Position Paper

Undoubtedly the civil war in Syria has lead to a mass conflict that has grown into
an international issue. The rise of the Islamic State of Iran and the Levant has caused
massive conflict with their claimed acts of terrorism with other states. This is the issue
that Ukraine wants to address in this council. Although the main conflict arises from the
civil war against the Assad Government, Ukraine deems that a civil war that is fought by
different camps and forces cannot be entered into force simultaneously, as this may cause
massive conflicts between friendly forces and also with enemy forces. However, one
thing is certain, if this council deems that it should give aid to the forces of the
Government of Syria, the fight against the ISIS should be first addressed.

It is clear that ISIS is an imminent and dangerous threat, the bombings and
atrocities that the ISIS has caused had already reached to the point wherein other States
need to participate to protect human life in general. To stress this point, ISIL has taken
control over 35% of Syrias territory and is vastly and immensely spreading their
influence and coverage to both western and eastern countries.

To this day, the Ukrainian government is ready to send its additional military
contribution to fight in the Syrian war. However, it stressed out the point that issues may
arise in cases of states that have political and territorial disputes and issues within each
other. A comprehensive and joint military plan is needed to safely combat these enemies.
This it the primordial concern of our President Petro Poroshenko. The possibility of clash
between the Russian and Ukrainian forces is imminent in the Syrian war. Ukraine hopes
that this would not occur in this situation by reason that the end and common goal is
clear. However, pre-existing issues may come about during the operation.

With regard to the issue of the Assad government and the conflict between the
Sunni Arab Rebel groups, Syrian Democratic Forces and the Salafi Jihadist groups,
Ukraine deems that the issue is not that of war but of political and diplomatic means. As
of the current moment, Ukraine deems that the UN Security council is in the best position
to address the issue.
