1.1 Background (Describe the projects beneficiaries or direct clients situation and socio-
economic and institutional context - specific sector, activities, number of beneficiaries,
gender, geographic location, degree of organization and support received from other
institutions, income level, poverty indicators, etc. -Up to 3 paragraphs):
1.2 The Problem (Briefly describe the main problems or specific deficiency that the project
plans to address in the sector and geographical area, and the impact of these problems
on micro- and small- scale entrepreneurs. The problem description must be directly
related to the proposed solution. This is not a list of traditional problems but a
demonstration that they really exist and the impact that they have had. Up to 4
paragraphs): Proponent Entity experience (Describe the entitys experience in the sector
where it proposes to carry out the project and how it is planning to implement the
project. One paragraph): The general solution model (Describe the advantages of the
model that will be applied to solve the mentioned problems. One paragraph):

II. The proposed solution

2.1 The proposed solution (Describe the proposed solution or solutions for each of the
problems presented in section I. Up to two paragraphs):
2.2 Proposed components description: i) reimbursable financing and ii) non-reimbursable
technical cooperation, including the budget in U.S. Dollars (Total, IDB financing
proposal, Counterpart financing) for each component. (Describe how each will be used
for the proposed solutions in 2.1. For example, when explaining the reimbursable
financing, how would it be used? On-lending? Assets acquisition? The technical
cooperation and the technical assistance activities should be described. The proposed

conditions of the IDBs loan; (iv) the mechanisms to ensure that the projects benefits will
be captured by the beneficiaries and/or project participants; (v) the feasibility and origin
of the counterpart funds; (vi) the executing agencys capacity; and (vii) others.

are any negative environmental or social impacts and how they will be mitigated.
