To discredit CW's Mayor and weaken his power in his attacks at the base by
reducing his credibility.

PRIMARY TARGETS:

SE SEC working in liaison with OPS NAT.

To weaken Mayor's attacking power.

OPS Nat responsibile for the overall planning of this project.

OPS NAT responsible for any debugging necessary on this project.

SE SEC using their organizations.

VITAL TARGETS:

To locate a Mexican who can carry this project out without any kickbacks.
Recruit and train him.

To ascertain the admin lines of Mexico Marrage bureau (whatever)

To get the documentation mocked up and "planted".

To ensure Securiety isIN IN.* (have FSM write a letter saying that he doing the
actions and that he knows he shouldn't be doing this but feels he must as he
learned the scene about the mayor)

Liaison with PAC SEC on the Mexico actions.
