SECTION - I GENERAL

1.0 PROJECT OUTLINE

1.1 GPH Ispat Limited (GPH) intends to install 800,000


900,000 tons per year (tpy) steelmaking and rolling mill
facilities at Chittagong, Bangladesh for production of bars and medium
sections.

2.0 INTENT OF SPECIFICATION

2.1 This specification covers design, engineering, preparation


of drawings, manufacture, assembly, testing, packing,
dispatch and supply of 6.6 kV indoor switchgear panels, control panels,
AC auxiliary power and DC control power supply equipment, 6.6/0.415
0.240 kV and 6.6/0.69 kV load centre step-down substations, taking
delivery of equipment, accessories & materials, transport to work site,
unloading, storage, preservation, installation, testing, commissioning
and performance testing with all materials, labour, tools, tackles,
handling equipment, testing equipment/kits, constructional plant,
temporary works, stores, office and other services and facilities, whether
of temporary or permanent nature as required for satisfactory and
reliable operation and guaranteed performance. This specification forms
a part of the tender documents and shall be read in conjunction with the
same.

3.0 COMPLETENESS AND RESPONSIBILITY OF TENDER

3.1 All items of equipment and accessories shall be complete


in all respects and any equipment, item/fittings or
accessories not specifically covered in this specification but essential for
proper design, installation, testing, commissioning, operation and
maintenance shall be included in the tender.

3.2 The Tenderer shall visit site, both prior to submitting his
offer as well as during execution stage, collect all
information and drawings/documents as required for his offer and
engineering, study the specification and satisfy himself thoroughly
regarding the workability and suitability of all items of equipment and
accessories and shall take full responsibility for the guaranteed smooth,
safe and satisfactory operation as well as reliable working of the
individual items of equipment and the system as a whole.

3.3 If the tenderer feels that any design data for the
equipment specified hereinafter are in his opinion
unsuitable, he shall indicate the same as per format given in Appendix -2
with reasons thereof and submit an alternative proposal on the basis of
the design, he considers suitable and capable of meeting the required
duty. However, such alternatives shall be subject to approval of the
Employer.

3.4 The dimensions and technical specification wherever


given in this specification are meant to be indicative and are
only for the purpose of estimation. The Tenderer shall design his
equipment on the basis of given specification, unless it is likely to
impose some restrictions on operation and/or equipment capability.

3.5 This specification is issued for procurement of the


specified plant and equipment from international sources.
In general, all major equipment shall be from reliable and reputed source
of supply. It shall be the responsibility of the Contractor to co -ordinate
the supply of equipment from different sources and execute the Contract
within the agreed time schedule.

3.6 All equipment, components and accessories shall have


valid type test certificates from internationally recognized
testing laboratories and shall have field use reference of at leas t five (5)
years, unless otherwise specified in the subsequent Sections /
Appendices.

3.7 The Employer reserves the right of selecting, approving or


rejecting the manufacturer of plant/equipment, instruments
and control or any other specialised item. The Contractor shall change
the rejected one and change to reputed sources and shall agree to supply
equipment of the particular make in the interest of standardisation, as
required.

4.0 GENERAL REQUIREMENTS

4.1 Standards

4.1.1 All units mentioned in this specification are in metric unit


system.

4.1.2 All electrical equipment and accessories covered by this


specification shall be designed, manufactured, tested,
installed and commissioned in accordance with the latest relevant
standards and codes of practices published by International Electro-
technical Commission (IEC) including their latest revisions/
amendments. Other recognized National and International Standards

viz., ANSI, BS, VDE, IEEE, DIN, NEC, NESC, NEMA, NFPA etc. Other
recognised National Standards of the countries of manufacturers,
including their latest revisions/amendments shall also be applicable
upon prior approval of Employer.

4.1.3 In general, all plant, equipment, machinery and


machinery components shall conform to British Standards
(BS), European Standards (EN), American Society for Testing and
Materials (ASTM) and Deutsches Institut fr Normung (DIN). Company
standards developed based on the relevant International Organisation for
Standardisation (ISO) or Standards of the National Standards Institution
of the country of origin or the code of practices followed by the
manufacturer may be used provided the product quality is assured to be
equal to or better than that obtained by adoption of ISO. In case any
revision is carried out in any standard developed by ISO, prior to
placement of order, such revised standards shall be adopted during
execution of order/Contract.

4.1.4 All equipment, accessories, cables, etc, covered in the


specification shall be designed, manufactured, tes ted,
erected and commissioned as per latest International Standards.

4.1.5 All equipment shall conform to the latest electricity rules


and regulations of the Government authorities of Bangladesh
as regards statutory requirements, safety, earthing and ot her essential
provisions specified therein for installation and operation of the plant.
All items of equipment shall also comply with the latest regulations of
Inspectorate of Factories, Pollution Control Boards and other applicable
statutory bodies of Government of Bangladesh and the Local State
Government, as applicable. Nothing shall be construed to relieve the
Contractor of this responsibility.

4.1.6 All equipment shall comply with the statutory


requirements of the Government of Bangladesh and the
Local Government of the State, where the equipment will be installed.
Nothing shall be construed to relieve the Contractor of this
responsibility.

4.1.7 The installation shall have to be approved by appropriate


statutory Government Authorities like Electrical Inspector,
Factory Inspector, Insurance Officials, etc and other concerned agencies,
as required by regulations. Any modification in the equipment or
installation that may be demanded by them shall have to be carried out
by the successful tenderer at no extra cost to the Employer. The

successful tenderer shall take all necessary steps to get the installation
approved by all the appropriate authorities including above for the
equipment supplied by him and will assist the Employer in all necessary
formalities and follow-up, for obtaining the necessary approvals.

4.1.8 In cases where the offer deviates from the specified


standards, the tenderer shall indicate clearly in his offer the
standards proposed to be adopted by him along with details the reof and
the reasons for the deviation as per format given in Appendix -2. The
proposed standard should be equivalent or of higher quality than
specified in the tender document.

4.2 Accessibility and interchangeability

All working parts, as far as possible, shall be arranged for


convenience of operation, inspection, lubrication and ease of
replacement/maintenance with minimum downtime and in a safe
manner. Maintenance platforms/access platforms shall be provided in
the design and tenderer to specifically inform the Employer in case any
equipment is difficult to approach for operation and maintenance. All
like parts on equipment furnished, or on duplicate equipment, are to be
interchangeable.

4.3 Quality and Workmanship

Workmanship and materials of equipment and facilities


offered by the tenderer shall be of good commercial quality suitable for
the purpose intended and in accordance with the highest international
standards and practices for equipment of the class covered by the
specification.

4.4 Safety and Positive Isolation

4.4.1 The Tenderer will carry out process safety and risk
analysis of the facility for layout, equipment, process,
operation and inspection of product & equipment along with associated
facilities.

4.4.2 All equipment shall be complete with approved safety


devices with provision for safe access of personnel to
and around equipment for operation and maintenance functions.

4.4.3 All electrical equipment shall be complete with approved


safety devices wherever a potential hazard to personnel
exists with provision for safe access of personnel to and around
equipment for operation and maintenance functions.

4.4.4 The design shall include all reasonable precautions and


provisions for the safety of operating and maintenance
personnel. These shall include not only those furnished with elements of
machinery, but also the additional covers, coupling, belt, gear and chain
guards, crossovers, stairways, ladders, platforms, hand rails etc which
are necessary for safe operation of the plant.

4.4.5 The tenderer shall incorporate in his design all the


necessary equipment that may be required for positive
isolation of the energy sources (electrical, hydraulic, lubrication,
pneumatic, mechanical etc.) of the machine/equipment before ca rrying
out maintenance/operation jobs on the machine/equipment.

4.4.6 Special care shall be taken to make enclosed equipment


proof against entry of rats, lizards and other creeping
reptiles which may create electrical short-circuit inside live equipment.

4.4.7 Continuity of power supply is the first consideration and


the design shall be such as to provide facilities to simplify
inspection, testing, maintenance, cleaning and repair at site.

4.4.8 All necessary precautions shall be taken by the


successful tenderer to prevent damages to buildings,
structures, installed equipment, cables and lines and shall make good
free of charge any damage caused by him. Adequate safety measures
shall be taken by the successful tenderer while working in energised
installations and shall take full responsibility of the safety of personnel
deployed by him as well as ensure smooth operation of energised
equipment, cable and lines. Employer will not be liable for any accident
to the Contractors personnel. All recommended safety procedures and
practices in electrical work shall be followed.

4.5 Special Site Conditions

4.5.1 All equipment shall be designed for operation in tropical


climate subject to heavy rainfall as experienced in
Bangladesh with an ambient air temperature of 45 0 C maximum and 40 0 C
average over 24 hours. The derating of all equipment shall be done for
an ambient temperature of 45 0 C unless a higher ambient is specifically
stated in the technical specification. The equipment and apparatus to be
installed outdoor, subject to direct incidence of sun rays, shall be
designed for operation at maximum ambient temperature of 50 0 C.
Maximum monthly mean relative humidity is 88 per cent which shall
also be taken into consideration for design of equipment. The tenderer
shall offer all electronic equipment suitable for these site conditions.

4.5.2 Soil temperature at 1.1 metre depth shall be 30 0 C and soil


thermal resistivity shall be 1.5 0 C m/W.

4.5.3 All equipment and accessories shall also be designed to


operate successfully in chemically corrosive metal dust laden
atmosphere normally experienced in and around steel plants.

4.5.4 Between May and November low lying areas are subject to
flooding. The ground floor level of substation buildings as
well as plinth/support structure levels of equipment located outdoor
shall be designed considering one (1) metre flood level.

4.5.5 The project area is designated as zone of moderate intensity


for earthquakes. The seismic factor is 0.2 g.

4.5.6 The area is subject to high winds of typhoon strength.


Maximum wind velocity of 160 kM/hr shall be considered.
Minimum wind velocity of 3.2 kM/hr shall be considered.

4.5.7 Solar radiation of 100 mW/sq.cm shall be considered in the


design.

4.5.8 Isokeraunic level of 80 shall be considered in the design.

4.5.9 The information as given above is solely for the general


assistance of Bidders and no responsibility for it will be
accepted nor will any claim based on this be considered.

4.6 Environment Protection

4.6.1 The tenderer shall comply with all applicable


environmental regulations including stack emissions,
work place dust emission, work place noise level, etc. The tenderer shall
clearly specify in his offer the equipment offered by him specifically for
environmental protection.

4.6.2 Noise Abatement: Suitable noise abatement devices shall


be provided to restrict the noise levels in working areas
within 85 dB(A) at a distance of 1 m from the noise emitting sources. The
Performance Guarantee (PG) test will be carried out as per the
instructions given by International Electrotechnical Commission,
IEC:60179. The methods of evaluating noise levels shall be as per the
International Standards Organization (ISO), ISO:532. For assessing
annoyance of noise, the noise rating curves as per ISO:1996 shall be
used. For airborne noise emitted by rotating electrical machinery,
ISO:1680, Part-I may be followed.

5.0 OTHER REQUIREMENTS

5.1 Painting

All items of equipment and materials shall be thoroughly


cleaned and painted. Shade of finish coat to be applied for equipment
shall be selected with prior approval from Employer.

5.2 Lubrication

5.2.1 All equipment shall be provided with proper lubrication of


all parts requiring the same and the fittings and equipment
necessary for carrying out satisfactory lubrication during the operating
life span shall be included.

5.2.2 However, all equipment shall preferably be lubricated,


suitable for life, in the manufacturer's shop prior to
despatch.

5.3 Utilities

5.3.1 The following standard voltages shall be adopted:

5.3.1.1 6.6 kV, 3phase, 50 Hz, noneffectively earthed system with


fault level of 31.5 kA.

5.3.1.2 415 V, 3-phase, 4-wire, 50 Hz, effectively earthed system


with fault level of 50 kA.

5.3.1.3 240 V, 1-phase, 2-wire, 50 Hz, one lead earthed system.

5.3.1.4 110 V DC control circuit voltage, unearthed system.

5.3.1.5 All equipment shall be designed for smooth and trouble


free operation considering +10% to 10% voltage variation
and +3% to -3% frequency variation.

5.4 Name Plate

Each equipment shall be provided with a name plate


installed at a convenient location indicating equipment number,
capacity, other operating parameters etc.

5.5 Equipment Numbering System

The tenderer shall indicate equipment/component numbers


of all items being considered in the offer. Equipment numbering system
will be finalised in consultation with the Employer.

5.6 All supply items of equipment under the scope of this


specification will be inspected by the Employer / Employers
representatives as per relevant Inspection Procedure to be finalized
between the successful Tenderer and the Employer / Employers
representatives.

5.7 All correspondence, data, drawings, documents etc. shall


be in English language and all technical data shall be in
MKS units.

6.0 CONSTRUCTION POWER & WATER

6.1 The successful tenderer should arrange construction


power over DG sets. The Contractor shall lay suitable cables
from DG set to 415 V, 4-wire distribution switchboards to be provided by
him at the respective work sites. The cables will be laid underground
based on a route to be approved by the Employer / Employers
representatives. Cables crossing roads shall be duly protected by hume
pipes. The distribution switchboards shall have requisite number of
incoming and outgoing MCCB units and shall be provided with rain
canopy. The location of the switchboards shall be approved by the
Employer / Employers representatives. Outgoing cables from the
switchboards shall be laid in a logical manner to prevent interference
with movement of personnel and equipment as well as to comply with the
rules and regulations of the Government authorities of Bangladesh as
well as the Local State Government. The Contractor shall remove all
cables and the switchboards after completion of the work and re -instate
the ground to the previous condition.

