Case study # 1 An Island Firestorm

If I were the official concern, after knowing that the drinking water taken from the deep wells are
highly contaminated with coliforms, I will immediately call/conduct a thorough investigation
regarding the matter to know the cause of such contamination. Furthermore, I will call for an
emergency meeting to agencies involve such as; Barangay Officials, MENRO, and the
owner/operators of the establishments and resorts. We will talked about the problem, the cause
of the problem and the solution to the problem. We will also formulate ways on how to prevent
such contamination to happen again in the future. I will also give the responsibilities to the Health
Office to give assistance to the affected residents. The task of monitoring the cleanliness of the
Island should be imposed to the Environmental Office. They should implement a strict
compliance of the establishments/resorts to existing environmental laws.

As government employees, we are bound to preserve, secure and protect the health of our
constituents and guests. We will also inform every people/locals of the said Island to be more
responsible, and observe/practice proper waste segregation and disposal. So that we will have a
more clean and safe Island.
Case Study # 2 Wanted: Dead Heroes

The cutting down of trees in the forest has been prohibited several years ago. This is due to the
fact that most of the mountains are already denuded which lead to the occurrence of natural
calamities like flashfloods and landslides. And these natural calamities destroyed many lives and
properties of many people. And if these happen, it also gives problem to the government since
the government has to help the victims of those calamities. It is the responsibility of the
government to help and rescue the people. If I were Rick I will not allow Colonel Alonzo to pass
because clearly he and his men committed serious environmental crime. He must be questioned
and should undergo an investigation. I will immediately call the nearest police station for
assistance. Colonel Alonzo was in Flagrante delicto because he committed an act of violation
of the Anti-illegal logging Act.

If ever the colonel insists to pass, I will report him to his officials and have him arrested.
Case Study #9 For Official Use Also

R.A. 6713 Section 4 (a) states that Commitment to public interest. - Public officials and
employees shall always uphold the public interest over and above personal interest. All
government resources and powers of their respective offices must be employed and used
efficiently, effectively, honestly and economically, particularly to avoid wastage in public funds
and revenues. If I happen to chance upon a government service vehicle parked in a place where
I least expect a government official may transact business with, the first thing that I will do is to
think that maybe the government official using the government vehicle just drop by from an
official business transaction near that place. But if I happen to see it twice or more, then I will try
to know the reasons why the vehicle is parked there. Since I am aware that government vehicle
should be used for official business transactions only and not for personal business of course I
have to inform the proper authorities of it so that this wrong act of government officials will be
stopped. Aside from that, this may serve as warning also to the other government officials who
are using the government vehicles for personal interest. Government vehicles are government
property which is issued to government officials to make and perform their task and to serve the
people in a fast manner and not to be used in their personal matters. These should be used for
public interest and not for personal interest.
Case Study #10 He Does, I Do*

According to R.A. 6713 Section 4 (b) Professionalism. - Public officials and employees shall
perform and discharge their duties with the highest degree of excellence, professionalism,
intelligence and skill. They shall enter public service with utmost devotion and dedication to duty.
They shall endeavor to discourage wrong perceptions of their roles as dispensers or peddlers of
undue patronage. A government official or employee should always possess the spirit of
professionalism in anyway. One way of showing it is by reporting to work on time. A government
employee should be very conscious of the time; they should utilize the time well. It is not good
to see employees reporting to office for work late, and then once he arrives in the office the
people who need his service are already waiting for him. It is very embarrassing and very
disgusting. In the situation given, Roy is right when he said that his boss should not be exempted
from the policy implanted for the late comers since like him his boss always come to work late
also. But he is wrong when he made the distance of his house from his office. As an employee, it
is his responsibility to report to office on time. He has to use his initiative on how he can report
on time despite the location of his residence. It is not his boss fault if his house is far from the
office. On the other hand, his boss is not right when he said that Roy should wait until he becomes
a boss. A boos should act as a model to his subordinates. To avoid complaints like Roys
complaints, he also should come to office on time; this is because the law excuses no one. The
law was made for everyone. In government offices, there is no law that says that a boss is
exempted from going to office late.
Reflections on the Distance Learning Program on the Rules of Conduct and Ethical Behavior in
the Civil Service.

Distance Learning Program (DLP) on the Rules of Conduct and Ethical Behavior in the Civil Service
is of good help to me. It is very informative. I am able to learn the different dos and donts
in public service. I realized the importance of R.A. 6713 to every public employees such as I. I
highly recommend this program to every public employees and officials for them to ponder upon
every lesson that this program has.

In Lesson 1, I specifically learned about the different norms of conduct such as; commitment to
public interest, professionalism, justness and sincerity, political neutrality, responsiveness to the
public, nationalism and patriotism, commitment to democracy and simple living. These norms
were thoroughly explained with the help of some situations. I became more aware of my
responsibilities as a government employee. This program is a good refresher/reminder and guide
for us in the public service because sometimes we overlooked our duties and responsibilities as
public servants.

In Lesson 2, I learned about the prohibited acts and transactions, the system of incentives and
awards, duties and responsibilities of Public officials and employees about divestments and
penalties under the code.

In Lesson 3, I was able to think and ponder upon every cases that was given. I was given the
chance to express my thoughts and opinions regarding a specific situation or case.

I would certainly apply everything that I have learned in this program. I think that if I could abide
by the rules I would probably be a good public servant and I could serve my country well.

I commend all the people behind this program.


Case Study # 3

Yes, I agree with Glenda.

As employees of the government, it is our duty to uphold the public interest. Her decision not to
do what her officers wants is a manifestation that she is a good public servant.

We should always adhere to the proper rules and regulations. Furthermore, her decision to
report to Sen. Enriquez is tenable because she has no other choice. She is just doing her job and
upholding the public interest. If Sen. Enriquez do not take action regarding the complaint, she
could go to the press.

