OutlineDrainageStrategyandFloodRiskAssessmentReportfortheproposedredevelopmentofthe
ParkCampus,Northampton.
Thereportprovidesanoutlinefoulandsurfacewaterdrainagestrategyforthedevelopmentsubjectto
consultationwithAnglianWater.
ThefoulseweragesystemservingthedevelopmentwilldischargetotheAnglianWaterfoulwater
seweragesystem.Subjecttogroundinvestigationthesurfacewaterfromtheproposeddevelopment
willdischargetosoakawayorintheeventthatthisisnotpossibletotheAnglianWatersurfacewater
system.Thesurfacewaterseweragesystemwillincorporatesustainabledrainagesystems.
TheapplicationsiteisclassifiedaswithinNPPFfloodzonelowprobabilitywhichcomprisesland
assessedashavingalessthan1in1,000annualprobabilityofriverorseafloodinginanyyear(<0.1%).
ThesitefallswithinthecatchmentoftheRiverNenebutdoesnotfallwithinitsoranyofitstributaries
associatedfloodzones.Noothersourcesoffloodinghavebeenidentifiedwhichaffectthesite.

Introduction
1.1 Terms of Reference
HalcrowGroupLimited(Halcrow)hasbeenappointedbyNorthamptonUniversitytoundertakean
outlinedrainageStrategyandfloodriskassessmentfortheproposeddevelopmentoftheParkCampus
oftheNorthamptonUniversity.Theproposeddevelopmentwillcomprisereplacementofexisting
universityfacilitieswithnewresidentialdwellingsinfrastructure.
Thebriefforthereportistoinformthedevelopmentproposalsadrainagestrategywillberequiredfor
thesitetoinformthemasterplanandtoensureMakingspaceforWaterisallowedforintheearliest
designs,consideringtheuseofbalancingpondsandattenuationsystemstomeetdevelopmentneedsin
linewithEArequirements.
Thedrainagestrategyreportwillincludethefollowing:

1.2 Site Location


ThesiteiscentredonOrdnanceSurveyGridReferenceSP763644,anexistinguniversitycampus.The
siteislocatedapproximately3.5kmtothenorthofthecentreofNorthampton.TheBoughtonGreen
RoadformstheWesternboundaryoftheproposeddevelopment.

1.3 Site Description


ThesiteiscurrentlytheParkCampusoftheNorthamptonUniversity
Theexistingsiteandsiteboundaryisshownonthemosescameronwilliamsarchitectsdrawingnumber
0116/A_EX001AParkCampusRedLine(seeAppendixA).
ThetopographyofthesiteisthatthereisafallawayfromthesouthernedgeofthesitealongBoughton
GreenRoadtowardsthenortheastandthewest.ThelevelalongtheBroughtonGreenRoadedgeisin
thevicinityof128.00mAODandfallstoalowpointof120.60mAODinthenortheastcornerand
114.90mAODinthewesterncorner.

1.4 Planning Policy Framework Planning (NPPF)


TheNPPFandtheTechnicalGuidancetotheNationalPlanningPolicyFramework(TGNPPF),publishedby
theDepartmentforCommunitiesandLocalGovernment,March2012supersedesthePlanningPolicy
Statement25(PPS25)thatwaspublishedbyCommunitiesandLocalGovernmentinDecember2006.
TheTGNPPFprovidesadditionalguidancetotheLocalPlanningAuthority(LPA).Thisguidanceretains
keyelementsofPPS25andretentionofthisguidanceisaninterimmeasurependingawiderreviewof
guidancetosupportplanningpolicy.
TheEnvironmentAgencyisastatutoryconsulteeforallplanningapplicationsandwillgivecommentand
recommendationstotheplanningauthorityforanyproposeddevelopmentsaffectingawatercourse.A
floodriskassessmentinaccordancewithNPPFwillberequiredtoaccompanyaplanningapplicationas
thesiteisgreaterthan1ha.

1.5 The Proposed Development


Theproposeddevelopmentisshownontheillustrativemasterplan(seemosescameronwilliamsdrawing
no0116PZ01005ResidentialUnitMixinAppendixA).
Theproposeddevelopmentis800residentialunitswithassociatedopenspaceandinfrastructure.This
developmentiscontainedwithintheplanningredlineboundaryandcoversanareaofapproximately
27.6Ha.
TheredlineboundaryisshownonthemosescameronwilliamsdrawingSiteLocationPlannumber
0116PZ01001inAppendixA.

