O R D E R:

In the reference 1st red above, the District collector, Nellore has reported
that certain Engineering officials have committed certain irregularities in submission
of proposals for getting administrative sanction under FDR 10/2001, works in Nellore
District.

In the reference 2nd to 3rd read above, Government have constituted a three
member committee and directed to enquire into details of the irregularities
committed by the Irrigation officials of Nellore district. The committed has enquired
and submitted report. In the reference 4th read above the consultant, Guntur and
Nellore district was directed to go into the irregularities in the execution of FDR and
MR works in Nellore district and submit report on the specific irregularities taken
place together with the names of the erring officials. The consultant, Guntur and
Nellore district has submitted his detailed report to the Government.

After detailed examination of the report , ,Government have decided to

initiate disciplinary action against the following engineering officials and served the
article of charges vide reference 6th read above, and obtained their explanations:

In the reference 7th read above, after examining the written statements of
defence submitted by the charged officers, it has been decided to entrust the case to
the Commissioner of Inquiries, and orders were issued appointing Sri
S.Satyanarayana, Member, Commissioner of Inquiries as Inquiring Authority to
Inquire into the charges framed against the above Charged officers. But the Inquiry
could not be conducted due to expiry of term of Inquiry officer. Subsequently, in the
reference 9th read above, Government have issued orders appointing Sri Janak Raj,
IPS(Retd), Member, Commissioner of Inquiries as Inquiring Authority in place of Sri S.
Satyanarayhana, Member, Commissioner of Inquiries to conduct the departmental
inquiry on the charges framed against framed against Sri M. Penchalaiah, Executive
Engineer (Retd.) and other Engineering officials.

In the reference 11th read above, the Inquiring authority has submitted
detailed inquiry report on the charges framed against all the charged officers.

Government after careful examination of the matter have decided to drop

further action against Sri M. Penchalaiah, Executive Engineer(Retd.) and other
officers. Accordingly further action is hereby dropped against Sri M. Penchalaiah,
Executive Engineer (Retd.) and other said Engineering officials.

The Engineer-In-Chief (Administration Wing) is requested to take necessary

action accordingly.
