Read the following:

1. G.O.Ms.No.4 of IT&C department dated 17-02-2005.


2. eProcurement agreement dated 07-04-2005.
3. G.O.Ms.No.13 of IT&C department dated 05-07-2006.
4. Minutes of the Steering committee meeting dated 11-09-2009.

ORDER:

1. In the GO 1st cited above, orders were issued to the effect that the
participating bidders would pay transaction fee to the present
service provider M/s C1 India Pvt Ltd electronically and
corresponding payment gateway charges should be borne by the
bidders.

2. In the GO 3rd cited above, orders were issued to integrate the


eProcurement platform of the Government with electronic payment
gateway of ICICI bank and HDFC bank for providing online payment
service through eProcurement platform.All the participating bidders
are to pay electronically the transaction fee to the service provider
through payment gateway on eProcurement platform.

3. In the steering committee meeting held on 11-09-2009 it was


decided to extend the contract period of the present service
provider M/s C1 India Pvt Ltd for a period of one year i.e., upto 31-
07-2010 with 0.024% of ECV with existing caps. The agreed
revised transaction fee was effective from 01-09-2009. Additionally
it was also decided that the existing transaction fee of 0.03% will
be collected from the bidder and the difference (0.03-0.024) i.e.,
0.006% will be given to APTS towards eProcurement fund.

4. The contract period of the service provider M/s C1 India Pvt Ltd is
coming to an end by 31-07-2010 and the transaction fee collections
are presently made electronically through payment gateway
operated by the existing service provider.

5. The GoAP now finalized a new service provider M/s Vayam


Technologies Ltd for the Operation and Maintenance of the
eProcurement system w.e.f 01-08-2010. It is now decided that the
collection process of the transaction fee shall be henceforth will be
done by APTS on behalf of GoAP instead of C1 India Ltd and in this
regard for smooth implementation of the changes made in the
system and to inform the users regarding the changes made in the
system the present orders are being issued.

6. The Government after careful examination hereby issued orders:

i. APTS shall open account for the collection of transaction fee


through eprocurement platform

ii. M/s C1 India shall change the account of transaction fee


collections to the account of APTS w.e.f. 00.00 hours of 01-
08-2010 as C1 India contract is ending on 31.07.2010.

iii. M/s C1 India shall make the necessary changes in this regard
in the eprocurement portal as well as in the eprocurement
application to enable APTS to collect the online transaction
fee from the bidders/suppliers through the eprocurement
platform henceforth.

iv. All the bidders shall pay the transaction fee including service
tax in favor of APTS w.e.f.00.00 hours of 01-08-2010.

7. The collection of transaction fee by APTS shall come into force from
01-08-2010 and is applicable to all departments/PSUs/Local Bodies using
the eProcurement platform.
