Concerning: International sales of Nuclear Material

Submitted by: Japan

Preamble:

(1). Understands that the Fukushima incident has caused some countries to change their position
on nuclear energy

(2). Feels that countries should rely less on nuclear energy

(3). Recognizes that International Atomic Energy Agency (IAEA) as the organisation which has
been regulating the use of Nuclear power in the world (both energy AND weapons). This is a
problem as:

i. it cumbersome for the agency to monitor a countries nuclear activities AND


safe use of nuclear power, hence it may not be able to monitor efficiently.

(4). Alarmed that IAEA only recommends safety requirements and countries are not required to
comply and hence accidents are more likely to occur.

(5). Also recognizes the impact of the negative impacts caused by the Fukushima incident such as:
a. Damage in aquatic life
b. Humans with higher doses of radiations will be prone to diseases such as cancer

(6). Concluding that perhaps the best way to prevent anymore incidents like Fukushima is to
create measures for countries to be prepared for any possible incidences that may occur.

Operative Clauses:

(1). Calls upon splitting IAEA into two separate agencies:


a. International Nuclear Peace Agency (INPA) which focuses on the monitoring of
nuclear uses around the world, preventing countries from producing nuclear weapons
b. International Nuclear Safety Agency (INSA) which focuses on the monitoring of safe
nuclear use around the world.
(2). Implement mandatory regulations which countries who have signed the resolution must
comply. This includes:
a. Monthly nuclear disasters drills for both the public and the workers within the plant
b. Regular maintenance and replacement of equipment to ensure that plants are
functioning at optimum level.

(3). Requires countries to be subjected to yearly test done by the agency. Based on how well the
country performs, regulations on the country may be stricter or more lenient [refer to point 2].
These tests include:
a. Testing of equipment with multiple criteria such as responsiveness and accuracy of
apparatus among other things.
b. Simulations of the worst case scenario that may occur in that country based on its
geographical hazards.

(4). Requires countries to report to the agency when they desire to build a nuclear plant. The
construction of the plant must follow a number of criteria such as whether the plant would be
near the vicinity of humans (to prevent from causing harm to them in case of nuclear
problems) and so on.

(5). Assign scientists from multiple countries to research on safer methods of producing
renewable energy, allowing countries to rely less on nuclear power.

(6). Declares that countries that disobey any decision by the NMDA face in order of severity:
a. Moral condemnation from ALL country members
b. Sanctions placed on exports and an embargo on sale of uranium

(7). Requests that all member states support the organisation by:
a. Abiding by any decisions made
b. Offer financial and military aid when required
c. Accept a tax placed on all sales to cover administrative costs