6.2 The successful tenderer should arrange construction water


by tankers. The Contractor shall provide suitable connection
and lay pipe at the respective work sites and make a temporary
underground storage reservoir suitable for one days consumption. The
routing of pipe lines and location of water reservoir shall be approved by
the Employer / Employers representatives. The Contractor shall remov e
all pipe lines and reservoir after completion of the work and re -instate
the ground to the previous condition.

7.0 BRIEF DESCRIPTION OF THE POWER DISTRIBUTION


SYSTEM, BATTERY LIMITS AND TAKE OVER POINTS

7.1 The overall single line diagram of the power distribution


system for 6.6 kV load block distribution substations and
6.6/0.415-0.240 kV, 6.6 /0.69 kV load centre step-down substations is
shown in Drawing No. 28655-000-000-ELE-0034.

Power at 6.6 kV from the 6.6 kV switchboard located at


33/6.6 kV LBSS will be distributed to downstream 6.6 kV Load Block
Distribution Substation #1 (LBDS#1), 6.6 kV Load Block Distribution
Substation #2 (LBDS#2) as well as directly to 6.6/0.415-0.240 kV load
centre step-down substations (LCSS). 6.6 kV power from 6.6 kV
switchboards at respective LBDS will be further distributed to
downstream 6.6/0.415-0.240 kV load centre step-down substations as
well to 6.6 kV motors.

The low voltage consumers of various plant units will be fed


from 6.6/0.415-0.240 kV LCSS. At LCSS, the power will be stepped down
over 6.6/0.433-0.250 kV transformers and will be distributed from 415 -
240 V switchboards. For large heavy duty ladle cranes in steel melt shop,
6.6/0.69 kV crane LCSS are proposed to feed the DSL of SMS bays for
these cranes. At crane LCSS, the power will be stepped down over
6.6/0.720 kV transformers and will be distributed from 690 V
switchboards. The transformers and switchboards of LCSS will have
cable connectivity.

8.0 SCOPE OF WORK

8.1 The materials, equipment and services to be provided for


establishment of the 6.6 kV load block distribution
substations, 6.6/0.415-0.240 kV and 6.6/0.69 kV load centre step down
substations complete in all respects under this specification shall
include but not be limited to the following:

8.1.1 Design, engineering of all equipment and


materials, manufacture/fabrication, assembly, inspection,
packing, despatch and supply, taking delivery of equipment and
materials, accessories & materials, transport to work site, unloading ,
storage, preservation, erection/installation, testing, commissioning,
energisation and performance testing with all materials, labour, tools,
tackles, handling equipment, testing equipment/kits of the following at
respective location:

8.1.1.1 EAF Control Building

8.1.1.1.1 One No. single ended 6.6/0.415 -0.240 kV load centre


step down substation (LCSS) for EAF, LF and MMS complete
with all equipment and accessories as per Drawing No. 28655 -000-000-
ELE-0034 and section-III of this technical specification.

8.1.1.2 LBDS#1 and LCSS building beside Mill ECR


8.1.1.2.1 One set of 6.6 kV switchboard complete
with circuit breaker, CT, PT , on board relays, meters,
instruments, annunciation facias, indication lamps, controls, mimic etc.
as per Drawing No. 28655-000-000-ELE-0034 and section-II of this
technical specification.

8.1.1.2.2 One No. single ended 6.6/0.415 -0.240 kV load centre


step down substation (LCSS) for CCM complete with all
equipment and accessories as per Drawing No. 28655-000-000-ELE-0034
and section-III of this technical specification.

8.1.1.2.3 One No. single ended 6.6/0.415 -0.240 kV load centre


step down substation for WTP complete with all equipment
and accessories as per Drawing No. 28655-000-000-ELE-0034 and
section-III of this technical specification.

8.1.1.2.4 Cable glands as required for all cable feeders of 6.6 kV


switchboard, 415 V CCM and WTP load centre switchboard

8.1.1.2.5 One set of 240 V AC distribution board with incomer and


required outgoing feeders , 415/240 V auxiliary transformer
for AC auxiliary supply of 6.6 kV switchboard and LCSS as per section -IV
of this technical specification.

8.1.1.2.6 One set of 110 V Nickel-Cadmium battery bank with


battery chargers and DC distribution board for substation
DC control power supply.

8.1.1.2.7 One set of individual battery cell health monitoring system


including necessary cabling work.

8.1.1.3 LBDS#2 and LCSS room of air separation plant ECR

8.1.1.7.2 Cable glands as required for all cable feeders of 6.6 kV


motor control centre.

8.1.1.7.3 One set of 240 V AC distribution board with incomer and


required outgoing feeders , 415/240 V auxiliary transformer
for AC auxiliary supply of 6.6 kV switchboard and LCSS as per section -IV
of this technical specification.

8.1.1.7.4 One set of 110 V Nickel-Cadmium battery bank with


battery chargers and DC distribution board for substation
DC control power supply.

8.1.1.7.5 One set of individual battery cell health monitoring system


including necessary cabling work.

8.1.2 Supply of special tools and tackles, two (2) years spares
for operation and maintenance. The tenderer shall submit
lists, along with his offer, of such tools, tackles and spares he intends to
supply.

8.1.3 Supply of commissioning spares.

8.1.4 Supply of all consumable materials like lubricants,


distilled water, oil, grease, etc. required for first filling,
start-up, commissioning and energisation as well as submission of
specifications including brand names and also yearly requirements of
these materials for normal operation. Supply of the above consumable
materials as may be ordered by the Employer for normal operation of the
plant and equipment.

8.1.5 Relay co-ordination study and furnishing relay setting


charts and curves.

8.1.6 Visits to site during engineering as well as during


execution, collection of all data/drawings of upstream
equipment which may be required for engineering, preparation and
submission of all drawings and documents as called for in various parts
of this tender document.

8.1.7 Design, engineering, preparation and submission of


drawings/documents including bill of materials, technical
catalogues, operation and maintenance manuals etc. pertaining to all
systems, equipment and accessories.

8.1.8 Supply of all drawings, load data, cut-out and embedment


details etc. as civil assignment for substation buildings
within four (4) weeks from the date of order/contract. Detailed
assignment drawings shall be supplied within subsequent four (4) weeks.

8.1.9 Supply of all base frames, bolts, bolts of special


design and special embedments as required for erection of
all equipment and structures covered under this specification.

8.1.10 Attending meetings, co-ordination amongst suppliers of


equipment and agencies for installation, testing and
commissioning, progress monitoring and control, progress reporting and
progress presentation on weekly and monthly basis. This also includes
co-ordination with other contractors who will be working in the same
area/premises.

8.1.11 Testing of all equipment and accessories at


manufacturers works and/or recognised independent testing
centres before despatch of the same to site as well as all tests at site
before handing over the installations, complete in all respects, to the
Employer including submission of all test certificates.

8.1.12 Arrangement of temporary work yards/office, material


depots and access roads as required as well as removal from
site of all erection equipment, packing materials and other debris.

8.1.13 Obtaining clearance/approval from statutory authorities,


carrying out all tests, checks and rectification/modification
work as may be called for by statutory authorities without any extra cost
to the Employer.

8.2 Installation, Start-up, Testing, Commissioning


& Performance Testing

8.2.1 The electrical installation work shall be carried out only


by an electrical contractor, holding a valid license issued by
the Government of Bangladesh for carrying out installation work of the
voltage class involved, under the direct supervision of and by persons
holding valid certificates of competency for the same voltage class issued
or recognised by the Government of Bangladesh.

8.2.2 The work shall be executed in a workmanlike manner in


accordance with the best and latest engineering practices
and the electricity rules and regulations of Bangladesh.

8.2.3 All equipment and accessories shall be laid out in the


respective areas in accordance with the best engineering
practice giving due regard to convenience and safety of operation and
maintenance. The design shall ensure maximum continuity of power
supply to all areas.

8.2.4 The Contractor shall confine all office, stores, fabrication


yard, constructional plant and equipment, etc. in the area as
may be allotted by the Employer for this purpose. On completion of work
and/or termination of contract, the Contractor shall dismantle and
remove his office, stores and other temporary facilities and reinstate the
area to the original conditions. All temporary access from permanent
road alignment, leading to the construction yard, fabrication yard and
work site are to be constructed by the Contractor. The lodging of
contractors site personnel shall be suitably arranged by the Contractor
outside the plant boundary.

8.2.5 The Contractor shall be responsible for bringing to site on


time, all tools, tackles as required for erection.

8.2.6 Grouting, welding etc. for installation of plant and


equipment, chipping of walls, floors for installation of
various pipes/conduits and miscellaneous equipment supports, pipe
supports, making good of the walls/floors chipped etc shall be included
in the scope of work of the Contractor.

8.2.7 The Contractor shall be responsible for the testing and


commissioning of the installation work executed by him in
compliance with the standard procedure in vogue, international codes of
practices and instructions furnished by the equipment supplier. The
Contractor shall provide his own test equipment including but not being
limited to items like high voltage test kit with tan delta measurement
facility, relay testing sets for all types of relays including numerical
relays, continuity tester, multi-meters, phase rotation tester, motorised
megger etc. and all other equipment required for testing and
commissioning of the plant and equipment. All tests and checks shall be
conducted in presence of the Employer and the results of which shall be
submitted in the form of test certificates in the formats and details
approved by the Employer.

8.3 Demonstration of Performance Guarantee Test

8.3.1 The successful tenderers scope of work shall include


carrying out performance guarantee tests to demonstrate
satisfactory performance of plant, system and equipment as per the
technical specification and performance guarantee parameters. Tenderer
to demonstrate the performance guarantee parameters as

8.3.1.1 Preconditions for performance tests

8.3.1.1.1 During the performance tests, the plant shall be operated


under the supervision of the Contractor. The Employer will
provide operating personnel, power and loads as available on the days of
the test which will be mutually decided between the Employer and the
Contractor. The Contractor shall make arrangements for all necessary
instruments and accessories, consumables (inclusive of pen drives,
computer stationaries etc.), manpower as required upto issue of
Provisional Acceptance Certificate within the price quoted by him. The
Contractor shall keep log of all parameters and get them validated by the
Employer daily for each shift.

8.3.1.1.2 The Contractor shall included in his scope all


recommended tests to be conducted at site including tests
which shall be carried out for demonstrating successful performance of
plant, machinery, equipment supplied by him.

8.3.1.2 Test procedure and test duration

8.3.1.2.1 The performance tests shall comprise keeping the


equipment / system energised for twenty one (21)
consecutive days on continuous basis with loads as available at the time
of carrying out the test. The performance tests shall be deemed to have
been carried out successfully, if there is no failure of individual items or

the equipment/system as a whole and meeting other conditions of the


contract. In case of failure, the Contractor shall rectify the
defect/replace the defective item and start the test again for twenty one
(21) more days of uninterrupted satisfactory operation.

8.3.1.2.2 The performance guarantee shall also include


demonstration of transformer losses within guaranteed
figures to be indicated in the offer.

8.4 Spares

The tenderer shall submit with his tender, quotation for


various spares in accordance with the relevant clauses of the Instruction
to Tenderers and General Conditions of Contract.

8.4.1 Commissioning spares

8.4.1.1 The successful tenderer shall supply along with pl ant and
equipment all spares in sufficient quantities, free of charge,
required for commissioning of the plant and equipment as well as for its
efficient operation until provisional acceptance after demonstration of
satisfactory performance and in accordance with the guarantees. These
items shall be based on the tenderers experience in commissioning
similar plants in the past. The commissioning spares are to be included
in the main offer and must be at site along with the main equipment. The
successful tenderer shall be responsible for having the required items at
site in sufficient quantities and on time. All the leftover commissioning
spares are to be handed over to the Employer without any extra charges.

8.4.2 Insurance spares

8.4.2.1 The tenderer shall submit a list of insurance spares.

8.4.3 Spare parts for two (2) years normal operation

8.4.3.1 The tenderer shall submit a separate list and offer with
detailed specification of recommended spare parts for two (2)
years normal operation of the plant in accordance with the relevant
clauses of the Instruction to Tenderers and General Conditions of
Contract.

8.4.3.2 The tenderer shall also confirm that supply of necessary


spare parts will be made available at any time later during
the life of the equipment, at reasonable price. In case the successful
tenderer is unable to supply these spares, complete manufacturing
drawings and specifications will be supplied by him free -of-charge.

8.4.3.3 Spare parts not manufactured directly by the success ful


tenderer, shall be properly identified and
description/catalogue etc. shall be given in sufficient details to enable
the Employer to procure these directly from the manufacturer, if he so
desires.

8.5 Drawings for wearing parts

8.5.1 Tenderer shall submit the manufacturing drawings of fast


wearing parts/items under the scope of this specification.

8.6 Tools and tackles

8.6.1 The tenderer shall include in his tender tools and


tackles including special ones for normal operation and
maintenance of the plant and equipment as per relevant clauses of the
Instruction to Tenderers and General Conditions of Contract.