1.6 Vulnerability
Table2inTechnicalGuidancetotheNPPF(seeFigure1over)hasbeenusedtoassesstheFloodRisk
Vulnerabilityclassificationfortheproposeduseofthesite.TheclassificationMoreVulnerable
matchesresidentialuseandincludesbuildingsusedfordwellinghouses,studenthallsofresidence

1.7 Sequential Test


Asequentialtestshoulddemonstratethattherearenoreasonablyavailablesitesinareaswithalower
probabilityoffloodingthatwouldbeappropriatetothetypeofdevelopmentorlanduseproposed.The
sitefallsinFloodZone1thatisthelowestfloodriskvulnerabilityclassification.Figure2showsthe
developmentisappropriatefromFloodRiskvulnerabilityandfloodriskcompatibility.

1.9 Groundwater Flood Risk


ExaminationoftheEAWebsiteindicatesthatthesiteisinanareaidentifiedasaMajorAquiferHigh.
Thismeansthatthesiteiscapableofpassingsurfacewaterintothegroundatahighrate,thusnotata
riskofgroundwaterfloodrisk.ReferencetotheEnvironmentAgencywebsiteconfirmsthatthesiteis

notwithinanyGroundwaterSourceProtectionZonesandthatthesiteisnotlocatedinaGroundWater
VulnerabilityZone.
AnalysisoftheBritishGeologicalMapsthroughtheBritishGeologicalSurveywebsiteshowsthatthe
developmentislocatedoveranareaidentifiedasBilisworthlimestone(seefigure4below).This
confirmsthepotentialcapacitytopasssurfacewatertogroundsubjecttosuitablegroundinvestigations

1.10 Flood Risk from Sewers and Drainage


AnglianWateristhesewerageundertakerfortheareaandtheirsewerrecordsshowthatthereisa
networkoffoulandstormsewersservingtheadjacentareasandthattherearefoulandsurfacewater
sewerextendingintothedevelopment.
TheNorthamptonBCLevel2SFRAfigureFA2iiititledSequentialTestSites(Drainage)(seeAppendix
A),showsthatnofloodrisksareidentifiedintheproximityofthedevelopment.
TheNorthamptonBCLevel2SFRAfigureF1titledCriticalDrainageAreas(seeAppendixA),showsthat
nofloodrisksareidentifiedintheproximityofthedevelopment.

InaccordancewithTable5ofTGNPPFthedrainagedesignforthedevelopmentwillbecarriedoutwith
anallowanceforclimatechangedependentuponitsdesignlife.Foradevelopmentwithdesignlife
between2055and2085.Anallowancefora20%increaseinrainfallintensitywillbemade.Foradesign
lifebetween2085and2115thecorrespondingallowanceis30%.Itisassumedthatadesignlifeofupto
2115isappropriateandthereforea30%climatechangeallowancewillbeused.

2.1 Surface Water Drainage

2.1.1 Development Surface Water Discharge Rates


Thefirstpointofdischargeofsurfacewaterfromthedevelopmentistobetosoakawaysubjectto
satisfactorygroundinvestigations.
ConsultationwiththeEnvironmentAgencyhasconfirmedthattheEnvironmentAgencymapdonot
showanywatercoursesinthevicinityofthesitethereforeifinfiltrationisnotpossiblethesitewillneed
todischargetosewer(seeEAconsultationinAppendixB).
ConsultationwiththeEnvironmentAgencyhasconfirmedthattheEnvironmentAgencyhasno
restrictionrequirementonthedischargeratefromtheproposeddevelopmenttotheAnglianWater
SurfaceWatersinthevicinityofthedevelopment.Dischargelimitationstosurfacewatersewersmaybe
requiredbyAnglianWaterandwillbesubjecttoconsultationwiththem.

ExistingImpermeableAreas
Theexistingimpermeableareasofthecampushavebeenassessedasbasedontheareaswithinthered
lineshownonthemosescameronwilliamsarchitectsdrawingnumber0116/A_EX001AParkCampus
RedLine(seeAppendixA).Theapproximateareasareasshownbelow:

2. RoofAreas:3.84ha
Total9.56ha
NB.Thefootpathsnotattachedtocarparkingoraccessroadshavebeenexcludedfromtheassessment
astheyarenotassumedtobepositivelydrained.

