B. Eligibility Criteria

1 Qualifying criteria shall be as per clause No.3 the attached Additional Special Conditions.

C. Special Conditions and Checklist for bidders

1 Tenderers are advised to quote their GSTIN number while quoting the tender.

2 Tenderers are advised to quote HSN code or accounting code of service while quoting the tender.

3 In case the successful tenderer is not liable to be registered under CGST/IGST/UTGST/SGST Act, the railway shall deduct the applicable GST from his/their bills under reverse charge
mechanism - RCM - and deposit the same to the concerned tax authority.

4 The firms are advised to indicate the GST if any that have to be paid separately on freight, failing which no GST will be reimbursed on freight charges. With regard to installation charges, firm
have to indicate the appropriate rate of GST to be paid. Presently, ICF is exempted from payment of service tax and in case GST is not exempted on the installation charges for ICF, the same
will be reimbursed to the firm.

5 SVC is applicable on all statutory levies such as duties, taxes, etc. during the original currency of contract, subject to production of documentary evidence.

6 Tenderers to please note that this tender is a clubbed tender of six items. Tenderers to quote their rates separately for each item.

7 All the bidders/tenderers should ensure that they are GST compliant and their quoted tax structure/rates are as per GST law.

8 If you are not a MSE or a consortia of MSEs formed by NSIC, please indicate percentage of sub contracts in execution of this tender that will be from Micro and Small Enterprise in percent of
order value with further breakup of MSE owned by SC/ST. Information will be provided in terms with 6 fileds Micro owned by SC, Micro owned by ST, Micro owned by Others, Small
industry owned by SC, Small industry owned by ST, Small industry owned by Others

9 Purchaser shall be entitled to increase / decrease the order quantity by 30 percent anytime during the currency of the contract such that the contractor has reasonable time/notice for executing
such increase/decrease. The increase in quantity with respect to the tender quantity can be done even at the time of ordering and the tenderer shall be bound to accept the quantity so ordered
on the basis of his original offer. The purchaser shall be entitled to exercise plus 30 percent option in one or more than one installment as long as the total variation in quantity does not exceed
the limit of 30 percent of ordered quantity. Any increase of quantity under option clause after expiry of delivery period can be considered with the consent of the firm/contractor.

10 Inspection: As per Clause 9 of Additional Special Conditions.

11 Annual Maintenance Contract -AMC- is applicable as per Clause no.3.2.11 - Page-5 of ICF/MD/SPEC-327.

12 Additional Special Conditions applicable as per attached document.

13 The bidder agrees to supply the tendered stores at the rates quoted by him in accordance with the IRS Conditions of Contract and [or] special Conditions and [or] other Conditions
specified/attached with the tender.

14 Tenderers shall quote for supply and installation cost separately.

15 The bidder confirms that Rates and other financial terms quoted in relevant columns of financial bid will only be ruling terms for acceptance , and such terms quoted anywhere else should be
ignored. [Denial of this condition not recommended]