8.7 Consumables and operating supplies

8.7.1 The offer shall include information on the specifications


including equivalent brand names and quantities of all
consumable materials such as distilled water, lubricants, oil, grease,
refrigerants etc; required during start-up, commissioning, initial filling
and yearly requirements for normal operation. Itemised unit prices shall
be quoted for these items. The successful tenderer, however, shall supply
such materials required for start-up, commissioning, initial filling until
provisional acceptance after demonstration of satisfactory performance.

9.0 WORK BY OTHERS

9.1 The following work will be executed by the Employer and are
excluded from tenderers scope of work:

9.1.1 Site preparation and grading from rough elevation to plant


formation level.

9.1.2 Civil work for LBDS #1 & LCSS building, ASP ECR, WTP
electrical building, SMS crane electrical building and Mill
ECR based on the assignment drawings, load data, cut -out and
embedment details to be furnished by the successful tenderer.

9.1.3 All utility and service lines up to the battery limits of the
tenderer.

9.1.4 All drainage and sewerage outside the battery limits.

9.1.5 Plant main roads, peripheral roads and approach roads to


various substation buildings outside the battery limits.

10.0 DEVIATION AND EXCLUSION

Generally, the tenderer shall submit his offer in line with the
tender specification. However, in case of any necessary deviation and
exclusion, the same shall be indicated in a list as per the format given in
Appendix-2 with adequate reasons. However, such deviation and
exclusion shall be subject to Employers acceptance. Any
deviation/exclusion not specifically mentioned in this list shall not be
considered.

11.0 BATTERY LIMITS AND TAKE OVER POINTS

11.1 The battery limits and take over points of work related to
electrical power distribution system are detailed in single
line diagram 28655-000-000-ELE-0034

11.2 The successful tenderer shall be responsible for


coordination of interfacing activities with other Contractors
at take over points.

12.0 INFORMATION TO BE FURNISHED WITH THE OFFER

12.1 The tenderer shall submit their bid section-wise as per


this specification complete in all respects including all
technical details, drawings, sketches, design parameters, etc. which are
necessary for providing clarity of the offered system/items of plant and
equipment. The general details to be provided in the offer are listed
below:

12.1.1 General description of the system/process along with


detailed single line diagrams/process flow sheets, layout,
plan and sections of each substation/unit to enable the Employ er to
have a proper understanding of the system/process offered.

12.1.2 List of all the equipment as per Appendix -4. The facilities
envisaged for the system/process offered for each
substation/unit, general description of the equipment/plant offered
specifying the important features including design parameters, materials
of construction etc. in line with various sections of this technical
specification.

1.15 Board construction : Dummy panels provided shall be of full

the panels shall be used. Dummy panels
shall be provided whenever required, to
negotiate floor beams and to terminate

All panel depths shall be identical.

Integral base frames as required shall be


provided. Panel external foundation frames
which are to be grouted in RCC floors and
are required for satisfactory installation of
the panels shall also be provided and
installed.

Painted mimic shall be provided for the


switchboard. Colour of mimic shall be as
per applicable standard.

1.16 Circuit breaker/Vacuum : Floor mounted withdrawable trucks shall


contactor/PT truck be provided. The design of the CB trucks
shall be such that CB trucks of same
rating are only interchangeable with each
other and it shall not be possible to insert
a lower rated CB truck in a higher rated
panel. Draw-out type Line PT shall be
provided in dedicated panel.

Phase arms shall be encapsulated


The truck shall have provision of locking in
SERVICE, TEST and ISOLATED positions.
All electrical connections from the
CB/VCU/PT truck shall be taken to the
terminal strip in the cubicle through hose
and plug-socket arrangement. The number
of pins in the plug-socket arrangement
shall be such that all contacts and circuit
connections, whether used or not, are
wired upto the terminal strip. The number
of pins shall be standardised for all CB
trucks of same rating to facilitate inter-
changeability of CB trucks of same rating.

Pins in the power circuits, CB closing and


tripping coil circuits shall have silver faced
contacts.

Arrangement shall be provided such that


the contact of the pins in the plug-socket
arrangement is made under all conditions
whenever the plug is inserted into the
socket.

All trucks shall be provided with suitable


mechanical guide to ensure proper
alignment of the truck power isolating
contacts.

1.17 Accessories/other : One (1) No. connection cord of 4 m length


equipment/features for each switchboard for testing of circuit
shall be supplied with breaker outside cubicle complete with male
switchboard/ MCC and female control plug and sockets
suitable for plugging into the switchboard
control plug. Interlock shall be provided so
that the connection cord can be used only
when the CB is taken out of the cubicle.

Since HT motors fed from 6.6 kV MCC


shall be operated through plant PLC
system, signal exchange shall be necessary
between each HT motor feeder and PLC
system. All potential free contacts and
spare contacts shall be wired upto external
terminal strips. In MCC undervoltage
protection of motors shall be provided in
groups with common undervoltage relays
connected to the PT. Temperature
monitoring of motor winding and bearing
temperature shall be through PLC

1.18 Surge arrestors : Surge arrestors shall be provided for all


incoming and outgoing feeders as shown in
the single line diagrams.

The surge absorbers shall have polymeric


imploding type enclosures and shall be
complete with sleeved line side connections
as well as earth connection.

2.0 DESIGN BASIS

2.1 System Voltage

2.1.1 Electric power for the load-centre step-down substations


shall be available at 6.6 kV, 3-phase, 50 Hz with system
neutral grounded through resistance. The short-circuit level at 6.6 kV
shall be 31.5 kA.

2.1.2 The control circuit voltage adopted shall be 240 V AC for


auxiliary relays, indicating lamps etc.

2.1.3 If the control circuit voltage is essentially required to


operate at any voltage other than 240 V AC, then necessary
conversion equipment shall be included in the scope of supply by the
Contractor.

2.2 All equipment shall be complete with approved safety


devices wherever a potential hazard to personnel exists and
with provision for safe access of personnel to and around equipment for
operational and maintenance functions. Design shall include all
reasonable precautions and provision for the safety of operating and
maintenance personnel.

2.3 All the 6.6 kV, 690 V and 415 240 V equipment shall be
suitable for satisfactory operation with the basic sys tem
parameters enclosed as Appendix-1 of this technical specification and
nominal system frequency of 50 Hz.

3.0 GENERAL DESIGN FEATURE FOR LCSS

3.1 Incoming 6.6 kV Section

3.1.1 6.6 kV off-load Isolator

3.1.1.1 Where incoming 6.6 kV section has been


specified, a floor mounted, totally enclosed, sheet steel
cubicle housing the off load isolator shall be provided.

3.1.1.2 The 6.6 kV isolating switch shall have continuous current


rating of 630 A and will be triple pole, air-break, manually
operated, off-load, fault make type capable of withstanding 31.5 kA for 1
sec. The isolating switch shall be provided only where the load -centre
substations are located away from the feeding end high voltage circuit -
breakers. Otherwise, high voltage incoming cables sh all be directly
terminated to the transformer primary side cable boxes with
disconnecting chambers. The operating handle shall have provision for
padlocking in the OFF position of the isolating switch to prevent
unauthorized closing of the same during transformer maintenance. The
isolating switches shall be provided with two normally open and two
normally closed auxiliary contacts and two advance auxiliary contacts
for indication and interlocking with the sending end 6.6 kV vacuum
circuit breaker panel. The advance contact will remain open when the
isolating switch is closed and the same will close in advance prior to
opening of the blade of the isolating switch. The isolating switches shall
be interlocked with the incoming 6.6 kV breaker such that the isola ting

the cubicle door when the isolating switch is closed and closing the
isolating switch when cubicle door is open. A separate earthing switch
will be provided with the isolating switch on the outgoing side for the
purpose of transformer maintenance. Suitable interlocking arrangement
will be provided between the earthing switch and the isolating switch so
that the earth switch can not be closed unless the isolator is OFF and
vice-versa.

3.2 Power transformer

3.3 Outgoing 415 240 V and 690 V Switchgear Section

3.3.1 Switchboard design

3.3.1.1 The outgoing switchgear section comprises factory


assembled switchboard of indoor, totally enclosed, dead
front, cubicle type with compartmental arrangement. The cubicles shall
be arranged to form a continuous self-supporting board. The cubicle
shall be made-up of bolted steel members with front, back and side
panels of sheet steel having minimum thickness
of 2 mm with nonaging rubber gaskets at all joints and openings
including doors. The enclosure shall generally conform to IP50 for
switchboards located in switch rooms. The maximum an d minimum
operating height of the devices on the panel shall not exceed 1900 mm
and 450 mm respectively. Suitable base channels shall be provided for
the full length of the board.

3.3.1.2 The front portion of the cubicle shall have circuit-breaker


compartments arranged in maximum two tiers with each
compartment having a horizontal drawout type air circuit -breaker with
operating handle, push buttons, indicating lamps, meters etc. The rear
portion of the switchboard shall have one compartment at the top for
accommodating air insulated three-phase and neutral busbars. Another
compartment shall house outgoing cable termination and instrument
transformers. Isolating metal barriers shall be provided between various
sections to give complete compartmentalisation. The accessibility to
busbars, cable terminations and all other components and devices shall
be simple and easy. The arrangement and disposition of busbars, cable
termination etc shall be subject to approval of Owner.

3.3.1.3 Air circuit breakers, busbar chamber, protective


relays, instruments, meters, busbar supporting insulator,
incoming & outgoing cable terminations etc. shall conform to
International Standards.

3.3.2 Circuit-breaker design

3.3.2.1 The feeders rated below 630 A shall be provided with


moulded case circuit breakers (MCCB). Feeders rated 630 A
and above shall be provided with Air circuit breaker (ACB).

3.3.2.2 The circuit-breakers shall be four-pole for incomer and


three- pole for all outgoing feeders, air-break, drawout type
(applicable to ACB).

3.3.2.3 All current carrying contacts of the breaker shall be silver


plated. The contacts subjected to arcing shall be tipped with
suitable arc resisting material. Arc chute fitted on each pole shall be
easily removable for inspection of the main contacts. Inter-phase
barriers of proper design shall also be incorporated.

3.3.2.4 Each circuit-breaker shall be provided with simple


drawout mechanism which shall have three positions,
namely Service, Test and Isolated positions, all of them being selected
with the door of the breaker compartment closed for safety purposes.

3.3.2.5 Each circuit-breaker shall be provided with two (2)


normally open and two (2) normally closed spare auxiliary
contacts in addition to those already used for various control purposes.
All auxiliary contacts shall be mounted in a suitable accessible position
for easy maintenance and connection and shall be wired internally up to
the terminal block. The auxiliary contacts shall also be silve r plated.

3.3.3 415 V circuit-breaker ratings

3.3.3.1 The selection of circuit-breaker shall be made considering


the derating for ambient of 45oC and enclosure conforming
to IP50. The tenderer shall clearly indicate both nominal rating and
derated ratings for each circuit-breaker offered.

3.3.4 Operating mechanism

3.3.4.1 All circuit-breakers shall be electrically operated. Stored


energy mechanism shall be provided in all cases to ensure
high speed closing and tripping of the breaker independe nt of the
operating forces. Means shall be provided for manual closing of
electrically operated breakers for the purpose of emergency closing and
testing. All types of operating mechanism shall be trip free throughout
the breaker contact travel and designed to reduce mechanical shocks to
a minimum during operation.

3.3.4.2 Electrically operated breakers shall have motor for


pre-charging the spring of the stored energy mechanism.
Initiation of the final closing of the circuit-breaker shall be by means of
control switches and shall be possible only after the closing mechanism
is sufficiently charged. Anti-pumping device shall also be provided.

3.3.4.3 Each breaker shall be equipped with mechanical ON and


OFF position indicator visible from the front door of the
compartment, mechanically connected to the circuit-breaker mechanism.
Separate ON, OFF, SPRING CHARGED and AUTO TRIP indicating
lamps also shall be provided.

3.3.5 Interlocks

3.3.5.1 The switchgear shall be provided with all necessary


interlocks designed to prevent incorrect operation and to
ensure safety of operating personnel and also the equipment.

3.3.5.2 The moving portion of the circuit-breaker shall be so


interlocked that with the breaker closed it shall not be
possible to isolate it from the Service position or to plug it in from the
Test to Service position.

3.3.5.3 Interlocking shall also be provided to prevent operation of


a circuit-breaker unless it is fully plugged in Service
position or in Test position and is locked correctly in either position.

3.3.5.4 The circuit-breaker compartment doors shall be so


interlocked as to prevent access to a breaker which is in the
Service position. Special means shall, however, be provided for undoing
this interlock in an emergency.

3.3.5.5 Inadvertent withdrawal of a circuit-breaker movable unit


too far beyond its supports shall be prevented by a suitable
mechanical stop.

3.3.5.6 In the Test position, the circuit-breaker main contacts


shall be fully disconnected and only the secondary
connections including control, signalling and metering circuits shall
remain.

3.3.6 Breaker Protection Devices

3.3.6.1 The circuit breaker shall be provided on each pole with


adjustable direct acting overload, short-circuit and earth
fault protective releases with time adjustment as required for properly
graded protection of the load-centre substation. The releases at both
incomer and outgoing feeders shall be of latest generation
microprocessor based. The release at incomer and all outgoing feeders
shall have current measurement facilities. All control circuits shall be
protected by MCBs. Additional self powered stand-by earth fault IDMTL
relay with 20-80% setting range shall be provided at the incomer panel.