Astheimpermeableareaswillincreasewiththeproposeddevelopment,tocomplywithCodefor
SustainableHomes(CfSH)requirementsthevolumeofsurfacewaterdischargeshouldbelimitedtothe
predevelopmentdischargethroughtheuseofinfiltration.Shoulditbeprovedthatinfiltrationcant
achievetherequiredreductionindischargedvolumethesurfacewaterdischargerateistobelimitedto
thehighestflowrateof;

Thepredevelopment1yearpeakflowratehasbeenestimatedasapproximately600litres/second.
However,correspondencewithAnglianWaterhasindicatedthatthemaximumdischargeratethatcan
beacceptedbytheirsewersis220litres/second(SeecorrespondenceinAppendixB).Thelower
dischargeratesprovidedbyAnglianWaterhavebeenusedinthisreport.
Thesevalueswillbeusedforalleventsuptoandincludingthe200yeareventinaccordancewithEA
requirements.Thebulkofthesite(23.1ha)willdraintomanholeMH3151,withtheremainderofthe
development(4.3ha)drainingtomanholeMH5851.MH3151isa675mmdiameterpipewithagradient
ofapproximately1:182andthereforeacapacityofapproximately694l/s,MH5851isa600mmdiameter
pipewithagradientof1:28andcapacityof1300l/s.Thusbothpipeshavecapacityconsiderablyin
excessoftheallowabledischargerate.

2.1.2 Surface Water Drainage Strategy


Thedevelopmentproposalisforremovaloftheexistinguniversitybuildingsandconstructionof800
newresidentialunits.Thedevelopmentwillalsoinvolveconstructionofnewaccessroads,pedestrian
andsharedsurfaces.Thedevelopmentwillincreasethepercentageofpavedsurfacewithinthe
developmentwhencomparedtotheexistingsituationhowevertherewillbecompensationprovidedin
theformofasustainabledrainagestrategytolimitthedischargerateinaccordancewithCfSH
requirements.
WhereappropriatethefirstpointofsurfacewaterdischargeistobetogroundastheBritishGeological
Surveymapsshowthatthesitesitsoveralimestonebedrockformation,thiswillbesubjecttosite
investigation.TheEAhavecommentedthatpercolationtestsshouldbeundertaken,andsoakaways
designedandconstructedinaccordancewithBREDigest365(orCIRIAReport156),andtothe
satisfactionoftheLocalAuthorityThemaximumacceptabledepthforsoakawaysis2metresbelow
existinggroundlevel.Ifafterundertakingtests,itisdeterminedthatsoakawaysdonotwork
satisfactorily,alternativeproposalsmustbesubmitted.
Thesecondpreferredpointofdischargeofsurfacewatershouldbetowatercoursehoweverasthereare
noneavailableinthevicinitythepointofdischargeistobetotheAnglianWatersurfacewatersewersin
thevicinityofthesite(seeAnglianWatersewerrecordsAppendixA).
AschematiclayoutoftheproposedsurfacewaterlayoutanddischargehasbeenaddedtotheWater
ManagementPlanfromtheMasterplanningdocument.Thisshowsasurfacewaterdischargetothe
AnglianWatersewer(seeConceptDrainagedrawinginAppendixA)thatissubjecttoAnglianWater
consent.Surfacewaterdischargerateof220l/shasbeenagreedwithAnglianWatersubjecttodetailed
design.
Flowinexcessoftheattenuateddischargerateistobeattenuatedwithinsustainabledrainagesystems
(SuDS)andwheregroundconditionspermittheattenuationistoincorporateinfiltrationtodischarge
watertogroundtoreducethevolumeofattenuationrequired.Attenuationspondshavebeenshownon
theSurfaceWaterDrainageStrategydrawing.
Themasterplanforthesiteisbeingdevelopedanditisassumedthatspacewillbeprovidedforsurface
waterbalancingfacilitieswithinthedevelopment.Thesizeofthesefacilitieswillalsobedependenton
thecontributingimpermeableareas,theuseofinfiltration,siteconstraintsandprofilesandany
dischargelimitsspecifiedbyAnglianWater.ApredevelopmentenquiryhasbeensubmittedtoAnglian
Watertoidentifytheirconstraints.
TheEAhavecommentedthattheNorthamptonSFRAlevel2paragraph12.5.17statesTheEAsupport
theuseofrainwaterharvesting,howevernotethatstorageinthesetypesofsystemswillnotusuallybe
abletobecountedtowardstheprovisionofonsitestorageforsurfacewaterbalancing.Thisisbecause