Whistle-blowing is an act of informing higher authorities about illegal or unethical practices


observed. Whistle-blowing is never an easy decision for any employee. This will bring him both
advantages and disadvantages. This will cause him to be terminated from work or his life will be
put in danger. In doing this, the employee has to be firm and should have all the necessary
evidences before he has to do it.
Case Study # 4 Pick me up.

In our society, gift giving is a part of our culture. According to Section 3 (c) of R.A. 6713 otherwise
known as Code of Conduct and Ethical Standards for Public Officials and Employees that "Gift"
refers to a thing or a right to dispose of gratuitously, or any act or liberality, in favor of another
who accepts it, and shall include a simulated sale or an ostensibly onerous disposition thereof. It
shall not include an unsolicited gift of nominal or insignificant value not given in anticipation of,
or in exchange for, a favor from a public official or employee.

As to the case, Ronie did his job promptly and because of this Mrs. Santos was awarded with the
land title. Ronie did not demand any gifts or money from Mrs. Santos, so he is not liable of any
administrative case.

Furthermore, if I were in Ronies shoes, I will not accept the envelop full of money from Mrs.
Santos. I will tell her that as government employees, we are prohibited to accept gifts from
clients.
Case Study #5Bring Home Office Goodies

As stated in RA 6713, All government resources and powers of their respective offices must be
employed and used efficiently, effectively, honestly and economically, particularly to avoid
wastage in public funds and revenues.

Using government properties in any form for personal is not proper. Whether its just a
simple office supply it is still wrong. A government property should be utilized properly. The
government purchased those supplies not for the employees used but official business only. In
the situation given, I would take Cynthias side. It is simply because what Emy did was a form of
stealing its because those supplies do not belong to her. Bringing home office supplies of the
office to be used for personal interest is obviously unethical. This act may provide wrong
perceptions of all the employees in the government officials or employees. People who will know
of an employee doing such thing will make wrong conclusions or generalizations on government
employees. As mentioned in R.A6713 that public officials and employees shall utmost devotion
and dedication to the duty. And lastly, as a government employee, one has the responsibility to
take care of every government property and utilize them properly. And that those things should
be used for public interest and not for personal interest.
Case Study #6 More Than Just Casinos

What is legal does not necessarily be moral. There are things that are legal but are immoral. That
is because there is a big difference between legal and moral. When we talk of morality, it is based
on an internal and possibly external sense of what is right or good. Morality depends on each
individuals perspective. It is also subjective and solely depends on the ideologies. It would come
from a persons religion, political affiliation, nationality and etc. Furthermore there is no universal
meaning for morality or established moral standards which everyone should follow. Legality
simply refers to acts that conform to the law. On the given example, PAGCOR, like the Lotto and
sweepstakes symbolize gambling. It is legal because it is allowed by the government. And the
revenues it remitted to the government help a lot in building schools as well as in other projects
of the government. And aside from that, it has helped lot of sick people in their medication and
hospitalization. It also extends help to victims of calamities. Those are some of the reasons that
make it legal and that the government allowed it to operate. But we cannot deny the fact that it
symbolizes gambling. And gambling has destroyed many lives and has broken many families. It is
a game of chance that people bet even the last money in their wallet because they believe that
if they will win, they will get their money in many folds. Indeed it is a social illness. Yes, lotto and
sweepstakes is legal, but since the symbolize gambling, it is immoral. This is a best example that
tells us that if something is legal, it does not automatically mean its moral.
Case Study #7 I Can Afford Anyway

The law states that public officials and employees and their families shall lead modest lives
appropriate to their positions and income. They shall not indulge in an extravagant display of
wealth in any form. Guided by this rule, I dont agree with the employees opinion regarding the
dress code of CSC. Since she is a government employee, it is her obligation to abide with the law.
Though it is true that she can afford to buy expensive jewelries but still it is not proper to wear
them in reporting to work. This might create wrong perceptions on the people that surround her.
People around are very observant of those who are working in government offices. They are
aware of how much the government employees are receiving every month. And sometimes they
do make judgments on the employees based on what they see. This might lead to public service
degradation. So to maintain a good image as a public servant or as a government employee, it is
proper to follow the dress code as mandated by the CSC. The jewelries and other expensive
materials can be used in some other occasions anyway.
Case Study #8 Gifts Galore

RA 6713 states that "Receiving any gift" includes the act of accepting directly or indirectly, a gift
from a person other than a member of his family or relative as defined in this Act, even on the
occasion of a family celebration or national festivity like Christmas, if the value of the gift is
neither nominal nor insignificant, or the gift is given in anticipation of, or in exchange for, a favor.

Giving of gifts is a sign of gratitude. And refusing a gift offered or given is an insult to the giver.
There are reasons why we receive and we give gifts. Giving gifts is a kind act and as a result it
gives happiness to the receiver regardless of the amount of the gift given. This is an act that is
appreciated so much by anybody. Since gift giving is a kind act, there is nothing wrong with this,
but if the gift is given in exchange for a favor that is asked or for a task that was accomplished
especially if it is given to a government employee is no longer good. It is unethical. Josie is right.
Though the gift given to Adela were just nominal but if she has to combine all the gifts she
received its a large amount already. Through this act, the people will think that the gifts were
given as payment for what she did for them. And next time, if these people will ask favor from
her again, she cannot refuse because of the gifts that were given to her. And the best reason why
accepting gifts is improper its because the law states that public officials and employees shall
not solicit or accept directly or indirectly any gifts, gratuity, favor, entertainment, loan or anything
of monetary value. Public employees should do their duties and that is to serve the people for
free because they are well-paid by the government for that.