3.3.7 Main busbars

3.3.7.1 The switchboards shall have continuous three-


phase and neutral air-insulated busbars extending full
length of the switchboard and run horizontally in separate busbar
compartment with vertical tappings to breakers in each cubicle. The
current carrying capacity of the vertical tappings shall not be less than
the current rating of the main busbars in case of incoming feeders and
derated current rating of the breakers in case of outgoing feeders. The
busbars shall be of adequate mechanical strength.

3.3.7.2 The neutral busbar shall be designed to carry 50 per cent


of the specified continuous current rating of the phase
busbars. All phase, neutral & earth busbars shall be made of flat section
electrolytic grade copper having uniform cross-section. The cross-
section of busbars and connections shall be so selected that with the
passage of normal rated current at rated frequency, the temperature rise
of the busbars does not exceed 45oC over an ambient 45oC.

3.3.7.3 The busbars shall be colour marked as follows:


Phase (R) .. Red
Phase (Y) .. Yellow
Phase (B) .. Blue
Neutral(N) .. Black
Earth (E) .. Green

R, Y and B are the three-phase of AC circuit with anti


clockwise vector rotation.

3.3.8 Control power supply

3.3.8.1 240 V AC control power for circuitbreaker closing,


tripping, alarm annunciation, indication lamps shall be
obtained by the use of 415/240 V control transformer of adequate
capacity. The control transformer shall be connected on the live side of
incoming circuitbreaker (on the side away from the bus). MPCB at
primary side and MCB at secondary side shall be used for protection. All
protective devices, tripping circuits, indication lamps, alarm
annunciation circuits shall be connected to this bus. The closing circuits
of incoming circuitbreakers shall, however, be tapped from the
secondary of the control transformer connected to it.

3.3.9 Instruments and relays

3.3.9.1 All instruments and relays shall be of robust design,


vibration-proof, housed in dust-proof casing and suitable for
flush/semi-flush mounting on vertical panels. They shall be mounted in
the front of the panel at a suitable height to facilitate easy access and
visibility. The instruments shall be of parallax -free design and shall
have glare-free front glass covers. Marking of the scale of all
instruments shall be such that it is suitable for direct reading. Suitable
zero adjustment facility shall be provided with each indicating
instrument and it shall be suitable for operation fro m the front of the
instrument casing. All indicating instrument shall be magnetically
screened. The instruments and relays (wherever provided) shall be
capable of carrying the CT secondary current under fault condition for
the specified period without any damage.

3.3.9.2 Incoming feeder shall be provided with a 96 mm x


96 mm voltmeter and a 3-position selector switch on the live
side of the concerned breaker over potential transformer for indicating
the three-phase voltages, complete with voltmeter fuse s.

3.3.9.3 Incoming and outgoing feeders shall be provided with a


96 mm x 96 mm ammeter and a 4-position selector switch
complete with CTs for measuring the currents in all the three phases.
For outgoing motor feeders the ammeter shall be provided wit h a normal
scale up to full-load value and suppressed scale beyond full-load for
indication of motor starting current.

3.3.9.4 Digital multifunction meter shall be provided for incomer


feeder and shall have communication port for
communication of all measured data with higher level automation
system.

3.3.10 Current Transformers

3.3.10.1 The current transformers (CTs) shall be of either bar


primary or wound primary type as required having cast resin
insulation. Metering CTs shall have accuracy class of 1.0. Protective
CTs, wherever provided shall have accuracy class of 5P and accuracy
limit factor of 10. In case, in-built CTs are provided along with
communicable microprocessor based release, CTs as required
considering four pole (3phase & 1N) breaker shall be provided to
take care of earth-fault protection also. The CTs shall have insulation
level and thermal and dynamic ratings corresponding to that of the
circuit-breaker with which it is associated.

3.3.11 Cable Terminals

3.3.11.1 The cable terminal arrangement for all outgoing circuit-


breaker units shall be housed in separate cable
compartments and shall be suitable for single-core and multi-core copper
conductor XLPE insulated armoured/unarmoured cables of number,
types and sizes as specified. The termination arrangement of multiple
cables shall permit connection and disconnection of each individual
cables without disturbing the other cables. For termination of cables
crimping type lugs of proper size shall be provided. Where armoured
cables are to be terminated suitable armour clamps shall also be
provided. The cable termination compartment shall be provided with
suitable removable gland plates at the bottom with holes drilled for cable
entry as per cable requirements.

3.3.12 Other constructional features

3.3.12.1 The number and arrangement of feeders to be provided at


the substation shall be as per requirement to meet auxiliary
power supplies at the substations. Two (2) spare circuit-breaker units of
the most used rating shall be provided in complete with all specified
accessories and fittings.

3.3.12.2 The design of breaker cubicle shall be such as to provide


interchangeability of similar circuit-breaker units.

3.3.12.3 All operating handles, control switches, push buttons,


indicating lamps, instruments, meters etc shall be mounted
on the front of the cubicles.

3.3.12.4 The auxiliary relays for transformer faults, earth-


fault relay, winding temperature indicator shall be mounted
on the incoming breaker panels. Terminal blocks shall be provided in
the marshalling box of the transformer for all control circuits taken out
from the transformer. All wiring from the marshalling box to the
switchgear section shall be provided with the equipment. The wiring
shall be done with multi-core 2.5 sq mm XLPE insulated copper cables
and there shall be no joints or tappings between two terminations.

3.3.12.5 All control wiring within the cubicles shall be with single -
core PVC/XLPE insulated copper cables having minimum
size of 1.5 sq mm. All terminals as well as terminations at various
devices shall be provided with interlocked type plastic ferrules having
engraved numbers.

3.3.12.6 The control circuit terminal blocks provided for external


cable connections shall be provided with screwed type
terminals and shall be complete with terminal screws, links, label carrier
etc. All wiring shall be such that it is easily identifiable and accessible
for maintenance.

3.3.12.7 For equipment earthing a suitable copper earthing


bus shall be provided for the complete length of the
switchboard. Two separate terminals shall be provided for external earth
connections.

3.3.12.8 Identification labels shall be provided for each load-centre


substation as well as each circuit-breaker and control
devices. These labels shall be located in readily visible positions and the
inscription on each label shall be legible and clear.

3.3.13 Circuit-breaker handling truck

3.3.13.1 A suitable universal type truck shall be provided at each


substation for withdrawing the breakers from the board.
The trucks shall have platforms of adequate mechanical strength for
bearing the weight of the largest circuit-breaker unit and shall be
provided with necessary guide rails and stops. The height of the
platform shall be adjustable to suit the levels at which the different
circuit-breakers are mounted on the switchboard.

SECTION - IV AC AUXILIARY AND DC CONTROL POWER


SUPPLY EQUIPMENT AND ACCESSORIES

1.0 SCOPE

1.1 This section covers the requirements of 415-240 V


systems for AC auxiliary power supplies to substation
auxiliary systems as well as 110 V DC system for control power su pplies
to various switchboards included in this technical specification.

1.2 The scope of equipment/materials to be supplied and


installed shall be as per Section-I of this specification.

1.2.1 LBDS #1 and LCSS building beside Mill ECR

1.2.1.1 One No. 240 V AC distribution board (ACDB) shall be


considered for AC auxiliary power required for the
switchboards. The 240 V ACDB will be fed from local 415 -240 V power
distribution board over adequate capacity 415/240 V auxiliary
transformer.

1.2.1.2 The 240 V ACDB shall be single front, floor mounted type
suitable for cable entry from the bottom. The ACDB shall
have incomer and required number of outgoing feeders.

1.2.1.3 One set of 110 V Nickel-Cadmium battery bank with


battery chargers and DC distribution board for substation
DC control power supply shall be provided. The AH capacity of the
battery bank shall be finalised based on the control power requirement of
the substation.

1.2.1.4 One set of individual battery cell health monitoring


system including necessary cabling work shall be provided.

1.2.2 LBDS # 2 and LCSS room of air separation ECR

1.2.2.1 One No. 240 V AC distribution board (ACDB) shall be


considered for AC auxiliary power required for the
switchboards. The 240 V ACDB will be fed from local 415 -240 V power
distribution board over adequate capacity 415/240 V auxiliary
transformer.

1.2.2.2 The 240 V ACDB shall be single front, floor mounted type
suitable for cable entry from the bottom. The ACDB shall
have incomer and required number of outgoing feeders.

DC control power supply shall be provided. The AH capacity of the

the substation.

1.2.3.3 One set of individual battery cell health monitoring

SECTION - V SELECTION OF ELECTRICAL EQUIPMENT,


INSTALLATION, TESTING AND COMMISSIONING

1.0 SCOPE

1.1 This section covers the general principles to be


followed for the selection of electrical equipment and
accessories and their installation, testing and commissio ning.

1.2 The work covered in this section is grouped under the


following sections:

1.2.1 Selection and installation of equipment.

1.2.2 Selection and installation of cables and cabling materials.

1.2.3 Selection and installation of plant indoor and outdoor


lighting.

1.2.4 Selection and installation of system and equipment earthing.

1.2.5 Selection and installation of lightning protection system.

1.3 In all electrical design and installation work safety of


equipment and operating personnel as well as the ease of
operation and maintenance shall be given the prime consideration.

1.4 All electrical equipment, installation materials and


accessories shall be selected from the standardised types
and ratings and shall be oriented towards maximising interchangeability
and minimising maintenance.

2.0 SELECTION OF ELECTRICAL EQUIPMENT

2.1 General

2.1.1 The selection of type, size and design of various electrical


equipment shall conform to the requirements specified in
respective sections/appendices enclosed with this specification as well as
the guidelines specified in this section.

2.1.2 The Contractor shall repair all minor defects in the


equipment if required prior to installation in consultation
with equipment manufacturer so that manufacturers guarantee is not
affected in any way. In case of any major damage to the equipment, the
same shall be rectified or replaced only by the manufacturers
representative with the approval of the Purchaser.

2.1.3 All equipment shall be installed strictly in accordance


with the manufacturers instructions. Equipment supplied in
sections or in dismantled condition shall be reassembled at site with all
associated accessories as per the manufacturers instructions.

2.1.4 All electrical installation work shall be planned well in


advance so that all openings, sleeves inserts, mounting
channels, foundation bolts, holes etc required for the installation can be
incorporated during the execution of civil engineering work. In case
additional openings, chases, sleeves etc are required after completion of
civil engineering work, the Contractor shall make necessary arrangement
for the same by drilling/cutting chases etc and shall make good all
damaged portions of the work.

2.1.5 The electrical materials and installation in outdoor areas


shall be weatherproof type and those in hazardous areas
shall comply to NEC or equivalent. All metal parts shall be corrosion
and/or abrasion resistant.

2.1.6 The selection of equipment and materials shall be from


reputable brands/manufacturers and the products shall be
certified from recognised certification bodies.

2.2 Transformers

2.2.1 All 33/6.9 kV transformers shall be located outdoor


and 11/0.433-250 V and 6.6/0.433-250 V load- centre
transformers shall be located indoor.

2.2.2 All 33/6.9 kV transformers shall be oil immersed type


whereas 11/0.433-250 V and 6.6/0.433-250 V
transformers shall be dry type.

2.2.3 In case of large transformers, fittings and accessories


shall be despatched separately and shall be reassembled at
site. Smaller transformers may be despatched complete with the fittings.

2.2.4 For outdoor mineral oil-filled transformers, risk of fire


spreading shall be prevented. Oil soak pits filled with gravel
shall be provided for all transformers rated 630 kVA and above.
Automatic fire fighting system shall be provided.

2.2.5 Indoor dry type transformers fitted with rollers shall


generally be installed on embedded rails/channels and after
installation the direction of wheels shall be changed or locked to prevent
movement of the transformer.

2.2.6 All transformers to be installed outdoor shall be placed on


track, which shall be extended up to the road to facilitate
transportation. After installation the direction of transformer wheels
shall be changed or locked to prevent movement of the transformer.

2.2.7 The transformers including accessories shall be


thoroughly checked for any damage or deformity during
transit or leakage of oil. If the transformers are supplied filled with
nitrogen or other inert gas, pressure shall be checked in accordance with
the manufacturers temperature pressure chart. For pressures above or
below normal levels, it is possible that the winding may have absorbed
moisture during transit. In such cases the transformers shall be dried
out in accordance with the manufacturers recommendation. The
transformers shall be filled with oil or topped up as necessary. Extreme
care shall be taken to prevent ingress of moisture and fore ign materials
in the tank during refilling of oil. During installation, drying and
filtering of oil shall be carried out, if required after checking the
dielectric strength, to ensure that moisture is completely removed and
the oil is free from suspended impurities etc.

2.3 Switchboards, Motor Control Centres and


Control Panels

2.3.1 All switchboards, motor control centres (MCC), various


control panels including thyristor converters, control desks
etc shall be of indoor type.

2.3.2 Generally high voltage switchboards shall be located in


Electrical Control Room (ECR) having cable cellars / vault
for routing of cables. 415-240 V load-centres shall generally be located in
ECR/switch rooms or in motor/control rooms along with other electrical
equipment and having cable cellars for routing of cables. 415 V power
distribution boards (PDBs), MCCs, control panels, LDBs etc shall

generally be located in the control/ switch rooms provided at the


electrical load-centres having cable cellars. However, depending on the
requirement of outgoing feeders, concrete trenches may be provided
instead of basement or cable cellars.

PDBs and LDBs may however be located in shop floor/ plant


buildings, where required, having cable trench.

2.3.3 Individual control switches, push-button stations,


combination starter units, local isolators etc shall be of wall
mounting type or mounted on rigid supporting brackets made of steel
sections or heavy gauge pipes as required.