thestoragecannotbeguaranteedtobeavailablewhenrequiredgiventhesporadicnatureoftheuseof
theharvestedrainwater.
Theuseofpermeablepavingwillbeproposedtolimittheincreasetheincreaseinimpermeableareaon
appropriatesurfaces.Wheregroundconditionspermititisproposedthatsurfacewaterfallingonthese
surfaceswilldischargetoground,otherwiseitisassumedthatattenuationwillbeprovidedwithinthe
stonestructurebelowthegroundlevelpriortodischargetosurfacewaternetwork.
Theuseofsoakawayswillbepromotedforroofandprivatedrivewayswhereinfiltrationisappropriate
otherwisewilldischargetoaproposedsurfacewaternetworkpriortodischargetotheexistingAnglian
WaterSurfacenetwork.
Thestrategyfordisposalofsurfacewaterfallingonthesitewillbetoattenuateflowstoavalue
acceptabletoAnglianWaterpriortodischargeoffsiteviatheproposedsurfacewaternetwork.The
attenuationistobeprovidedwithinsurfacewaterattenuationasindicatedonthesurfacewater
drainagestrategydrawing(seeAppendixA).
TheEnvironmentAgencyhasconfirmedthatthesitessurfacewaterdrainageshouldbedesignedto
accommodatethe0.5%(1in200)plusclimatechangeeventonsiteandthusthisdefinesthedesign
standardtotheattenuationvolume.
Thesurfacewaterseweragesystemforthedevelopmentistobebuilttoadoptablestandards.

2.1.3 Surface Water Attenuation Volume


Thevolumeofattenuationrequiredistobedeterminedinthedetaildesignofthedevelopmentbutis
basedonthecriteriaoutlinedinsection2.1.Thevolumeofattenuationrequiredisdependentonthe
impermeableareathatwilldischargetothesurfacewaterseweragesystem,theabilitytoinfiltrateand
thesurfacewaterdischargerate
Theimpermeableareashavebeenassessedbasedontheillustrativemasterplan(see
mosescameronwilliamsdrawingno0116PZ01005ResidentialUnitMixinAppendixA)andare
showninTable1below.Forthepurposeofassessmentofvolumesrequireditisassumedthatno
infiltrationtogroundispossibleandthatthesurfacewaterdischargerateistobelimitedto220l/sin
accordancewithAnglianWaterrequirements.Anassessmentoftheattenuationrequiredhasbeen
carriedoutusingWindessoftware(seeAppendixC)andaresummarisedinTable1below.Thetable
assumesthattwopondsareprovided,oneponddrainingtoeachofmanholeMH3151andMH5851.

2.2.1 Design Standard and Adoption


Afoulseweragesystemistobeconstructedtoservetheproposeddevelopment.Theseweragesystem
istobedesignedinaccordancewithSewersforAdoption7thEdition.Theproposedseweragesystemis
toutilisetheexistingseweragesystemwhereeverpossibledependingonconditionandalignments.

2.2.2 Foul Flows and Anglian Water Impact Assessment


Calculationofthepeakdesignfoulwaterflowsandactualflowratesfromtheproposeddevelopmentis
dependentontheproposednumberofresidentialunits.SewersforAdoptionassumesapeakdesign
flowof4000litresperdwellingandthereforeaflowof37l/sfromtheproposed800units
ApredeveloperenquiryhasbeensubmittedtoAnglianWatertodeterminecapacitywithinthe
seweragesystemfortheproposeddevelopment.AnglianWaterhasstatedthataDeveloperImpact
AssessmentisrequiredandwillcompletedbyJune2014.Enhancementstothepublicseweragesystem
requiredforthedevelopmentwouldhavetoberequisitionedfromAnglianWater.

