical environment
and socio-economic accomplishments are efficient starting points from which
development efforts may be linked with. Having the best planned Poblacion in
Oriental Mindoro, Pinamalayan with its grid-pattern of roads at 20-meter wide right-
of-way in major segments can still absorb further urban growth andremains a model
in town planning.

With its current state of economy and development, Pinamalayan is vying to


become the second city in the Province of Oriental Mindoro.
PInamalayan as Tourism Destination

Pinamalayans approach to tourism through promotion of Investment Tourism


boosted growth in trade & industry, producing more tourist-investors in the
municipality, thus resulting to an increasing need for added tourism-support facilities.

There are 34 man-made tourism-oriented facilities in the municipality, 4 of


which are cultural and historical landmarks, 14 are hotels and resorts, 8 are
restaurants and the 8 others are transport facilities.

There are 2 natural tourism attractions in the municipality, the Cawacawa


Falls and the Marayos Falls, which still need to be developed, preserved and
maintained.

Pinamalayan offers a variety of tourist attractions and destinations. The


municipality has an inland resort (Bgy. Rosario), white beaches (Pili, Ranzo and Banilad),
panoramic mountains, waterfalls, clean rivers, green farms and forest. Tourists can
engage in various activities like swimming, banca riding and fishing.

They can also visit a Mangyan settlement in Barangay Sabang and interact with
their way of life. Native crafts made by Mangyans from barks of trees, rattan, nito and
bamboo can be purchased in the municipality.

The growing number of investments in hotels and resorts reflects


Pinamalayans economic development and the local private sectors investment
capacity.

Pinamalayan as Culture-oriented Place

Bahaghari Festival. Tracing its roots from the mythical founding of


Pinamalayan, the Bahaghari Festival is a reflection of the first Pinamaleos joy
and thanksgiving for the divine guidance of a rainbow that guided them through a
raging sea towards a land of promise and bounty. The Bahaghari Festival is held
during the warm summer months of March and April (Town Fiesta, 25th of April),
right after the harvest season. Aside from the festivals historical significance, locals
also celebrate their bountiful agricultural yield and see the celebration as the perfect
opportunity to show their appreciation for all the blessings of the previous year.
This Celebration of Colors represents the vivid flavours of Pinamalayan that are
as varied and mesmerizing as that of a rainbow. The various activities includes Grand
Opening Parade, Bahaghari Grand Parade of Colors, Bangkaton, Saranggola ng
Hari Kite Flying Contest, Inter-Commercial Basketball Tournament, Cultural Night,
Senior Citizens Night, Barangay Night, Womens Night, Mangyan Day, Cycling
Competition, Marathon, Search form Mutya ng Pinamalayan, Grand Coronation Night,
Bahaghari Song Festival, Boxing at the Gym, Streetdance Competition, Mass Fluvial
Parade, Pistang Kristiyano, Agro- Trade Fair, Fun Ride/Fun Run, Variety Show

Centurion Festival. The Centurion Festival has evolved into an event thats uniquely
Pinamalayan colorful, fun and tourist-centric. Summer is the only time of the year where
one may walk among living, breathing praetorians and have their picture taken with these
larger-than-life characters garbed in rainbow hues as they take to the streets for one
whole week. The festival shall culminate in a contest where the best-garbed and most
convincing Centurion shall bag the much coveted grand prize.

Bahaghari Lantern Festival. Twinkle, twinkle biggest stars! Cool December nights
are set ablaze as Pinamalayan lights up in yards upon yards of Tivoli lights and
the biggest, brightest and most creative lanterns this side of the archipelago. The best
way to immortalize the grandeur is through the lens of the video camera.
b. Justification

The Regional Tourism Master Plan of Southern Tagalog has envisioned Oriental
Mindoro as an island paradise focusing on the sustainable development of its eco-
tourism sites as well as its various historical, cultural and archaeological features.
Further, its goal is to develop tourism in a manner that preserves the values and ways of
the local people including indigenous communities. Included in the tourism priorities for
Oriental Mindoro are the following: Mount Halcon in Baco, Lake Naujan, Bulalacao and
the establishment of a convention center in Pinamalayan.