2.3.4 All relays, instruments etc supplied loose shall be


mounted and connected at site.

2.3.5 Switchboards, MCCs and control panels shall be mounted


on steel sections embedded in the floor and fixed either by
bolting or tack welding after proper aligning and levelling.

2.3.6 During installation special care shall be taken to check


and clean all contacts of breakers, contactors, relays etc.
Also all operating mechanism shall be checked for smooth operation and
linkages in the mechanism shall be properly lubricated.

2.4 Motors

2.4.1 All motors, prior to installation, shall be checked for free


movement of the rotor/armature and the condition of
bearings.

2.4.2 Prior to placement of motor base plates, the concrete


foundations shall be checked, properly levelled and
foundation bolts grouted. After placing the base plate on its foundation,
the motors shall be properly levelled and aligned. The foundation bolts
shall then be tightened and base plate grouted. The motor feet may be
doweled to the base plate after the alignment procedure is completed.

2.4.3 Any special mounting brackets or attachment required for


mounting any accessories on the motor shall be fixed
without making any modification to the motor which may make it non -
standard.

2.5 Interlocked Switch (MCCB) - Socket Outlets and Plugs

2.5.1 In the main plant buildings, substations, control rooms,


auxiliary shops etc, power to portable welding units and
such other heavy repair equipment shall be fed from 415 V, 3 -phase, 4-
wire interlocked switch (MCCB) socket outlets and plugs. The socket
outlets and plugs provided shall be five-pin type, namely three phases,
neutral and one earth, selected from standard rating, namely 63A and
100A. The socket outlets shall be suitably located in each aisle at
intervals of not more than 30 m apart, if not specifically mentioned in
Technical Specification.

2.5.2 For power supply to portable hand tools and portable repair
equipment in plant buildings, 240 V single phase socket
outlets and plugs shall be provided. These shall be of three-pin type, viz.
phase, neutral and earth, having standardised rating of 16A. 240 V
single-phase supply shall be taken from 415/240 V system. The socket
outlets shall be suitably located in each aisle at intervals of not more
than 30 m apart.

3.0 SELECTION OF CABLES AND CABLING MATERIALS

3.1 Selection of Cables

3.1.1 All power cables shall have stranded copper conductor


except for those used for portable as well as mobile
equipment. The cables used for portable and mobile consumers shall be
of flexible type having copper conductors.

3.1.2 All control cables and wires shall have stranded copper
conductors except for portable as well as mobile equipment.
The control cables used for such equipment shall be of flexible type.

3.1.3 Cables for 33 kV, 11 kV and 6.6 kV systems shall be XLPE


insulated, armoured, PVC sheathed type. 33 kV cables shall
be suitable for earthed neutral system and 11 kV and 6.6 kV cables for
unearthed system.

3.1.4 Power cables for 415 V AC and control cables fo r wiring


within the plant building shall be of XLPE insulated and PVC
sheathed, armoured/unarmoured heavy duty 1.1 kV grade irrespective of
their type of installation. Medium voltage power and control cables for
use in higher temperature zones shall be special heat resistant cables
with silicone rubber insulation. EPR insulated flexible trailing cables
shall be used where cables are to be taken through cable reeling drums.

3.1.5 Auxiliary power wiring in offices, canteens and non-plant


buildings shall have unsheathed XLPE copper cables in GS
conduits. PVC conduits shall be provided in corrosive atmosphere.

3.1.6 Cross-sectional areas of multi-core and single-core power


cables shall generally not exceed 300 sq mm and 630 sq mm
respectively. For cables fully laid in GS pipes/conduit system, generally
single core cables shall be used.

3.1.7 Minimum crosssectional area of power cable shall be 4


sq mm.

3.1.8 All power cables and control cables shall be of stranded


type. All power cables for 415 V system viz. switch boards,
MCCs, PDBs, LDBs, power feeders, motors feeders etc. shall be 4 cores
or 5 cores with the implementation of protective conductor (PE) system of
earthing.

3.1.9 The actual sizes of power cables shall be selected on the


basis of current loading, ambient temperature condition,
method of installation and permissible voltage drop in each circuit. The
minimum cross-section of the cable shall be determined on the basis of
available short-circuit current and tripping characteristics of the circuit
protective devices. Calculation of current rating shall be done in
accordance with IEC. While installed underground, the temperature shall
be considered as 35oC.

3.1.10 The control cables shall be multicore, heavy duty type,


XLPE insulated, PVC sheathed, armoured/unarmoured
having number of cores of 3, 5, 7, 10, 14, 19, 27 and 37 stranded with
copper conductors. For 3 and 5core control cables, only 2 and 4-core
shall be utilised and others shall be left as spares. For control cable s
having cores from 7 upward about 20 per cent or minimum 2 cores shall
be kept as spare for future use. The cross-sectional area for the control
cables shall be either 1.5 sq mm or 2.5 sq mm with stranded copper
conductors. For cabling within a plant unit, generally 1.5 sq mm cables
shall be adopted unless specifically required by control power
requirement when 2.5 sq mm cable shall be used. For inter -plant
cabling the control cables adopted shall have cross-sectional area of 2.5
sq mm.

3.1.11 The total allowable voltage drop in the power circuits from
the loadcentres to any motor or other consumers shall not
exceed 5 per cent. The distribution of this voltage drop in different parts
of the system shall depend on the layout of the installation. Generally
the main feeders from the loadcentres to the MCCs or PDBs shall not
exceed 2 per cent and in the subfeeders from the MCC or PDB to
individual motors or other consumers shall not exceed 3 per cent.

3.2 Technical Details of Various Types of Cables

3.2.1 33 kV, 11 kV and 6.6 kV Grade XLPE Cables

3.2.1.1 The 33 kV, 11 kV and 6.6 kV grade XLPE cables shall be


of stranded copper conductor cross-linked polyethylene
insulated, screened, PVC sheathed type designed, manufactured and
tested conforming to International Standards.

3.2.1.2 33 kV, 11 kV and 6.6 XLPE cables shall have a layer of


extruded semi-conducting compound over the conductor.
The insulation shall consist of cross-linked polyethylene compound
extruded over the semi-conductor screening. The insulation screening
shall consist of non-metallic semi-conducting part in combination with
metallic part. In case of multi core cables, the individual cores shall be
laid up and surrounded by common covering with a filling material
containing thermoplastic material. The inner sheathing of multi core
cables shall consist of extruded PVC compatible with the operating
temperature of the cables. Cables shall be manufactured in dry cured
extrusion process.

3.2.1.3 33 kV, 11 kV and 6.6 kV cables shall be of armoured type.


The armouring for 3-core cables shall be of galvanised steel
strips/wires. Armouring for single-core cables shall be of aluminium
strips/wires. Selection of strip or wire armouring shall be based on the
carrying capacity of the earth fault current of the 33 kV effectively
earthed system and 11 kV and 6.6 kV resistance earthed system. Outer
sheathing of all cables shall be of polyvinyl chloride compound jacket of
flame retardant type.

3.2.1.4 The combined earth-fault current carrying capability of


screen and armour of single core cables shall be as follows:

33 kV cables : 31.5 kA for 1 second


11 kV cables : 31.5 kA for 1 second
6.6 kV cables : 2000 A for 1 second

3.2.2 6.6 kV Grade Flexible Cables

3.2.2.1 6.6 kV grade flexible cables shall be heavy duty type


suitable for resistance earthed system having annealed
tinned copper conductor (ATC), ethylene propylene rubber (EPR)
insulation, PCP inner sheath, annealed tinned copper (ATC) braided and
PCP outer sheath with cord reinforcement.

Armoured cables wherever specified shall consist of braid of


galvanised mild steel wire. 6.6 kV cables shall have conductor and
insulation screen. However for reeling drum application insulation
screen shall consist of non-metallic semi-conducting material only.

3.2.3 1.1 kV Grade XLPE Insulated, PVC


Sheathed Power and Control Cables

3.2.3.1 1.1 kV grade XLPE insulated power and control cables


shall have stranded copper conductor. These cables shall be
of armoured or unarmoured type, XLPE insulated, extruded PVC inner
and outer sheathed.

3.2.3.2 The conductors shall be of annealed high conductivity


copper wires. Only stranded conductors shall be provided.

3.2.3.3 The armouring of multi-core XLPE insulated cables shall


be of galvanised mild steel wires/strips. The armouring of
single core cables shall be of aluminium strip/wire.

3.2.4 1.1 kV Grade Heat Resistant Cables

3.2.4.1 The silicone-rubber insulated heat resistant annealed


tinned copper conductor cables shall be designed,
manufactured and tested in accordance with International Standard.
Wherever specified, the conductor shall be nickel coated to withstand
higher temperature.

The sheath shall be oil resistant and flame retardant type of


polychloroprene (PCP). Wherever required, the cable shall be galvanised
steel strip armoured.

3.2.5 1.1 kV Grade Flexible Trailing Cables

3.2.5.1 1.1 kV grade flexible trailing cables shall be heavy duty


type having tinned annealed high conductivity flexible
copper conductors, ethylene propylene rubber (EPR) insulation and
chlorosulphorated polyethylene (CSP) or polychloroprene (PCP) sheathed.

The cables shall be designed, manufactured and tested as per


International Standard. For high temperature zone, the insulati on shall
be of silicone-rubber. Armouring, wherever called for, shall be of
galvanised steel wire braided type.

3.3 Method of Laying Cables

3.3.1 In the main plant buildings, substations, control rooms


etc. power and control cables shall generally be taken on
cable trays laid in cable cellars or along building structures, walls,
ceilings, etc.

3.3.2 In the auxiliary shops and utility buildings, power and


control cables shall generally be taken on cable trays laid in
cellers or supported from building structures, walls etc. Cables may be
taken directly along structures, walkways, galleries, walls, ceiling etc. by
proper cleating where not more than three cables are run along the same
route.

3.3.3 Cables for lighting installation shall generally be run


exposed directly along walkways and building structures,
walls, ceiling etc where there is no likelihood of mechanical damage.

3.3.4 Power, control and lighting cables installed along


buildings, structures, ceilings, walls etc which are required
to be protected against mechanical damage and direct radiation of heat,
shall be taken in galvanised steel (GS) conduits. Also GS conduits shall
be used for flame-proof installation, where required.

3.3.5 For interplant cabling in plant outdoor and outdoor


substation switchyard, the power and control cables shall
generally be laid in the manner as follows:

i) Directly buried in ground generally for street lighting


and some special application.

ii) In concrete trenches in the outdoor substation


switchyard.

iii) In overhead cable galleries for interplant cable routing.

iv) In HDPE ducts buried in ground where underground


soil is likely to have phenolic and cyanidic acid.

3.3.6 The cables laid fully buried in ground or partly in


basement/tunnel/trench and partly in ground shall be
armoured type. Where cables are laid fully in racks/tray/hook or laid in
GS pipes, these shall be of unarmoured type. All cables irrespective of
type of installation shall be protected by means of GS conduits or shee t
steel ducts up to height of 2000 mm from the floors and platforms for
protection against mechanical damage.

3.3.7 In ancillary (non-plant) buildings, offices and


laboratories, wiring shall be taken in embedded plastic
conduits, unless mentioned otherwise in the Technical Specification.

3.3.8 The installation work shall be carried out in a neat


workmanlike manner by skilled, experienced and competent
workmen.

3.3.9 Cable runs shall be uniformly spaced, properly supported


and protected in an approved manner. All bends in runs
shall be well-defined and made with due consideration to the minimum
permissible bending radius of the cable.

3.3.10 Cable installation shall be co-ordinated properly at site


with the routing of other services, utilities. Where necessary,
suitable adjustment shall be made in the cable routings with a view to
avoid interference with any part of the building, structures, equipment,
utilities and services.

3.3.11 Entry or exit of cables from underground trenches or


buildings or tunnels shall be through pipe sleeves.
Necessary precaution shall be taken to make entry point fully water -tight
by properly sealing the pipe sleeves.

3.3.12 All cables shall be provided with identification tags


indicating the cable numbers in accordance with the
cable/circuit schedule. Tags shall be fixed at both ends of cable, at joints
and at 20 m spacing for straight runs and when a cable passes through a
wall, on both sides of the wall. The tags shall be of aluminium with the
numbers punched on them and securely attached to the cables.

3.3.13 Individual cores of control cables shall have, for


identification, plastic interlocked type ferrules with engraved
numbers at both ends of the circuit.

3.3.14 All cables shall be tested for proper insulation prior to


laying. The cable drums shall be transported on wheels to
the place of work. The cables shall be laid out in proper direction as
indicated on the drum using cable drum stands. In case of higher size
cables, the laid out cables shall run over rollers placed at close intervals
and finally transferred carefully to the trenches, trays or racks. Care
shall be taken so that kinks and twists or any mechanical damage does
not occur in cables. Only approved cable pulling grips or oth er devices
shall be used.

3.3.15 Adequate length of cables shall be pulled inside the


switchboards, control panels etc so as to permit neat
termination.

3.3.16 Control cable cores entering switchboards or control


panels shall be neatly bunched/ strapped with PVC
perforated tapes and suitably supported to keep it in position at the
terminal block. All spare cores shall be neatly dressed and suitably
taped at both ends.

3.3.17 Termination and clamping shall be carried out in such a


manner as to avoid strain on the terminals.

