Pope County Lake Dardanelle Exercise

Pope County will partner with surrounding counties for a day of exercises involving
water rescue on Lake Dardanelle on July 22, 2017. The day will start at 8:00 am and will last
until 5:00 pm with a lunch break in the middle. Counties to be invited include.
Conway County Dive Team Yell County Dive Team
Johnson County Dive Team Yell County Mounted Patrol
Logan County Dive Team

Each group will be given the option to participate in five different exercises:
Stranded Boater- A subject has been ejected from his/her vessel to very shallow water
inaccessible to boats
Injuries on Island- Multiple casualties must be administered first aid and extricated
Boat Fire- A vessel has caught fire on the lake. The fire must be put out, vessel
dewatered, and towed back to shore.
Side Scan Sonar- Must find a notable object below the surface of the water and mark for
pick up.
Body Recovery- Must locate a test dummy below the surface of the water with the help
of their dive team.

After overviews and expectations, groups will be free to practice each exercise. Once
each group has had a chance to practice each station or 12:30 pm, we will break for lunch. Upon
arrival back from lunch, groups will be informed of the final exercise involving all six counties.
The large scale exercise will involve a multi-boat accident with injuries. The goal is for each
group to work with one another in a safe and controlled environment.
Once completed, each group will report back to shore where they will conduct after
action reports for themselves as well as the operation itself. If time permits, discussion points
will also be presented as a way to look forward and improve their departments as a whole.

Stranded Boater
Your department has just received a call that a person can be seen stationary in a shallow
part of the lake. The area in question in inaccessible to floating vessels due to this factor. It is
unknown at this time the state of the subject. A kayak is stranded and beer cans can be seen
floating the area. With the information at hand, it is believed that the man has flipped his kayak
while under the influence of alcohol.
Instructions
Locate the area and subject
Deploy a team to secure the subject and kayak
Bring him aboard your vessel
Bring the vessel and subject to shore

Injuries on Island
A family camping trip on a small island on the lake has turned disastrous after the
campsite they were camping at became infested with bees. In a panic, the family started flailing
around, attempting to make their way back to the shore. Out of the four members, two have
sustained only minor injuries while one has a broken leg from the scuffle and the other is
suffering an allergic reaction from the stings.
Instructions
Locate the area and subjects
Maneuver boat and personnel to position
Begin triage for subjects
Escort all subjects from the island

Boat Fire
A boat party became engulfed in flames shortly after the boat was left unattended on the
water when the owners left for more alcohol. Upon arriving on scene, they called the local 9-1-1
center and informed they believe high proof alcohol possibly ignited the fire. All subjects were
out of the boat at the time of the fire.
Instructions
Locate the boat
Secure the area
Extinguish the fire
Dewatered the boat
Bring the boat to shore

Side Scan Sonar


A group of fisherman were enjoying their day in separate boats. After a few minutes of
being in the water, one of the fisherman noticed that his boat began to take in water at a fast
pace. The subject quickly climbed aboard another boat before the boat sank to floor of the lake.
Instructions
Locate the area that the vessel went down
Use side scan sonar to mark the object so that it is ready for extrication

Body Recovery
Your local 9-1-1 agency has received multiple calls on a female standing on the edge of a
bridge looking as though she wants to jump. When law enforcement arrived to the female, she
quickly jumped into the water and was not seen again. The only description is that the female is
wearing a pink night gown.
Instructions
Deploy team to the area the female jumped
Ready and deploy divers to the area
Locate the female
Deploy Buoy

Boating Accident
On Fourth of July weekend, boaters were taking the opportunity to enjoy the nice
weather. A family of five was racing across the water in their party barge. The family was
distracted while operating the boat and did not see that they were on path to collide with a fishing
boat and its two occupants. Upon the collision, the two fishermen were thrown from the boat.
The family on the party barge had two children thrown from it who were not strong swimmers.
The status of the rest of family is unknown. The fishermens boat was sustained enough damage
to take on water and sank. All subjects involved in the accident are wearing lifejackets but the
lifejacket did not fit one of the children. She had slipped out of the jacket and drowned. One of
the fishermen was able to get to the shore to call for help.
Instruction
Coordinate with other groups about assigned tasks
Locate and tend to all subjects involved
Perform dive operations if necessary
Tow boat(s) back to shore