2.2.3 Foul Drainage Strategy


SubjecttoconfirmationfromAnglianWaterthroughthefoulsewerimpactassessment,theproposed
developmentistodischargetotheexistingfoulseweragesystemasshownondrawingnoGIH015C
DWG00504ConceptDrainageDrawinginAppendixA.
Thedischargeoffoulsewagefromthedevelopmentistobeviaasystemoffoulsewersconstructedin
accordancewithSewersforAdoption7thEditionanddischargedtotwolocations.TheexistingAnglian
WaterfoulseweratmanholeMH3201andMH4901.
Theproposedseweragesystemistobedesignedtofallbygravitytothedischargelocations.Itisnoted
thattheseweragesystemservingtheexistingMargaretBondfieldbuildingonthesouthernboundaryis
pumpedasitislocatedinrelativelylowlyinglocation.Itisthereforeproposedfinishedfloorlevelsinthis
locationwillneedtoberaisedtoalevelthatagravityfalltotheoutfallcanbemaintained.

Sustainable Drainage Systems


3.1 Sustainable Drainage Systems (SuDS)
Whereitiseithernotpossibleornotpracticaltodischargesurfacewaterrunofftotheground,surface
waterrunofffromthesiteinexcessofthesoakawaycapacitywillbedischargedintotheexisting
AnglianWaterSurfaceWaterSewersat200l/sasagreedwithAnglianWater.Thevolumesof
attenuationrequiredforanattenuateddischargecalculatedaboveassumethatthereisnoinfiltration.
Drainagearrangementswillincorporatesustainabledrainagesystems(SuDS)inorderto:
Reducevolumesofwaterandpeakflowsdischarging;and
Improvewaterquality,comparedwithconventionalsurfacewatersewers,byremovingpollutants
fromdiffusepollutantsources.
ThemostcommonlyfoundelementsofSuDSfallintotwocategories:surface;andsubsurfaceelements.

3.2 Effective Application of SuDS


AhierarchicalapproachisrecommendedforselectionofSuDStechniquesfordisposalofsurfacerunoff.
TheSuDSManual(CIRIA697)advisesthatwhereverpossible,stormwatershouldbemanagedinsmall
landscapefeatureslocatedwithinsmallsubcatchmentsratherthanbeingconveyedtoandmanagedin
alargesinglestoragesystematthebottomofdrainagearea.
GroundconditionsplayavitalroleindeterminingthesuitabilityofSuDS,soappropriateground

swalesinadditiontothepipedseweragenetwork,andthereforeitisproposedthatthesewerage
networkisdesignedinaccordancewiththeirrequirementsandadoptedbythem.

4.1 Flood Risks
Nofloodrelatedrisksshouldremainaftermeasureshavebeenimplementedtoprovideasustainable
drainagesystem.
Bettermentisprovidedintermsofpeakflowdownstreamofthedevelopmentwiththesurfacewater
dischargerestrictedto220litres/secondinaccordancewithAnglianWaterrequirements.
WaterquantityimprovementswillbeprovidedforthedevelopmentthroughtheuseofSuDS.

4.2 Strategy
SurfaceWaterwilldischargetogroundifsiteasiteinvestigationprovessatisfactory,otherwiseitwill
dischargetotheAnglianWaterSurfaceWaterSewersinaccordancewithAnglianWaterrequirements
(SeeAppendixBforcorrespondence).
FoulSewagewilldischargetotheAnglianWaterfoulseweragesystemsubjecttoAnglianWaterapproval
aftercompletionofthesewerimpactassessment.

Further to our conversation I have recorded the main points and would be grateful if you can confirm a number of
items from our conversation.

The University of Northampton is proposing to redeveloped the Park Campus off Boughton Green Road. The OS grid
reference for the site is SP763 644. Please see the attached proposed masterplan.

The proposal is for removal of a proportion of the existing university buildings and construction of new building and
facilities. The development will also involve construction of new access roads, pedestrian and shared surfaces. The
development will increase the percentage of paved surface within the development when compared to the existing
situation however there will be compensation provided in the form of a sustainable drainage strategy.