3.3.18 All power cable terminations shall be by means of


crimping type cable lugs. Control cables shall be terminated
by crimping or directly clamped in the terminal blocks by screws.

3.3.19 All cable entry openings in the equipment shall be sealed


and made vermin-proof.

3.3.20 Termination of high voltage cables shall be strictly in


accordance with the manufacturers instructions. For 33
kV, 11 kV and 6.6 kV XLPE cables, stress cones shall be formed at the
termination points.

3.3.21 Cables shall generally be laid without joints. Wherever


the route length is longer than the standard drum length,
jointing shall be done strictly in accordance with manufacturers
instruction. Each joint shall have metallic or moulded e poxy resin cover
where cables are installed underground.

3.3.22 After cables are laid, fire prevention partitions shall be


provided in cable tunnels at regular intervals and also at
each branch point. Opening of cables entering panels/cubicles shal l be
properly scaled with fire resistant sealant compound. Fire resistant paint
shall be applied on cables upto minimum 1.5 m length on both sides of
fire barrier walls and below electrical panels.

3.4 Laying of Cables on Trays

3.4.1 The cable trays shall be of heavy duty, factory fabricated


ladder type made of sheet steel sections and hot dip
galvanised. The trays shall be selected from the standard widths of 150,
300, 600 mm having rung spacing not exceeding 300 mm and depth not
less than 100 mm. The trays shall be assembled from standard
fabricated straight length, elbows, bends, T sections, splice plates, etc.
Elbows, bends and T sections shall be designed keeping in view the
minimum bending radius of the cables.

3.4.2 Vertical and horizontal supports for the cable trays shall
be of pre-fabricated steel sections, rods etc fixed to
embedded inserts. Spacing of cable tray supports shall be to suit the
loading of the trays but shall not exceed 1500 mm. Vertical spacing
between the two racks shall be generally 300 mm.

3.4.3 All 33 kV, 11 kV and 6.6 kV multi-core cables run on


trays shall be laid in one layer with 75 mm or one cable
diameter spacing whichever is higher. Single -core cables shall be taken
in trefoil formation using non-magnetic trefoil clamp with 75 mm
minimum spacing between two sets of trefoil cables.

3.4.4 All 1.1 kV grade power and control cables shall generally
run on separate trays laid touching each other. Power cables
shall be laid in one layer only. Multi-core control cables shall be laid in
two layers.

3.4.5 Cables of different voltages shall generally be laid on


separate trays. Where this is not possible, cables may be
installed on the same trays with suitable barriers. At least 20 per cent
space on each tray shall be kept reserve for future installation.

3.4.6 Cable laid on vertical trays shall be clamped to the rungs


at regular intervals using PVC cable straps. Also, cables
entering or leaving cable trays shall be adequately supported and
protected.

3.4.7 Where there is a possibility of mechanical damage or fire


hazard, cable trays shall be protected by sheet steel covers.

3.4.8 Cable trays shall be so arranged that they do not obstruct


or impair clearance of passage ways. Particular attention
shall be given to this aspect while trays cross in the cable tunnel and
cable cellars.

3.5 Laying of Cables in Exposed/Embedded Conduits

3.5.1 Conduits for drawing cables in plant buildings shall be of


heavy gauge, solid drawn, hot dip galvanised screwed type.
The minimum diameter of conduit used shall be 25 mm when embedded
in concrete and 20 mm when exposed.

3.5.2 For installation of cables in conduit, complete system


shall be installed first without cables having suitable pull
wires to facilitate cable pulling.

3.5.3 Conduit system shall be continuous and mechanically


and electrically connected to all boxes and fittings.

3.5.4 Conduit runs between outlet and outlet or between outlet


and equipment shall not contain more than three 90o bends
(270o total) including those bends located immediately at the outlet or
fitting. Straight run of cables in conduits shall be limited to 30 m by
provision of approved type of pull boxes.

3.5.5 For long vertical runs, pull boxes shall be inserted at


proper intervals in which, insulating cleats or other
approved type of insulating supports shall be provided and the cable
secured to these in a satisfactory manner in order to support the weight
of the cables.

3.5.6 For equipment and devices having conduit entry


arrangement other than standard conduit adapter, transition
adapters shall be provided as required to enable the conduits to be
properly terminated.

3.5.7 Insulated type end bushings shall be used where


conductors enter or leave conduits.

3.5.8 To facilitate pulling of cables in conduits, powdered soft


stone, plastic soap or other dry inert lubricant may be used
but grease or other material harmful to the cable sheaths shall not be
used.

3.5.9 In case of 3-phase, 4-wire system, more than one single-


phase circuit, if not originating from the same phase, shall
not be run in the same conduit.

3.5.10 No joint shall normally be made at any intermediate point


in through runs of conduits unless the length of the run is
more than the length of a standard cable coil/drum. In such cases,
jointing shall be done inside proper junction boxes with solderless
connection and shall be properly taped.

3.5.11 The entire conduit system shall be firmly fastened in


position. All boxes and fittings shall generally be secured
independently from conduits entering them. Conduits shall be generally
supported by means of heavy gauge saddles secured to concrete/brick
walls using approved type of rawlplug. Conduits shall also be supported,
wherever required by means of heavy gauge saddles/U-bolts, secured to
MS brackets/cleats welded on the building structures. The spacing of
conduit supports shall be so designed that conduits are securely
fastened in place depending on the size and number of conduits in the
run. In any case the interval between supports shall not exceed 2,500
mm for the vertical run of conduits and 1,500 mm for the horizontal run
of conduits. Also, the supports shall be placed within 900 mm of
independently supported outlet boxes, junction boxes, pull box es and
other equipment. Where small boxes are supported by the conduit, the
conduit support shall be within 300 mm from such boxes. For multiple
conduit run, the spacing between two conduits shall be so arranged that
a minimum of 12 mm space is provided between two conduit lock nuts.

3.5.12 Ends of conduit shall be cut square and the threads cut
in the field shall have the same effective length and the same
dimensions and taper as specified for factory cut threads. Ends of pipe
shall be reamed to remove burs and sharp edges after threads are cut.

3.5.13 All joints shall be made tight with a minimum of 5


threads engaged and a coating of red lead shall be applied at
the ends of pipes before screwing it into any screwed fitting.

3.5.14 Conduits shall be secured in each outlet box, junction


boxes, panels, cabinet etc by means of one lock-nut outside
and one inside and shall be provided with bushing of approved insulating
materials unless the pipe is directly screwed into a threaded hub in the
box.

3.5.15 Conduits shall run without moisture or water taps and


shall be arranged to drain towards the ends.

3.5.16 Exposed conduits shall run parallel or perpendicular to


column lines or building lines so as to match with the
architectural arrangement of the building. Concealed conduit shall run
in direct lines with minimum bends.

3.5.17 Conduits bent in the field by means of bending machine


shall be used as far as practicable in preference to standard
right angle elbows. The bends however shall be free of cracks, crimps or
other damages and bending radius shall not be less than 8 times the
conduit diameter. In parallel runs of conduits of different sizes, the radii
of bends shall be so selected that the conduits are run parallel even in
the bent portions.

3.5.18 In damp locations the entire conduit system, including all


boxes and fittings used, shall be made water-tight and the
conduit shall be so mounted as to leave a minimum of about 6 mm gap
between the conduit and the surface over which it passes.

3.5.19 Conduit run embedded beneath floor, shall run below the
reinforcing steel, when carried within the floor slab. When
run within roof and other slabs, they shall be carried preferably in the
centre of the slab.

3.5.20 Junction boxes if required to be provided in embedded


conduit runs shall be of flush-mounting type and where
possible inspection covers shall be provided.

3.5.21 Embedded conduit stub-ups shall be fitted with couplings


which shall be properly plugged to avoid damage to conduit
threads or entry of foreign matters during construction.

3.5.22 A minimum separation of 700 mm shall be maintained


between hot pipe lines and electrical conduit lines. Also,
where required, electrical conduits shall be properly shielded from direct
heat.

3.5.23 Where a number of conduits are run embedded together


or run exposed in inaccessible location, spare conduits shall
be provided on the basis of the following consideration:

3.5.24 All fittings used for conduits shall be galvanised and of


threaded type, with blank covers and EPDM gaske t. The
fittings shall be suitable for heavy gauge conduit. Conduit fittings,
elbows and bends, shall be free of coating imperfections, scale, fins,
embossing burrs and defects and shall be smooth on interior surfaces.

3.5.25 Flexible conduits shall be of liquid-tight galvanised heavy


duty interlocked type with PVC jacket extruded over the
conduit.

3.5.26 All fabricated pull boxes/junction boxes shall be made of


a least 1.6 mm thick sheet steel and galvanised. The boxes
shall be so designed that recommended bending radius of the cables can
be maintained inside the boxes. The boxes shall have continuous welded
seams and shall be fully dust and weather proof.

3.5.27 Fabricated pull boxes/junction boxes having dimensions


exceeding 0.25 cu m in volume or 600 mm in length shall be
constructed with steel section framework.

3.5.28 Fabricated boxes located exposed to weather or corrosive


atmosphere shall have conduit coupling welded to the box.

3.5.29 Terminal blocks provided within the junction boxes shall


be of non-tracking moulded plastic having cadmium plated
brass links, clamping washers and screws. The terminal block shall be
of single unit type and group of terminals shall be mounted on
galvanised sheet steel channel.

3.5.30 Only 80% of the inside diameter of conduits shall be used to


accommodate cables.

3.6 Laying of Cables Directly Buried in Ground

3.6.1 Power and control cables laid directly buried in ground


shall be taken at a depth of about 1000 mm from ground
level and shall be provided with a least 75 mm sand cushioning both at
top and bottom and reinforced concrete or equivalent top cover for
mechanical protection. For laying of multiple power cables, horizontal
axial spacing shall be 150 mm. Control cables shall be laid without any
horizontal spacing. However, the distance from the nearest power cables
shall not be less than 150 mm. Power and control cables may be laid in a
common trench, however, power cables for each voltage grade and the
control cables shall be laid separately in groups. Generally cables shall
be laid in one layer only.

3.6.2 Where the power and telephone cable trenches are run
side by side, the axial spacing between power and telephone
cables shall be not less than 500 mm.

3.6.3 The excavation of trenches shall be executed with vertical


sides and the trenches shall be kept as straight as possible.
Width of the trench shall be in accordance with the number of cables to
be laid but in no case shall be less than 400 mm.

3.6.4 Where rock is encountered, controlled blasting shall be


adopted to remove the rock. Rock or rocky soil removed
during trenching shall not be used for back filling.

3.6.5 After laying of cables the trench shall be filled in layers


with each layer being well rammed, consolidated and
sufficient allowance made for settlement. For crossing of roads and
other services, cables shall be taken through RCC hume pipes encased in
concrete.

3.6.6 Galvanised iron cable markers shall be provided at each


joint, entry to buildings/tunnels, each turn, either side of
the road crossings and at 30 m intervals for straight cable runs. The
markers shall be conspicuous and fixed in concrete block in a durable
manner.

3.7 Straight-through jointing and termination kits.


3.7.1 Straight-through jointing and termination kits shall be
selected out of the following types:
i) Silicon rubber push-on type
ii) Cold shrink silicon rubber type
iii) Heat shrinkable type.

3.8 Colour coding for cables, cores and conductors (wires)

3.8.1 Colour coding shall be in accordance with VDE 0293.


Protective core (PE) shall always be green-yellow.

For both HV and LV cables the following cable outer sheath


colour coding shall be adhered to strictly:

i) High Voltage Power Cable - Red


ii) Low Voltage Power Cable - Black
iii) Control, Telephone, Intercom Cables etc. - Grey
iv) Fire Alarm System Cable - Blue
v) Special Cables for High Temperatures - Red

3.9 Installation of communication cables

3.9.1 Method of laying of communication cables

3.9.1.1 For interplant cabling, communication cables shall


generally be laid in the manner as follows:

i) Directly buried underground.

ii) In cable tunnels/trenches and on overhead cable


galleries.

iii) In concrete ducts/pipes buried underground where


direct burial are not possible due to presence of other
service lines (i.e., road, railway, sewerage line etc.)

iv) Optical fiber cable shall be laid through HDPE pipe


both in case of underground buried and laying on
cable racks. However, for road/railway/sewerage line
crossing, Hume pipe shall be used. HDPE pipe shall be
permanently lubricated type and of required diameter
depending on the cable diameter.

3.9.1.2 The Telephone cables laid fully buried underground, on


cable racks inside tunnel/trench/cable gallery along
structure etc. shall be of Jelly filled armoured type.

3.9.1.3 Directly buried underground communication cables (OFC


and copper cables) shall be laid generally about 0.9 metres
below finished ground level (FGL) and shall be provided with at least 75
mm sand cushioning both at top and bottom and reinforced concrete top
cover for mechanical protection. Where power and telephone cable
trenches run side by side, the axial spacing between power and
telephone cables shall not be less than 500 mm.

3.9.1.4 For Optical Fiber Cables buried underground RCC


chambers of size 1000 mm (H) x 1000 mm (L) x 750 mm (W)
with removable RCC top cover shall be provided at each bend, at both
ends of each cable run as well as at suitable regular intervals of not
more than 300M. RCC top cover for the chamber shall be embossed as
OPTICAL FIBRE CABLE. No jointing/splicing of OFC in a link segment
is acceptable, Drum length for OFC shall be suitably chosen to avoid
jointing/splicing.

