I. Project Summary
II. Rationale
The Skills Training (ST) is a capacity building grant given to eligible SLP participants to enhance
their skills for higher productivity and profitability. It provides the participants the knowledge and
skills necessary to be able to establish (or enhance) and manage their sustainable microenterprise/s,
which should provide a stable source of income.
Through the process of community consultation, the participants identified the need for training on
basic training of entrepreneurship fundamentals, operation and inventory system, product costing
and pricing, simple bookkeeping, simple business recording and accounting, generating simple
financial reporting for their market-driven and resource-based rice trading and retailing
III. Objectives
General Objective: To improve the socio-economic capacity of the program participants through
the provision of skills training for microenterprise development
Specific Objectives:
- To equip the participants with the new knowledge and skills necessary for enterprise
establishment (or enhancement), operations, and management (human capital)
Provision of Starter DSWD To allow the participants to apply their newly acquired
Kits knowledge and skills for their microenterprise/s, basic
training of entrepreneurship fundamentals, operation
and inventory system, product costing, simple
bookkeeping, simple business recording and
accounting, generating simple financial reporting and
starter kit shall be provided as part of the training
package.
Establishment / DSWD and LGU The DSWD and LGU shall assist the participants in
Enhancement of the the establishment / enhancement of the
Microenterprise/s microenterprise/s, ensuring that the knowledge and
skills gained and starter kits received are fully utilized
and incorporated into the operations of the
microenterprise.
Business DSWD and LGU The DSWD and LGU shall assist the participants in
Registration and the registration of the microenterprise/s that will
Other Licenses officially and legally recognize the operations of the
microenterprise. Other pertinent licenses necessary
for the microenterprise should also be acquired,
through the guidance of the DSWD and LGU
Continuous DSWD and LGU The DSWD and LGU shall assist the participants in
Coaching and their microenterprise operations, especially on linkage
Mentoring to other institutions and organizations that can provide
additional support to the microenterprise/s.
Monitoring, DSWD and LGU The DSWD and LGU shall conduct periodic
Reporting, and monitoring of the project participants and their
Evaluation microenterprise/s, in accordance with the existing
monitoring and reporting system and guidelines of the
Sustainable Livelihood Program. Key findings shall
serve as basis for the coaching and mentoring
provided to the participants.

The following documents are attached to and are considered an integral part of this Project Proposal.
VII. Recommendation
This proposal recommends for the approval of the SKILLS TRAINING ON CATERING
SERVICES CUM PROVISION OF STARTER KIT IN THE MUNICIPALITY OF TUBIGON,
BOHOL amounting to SEVEN HUNDRED SIXTY-FIVE THOUSAND SEVEN HUNDRED
ELEVEN PESOS (Php. 765,711.00), wherein SEVEN HUNDRED SIXTY-ONE THOUSAND
SEVEN HUNDRED ELEVEN PESOS (Php. 761,711.00 ) will be sourced from DSWD SLP GAA
MD funds, FOUR THOUSAND PESOS (4,000.00) WILL BE COUNTERPART OF PARTICIPANTS.
The mode of disbursement will be CSO fund transfer.
