To improve the ability to respond to the needs of schools, teachers, and students, the
Department of Education (DepEd), in accordance with Executive Order (EO) 366 issued
in 2004, issued DepEd Order No. 52, s. 2015 entitled New Organizational Structures of
the Central, Regional, and Schools Division Offices of the Department of Education.
Given the changes in the organizational structures and functions of DepEd offices,
the Division Office of Pampanga already completedits transition and operation in the
rationalized structures.
In the Rationalization Program of DepEd, Senior Education Program Specialist
(SEPS) is one of the new positions in the Division Office. Considering that the Division
Office of Pampanga is a large Division, it has four (4) items for SEPS as follows: 1) SEPS
Human Resource Development (HRD); 2) SEPS Planning and Research (P&R); 3)
SEPS School Management Monitoring and Evaluation(SMM&E); and 4) SEPS
Social Mobilization and Networking (SM&N).
As SEPS of Social Mobilization and Networking, my job purposeis to provide
technical support to schools and learning centers by strengthening and sustaining
relationships and collaboration of education partners and stakeholders, and mobilizing
resources and providing technical assistance to support special programs and projects
towards increasing access and enhancing the delivery of quality basic education.
In accomplishing my job purpose, I need to do the following duties and
responsibilities (my major tasks):
1) Prepare and implement advocacy campaign programs to increase awareness of
stakeholders and gather resource support for basic education; 2) Monitor progress and
outcome of projects and partners to identify areas for continuous improvement and
sustaining partnerships and submit report to the Schools Division Superintendent
(SDS); 3) Prepare final draft of partnership proposals for recommendation to the SDS;
4) Prepares final draft of Memorandum of Agreement (MOA) / Memorandum of
Understanding (MOU) for recommendation to the SDS; 5) Finalize write up and provide
updates to stakeholders on the status and progress of programs and projects to provide
feedback and generate continuous support; 6) Prepare and submit Report on Programs
supported by stakeholders (existing and new ones) to the management of the schools
division as feedback on the progress and status of the program as well as the resource
requirements of school; 7) Prepare and provide Final Report of Accomplishments of
Programs supported by stakeholders to provide feedback and generate continuous
support; 8) Monitor and endure implementation of policies, standards, and guidelines
for outcomes-focused resource mobilization to maintain the integrity and credibility of
the schools division to its partners and stakeholders; 9) Design approach and method
for monitoring implementation of programs and projects focused on resource
mobilization and submit report to management to provide feedback and generate
continuous support; 10) Conduct Action Research (AR) on factors contributing to
successful participation and provision of resources for school governance; and 11)
Provide Technical Assistance (TA) to schools and learning centers by responding to the
identified needs of the schools and learning centers in relation to social mobilization and
governance and operations.
As a novice in this field, at first, I am so confused of what to do. But then, by reading
different DepEd Memorandum and DepEd Orders and by attending different seminars
about my work as SEPS I have learned so many things and was able to cope up with my
confusions. By this time, I know that I am doing my duties and responsibilities well as
SEPS of Social Mobilization and Networking.
To all Senior Education Program Specialist out there, reflect. Try to ask yourself,
How clear to me are my tasksas SEPS? and As SEPS, am I doing my tasks correctly?