3.9.1.5 For surface wiring in office building, PVC casing having a


minimum width of 15 mm shall be used. Square blocks of
required size for mounting rosette blocks shall be of PVC make. For
concealed wiring in office building rigid PVC conduit of electrical grade
shall be used. For exposed wiring along building wall/structure etc. in
plant building, galvanised steel conduits shall generally be used.

3.9.1.6 Cable route/joint marker shall be provided for


underground cables. Cable identification tag shall be
provided for all communication cables.

3.9.1.7 In Shops, Substation etc., communication cables shall


generally be taken either through surface GS conduits along
wall/structure or concealed PVC conduit embedded in wall. Cables
through electrical cable trenches/cable tunnel/cable gallery shall be laid
either on separate cable rack or on control/signal cable racks with
suitable space & barriers, as required.

3.9.1.8 Other details for laying of communication cables shall be as


per standard practices for laying of Electrical cables.

3.9.2 General Requirement

3.9.2.1 Laying, testing and commissioning shall cover the following


Communication cable network:

i) Plant telephone cable network.

ii) Data Communication network.

3.9.2.2 Plant Telephone Cable network shall be divided into


following two categories:

i) Interplant telephone cable network comprises


armoured jelly filled cable (100, 50, 20 & 10 pairs)
from EPABX MDF at Office building to the Distribution
/Cable Termination (DC/CT) boxes of required size at
the battery limit of different units.

ii) Distribution telephone cable network comprises


armoured/unarmoured telephone cable from the above
DC/CT boxes to subscribers point through sub CT
boxes.

Each multi-pair telephone cable shall have 25% spare pair


capacity, each DC and CT boxes shall have 25% spare pair termination
capacity. Two (2) pair unarmoured telephone cable shall be provided
from end CT box to each subscriber point.

3.9.2.3 Data Communication network shall be divided into


following two categories:

i) Optical fiber cable (OFC) from Central switch to zonal


switches and Edge switches.

ii) UTP/STP cable from Edge switches to individual data


terminals.

3.9.2.4 Closed Circuit Television network comprising of OFC,


UTP/STP, Power cable etc. amongst cameras, monitors and
control equipment.

3.9.2.5 Loudspeaker Intercommunication system cable network


comprising of Signal, Power and broadcasting cable amongst
subscriber stations and Central Control Unit.

4.0 SELECTION OF PLANT INDOOR AND OUTDOOR


LIGHTING SYSTEM

4.1 General requirement

4.1.1 The lighting system inside and outside plant units shall
be designed taking into consideration the desired
illumination levels, architectural arrangement, building dimensions
including mounting height, environmental conditions, ease of
maintenance and reliability of the lighting distribution network.

4.1.2 The general illumination levels in various plant units/


areas shall be as indicated below and as per IES
recommendations. In case of any differences IES shall predominate.
Supplementary lighting shall be provided in addition to the gene ral
illumination in specific areas of a plant unit for specialised operation e.g.
inspection of materials etc where a higher illumination level is locally
called for.

4.1.3 Illumination system shall be designed on the basis of


lamp lumen output after 100 hours of burning as given by
the manufacturer.

4.1.4 In determining the maintenance factors, consideration shall


be given to the average lamp ageing and dirt accumulation
during operation, type and arrangement of building/ structures and
colour rendering. A factor of 1.43 according to DIN standard shall be
considered for the calculated illumination level.

4.1.5 The illumination system shall be designed to minimize direct


glare. It shall be free from shadows. Lighting calculations
shall be based either on the efficiency grade or spot illumination method.
An average reflection factor for a brightly illuminated space shall be
assumed. The calculated illumination levels shall exceed the nominal
illumination levels as listed below.

4.1.6 Special care shall be taken for selection of lighting fittings


considering heavy vibration and water splashing in some
plant areas. Only energy efficient type lighting fixtures shall be
considered.

4.3 Outdoor lighting fittings

4.3.1 All road lighting fittings shall be mounted on galvanised


steel tubular poles with single or double outreach brackets.
Poles may be also of octagonal section galvanised steel, if specifically
called for in the technical specification. The fittings shall be of integral
type.

4.3.2 For lighting of open storages like stock yards etc. 30 m/


20 m galvanised high mast towers shall be provided w ith
flood light fittings and HPSV lamps. Where specifically called for in the
technical specification and busy railway tracks, which cannot be covered
by flood light towers as well as substantially small areas shall be
illuminated by means of flood lights with HPSV lamps mounted on
tubular galvanised steel poles.

4.4 Lighting Power Supply and Distribution

4.4.1 In major plant units where the lighting loads justify the
installation of separate lighting load-centre substations, the
lighting power supply shall be taken from separate load-centre
substations and distributed over requisite number of lighting
distribution boards and miniature circuit-breaker lighting sub-
distribution boards.

4.4.2 In smaller plant/auxiliary units where lighting loads do


not justify the formation of a separate loadcentre
substation, the lighting power supply shall be taken from combined
power and lighting loadcentre substation or from local power
distribution boards.

4.4.3 In steel melt shop and rolling mill areas, arrangement


shall be made in lighting distribution system such that
during failure of normal power supply 30% light shall be fed over the
emergency DG set.

4.4.4 Plant road and yard lighting shall be fed from separate
road and yard lighting distribution boards located suitably
in nearby substations and control rooms. Outdoor feeder pillar
distribution boards may be provided for proper distribution of load.
Lighting distribution boards shall generally be fed from power or lighting
load-centres of units located in the immediate vicinity. The lighting
system shall be provided with remote and automatic switching facilities,
where required.

4.4.5 Each outgoing feeder of main lighting distribution board


(MLDB) shall feed one Sub-lighting distribution board
(SLDB). Each 240 V single-phase circuit taken from SLDB shall control
a group of fittings with the loads equally distributed on all the three
phases to the extent possible. The rating of MCBs shall be selected on
the basis of lamp starting current for vapour lamps and continuous
current for fluorescent/ incandescent lamps such that the total load
does not exceed about 70 per cent of the MCB rating. For offices and
control room, where specifically called for, ELCBs with 30 mA sensitivity
shall be provided for lighting system.

4.4.6 In plant buildings, XLPE insulated lighting cables shall


generally be laid exposed along columns, underneath crane
girders, walkways, structural members etc. In areas where cables are
liable to damage due to mechanical or other hazards, including high
ambient temperature, the cables shall be laid in GS conduits. Also,
cabling in false ceilings shall be done in GS conduits using XLPE

unsheathed copper conductor cables. In offices and other such


buildings, concealed PVC conduit wiring shall be adopted using XLPE
unsheathed copper conductor cables. In workshop, canteen, storage
room etc exposed GS conduit wiring shall be adopted using XLPE
unsheathed copper conductor cables.

4.4.7 For road lighting, 4core underground cable shall be run


along road side and connection to individual poles given
from alternate phases and neutral.

4.4.8 Cable sizes for lighting circuits shall be selected based on


voltage drop considering starting current of the lamps in
circuit. The continuous current carrying capacity of such cables shall in
no case be less than the thermal trip setting of the MCB protecting the
circuit.

4.5 Aviation Obstruction Lighting System

The aviation obstruction lighting system shall be as per


recommendation of International Civil Aviation Organization (ICAO).
Aviation obstruction lighting system shall comprise LED based Aviation
obstruction lamp (AOL) of effective light intensity in accordance with the
Aerodrome Design Manual, Part4. The LED banks with series-parallel
combination shall be fitted in cast aluminium alloy body with
transparent red polycarbonate cover. AOL shall be fixed and flashing
type with red colour lamp in IP65 enclosure. Necessary control panel
with battery back-up shall be provided with Aviation Obstruction
Lighting System. [Initial intensities must be higher than the minimum
requirement to ensure compliance to ICAO requirement of light intensity
during the usable lifetime (100,000 hrs.) of the aviation obstruction
light due to LED light degradation over time.]

5.0 INSTALLATION OF PLANT INDOOR AND OUTDOOR


LIGHTING SYSTEM

5.1 The Contractor shall thoroughly study the structural and


architectural arrangements of the buildings and wherever
necessary shall, in consultation with the Purchaser's representative at
site, make suitable adjustments in the location of lighting fittings,
distribution boards, switches, socket outlets etc and routing of cables,
with a view to avoid interference with any part of the building, structure,
cable trays, pipings and other plant equipment.

5.2 Lighting fittings in the plant buildings shall generally be


suspended from MS brackets, pipe brackets, hangers,
hooks, suspension pipes and chains. All mounting devices and
accessories shall be of adequate strength to support the lighting
fittings safely. For high bay lighting suitable provision shall be made in
the mounting arrangement to prevent damage of lamps due to vibration
from crane movement. Proper access shall be provided for maintenance
of lighting fittings. Normally highbay fittings shall be maintained from
crane maintenance platform. In production shops where cranes are
normally not available for the maintenance of lighting fittings, separate
lighting walkway shall be provided for maintenance of lighting fittings.

5.3 The installation of lighting fittings and accessories shall


be complete in all respects and shall include supply of items
like MS brackets, hangers, chains, suspension pipes etc as required.

5.4 Before mounting the fittings the Contractor shall check


the internal wiring of the control gears for sodium vapour,
mercury vapour, metal halide and fluorescent fittings and wherever
necessary rectify the defects at site.

5.5 For high pressure sodium vapour, mercury vapour and


metal halide fittings where control gear is supplied
separately, the installation of fittings shall also include mounting of
control gear box and wiring from the box to the fittings by means of
copper conductor flexible cables.

5.6 All lighting fittings shall be mounted in proper alignment


and correct mounting height so as to maintain symmetry of
the installation.

5.7 MCB boards, switches, socket outlets etc shall be


mounted by means of MS brackets welded to the building
steel structures or fixed on concrete or brick column/wall with rawl
bolts. Direct welding on steel structures or direct fixing on column/wall
is not permissible. The bottom of the local switch boards shall be at a
height of 1500 mm from the finished floor level.

5.8 Connections from sub-circuits to individual lighting


fittings shall be with flexible copper conductor cables. For
installation in plant buildings, tap-off junction boxes provided shall have
approved type of bakelite terminal blocks rigidly fixed in the box and
having tinned copper screwed terminals.

5.9 Wiring for lighting installation shall be done in such a


manner as to avoid damage during installation and also
permit easy maintenance as well as replacement. No live parts shall
remain exposed any where in the installation.

5.10 The phase and neutral conductors shall have different


colour of insulation (white for phase and black for neutral)
so as to be easily distinguishable and the same colours for the respective
conductors must be adhered to for the complete installation.

5.11 After connection of all single-phase lighting sub-circuits


from 3-phase and neutral lighting distribution boards, the
Contractor shall check loading in each phase and in case of any
unbalance in the system, the wiring shall be suitably modified to balance
the system as far as practicable.

5.12 Conduits and lighting fittings shall be suitably grounded.


To achieve perfect electrical continuity, the conduits shall be
effectively bonded.

5.13 Identification marks shall be painted on all the lighting


distribution boards, MCB boards, switch boxes, socket
outlets etc.

5.14 The road lighting poles and brackets shall be


symmetrically arranged with uniform mounting height and
indication.

5.15 All supporting/mounting steel brackets, hooks, clamps,


saddles, junction boxes, pull boxes, accessories etc required
for lighting installation shall be galvanised.

6.0 SELECTION AND INSTALLATION OF SYSTEM


AND EQUIPMENT EARTHING

6.1 The method adopted for the electrical system earthing as


well as equipment earthing shall generally be in accordance
with the latest editions of VDE, DIN, IEC, ANSI, BS & IEEE and the
following general guidelines in so far as applicable. In case of any
contradictions, regulations given in finally adopted standard shall
prevail. The grounding system shall be designed for human and
equipment safety as per applicable international standards based on
actual measured soil resistivity and ultimate short circuit currents.

6.2 11 kV and 6.6 kV neutrals shall be earthed through


resistance to limit to earth fault current. The 230 kV, 33 kV
and 415 V system neutrals shall be solidly earthed. The system earthing
must ensure efficient and fast operation of protective gear in case of any
earth fault.

6.3 All noncurrent carrying metallic parts of various


electrical equipment as well as cable armouring, trays,
building/supporting structures etc. shall be effectively earthed.
Earthing of medium and high voltage equipment shall be done by means
of two separate earth continuity conductors connected either directly to
earth electrodes or to an earthing ring irrespective of use of armoured
cable or metallic conduit/GS pipe. Low voltage equipment, above 110V
shall have also two earthing points. However, equipment 110V a nd
below up to 24V may have single earthing. Earthing shall be done by a
separate earth continuity conductor either directly to an earth electrode
or to an earthing ring provided with two or more earth electrodes so as to
prevent non-current carrying metallic parts of the electrical equipment
from becoming electrically charged.

6.4 For electrical substations/electrical control rooms (ECR)


and main plant buildings, an earthing ring shall be provided
along building periphery connected to the required numbe r of earth
electrodes driven into the earth. For buildings/substations/ ECRs having
a number of floors, separate earthing rings shall be established on each
floor.

6.5 Earthing ring shall be further cross-connected and a


mesh formed depending on the layout and location of the
equipment. The cross-connections shall generally run in the cable
cellars, cable tunnel, trenches, motor room basement or embedded in
concrete floor based on the layout.

