Facts:
On February 25, 1986 (EDSA People Power), President
Corazon C. Aquino issued Proclamation No.1 announcing that
she and Vice-President Salvador Laurel were taking over the
leadership of the Philippines. On March 25, 1986,
Proclamation No. 3 was issued thereby giving basis for the
assumption of power for the Aquino government by stating
that a new government was installed through a direct
exercise of the Filipino people assisted by units of the New
Armed Forces of the Philippines. Thereafter, petitioner
Lawyers League for a Better Philippines questioned the
legality and legitimacy of the Aquino government and claimed
that the assumption to power of Pres. Aquino and Vice Pres.
Laurel were not in accordance with the provisions of the 1973
Constitution, thus, making it illegal and illegitimate.

Issue:
Is the government of President Corazon Aquino
legitimate?
Ruling:
Yes. The Court held that petitioners have no personality to
sue and their petition states no cause of action. The
government of President Corazon Aquino is legitimate since it
is the people that decided to put her in power which is now in
effective control of the entire country, also, the issue at hand
is not a justiciable matter since it belongs to the political
realm where only the people can judge the same. The
government is not merely a de facto government but in in fact
a law de jure government. Moreover, the community of
nations already recognized the legitimacy of the new
government.