Tourism-oriented facilities need to further be improved, however. There are very


few hotels and lodging houses where visitors can stay. Second, there is an
absence of entertainment, sports and recreation sites where one can while away the time
or relax during the night.

PInamalayan is a first class municipality in Oriental Mindoro. It will soon be a city


and population is the only thing they are waiting in order to be officially city. If that
happened, it will be the second city in the province next to the current capital which is the
City of Calapan. Based on the Community Based Monitoring System second round
survey of 2014, the population of the said municipality is 83, 987 and has annual growth
rate of 2.06 percent between the two censal years conducted on 2008 and 2014. The
historical population growth trend is shown below.

By the year 2023, it is projected that the municipality will gain its population of a
hundred thousand which will make the town a city. When this happens, more and more
investors will be attracted to the place and soon enough more exposure to the tourism
potentials of the town. It will soon be developed according to the development plans. The

HLURB Guidelines.
Pinamalayan is one of the identified provincial growth centers and is
extremely well positioned to be such. Its highly strategic location, being at the center
of the province, augurs well for the development of facilities to service the
surrounding municipalities. Current and proposed projects, as identified by several
private and government sector plans, further strengthen the municipalitys position as a
significant hub. Projects that will accelerate development in the municipality include
the establishment of a Convention Center as stipulated in the Southern Tagalog
Tourism Master Plan, improvement of the airport in Pambisan Munti, proposed direct link
to Manila via the Supercat, etc.

c. Research Topic background

The research topic came after the municipalitys Priority Investment Areas stated
in their Comprehensive Land Use Plan. Investment for business class hotels are
encourage by the municipality because of its tourism potential and its strategic location.
There are existing small scale hotels and beach resorts in the municipality that offers
good adventure and relaxation.
Being able to experience the life at Pinamalayan, the researcher witnesses the
great potential of the municipality to be a city of tourism destination. It offers variety of
attractions and destinations ranging from water-oriented, upland, cultural events,
indigenous community villages, and so on. Pinamalayan, if the place is to be developed,
it can reach a level enough to tie with Puerto Galera in the northern part of the same
province.

d. Envisioned Development/Development Proposal

The proposed business class hotel and resort is envisioned to be the prime hotel
and resort in the municipality and even in the whole province. The hotel will accommodate
a tourists majorly of businessmen and investors. Spaces like convention halls, meeting
rooms, conference rooms will support the hotel aside from its guest rooms. Offering a
beach resort will need a water sport facilities. Commercial areas like restaurants and
souvenir shops will support the entire development.
Architecturally, the hotel and resort development will incorporate the eco-social
logic of sustainable architecture. It will be designed to so that it embodies the expresses
the notion of a social and ecological community in which democratic values such as full
participation and freedom. In the idealized vernacular image, the identifiable community
is assumed to be healthy, democratic, and self-sufficient with a clear sense of identity and
belonging: happy people living in a happy cooperation with one another. Like the people,
the buildings cooperate with each other in collectively making a place with eually clear
sense of identity and difference.

II. Objectives

a. To design a prime tourist destination in the province of Oriental Mindoro. Having


an unexplored beauty, the municipality of Pinamalayan has great vast lands
suitable for a large scale hotel and resort which can accommodate a huge number
of guests.

b. To promote the natural, cultural, and agricultural resources of Pinamalayan. The


said municipality is also envisioned to be the trading hub and food basket of the
region. It offers a variety of products like coconut, rice, banana, etc. cultural
resources are also exposed to the guests as well as the natural ones.

c. To create a sense of identity and pride to the place. Having their celebrated
Bahaghari Festival, where all colours everywhere, the design of the development
aims to integrate it to reflect the multicultural being of the municipality.