6.6 As far as possible all earth terminations and connectio ns


shall be visible for inspection. Each earthing system shall be
so designed that testing of individual earth electrode is easily possible.
For earth bus embedded in floor slabs, stubups shall be provided at
convenient locations near the equipment as well as building columns for
connecting earth continuity wires leading to the equipment and
structures.

6.7 In substations/ECRs an earthing ring shall be formed


with the system as well as equipment earthing connected
together to form a common earth system. In outdoor substations, main
earthing ring and electrodes shall be located within the substation fence.

Additional electrodes shall be placed near each transformer, lightning


arrester etc, which are required to be connected directly to the earth
electrodes. The outdoor substation fencing shall also be connected to
the earthing ring.

6.8 The total earth resistance values in substations shall not


exceed 0.5 ohm. Individual process and non-process
buildings shall be provided with separate earthing system complete with
main earth mat, electrode bonding and tapping materials with all other
accessories. The maximum total earth resistance value for all plant
buildings after interconnection shall not exceed 1 ohm. To achieve these
resistance values electrodes as required shall be provided. No earth ring
shall have less than two earth electrodes.

6.9 The earthing stations shall comprise single earth


electrodes in form of GS pipes of 40 mm nominal diameter
and 3 metres long having steel driving cap on top and hard steel driving
tip at the bottom. The electrode shall be vertically driven into the earth
without deformation or bending to a depth of 3 m. Bottom half of the
pipe shall have holes drilled at intervals on its surface. Removable caps
shall be provided at the top of pipe to facilitate pouring of water. Suitable
clamps shall be provided with the electrodes for connecting earth
conductors. The top of the electrode shall be about 100 mm below
ground level and the connection to the earth bus shall be made at about
150 mm below ground level. The top portion of the electrodes shall be
enclosed in 300 mm X 300 mm, 450 mm deep M15 concrete housing
provided with concrete top cover and marker. Provision shall be made
for testing earth resistance at each station by a disconnecting link. All
clamps shall be of cast brass and bolts & nuts shall be of phosphor
bronze.

In the area where the soil resistivity is very high, deep bore
(D.B) earthing system is to be provided for achieving the earthing
resistance of earth stations well below the acceptable limit, Bore holes of
adequate diameter are generally to be made by driving bailer to the
required depth. The depth of the bore holes shall vary depending upon
the soil condition of the area. Bore holes to be made until the mother
earth with wet condition is achieved in that particular area. The boring
shall be abandoned and to be shifted to some other nearby location, if
hard rock, stone etc come in the way, during making bore
holes. GS pipe of 40 mm nominal diameter is to be centrally placed
inside each of the bore hole and the area surrounding the pipe is to be
filled up with good earth.

6.10 All earthing conductors run on cable trays or structures


etc shall be clamped by saddles. All insulated (Y/G) cable
shall be supported at intervals of 500 mm and shall be placed by keeping
adequate clearance from the surface to which they are fixed to permit
making connections. Earthing conductors laid outdoor shall be directly
buried in ground at a dept of 500 mm.

6.11 Earthing strips shall be joined by brazing. Insulated (Y/G)


cable shall be joined by means of compression type jointing
sleeves using compression tools. Where insulated earthing conductors
are connected to earthing rods or earthing bars, entire area of
connection to be insulated and sealed against moisture penetration.

6.12 The termination of GS strips to the equipment shall be by


means of bolting. Insulated cables shall be terminated by
compression type tinned copper lugs. Termination at building col umns
and crane rails shall be by welding steel plates to the structure to which
copper cable shall be bolted. All contact surfaces shall be thoroughly
cleaned of dust and oil and after termination of the earth strips to steel
members the joints shall be protected by paint or grease.

6.13 Connection to equipment subjected to movement,


vibration and shocks shall be through flexible GS wires.

6.14 Crane rails shall be connected at least at two points to


the earth and interconnections of rails shall be through
flexible jumpers.

6.15 GS earthing strips or wires taken through GS conduits shall


be bonded at both ends.

6.16 Earthing conductors shall be kept electrically separated


from the metal work of other surface pipes specially those
carrying gases or flammable liquids. Rigid or flexible water pipes and
reinforcement bars of the buildings shall not be sued as earth
conductors.

6.17 Electronic earthing shall be carried out as per equipment


suppliers recommendation.

6.18 All enclosures, equipment, exposed conductive parts,


metallic trenching, metallic conduits, cable trays and other
metal work, other than any live part forming protection to or part of the
electrical installation, including apparatus and appliances shall be
effectively bonded to earth.

6.19 Earthing of Main Plant Buildings

6.19.1 In the main production shops as well as auxiliary units such


as air compressor plant, pump house workshop, electric
repair shop etc earthing conductors shall be of GS strips as main
earthing mat and insulated copper cable for equipment earthing to main
mat. The main earthing ring, cross-connection to main rings as well as
leads taken to the electrodes shall comprise 75 mm x 10 mm GS strips.
All building columns, crane rails, other structures/platforms, cable trays
etc as well as the system neutral shall be earthed by means of insulated
copper cable/GS strips.

6.19.2 The minimum size of galvanised steel (GS) earth


conductors (flat/strip) used for various equipment shall be
as given below.

6.19.3 Separate earthing grid shall be provided for the electronic


earthing system and associated power devices as per
equipment suppliers recommendation.

6.20 Earthing of Offices, Laboratories and


Other Ancillary Buildings

6.20.1 In offices, laboratories and other smaller ancillary


buildings the main earthing ring shall be 65 mm x 8 mm GS
strips. All connection of equipment to the main earth mat shall be as
per clause No. 6.19.2 as mentioned above.

6.20.2 All socket outlets shall have earthing contact which shall
be connected to the earth by means of separate earthing
conductors. All electrical appliances shall be earthed through the earth
contact of the socket outlets. If fixed wiring is used then a
separate earth wire shall be provided for earthing. For flexible
connections to any equipment, the main flexible cable shall contain one
earth continuity conductor having the same cross-sectional area as the
current carrying conductor.

6.21 Earthing of Road Lighting Poles and


High Mast Flood Light Towers

6.21.1 All road lighting poles shall be effectively earthed by


provision of one 40 mm dia, 3 m long GS pipe directly driven
into the earth. Connection from the electrode to the pole shall be by
means of 16 sq mm stranded GS wire. Two earth stations shall be
provided for each high mast towers and connection from the earth
stations to the tower shall be by means of 50 sq mm stranded GS wire.
The loop-in/loop-out junction boxes and door frames shall be
earthed by means of 16 sq mm stranded GS wire. Cable armouring shall
be effectively bonded to have electrical continuity through the feeder
length.

6.22 Earthing of Communication and Computer Systems

6.22.1 All communication equipment as well as communication


cable sheath shall be provided with separate earthing system
including separate earth electrodes which shall not be connected to the
plant main earthing network.

6.22.2 Computer installation shall have a separate earthing


network using insulated cables of not less than 16 sq mm
stranded copper conductor and separate earth electrodes.

6.23 Generally for low voltage equipment with a rated voltage


upto 1.1 kV the earthing protection measures shall be in
accordance with VDE 0100 (IEC 64), with the implementation of
protective conductor (PE System). Neutral earthing of LV equipment shall
be carried out as follows:

i) For copper conductor sizes of less than 10 sq mm via a


special protective conductor.

ii) For copper conductor sizes 10 sq mm and above, by


common copper conductor of suitable cross-section
directly to the neutral and protective grounding.

6.24 Equalising of potential differences shall be achieved by


connecting conductive parts within construction areas, e.g.
columns, containers, pipelines with one another and with the protective
conductor.

6.25 In transformer rooms, relay rooms and distribution


rooms, potential balancing bars shall be provided (earthing
bars with disconnecting links). To such balancing bars, all metal parts
which under normal operational conditions are not connected to any
voltage source shall be connected.

6.26 A grounding ring shall be laid around every building. All


Grounding rings shall be connected together to bui ld a
common grounding system. The building grounding ring can be
implemented as foundation grounding with in concrete embedded
galvanised flat steel with a minimum cross section of 100 sq mm. For
such grounding system the DIN-Standard 18014 shall be followed.

7.0 SELECTION AND INSTALLATION OF LIGHTNING


PROTECTION SYSTEM

7.1 Lightning Protection of Buildings

7.1.1 The method adopted for protection of structures against


lightning shall be in accordance with the latest editions of
VDE, DIN, IEC, ANSI, BS & IEEE and the following general guidelines in
so far as applicable. In case of any contradictions, regulations given in
finally adopted standard shall prevail.

7.1.2 All main plant buildings and buildings for auxiliary units
such as compressor plant, workshop, pump house, etc
electric repair shop, stores, etc having non-metallic/non-conducting
roofing shall have separate protection arrangement against lightning.

7.1.3 Structures having continuous metal frame without


external covering, metal chimneys, towers and buildings
with continuous sheet metal roofing, shall not be provided with separate
lightning protection system. However, the structures shall be earthed to
ensure adequate conducting path for lightning strokes.

7.1.4 All fuel oil tanks of the fuel storage shall be provided with
separate protection against lightning.

7.1.5 The lightning protection system shall comprise air


terminations, in the form of horizontal conductors, down
conductors and earth electrodes.

7.1.6 Earth electrodes and outdoor earthing ring provided for


equipment earthing shall be utilised for lightning protection
wherever available. The earthing system and lightning protection system
shall be electrically interconnected as far as practicable.

7.1.7 Where separate electrodes are to be provided for lightning


protection, the arrangement of earthing stations shall be
similar to that specified in item 6.9 for the plant earthing system.

7.1.8 Air termination shall be of horizontal conductor type


comprising minimum 25 mm x 4 mm GI strips. For the
protection of concrete/non-conducting roofs of large horizontal
dimension a network of horizontal conductors shall be installed. No part
of the roof should be more than 9 m from the nearest horizontal
conductor. Salient point of the structure shall be interconnected in the
air termination network. For a flat roof horizontal conductors shall be
provided along with outer periphery of the roof. The protective angle of
any single component part of the air termination network shall not be
more than 45o. However recommendations of the adopted standard shall
be considered during final selection of the system.

7.1.9 All metallic projections, chimneys, ducts, vent pipes,


railing gutters etc. on or above the main surface of the roof
shall be properly bonded to the air termination network.

7.1.10 Down conductor from air terminations to the earth


electrodes shall comprise minimum 40 mm x 6 mm GI strip.
Number of down conductors shall be selected on the basis of one down
conductor for every 30 m of the building perimeter. However
recommendations of the adopted standard shall be considered during
final selection of the system.

7.1.11 Down conductor shall follow the most direct path possible
between the air termination and the earth electrodes.

7.1.12 All joints and bonds shall be mechanically and electrically


effective and shall be done as specified in item 6.0 above.

7.2 All outdoor transformers shall be properly protected


against direct lightning stroke as necessary.

8.0 LAYOUT CLEARANCES, SAFETY REQUIRMENTS


AND SPECIAL FEATURES

8.1 Electrical equipment that requires back access shall be


installed keeping a minimum of 800 mm back and side
clearance. Where such back clearances are provided for the equipment
there shall be a passage-way from both ends of the equipment. For the
equipment where back access is not required, the equipment shall be
generally placed along the wall or structure having clearances not more
than 200 mm.

8.2 For all switchgear and control panels, a minimum front


clearance of 1,500 mm shall be provided. For equipment
with drawout unit, a minimum clearance of 800 mm shall be provided
from the draw out position of the equipment.

8.3 For all electrical equipment a minimum clear head room of


500 mm shall be provided.

8.4 All motors located away from the feeding end source and
for which the control desk or posts are not within visible
distance, shall be provided with readily accessible local lockable key
type STOP push buttons.

8.5 All electrical equipment operating on 415 V or higher


voltage shall be provided with approved type caution notice
boards fixed in a conspicuous position. Where a group of equipment is
located within a switch or a control room, the notice shall be fixed at the
entrance.

8.6 All exposed moving parts of equipment liable to cause


hazard to the operating and maintenance personnel shall be
protected by suitable metallic guards.

8.7 Outdoor transformers shall be provided with proper


expanded metal fencing of 2500 mm height so as to prevent
unauthorised entry.

8.8 Insulating mat (dielectric carpet) as per IEC:61111 shall


be provided in front of all switchgear, panel, MCC, Drive,
LCSS, UPS, DCDB, ACDB etc

9.0 TESTING & COMMISSIONING OF ELECTRICAL


INSTALLATIONS

9.1 General

9.1.1 The contractor shall be responsible for the testing and


commissioning of the installation work executed by him in
compliance with the standard procedure in vogue and instructions
furnished by the equipment supplier and Purchaser. This is
notwithstanding the fact that for major plant equipment the contractor
shall be assisted by the Manufacturer's representative on supervision
basis in commissioning of the equipment. The contractor shall provide
his own test equipment including the high voltage test kit, relay testing
sets, continuity tester, multi-meters, phase rotation tester, megger etc
and all other equipment required for testing and commissioning of the
plant.

9.2 Tests at Site

9.2.1 The tests and checks set out shall be conducted


in presence of the Purchaser or without his presence where
agreed to, but the results of which shall be submitted to the Purchaser
in the form of test certificates in the formats and details approved by the
Purchaser. All the tests to be conducted at site are to be approved by
the Purchaser and the results should be made available to the
Purchaser.

9.2.2 All documents/records regarding test data, oscillograms


and values of important parameters obtained during
commissioning shall be handed over to the Purchaser in the form of Test
Report' for their future use and reference.