The masterplan for the site is being development the current proposals will include green roofs on a proportion of
the new buildings with the provision of attenuation within the development to restrict the surface water discharge
rate from the development. The use of permeable paving will be proposed to limit the increase the increase in

impermeable area on appropriate surfaces. The Northampton SFRA level 2 paragraph 12.5.17 states The EA
support the use of rainwater harvesting, however note that storage in these types of systems will not
usually be able to be counted towards the provision of on-site storage for surface water balancing. This is
because the storage cannot be guaranteed to be available when required given the sporadic nature of the
use of the harvested rainwater.

Where appropriate the first point of surface water discharge to be to ground as the British Geological Survey maps
show that the site sits over a limestone bedrock formation, this will be subject to site investigation. Percolation
tests should be undertaken, and soakaways designed and constructed in accordance with BRE Digest 365
(or CIRIA Report 156), and to the satisfaction of the Local Authority. The maximum acceptable depth for
soakaways is 2 metres below existing ground level. If, after tests, it is found that soakaways do not work
satisfactorily, alternative proposals must be submitted.

Please can you confirm that the second preferred point of discharge of surface water should be to watercourse
however as you have stated that there are none available in the vicinity of the development and that the point of
discharge should be to the Anglian Water surface water sewers in the vicinity of the site. The Environment
Agency map do not show any watercourses in the vicinity of the site therefore if infiltration is not possible
the site will need to discharge to sewer

Please can you confirm your statement that the Environment Agency has no restriction requirement on the
discharge rate from the proposed development to the Anglian Water Surface Waters in the vicinity of the
development. Discharge limitations to surface water sewers may be required by Anglian Water and will be subject
to consultation with them. Agree.

Please can you confirm that as the flood defense standard for the Northampton area is 200 years then any surface
water attenuation that is required is to be constructed to the 200 year standard. The sites surface water
drainage should be designed to accommodate the 0.5% (1 in 200) plus climate change event onsite.

Please can you confirm that a climate change allowance of 20% is appropriate to this development as it will be an
university and any associated residential accommodation will be part of the university and therefore the same
climate change allowance is appropriate. Climate change should be based on the proposed lifetime of the
development and in accordance with Table 5 of NPPF Technical Guide.

Please can you confirm as shown in the EA flood Maps the development is located in flood zone 1 the site is in
Flood Zone 1

Please can you confirm that the development is not located in a critical drainage area is shown in Figure F1 of the
Level 2 SFRA and there are no known other sources of flooding the site is not in a Critical Drainage Area on F-
1.

In examining the used water system we assess the ability for your site to connect to the public
sewerage network without causing a detriment to the operation of the system. We also assess
the receiving sewage works and determine whether the sewage works can cope with the
increased flow and influent quality arising from your development.
Used Water Treatment
The foul drainage from the proposed development is in the catchment of Great Billing Water
Recycling Centre, which currently has capacity to treat the flows from your development site.
Anglian Water cannot reserve capacity and the available capacity at the water recycling centre
can be reduced at any time due to growth and due to environmental and regulation driven
changes.
Foul Sewerage Network
Anglian Water has assessed your proposals and a desktop study has indicated that a direct
connection to the public foul sewerage system is likely to have a detrimental effect on the
existing sewerage network. Therefore further hydraulic modelling work is required to enable
Anglian Water to provide you with a solution for draining the foul flows from the proposed
development. There is no additional charge for this work.

If this modelling work confirms your development will have a detrimental effect on the existing
sewerage network, the drainage strategy will be detailed within the pre-planning addendum
report. This will be issued to you under separate cover within the timescales advised by Max.
This will include a no detriment foul drainage solution which will encompass a connection point,
details of any upgrades or work required and indicative budgetary costs. If an alternative
drainage solution is required following the work undertaken for the pre-planning addendum
report, any additional hydraulic modelling work will be at the cost of the developer. A cost and
timescale is available upon request.

Please note that Anglian Water will request a suitably worded condition at planning application
stage to ensure the strategy is implemented to mitigate the risk of flooding.

The proposed method of surface water drainage submitted is acceptable to Anglian Water, the
connection point for the surface water would be split between manhole 3151 and 5851 national
grid reference (NGR) SP7639464160 and SP7650964827 at a rate of 200 l/s.

Anglian Water's surface water policy follows the SUDs hierarchy outlined in Part H of the Building
Regulations. Should your needs change then an alternative solution, connection point or flow
rate may be required. You are therefore advised to update Anglian Water with any significant
changes.

Trade Effluent
We note that you do not have any trade effluent requirements. Should this be required in the
future you will need our written formal consent. This is in accordance with Section 118 of the
Water Industry Act (1991).

Used Water Budget Costs


It has been assumed that the onsite foul network will be provided under a section 104 Water
Industry Act application. It is recommended that you also budget for both infrastructure charges
and connection costs. The 2013/14 charges are:

USEFUL INFORMATION
Sustainable Drainage Systems: Many existing urban drainage systems can cause problems of
flooding, pollution or damage to the environment and are resilient to climate change in the long
term. Therefore our preferred method of surface water disposal is through the use of Sustainable
Drainage Systems (SuDS). SuDS are a range of techniques that aim to mimic the way surface
water drains in natural systems within urban areas. For more information on SuDS, please visit

recommend that you contact the future SuDS Approving Body (SAB) for the area to discuss your
application.

The Anglian Water baseline method of calculating permitted surface water discharge rates is as
follows;

Where a brownfield site is being demolished, the site should be treated as if it was greenfield, no
historic right of connection will exist and any sewer connections should be treated afresh. Where
this is not practical, Anglian Water would assess the roof areas of the former development site
and subject to capacity, permit the 1 in 1 year calculated rate to discharge to the public surface
water system.

Flows in excess of any agreed rate would need to be stored on site to Environment Agencys
requirements for all events up to and including the 1 in 100 year plus climate change rate unless
a greater event has been stipulated.
Water Industry Act Key used water Sections:

Section 98: This provides you with the right to requisition a new public sewer. The new
public sewer can be constructed by Anglian Water on your behalf. Alternatively, you can
construct the sewer yourself under section 30 of the Anglian Water Authority Act 1977.

Section 102: This provides you with the right to have an existing sewerage asset vested
by us. It is your responsibility to bring the infrastructure to an adoptable condition
ahead of the asset being vested.
Section 104: This provides you with the right to have a design technically vetted and an
agreement reached that will see us adopt your assets following their satisfactory
construction and connection to the public sewer.
Section 106: This provides you with the right to have your constructed sewer connected
to the public sewer.
Section 185: This provides you with the right to have a public sewerage asset diverted

Private Sewer Transfers: Sewers and lateral drains connected to the public sewer on the 1 July
2011 transferred into Water Company ownership on the 1 October 2011. This follows the
implementation of the Floods and Water Management Act (FWMA). This included sewers and
lateral drains that were subject to an existing Section 104 Adoption Agreement and those that
were not. There were exemptions and the main non-transferable assets were as follows:

Surface water sewers and lateral drains that did not discharge to the public sewer, e.g.
those that discharged to a watercourse.
Foul sewers and lateral drains that discharged to a privately owned sewage
treatment/collection facility.
Pumping stations and rising mains will transfer between 1 October 2011 and 1 October
2016.
The implementation of Section 42 of the FWMA will ensure that future private sewers will not be
created. It is anticipated that all new sewer applications will need to have an approved section
104 application ahead of a section 106 connection.

Encroachment: Anglian Water operates a risk based approach to development encroaching close
to our used water infrastructure. We assess the issue of encroachment if you are planning to
build within 400 metres of a Sewage Treatment Works or, within 15 metres to 100 metres of a

Thank your for your email dated 03 April 2014. Apologies for the confusion, but the pre
planning form stated an overall flow of 200l/s.

Anglian Water's surface water management policy is as follows: Where a brownfield site is
being demolished, the site should be treated as if it was greenfield. no historic right of
connection will exist and any sewer connections should be treated afresh. Where this is not
practical Anglian Water would assess the roof area of former development site and subject to
capacity, permit the 1 in 1 year calculated rate to discharge to the public surface water
system. We wouldnt calculate at 20% of the impermeable area. Based on this I can confirm
that Anglian water can accept a maximum overall flow of 220l/s. This can be split between
the two manholes at 3151 and 5851at the 80% - 20% split requested. All flows above this
must be attenuated.

This is all on the assumption that the site currently discharges to the surface water network.
Evidence will be required prior to connection, as well as evidence that the surface water
management hierarchy has been adhered to before the connection could be agreed.
